                             Invitation to AGPA
                             and 2011 Seminar in Beijing

                             IIas is the globally well recognized international association in the field of public
                             administration with scientific purpose whose seat is in Brussels, Belgium. the
                             purpose of the association is to promote the development of the administrative
                             sciences, the better organization and operation of public administrative agencies,
                             the improvement of administrative methods and techniques, and the progress of
                             international administration. as a non-profit international organization, its activities
                             are centered on the study of public administration and it provides a platform of
                             exchange and comparative study through various academic events, in which attract
                             scholars and experts in public administration worldwide and from all cultures to
                             present and discuss practical experience and theoretical analyses.

                             In recent years, in order to face the new challenges and further strengthen its global
                             network, the Institute has developed new strategies for sustainable development, and
                             called upon its members to strengthen regional cooperation and actively carry out regional
                             events. With the strong support of the Institute, Asian Group for Public Administration
                             (AGPA) will be established. As a regional affiliation to IIAS, AGPA sets its aim as to attract
                             and convene institutions and organizations in the field of Public Administration in Asia
                             through academic activities and events and to promote the development of Administrative
                             Sciences in Asia. We hope that AGPA could function as a focal point of the IIAS in Asia,
                             providing a platform and channel for academicians and practitioners in the fields of public
                             administration and / or Administrative Sciences to exchange.

                             AGPA will be set up as a flexible and light-structured coordinating organization, which
                             main means of action is to carry out academic activities, with the guidance and support
                             of IIAS and on the basis of mutual respect, consultation and voluntary participation. AGPA
                             will set up a post of coordinator, responsible for coordination and organize activities
                             among members. The term of the post will be 3 years. Once AGPA becomes an official
InternatIonal InstItute      affiliate of IIAS, the organization will form a Steering Committee. The role and function of
of admInIstratIve scIences   the Committee is to set the direction and management of research and activities of AGPA.

                             Just like its parent organization, AGPA will be mainly made up of institutional/corporate

                             the honor and pleasure to cordially invite scholars and practitioners in the field of public
                             administration to participate in the meeting and submit papers on the theme. The theme
                             of the Seminar is: public Governance and civil service capacity Building: learning,
                             communication and Innovation. The three sub-themes of the Seminar are as follows:
                                 1. Civil Service Learning Capacity and Governance Environment
                                 2. Civil Service Communication Capacity and Government Transparency
                                 3. Civil Service Innovation Capacity and Government Innovation

                             In addition, three special sessions on regulatory capacity of asian Government in
                             post-crisis era, public service standardization and study on public administrative
                             reform in asia will be held.

                             There is no registration fee for the meeting and the Organizing Committee will provide
                             accommodation and local transport for the participants and other official functions during
                             the meeting. The international roundtrip airfares to China (including the internal travel to
                             Shanghai or Beijing) will be covered by the participants. It would be appreciated if you
                             could confirm your availability with the Organizing Committee and send the confirmation
                             forms back via e-mail to: iiasagpa@gmail.com before January 31, 2011.

                             Submissions should include abstract, key words, the e-mail address of the corresponding
                             author, and a full paper is MSWord format, which is written in English and about 3000-
                             5000 words. We would like you to submit your electronic copies of papers to the following
                             e-mail address: iiasagpa@gmail.com no later than March 31, 2011.

                             We look forward to welcoming you to AGPA and the meeting next year in Beijing.
