                                  Fellowship for Intellectual Exchange 2011-2012


1. Program Details

Objectives and Program Overview

The Fellowship Program for Intellectual Exchange 2011-2012 is designed to provide selected intellectuals in

Eastern Europe, the Middle East and Africa with an opportunity to visit Japan and conduct their own individual

research on a chosen topic as well as networking/exchange activities. The program thus seeks to assist in

the development of a new generation of Eastern European, Middle Eastern and African intellectual leaders

who are familiar with Japan through established individual and institutional networks and are able to

incorporate topics/elements related to Japan to their own field of research in future.

Eligibility of Applicants
1.   Scholars, researchers (except undergraduate and graduate students), journalists and professionals who are engaged in research activities
     in the fields of the humanities or the social sciences, or who have practical experience in research, media, or non-profit organizations. In
     this fellowship, the applicant’s specialization should not be Japanese studies, but he/she should aim to conduct research that is related to
     Japan.
2. Individuals with adequate English-language proficiency to take part in collaborative interaction and to conduct research in Japan
     (Japanese-language ability is not assessed. Please attach a certificate showing the applicant’s English-language ability, if you have one.)
3. Applicants who are under 45 years old at the point of April 1, 2011 (as a general rule), and who are nationals or permanent residents with
     an active academic/professional affiliation in Eastern Europe, the Middle East and Africa.
4. Applicants who can find their own affiliated institutions and advisors in Japan.
5. Applicants who intend to take Japanese-language training courses, industry training courses or courses in traditional culture (e.g., flower
  arranging, karate) are not eligible. Religious and political activities and training for governmental officials are not eligible as well.


Research Topics
The content must include surveys and/or individual research and/or collaborative research, in the fields of either the humanities or the social
sciences. The research topic must be one that is appropriate for visiting Japan (i.e., there should be a reason the fellow wishes to conduct
research in Japan).
The topic must fulfil at least one of these requirements:
            1. It must incorporate Japanese issues into your area of specialization.

             2. It must be of mutual interest to Japan – Eastern Europe (including Russia, Central Asia and Caucasus), or Japan - Middle East,
               or Japan - Africa.
             3. It must be an international topic (global issue), related to Japan.



Examples of topics are given below (these are only examples; research topics are NOT limited to these):
Environment and Development, Peace and Security, Social order/Law enforcement, Globalization of the economy and international cooperation,
Corporate Social Responsibility, Education and human resource development, Energy issues, Gender issues, Population problem, etc.

Fellowship Period
The fellows are required to start their fellowship within the period from May 20, 2011, to March 25, 2012. The duration of the fellowship must be
between 30 days and 60 days.
* It is advised, however, that fellows should avoid visiting Japan from December 20, 2011 through January 6, 2012, because meeting and travel
arrangements are virtually impossible.

Obligations of the Fellows
1.    Fellows will independently conduct their own individual research activities on their chosen topic as described in the application.
2.   Fellows are expected to submit a final project report to the Japan Foundation within 1 month after returning back home.
3.   It is desirable that Fellows will give presentations about their research during their stay in Japan.


Benefits
1.   Round-trip, discount economy-class air ticket (PEX).
2.   Allowance to cover accommodation, meals, local transportation, research expenses and other incidentals (17,000 Japanese yen per day).
3.   Insurance:
     The insurance coverage provided will be in accordance with the general guidelines set forth by the Foundation.

4.   Domestic Transportation:
     Domestic transportation expenses within Japan will be provided only when a Fellow needs to travel
     no less than 100 km from the airport to his/her site of research.
5.   The Japan Foundation will directly pay the supervisor fee (JPY 50,000) to the academic advisor.
6.   The Japan Foundation will directly pay the assistant fee (JPY 30,000) to the assistant to the fellow. Please note that the need for an
     assistant will be determined by the academic advisor.


Application Materials and Procedure
An application package should include the following documents:

3. List of publications (optional)
4. One Letter of Recommendation
*5. Letter of Affiliation

An application package (except for the Letter of Affiliation. see below) must be sent through the Japanese Diplomatic Office in your country
(*For applicants in Russia, Hungary and Egypt, the Japan Foundation Office instead).
An application package directly sent to the Japan Foundation Headquarters will not be accepted.


*“Letter of Affiliation” must be sent directly from your academic advisor in Japan to the Japan Foundation Headquarters. Please refer to the
page 3 and 4 of the Application Instruction for detail.


Application Deadline
Applications must arrive at the Japanese Diplomatic Office* in your country by the date set by the Office (*For applicants in Russia, Hungary
and Egypt, the Japan Foundation Office instead.)


Notification of Results
Notification will be sent in the end of April 2011
.

Disclosure of Information

(1) Concerning projects we support, information such as the name of the fellowship program and project

    descriptions will be made public in the Kokusai Koryu Kikin Jigyo Jisseki (Detailed Annual Reports of the

    Japan Foundation Activities) and other public relations materials.

(2) When we receive a request for information based on the “Law Concerning the Disclosure of Information

    Held by Independent Administrative Institution, etc.” (Law No.140, 2001), as a general rule, submitted

    application forms and related materials will be disclosed, except for information stipulated by the law as

    something not to be disclosed.



Protection of Personal Information

(1) The Japan Foundation handles personal information appropriately in accordance with the Law

    Concerning Access to Personal Information Held by Independent Administrative Institutions (Law No. 59

    of 2003).

(2) The Japan Foundation uses fellows’ personal information, such as name, address, project title, and

    organization written on the application form, for the following purposes, as well as for screening,

    implementation, and evaluation procedures of the project.

(3) Details of the fellowship, such as your name, gender, occupation, position, specialization, project title, and

    affiliation are published in the Detailed Annual Report of the Japan Foundation Activities, the Annual

    Report, The Japan Foundation News, the Japan Foundation’s website, and in other public-relations

    material. They are also used in compiling statistics carried in the Annual Report.

(4) There may be cases in which details of the fellowship, such as your name, gender, occupation, position,

    specialization, project title, and affiliation are released to the press for publicity purposes.

(5) There may also be cases in which the Japan Foundation uses the information written on the application

    form to contact you to inform you of other Japan Foundation activities or to send you some

    public-relations materials.

(6) Copies of applications, including attached documents, final project reports, and the outcome of research

    projects are provided to outside consultants in order to facilitate the screening process and the evaluation

    of the results of projects.

(7) Concerning projects that we support, there may also be cases in which the Japan Foundation uses the

    information written on the application form to send questionnaires to follow-up on our projects.

(8) There may be also cases in which the submitted final project reports and the outcome of research

       projects are released to the press for publicity purposes.

(9) Submitted application forms and attached documents will not be returned to applicants.

(10) Details of the fellowship, such as your name, nationality, address, gender, date of birth, project title,

-      The Ministry of Foreign Affairs of Japan and related Japanese Diplomatic Offices.

-      Insurance Company.

-      Travel agency and airline office.

(1) These materials include: a. an application form (three pages); b. a letter of reference; c. a letter of affiliation

      (2) Please read the Fellowship Program Announcement 2011-2012 above and the following instructions

        carefully before you complete these forms. Applications that fail to follow these instructions (in terms of

                        insufficient provision of documents or information) will not be considered.

                (3) Please use only the space given on the application form except where indicated.

       (4) Please keep one copy for your own use. The application and other documents will not be returned.

(5) The application form should be filled out in English or Japanese. Applications submitted in other languages

                                                         will not be accepted.

    (1) Name: Candidates should write only in the Roman alphabet. It should be the same spelling that is in your

                                                                 passport.

            (2) Nationality: List all nationalities (citizenships) and permanent-residency permits you hold.

    of the screening should be mailed. Please notify promptly the relevant Japanese diplomatic mission of any

                                                         change of these addresses.

                          (4) Present Position: Please state concretely you institution and position

  (5) Higher Education: Begin with the most recent degree. Indicate the degree earned, date, discipline, and

                                                    name and address of the institution.

(6) Employment: Begin with the most recent position. List all the institutions and organizations where you have

                       been employed, the positions you have held, and the periods of employment.

                            (7) Research topic in Japan: Give the title of the research in English.

  (8) Proposed term of fellowship: The fellows are required to start their fellowship within the period from May

          20th 2011 to March 25th 2012. The duration of the fellowship must be between 30 days and 60 days.

(9) Affiliation in Japan: In order to conduct research in Japan, the cooperation of an affiliated institution, advisor, or research associate is
  important. Give the exact name of the institution/person with which/whom you intend to be affiliated, in English. Tick the current status of your
  arrangements with this institution/person in the “Arrangements Confirmed” section of page 2.
N.B. Fellows MUST find and arrange their proposed Japanese institution/host institution/advisor [Sections 9] by themselves. The Japan
Foundation does not provide this service.
2. When contacting the institution(s) and advisor(s) in Japan, the applicant should explain to them the following issues relating to this
     fellowship’s purpose (“constructing academic networks”), as well as the applicant’s research topic and plan in Japan:

           The advisor will be expected to meet the fellow at least three times during the fellowship.
           The advisor is expected to introduce the fellow to researchers and students who share common research interests with the fellow.
           If possible, it is desirable that the advisor will have a small meeting/seminar in which the fellow can make a presentation and can
            exchange opinions about his/her research topic with experts or students in their field.
           It is expected that the advisor will write comments on the final report.
           The Japan Foundation will directly pay the supervisor fee (¥50,000) to the advisor.

  Note:
  1. Those who are in the process of contacting the affiliated organisation(s) and advisor(s) in Japan at the time of application, must at least
    provide information such as the profile(s) and contact details of desirable institutions and advisors relevant to your proposed individual
    research topic. If you are contacting more than one institution/ advisor, please write them in order of preference.
  2. If the applicants receive confirmation of the affiliated organisation and advisor after submitting the application, they should inform the Japan
     Foundation immediately and submit proof of the above confirmation.

(10) Those who are in the process contacting with the affiliation(s) and advisor(s) in Japan at the time of filing

       the application, must provide pertinent information such as the profile(s) and contact addresses (e-mail

          address and telephone no.) of desirable institutions and advisors relevant to your proposed individual

           research topic. If you are contacting more than one institution/advisor, please write them in order of

                                                                      preference.

(11) English-language proficiency: Check the column to indicate the level of your English-language ability, and

                                             attach a certificate of your proficiency (optional).

(12) Previous stay(s) in Japan and other overseas experience(s): Applicants who have been in Japan and other

     countries should indicate the period and purpose of each stay, and list any grants received thereof. It is not

   necessary to indicate stopovers or short trips for sightseeing. If you have been in Japan on a grant from the

         Japan Foundation, please specify the period and the name of the program, regardless of length.

(13) Other grants: Applicants who are submitting requests to other funding organizations must list the names of

        these organizations and the length of the term requested as well as the dates that awards will be

                                 announced. Indicate the results if already known.

(14) Major publications, public presentations or other relevant professional activities and awards: Give the titles

     of your major works or publications and of occasions or symposiums at which you have presented your

    works or papers. Please also indicate awards and prizes you have received, with relevant dates. Indicate

      the titles of your Master’s and Doctoral theses as well as the dates and universities where they were

 (15) Summary of the Project: In the column, please write the summary of your research plan. Use the extra

    paper and give a concrete description of your project, the method, and the plan to be carried out in Japan

                                                  within 5 pages.

(16) Referee Information: Give the name, institution, department, and position of an individual to whom you are

                                       sending the Letter of Reference Form.

                                     LETTERS OF REFERENCE FORMS

  (1) Applicants should ask an individual who is willing and competent to judge your ability to carry out your

                                                research proposal.

(2) Applicants should fill in the boxes outlined in bold lines, ask the reviewer to forward the Letter of Reference

  form to the Japan Foundation office (Russia, Hungary and Egypt)/Japanese diplomatic mission to which the

      applicant should submit the application by the date set by the Foundation office or the Embassy. The

  applicant should indicate the address of the Foundation office/Japanese diplomatic mission concerned in the

         box outlined in bold lines. Letters of Reference received after that date will not be considered.

(3) The reviewer may use the space provided on the form, or attach a signed letter.

   5.可能であれば、所属研究機関での、フェローの研究テーマに関心のある大学院生・専門家を集めた勉強会を開催(ゼミでの
     発表の機会の提供、あるいは、少人数での意見交換会を含む)
   6.フェローの滞在終了後、国際交流基金より送付したコメントシートを基金担当者へ送付


   An advisor is expected to do the following points;
   1. Take necessary measures within the host institution to provide the fellow with appropriate status there.
   2. Provide the fellow with as much assistance as possible in finding appropriate accommodation.
   3. Provide the fellow with research guidance throughout his/her fellowship term.
   4. Recommend whenever necessary relevant researchers and experts to the fellow.
   5. If possible, provide the fellow with opportunities to make public presentation and discussion on his/her research topic with experts
      and/or students in relevant fields.
   6. Provide comments to the fellow’s final report that the fellow should submit within 30days after leaving Japan.

-Obligations of the Japan Foundation (JF)-
1. JF is to hold an orientation soon after the fellow arrives in Japan to provide the fellow with all stipends in cash and for explaining the
   insurance plan and its benefits.
2. JF is to pay the supervisor fee (¥ 50,000) directly to the advisor of the fellow.
3. JF is to pay the assistant fee (¥ 30,000) directly to the assistant to the fellow upon a request of the advisor.
