The Mactan-Cebu International Airport Authority (MCIAA), through its Bids and Awards Committee (BAC),
invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to
apply for eligibility and if found eligible, to bid for the hereunder contract:

Name of Contract         :    Extension and Renovation of the Existing MCIAA Crash Fire Rescue Building
Location                 :     Mactan-Cebu International Airport, Lapu-Lapu City, Cebu, Phil. 6016
Brief Description        :     The existing Crash Fire Rescue Building is a two-level structure made of
                               reinforced concrete and wood. The ground floor is 396 square meters in
                               area and the second floor has an area of 132 square meters.
                               The proposed extension building is a new three level structure to be
                               constructed adjacent and connecting to the existing CFR building. It has a
                               total floor area of 320 square meters with the ground floor level covering
                               180 square meters of floor area, the second level covering an area of 108
                               square meters and the third level covering 32 square meters of floor area.
                               The materials for the construction will be of reinforced concrete, steel,
                               plastic, wood and composite aluminum.
Total Approved Budget for the Contract (ABC) :         PhP 10,962,425.27
Contract Duration      :       180 Calendar Days

Prospective bidders should possess a valid PCAB License with Category “ D” in General Building as
principal classification and shall be at least Small “B” in Registration Particulars (IAC), have completed a
similar contract with a value of at least 50% of the ABC, and have key personnel and equipment (listed in the
Eligibility Forms) available for the prosecution of the contract and meet the other minimum eligibility
requirements stated in the Eligibility Documents and Eligibility Data Sheet. The BAC will use non-
discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of
Bids. The BAC will conduct post-qualification of the lowest calculated bid.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding
Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent
provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR) and is restricted, unless otherwise
stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock
belonging to citizens of the Philippines. In accordance with the IRR-A of R.A. 9184 a contract will only be
awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-

2. Issuance of Eligibility Forms                                                November 27, 2008
3. Deadline of Submission of Eligibility Requirements                           December 03, 2008
4. Opening of Eligibility Statement and Documents                               December 04, 2008
5. Issuance of Bid Documents                                                    December 08, 2008
7. Pre-Bid Conference                                                      December 23, 2008 at 10:00 AM
8. Receipt and Opening of Bids                                              January 5, 2009 at 10:00 A.M.

The BAC will issue to prospective bidders Eligibility Forms at MCIAA BAC office, Mactan-Cebu International
Airport, Lapu-Lapu City, upon their submission of a LOI, and upon their payment of a non-refundable amount
of PhP 500.00 to the MCIAA Cashier. Prospective bidders shall submit the Eligibility Requirements to the
BAC at the said address on or before the date and time set as deadline for submission. Opening of the
eligibility statements and documents shall be done at the date and time set by the BAC. The results of the
Eligibility Check by the BAC may be obtained at the same address. The BAC will issue Bidding Documents
only to bidders declared by the BAC to be eligible for the bidding and upon payment of a non-refundable
amount of PhP 5,000.00 to the MCIAA Cashier.

The MCIAA assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses
incurred in the preparation of their bids.

The MCIAA reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids
at any time prior to contract award, without thereby incurring any liability to the affected Bidders or Bidders.
