                         APPLICATION FOR EMPLOYMENT


I.    General Requirements

      A.     An individual seeking employment with the School Board of Volusia County shall
             submit a complete application with the personnel services department. This
             application will be valid for one year from the date of its submission or from the
             date of the last complete update of the application.

      B.     Upon receiving a nomination for appointment, an applicant shall be required to
             submit a complete set of fingerprints printed on an official School Board of
             Volusia County fingerprint card pursuant to Florida Statute 231.02 (2) (a) and
             section V of this policy. Such fingerprints may be taken by a district employee
             trained to do so or by any authorized law enforcement officer according to the
             requirements set forth and monitored by the school system. The card will be
             submitted to the Florida Department of Law Enforcement (FDLE) and the
             Federal Bureau of Investigation (FBI) for required clearances.

      C.     Upon receiving a nomination for employment, an applicant must meet the drug
             test requirements pursuant to Volusia County School Board Policy 415 in order to
             be recommended for appointment.

      D.     To be eligible for appointment to any district position, an individual shall be of good
             moral character; shall be at least 18 years old if he/she is to be employed in an
             instructional capacity and shall, when required by law and/or the Volusia County
             School Board, hold or be eligible to hold a valid Florida Educator certificate or
             appropriate license.

      E.     Any falsification or willful misrepresentation of facts supplied by the applicant
             may be grounds for dismissal or withholding consideration for employment.

II.   Vacancy Announcements

      A.     Announcements of authorized vacancies are posted daily at the Volusia County
             School Board district offices, and at all school and department sites. Applicants
             may call the district personnel services office hotline to obtain a list of all current
             vacancies, or visit the personnel services department to inquire about vacancies,
             or view the current vacancies on instructional cable television, or use the Volusia
             County Schools’ internet web site.

      B.     To apply for a specific vacancy, an applicant must contact the personnel services
             office by responding to the requested information on the Personnel Applicant
             Information Directory (Hotline) or by entering the required information on the
             Volusia County Schools’ internet web site. There may be positions that require a
             letter of interest and resume.

III.   Application for Instructional and Support Employment

       In order for an applicant to be employed, a complete application must be on file in the
       personnel services department. A complete application includes the following:

       1.     Application for Employment Form, a complete work history for at least the
              preceding ten (10) years. Any periods of unemployment or leaves of absence are
              to be noted in the work history.

       2.     Personnel Reference Forms must be submitted from the most recent
              supervisor(s) covering the preceding ten (10) years. A maximum number of three
              (3) Personnel Reference Forms must be submitted with the application. These
              forms must be individually sealed in an official company or agency envelope
              bearing the logo or name and be submitted with the application. Direct contact
              with the previous/current supervisor(s) may be made regarding all employment.
              In the case of recent college graduates, a placement file prepared by the college
              or university may be substituted for the reference forms. If the applicant has not
              been previously employed or has been self-employed, the references may be
              made by persons having knowledge of the quality of the work of the applicant or
              persons who have contracted for service.

       3.     Instructional applicants must submit official transcripts in a sealed envelope(s) of
              all college and graduate school courses, including evidence of at least a bachelor's
              degree. Non-degreed vocational teachers will meet requirements for a district
              issued certificate in lieu of a bachelor's degree.

       4.     Copy of a signed social security card.

       5.     Copy of the Florida driver license or valid photo identification.

       6.     Copy of high school diploma, G.E.D., or official college transcript in a sealed
              envelope from the institution, whichever is required for the vacancy. [A special
              diploma or a certificate of attendance shall be sufficient when indicated on the job
              description.]

       7.     Veteran’s Preference Claim Form when applicable.

       8.     Applicants must provide documentation that the required qualifications or
              equivalents of the position are met, including taking and passing all required
              assessment tests.      Students participating in a Volusia County Schools’
              instructional program work component are exempt from assessment
              requirements. Reasonable accommodation will be made for individuals with
              disabilities, when requested.

IV.   Application for Substitute Employment

      A.     Substitute Teachers

             1.      In order for an applicant to be considered for a substitute teaching
                     position, an application must be on file in the personnel services
                     department. This application will be valid for one year from the date of
                     its submission or from the date of the last complete update of the
                     application. A complete substitute application includes the following:

                     a.      Application for Employment Form, a complete work history for at
                             least the preceding ten (10) years. Any periods of unemployment
                             or leaves of absence are to be noted in the work history.

                  j.      A valid license or teacher certificate, whichever is appropriate
                          for the position.

           2.     An applicant must successfully complete the Volusia County Schools
                  substitute training course in order to be considered for a substitute
                  teacher position.

     B.    Substitute Support Employees

           1.     In order for an applicant to be considered for a substitute support position,
                  an application must be on file in the personnel services department. A
                  complete substitute support application includes the following:

                  a.      Application for Employment Form, including a complete work
                          history for at least the preceding ten (10) years. Any periods of
                          unemployment or leaves of absence are to be noted in the work
                          history.

                  b.      Personnel Reference Forms must be submitted from the most
                          recent supervisor(s) covering at least the preceding ten (10)
                          years. A maximum number of three (3) Personnel Reference
                          Forms must be submitted with the application. These forms must

                            Enforcement (FDLE) and the Federal Bureau of Investigation
                            (FBI). Students participating in Volusia County Schools student
                            work opportunity programs are exempt from the security
                            clearance requirement.

                    i.      Evidence of meeting the drug test requirements pursuant to
                            Volusia County School Board Policy 415. Students participating
                            in Volusia County Schools’ student work opportunity programs
                            are exempt from the drug-testing requirement.

V.   Security Clearance

     A.     An applicant for employment must be security cleared to be eligible for
            employment except in extenuating circumstances and with the written
            authorization of the superintendent or designee. Security clearance requires
            fingerprinting of all applicants nominated for employment, including former
            employees who have never been fingerprinted and become applicants because of
            a break in service for ninety (90) days or more.

     B.     For security clearance an applicant nominated for employment must:

            1.      Submit fingerprints which are searched through the files of the Florida
                    Department of Law Enforcement (FDLE) and the Federal Bureau of
                    Investigation (FBI).

            2.      Provide the district any requested official documentation regarding the
                    disposition/adjudication of any criminal offenses. Failure to disclose prior
                    criminal records will subject the applicant to review by the professional
                    standards department and may result in denial of employment.

            3.      Any previous criminal record will be reviewed by the professional
                    standards department and may result in denial of employment.

     C.     Exceptions to fingerprint requirement are:

            1.      Applicants for twelve (12)-month positions who have less than a ninety
                    (90) day break in employment service from the school district.

            2.      Applicants for less than twelve (12) month positions who were employed
                    and worked until the end of the previous school year and are re-employed
                    within ninety (90) days of the beginning of the work calendar for the
                    position.

            3.      Students participating in Volusia County School Board student work
                    opportunity programs are exempt from the security clearance
                    requirement.

                   4.      Applicants who furnish clearance from other Florida school districts for
                           positions held in such school districts, including verification that no
                           criminal offenses have occurred during the period of employment with
                           that school district.
