           Mid-Year Review

                                                                   Chief’s Message
                                                               The Mid-Year Review is a new report for the Red Bluff Police Department. In previous years we have created Quarterly
                                                Reports that culminated in a comprehensive Annual Report that is issued around March of each year. This year we eliminated the
                  2010 Mid-Year Report

                                                Quarterly Reports and made the transition to a Mid-Year Review.

                                                The new report has a new look that I hope you will find both pleasing and informative. This report is intended to provide an overview
                                                of the first six months of the 2010 calendar year. Much of the data is compared with the first six months of 2009 in order to provide

                                                You will note that there was an approximate 3% drop in total calls for service when compared with the first six months of 2009.

                                                However, please take the time to review all of the statistical data as this slight drop in total calls can be attributed to a couple of key
                                                factors; the most significant being a reduction in both sworn (police officers) and non-sworn staff (Community Service Officers).

                                                Please note that Part I crimes saw an overall increase of 31%; Part I Crimes that increased were Rape (166% increase), Robbery (37%
                                                increase), Assault-Simple (27% increase), Burglary (71 % increase) Theft (44% increase), Motor Vehicle Theft (17 % increase). The
                                                only Part I Crime that realized a decrease was the Assault-Aggravated category. This may be partly due to a change in reporting
                                                criteria that took place in 2009.

                                                There was also a substantial increase in traffic collisions (16% increase) between 2009 and 2010. The
                                                good news here is that there were no fatalities and there was a decrease in injury accidents. The Police
                                                Department will be trying to revitalize it’s traffic program during the 2010/2011 fiscal year in order to
                                                have a greater impact on accident reduction.
                  Red Bluff Police Department

                                                The reduction in staffing resulted in a drop in Officer initiated calls for service (traffic stops, citations,
                                                DUI’s, officer observed violations, etc). The Department made adjustments to compensate for the staff
                                                reductions which have allowed us to continue to provide the same great level of service.

                                                Finally, highlighted at the back of this report are some of the significant and high profile crimes. With the
                                                exception of just a few, they are all crimes of violence against people. These are certainly not all of the
                                                crimes against persons occurring in the City of Red Bluff, but certainly reflect a disturbing trend in our community, which is an increase
                                                in crimes against persons.

                                                The members of the Red Bluff Police Department are a group of loyal and dedicated professionals who are motivated to provide the
                                                best possible service to their community. Our motto is “Service with Integrity.” The Department remains committed to Community
                                                Oriented Policing, which is clearly demonstrated by the manner in which the Sergeants have managed their Areas of Responsibility.

                      2010 Mid-Year Report                            The Operations Division is comprised of the Patrol and Dispatch Units whose
                                                    primary function is to deliver initial police services to the community 24 hours a day. The
                                                    Operations Division is commanded by Lt. Kyle Sanders and during the first half of 2010 was staffed
                                                    with four sergeants, one acting sergeant, nine police officers, one dispatch supervisor and five
                                                    dispatchers. These professionals work diligently to respond quickly to calls for service as well as the
                                                    initial response to an emergency or report of a crime. The below charts represent some of the                   Acting Captain Kyle

               Community Oriented Policing Programs
The Police Department divides the City of Red Bluff into five different geographical regions (Areas of Responsibility) and
designates each area with a sergeant and one to two officers for community oriented policing purposes. Each Area of
Responsibility participates in Neighborhood Watch meetings and the Random Citizen Contact (RCC) program. The RCC program
essentially is when an officer contacts a citizen randomly for no other reason than to connect with them and interact positively
outside of a call for service.

         The Dispatch Center is the primary PSAP (Public Safety Answering Point) for the
City of Red Bluff. When a dispatcher receives a 911 call, they are trained to ascertain the
nature of the call and to transfer the call to the appropriate agency if it is a medical call (Cal-
Fire), or a crime or traffic related incident occurring outside the city limits (TCSO or CHP).

The dispatchers answer an enormous amount of telephone calls as shown in the below charts:

             Special Events
             Two Special Events occurred during the first six months of 2010 that involved Red
        Bluff Police Personnel. The annual Red Bluff Round-up was held April 16, 17 and 18th.
During this three day event, officers conducted traffic control in front of the Tehama County

Fairgrounds to ensure the safety of all motorists and pedestrians attending the rodeo. Police personnel also conducted traffic control
for the annual Rodeo Parade.

The second event was new to the community and Police Department. On June 18, 19, and 20th, the first annual Crawdad Festival
was held at the Tehama County Fairgrounds. Red Bluff Police Personnel conducted traffic control in front of the fairgrounds on
June 18th, but determined it was no longer necessary for the rest of the event.

                                                    The Red Bluff Police Department is committed to providing ongoing training to its
                                                    personnel as it is integral in developing and maintaining job relevant skills. Furthermore,
                                                    certain training is mandated by state and or federal law. The following is a snapshot of
                                                    some of the training that occurred in the first six months:

                                                    In house training is conducted by Department instructors and meets POST perishable skills mandates: The following are the

             The Tehama Inter-Agency SWAT Team consists of personnel from the Red Bluff Police
Department, Tehama County Sheriff’s Department and Corning Police Department. The members meet

once each month for training. During the past six months, the team conducted a variety of training, which
included the following topics:

       Scenario of an explosion / bomb / mass casualty incident on a school campus (Reeds Creek School).
       Tactical Movement with scenarios in country terrain utilizing GPS.
       First Aid for serious injuries (gunshot wound, broken femur) and coordination with air support for emergency evacuation.
       Utilization of rappel rope to rescue simulated injured person.
       Barricaded subject training in combination with the Crisis Negotiation Team (Negotiators).
       Deployment of a communication device into a building for negotiation purposes.

       Marksmanship drills with and without partners as well as stationary and moving.
       Recertification for short haul training (transporting a person via helicopter while hanging from a rope).

                                                                    Support / Special Services Division
                                      2010 Mid-Year Report          The Support/ Special Services Division is comprised of several units that include Investigations
                                                                    (Detectives), Records, and Community Service Officers. Additionally, the School Resource Officer and the
Support / Special Services Division

                                                                    TIDE Task Force Agent are assigned to this Division. While each of these units vary greatly in the scope of
                                                                    work performed, all are vital to the mission and goals of the Red Bluff Police Department. The Support/
                                                                    Special Services Division is managed by Sergeant Jason Beeman who has taken the interim title of Acting

                                                                    Although the Units within the Support Special Services Division have been adversely affected by the
                                                                    struggling economy, they are united in their commitment to providing quality services to the City of Red Bluff.

                                                                    The Investigations Unit continued to be busy during the first half of 2010 and is still staffed with two detectives. The investigators
                                                                    were assigned 88 cases for follow-up which was similar to the second half of 2009. These cases ranged from embezzlements and
                                                                    fraudulent document cases to rapes, crimes against children and homicides. A breakdown of the type of reports assigned to the
                                                                    detectives can be found in the chart below.

                                                                    Unfortunately during the first half of 2010, the Investigations Unit was assigned five death investigations. Of these, two have been

                                                                    ruled as homicides and continue to be under investigation. The Unit also had an uptick in rape case assignments with a total of 15
                                                                    rape / sexual assault cases being assigned for further investigation.

                                                                    Both Detectives received specialized training in the use of a computerized voice stress analyzer (CVSA). This machine allows the
                                                                    operator to determine if someone is providing deceptive responses to questions. This unit has already resulted in two suspects
                                                                    making incriminating admissions when they had previously denied involvement in the crimes being investigated. The CVSA will
                                                                    also be used by background investigators during the hiring process.

                 Records Unit

            During the first half of 2010, the Records Unit processed 2,352 written
reports. These reports included preparing files for each case, preparing working files for
patrol and detectives, preparing paperwork for the Court, District Attorney and allied
agencies. In addition to processing written reports, the Records Unit processes hundreds
of sex, narcotic and arson registrants as shown below.

The Records Unit is also responsible for answering all non-emergency phone calls,
citizens coming to the front counter, records requests from citizens and insurance
companies, compiling photographic line-ups for Officers, processing all traffic and parking citations, entering all pawn receipts, and
many other duties. The Records Unit was staffed with 2-3 people during this reporting period.

                                                                                       Community Service Officers Unit
                                           2010 Mid-Year Report                         The Community Service Officers continue to provide many necessary services for the
                                                                                     City of Red Bluff. In addition to handling 1280 calls for service during the first half of
                                                                         2010, the CSO’s logged 958 new pieces of evidence while purging 868 pieces of evidence. Without
                                                                         the CSO’s, all of these calls for service and the evidence processing would have to be done by sworn
                                                                         staff which would drastically reduce their ability to perform police duties.
Support / Special Services Division

                                                                         In addition to calls for service and evidence processing, the CSO’s perform several other duties. Both CSO’s have been to crime
                                                                         scene investigation schools where they received training in processing crime scenes. During the first half of this year, the CSO’s
                                                                         responded to several significant incidents and assisted patrol and investigative officers in processing crime scenes. This frees up the
                                                                         officer to interview witnesses, contact victims and suspects, and perform all the other aspects of an investigation.
