• Defined benefit not defined contribution
• LAPP provides an unreduced pension with 85
  pts and as early as age 55
• Best predictor of retirement is age: 55
• Generous early retirement provisions in pension
   - Early retirement at age 55,
   - Our employees are maximizing their pension
     as soon as possible

Internal Pulse Measured
• Focus groups (04) tested long service
  employees willingness to work after
  retirement
  – 80% indicated interest (75% with The City)
  – A significant majority indicated a requirement
    for flexibility to return to work
  – Clear message: “We know our value!”

Retired Employee’s Employment
Pool (REEP)
• Connects retirees interested in working with
  managers hiring for short term, non-union
  assignments (work overload, vacation, project assignments)
• Retired at least 90 days before first assignment
• Compensation based on the pay established for
  the work (i.e. position rating)
• No obligation to accept assignment and no
  obligation for managers to extend an offer of
  assignment
• Retiree can join at retirement or a later date

How REEP Works
• Leverage our existing internal temporary
  placement service
• Hiring manager can select to search REEP for a
  suitable candidate for non-union work prior to
  formal posting
• REEP Coordinator sends postings to REEP
  members who apply simply by „replying‟
• REEP Coordinator sends applicant‟s resumes to
  hiring manager
• Manager contacts suitable candidates for an
  interview or immediately hire

Benefits
• REEP members have City work experience
 (i.e. Contacts, processes, structure)
• Opportunity for retirees to supplement
  income
• Costs are no greater than normal hire –
  training period short
• Provides a flexible, trained workforce
  capable of filling contingency roles

 Rehirement Contract
• Purpose: Address critical succession issues with limited
  application
• Not an entitlement
• Limited application (1 year @ no additional cost)
• Retire Friday – Start Monday
• Target - non-union individual because of knowledge,
  role in a project or to facilitate succession/knowledge
  transfer
• Compensation reflective of individual‟s value not to
  exceed total compensation before retirement
• Formal employment contract developed.

Balancing Risks & Rewards
• Application – it has successfully bridged
  succession gaps in several key areas
• Employees feel they have left The City on good
  terms
• Provides time to find and transition suitable
  candidate without service impacts
• Cost no more than had the employee postponed
  retirement by one year
• Employee has a year of full salary PLUS
  pension

  - Commercial General Liability (CGL) of $2M
  - Professional Liability (PL) if required

Trade, Investment, and Labour
Mobility Agreement (TILMA)

• Signed agreement between the provinces
  of BC and Alberta to ensure Trade,
  Investment, and Labour Mobility are
  liberalized, fair, open and transparent.

Goals of TILMA

• No obstacles: government measures will
  not restrict or impair trade, investment or
  labour mobility between the two provinces
• Non-discrimination: there will be no
  preferential treatment of a province‟s
  people, investments and goods

TILMA Tender Requirements
•   Thresholds:
        •   $75,000 Goods & Services
        •   $200,000 Construction
•   Tenders
    –   must be posted for procurement of Goods,
        Services, and Construction whenever the
        requirements exceed the stated thresholds
    –   notices must be posted through electronic means:
        Alberta Purchasing Connection (APC) & MERX
    –   Length of Contract cannot be open ended, must
        have a completion / end date

Obtaining a Purchase Order
• To be considered for hire
  – Determine type of work you will provide
  – Determine the cost of your services
  – Submit a quote or proposal for the work to the
    interested Business Unit representative
• Projects over $25,000 require a business
  case to justify the appointment
• Over $75,000 require tender process
