Subject: Contract No. 7518A Amendment: MRI Contract Staffing, Inc. (formerly
Management Recruiters/Berkeley) for Temporary Parking Services Staff
Adopt a Resolution authorizing the City Manager to execute an amendment to Contract
No. 7518A with MRI Contract Staffing, Inc. (formerly Management Recruiters/Berkeley)
for a temporary Parking Services Specialist, increasing the amount by $20,000, for a
total amount not to exceed $110,000 for the period July 1, 2007 to December 31, 2008.
FISCAL IMPACTS OF RECOMMENDATION
The Public Works Department, Transportation Division, continues to require the
services of a temporary worker from MRI Contract Staffing, Inc. (MRI) due to the delay
in hiring a Parking Services Manager. The contract history is as follows:
Original contract for 7/1/07 to 4/1/08 (Res. No. 63,833) $ 58,500
First contract amendment to extend to 8/31/08 (Res. No. 64035) 31,500
Second contract amendment to extend to 12/31/08 20,000
Total not to exceed contract amount $ 110,000
The $20,000 for this amendment is available in FY 2009 funds in 835-4940-410-3036.
The CMS number is FLUKX. The City Manager approved extending the contract
through October 31, 2008 by letter agreement dated August 5, 2008.
The pay rate is $38.50 an hour; the average monthly rate is $6,500. The total provides a
small cushion for extra hours that may be required.
CURRENT SITUATION AND ITS EFFECTS
When the Council approved the contract amendment in April 2008, staff expected that
the Parking Services Manager would have been hired by September 2008. However, it
seemed prudent for the new Transportation Manager, who arrived in July, to make the
selection. Although Human Resources has certified the list of candidates for this
position, it may be several months before the position is filled because of the timing
usually required for the recruitment of management positions.

Currently there are no career employees in the Transportation Division of Public Works
managing critical parking management activities. The temporary staff is needed to
provide minimal oversight, contract management, and accounting/auditing functions
related to the City’s $3 million-plus off-street parking operations. The off-street parking
program, including garages and lots, has had no career staff since December 2006
since the previous program manager retired.
RATIONALE FOR RECOMMENDATION
Financial projections and other analyses and projects depend on the accuracy of our
off-street parking revenue reports. These projects rely on basic reporting assignments
which are currently done by the temporary Parking Services Specialist. Continuing with
this temporary help will ensure consistent audits of daily and monthly parking garage
revenues. Without this consistency, we may encounter data errors and potential
revenue losses. It is recommended that Public Works be allowed to continue with the
vendor to ensure timely and accurate performance of detailed financial tasks and
management of the parking contract.
ALTERNATIVE ACTIONS CONSIDERED
There is no alternative to temporary help for maintaining the accounting systems in the
off-street parking program until permanent positions are filled.

CONTRACT NO. 7518A AMENDMENT: MRI CONTRACT STAFFING, INC., FOR
TEMPORARY PARKING SERVICES MANAGEMENT STAFF
WHEREAS, the Parking Services Manager position in the Public Works department
remains unfilled, leaving off-street parking services without staff to provide minimal
oversight, contract management, and accounting/auditing functions related to the City’s
$3 million-plus off-street parking operations; and
WHEREAS, on September 18, 2007 Council passed Resolution No. 63,833–N.S.
approving a $58,500 contract with MRI Contract Staffing, Inc. (formerly Management
Recruiters/Berkeley) for the period July 1, 2007 to April 1, 2008 while Human
Resources conducted the recruitment and hiring process; and
WHEREAS, on April 22, 2008, Council passed Resolution No. 64,035–N.S. adding
$31,500 to the contract and extending its term to August 31, 2008; and
WHEREAS, due to unforeseen circumstances the recruitment process now may take up
through October 2008 or further; and
WHEREAS, it is deemed necessary to authorize a contract for a total not to exceed
$110,000 to cover services from July 1, 2007 to December 31, 2008, which amount is
available in FY 2009 in 835-4940-410-3036; CMS number FLUKX.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Berkeley that the
City Manager is authorized to execute a contract amendment with MRI Contract
Staffing, Inc., for a temporary Parking Services Specialist for a total amount not to
exceed $110,000 for the period July 1, 2007 to December 31, 2008.
