Preamble
When the term “Tenderer” is included in a requirement, an analysis shall be included in the technical
and/or the financial offers. In that case, these requirements and the related analysis will be applicable to the
successful tenderer during the phase of execution of the contract.

The term “Contractor” is used to refer to the contractor of the AMESD Supply Contract #1.

The tenderer are requested to complete the template on the next pages:

         Column 2 is completed by the Contracting Authority shows the required specifications (Not to be
          modified by the tenderer

         Column 3 is to be filled in by the tenderer and must detail what is actually offered ( for example the
          words " compliant", "Fully Compliant" or "yes" or even a simple copy-paste are insufficient and
          unacceptable)

         Column 4 allows the tenderer to make comments on his proposed supply and to make eventual
          references to the documentation

         Column 5 is to be left empty for the evaluators

    The eventual documentation supplied should clearly indicate (highlight, mark) the models offered and
    the specifications so that the evaluators can identify the exact configuration. Offers that do not permit to
    identify precisely the models and the specifications may be rejected by the Committee.

    The technical offer must be clear enough to allow the evaluators to make an easy comparison between
    the requested specifications and the offered specifications


1. BACKGROUND INFORMATION
        1.1.   Beneficiary countries

The ACP countries of the five Regional Economic Communities (RECs) of sub-Saharan Africa, namely
CEMAC, ECOWAS, IGAD, IOC and SADC.

        1.2.   Contracting Authority

The African Union Commission on behalf of the ACP Secretariat, CEMAC, ECOWAS, IGAD, IOC, SADC.

        1.3.   AMESD programme

This contract is part of the programme African Monitoring of the Environment for Sustainable
Development (AMESD).

Launched in 2007, AMESD is scheduled to run to 2012 and receive funding of 21 million euro from the
European Commission through the European Development Fund. The programme is managed by the African
Union Commission in Addis Ababa, Ethiopia. A steering committee, composed by the main AMESD
stakeholders: five Regional Economic Communities (ECOWAS, SADC, CEMAC, IGAD, IOC) and the
ACP secretariat, is providing guidance to the programme.

AMESD objective is to provide all African nations with the resources they need to manage their environment
more effectively and ensure long-term sustainable development in the region. Most importantly, AMESD
aims to improve the lives and prospects of the 350 million disadvantaged people in Africa currently enduring
poverty and hardship, and whose livelihoods depend heavily on their environment.

AMESD aims to provide decision-makers in the Regional Economic Communities, the Commission of the
African Union and at national level with full access to the environmental data and products they need to
improve national and regional policy and decision-making processes.

AMESD initiative takes the Preparation for Use of MSG in Africa (PUMA) project a stage further by
extending the operational use of Earth observation technologies and data to environmental and climate
monitoring applications. It will also be the precursor of the extension of Europe's Global Monitoring of the
Environment and Security (GMES) initiative to Africa.

     1.4.    MTAP/PUMA

Through the precursor activities of the Meteorological Transition in Africa Project
(MTAP /PUMA), the EU has already developed a harmonised approach to use satellite data for monitoring
environmental change throughout Africa. During this project, a network of 49 satellite data receiving
stations, the so-called PUMA stations, has been deployed in the beneficiary countries, namely 46 Sub-
Saharan ACP countries. This network included 4 PUMA/MTAP Regional Centres (1) The Centre Régional
AGRHYMET in Niamey, (2) The Agence pour la Sécurité de la Navigation Aérienne en Afrique et à
Madagascar (ASECNA) in Dakar, now deployed in Niamey at the EAMAC, (3) The Drought Monitoring
Centre (currently IGAD Climate Prediction and Applications Centre, ICPAC) in Nairobi, (4) The Drought
Monitoring Centre of SADC in Harare.

Through these stations, the latest broadcasted meteorological data are available free of charge thanks to the
EUMETCast service of EUMETSAT, including data from satellite like Meteosat Second Generation (MSG)
and forecast data from weather services. EUMETCast uses the services of a satellite telecommunications
operator. The data files are transmitted in accordance with the DVB-S standard (Digital Video Broadcast via
Satellite). In Africa, data is disseminated in C-Band via the Atlantic Bird-3 satellite positioned over the
Atlantic. Information about the EUMETCast system can be found in the EUMETSAT web site at the

The contract for the delivery and one-year warranty of these stations was awarded to Alcatel Alenia Space
(now Thales Alenia Space). As highlighted in Table 1, 49 EUMETCast-Africa reception stations have been
effectively deployed. The MTAP/PUMA project is now finished and the stations are no longer under
warranty. The proposed contract aims at upgrading these stations and maintaining their operational status
during the lifetime of the AMESD programme.

A PUMA station is a system integrating hardware, basically one satellite reception antenna and 3 PCs, and
software for data acquisition, processing and exploitation. It is operated by administrators and meteorologist
users who have been specifically trained. The main mission of the system is to derive usable products for
meteorological applications, such as weather forecasts, estimates of rainfall, …

All the PUMA stations deployed are identical. Each station is composed of the following units:

            One outdoor unit for data reception consisting of

                 o   Antenna, between 3.00m and 3.70m diameter depending on geographical location,

                 o   Feed and Low Noise Block converter (LNB) for C-Band reception,

            One indoor unit for data acquisition, processing, and exploitation, consisting of

                 o   3 PCs operating under Windows XP, their saved power supply (UPS) and some peripherals
                     (printer, network switch)

                 o   Software packages

The Annex 6 provides detailed information on the design and the configuration of the stations installed
within the framework of the PUMA project.

        1.5.      EUMETSAT role in AMESD

The proposed contract is also related to the activities of the European Organisation for the Exploitation of
Meteorological Satellites (EUMETSAT) in Africa. Indeed EUMETSAT plays a key role in the programme
through a Memorandum of Understanding signed with the African Union Commission. It encompasses:

              Continuous supply of its satellite data and products free of charge via the EUMETCast
               dissemination system;

              Providing AMESD with support in the maintenance and upgrading of receiving stations and
               equipment;

              Continuing its training programmes for African National Meteorological and Hydrological
               Services personnel, in close coordination with the AMESD training activities;

              Providing managerial support to the committee in charge of supervising the project;

              Offering, through its biennial African User Forum, an opportunity for the African user community
               to meet, discuss and exchange information and ideas about AMESD and EUMETSAT data and
               products.

The proposed contract implies close coordination with EUMETSAT, especially regarding the organisation of
training and technical support services. This is detailed further in the document.

2. DESCRIPTION OF THE WORK
     2.1.    LOT 1

The purpose of this contract is to supply the AMESD Thematic stations (referred as “AMESD stations” in
the following). They include any equipment necessary to receive data broadcasted via EUMETCast Africa
(EUMETSAT satellite broadcast service of meteorological and earth observation data over Africa) and to
exploit these data within the frame of the THEMAs (AMESD Thematic Projects). They will be deployed in
·the 47 AMESD National Centres (one per beneficiary country), the 5 AMESD Regional Implementation
Centres, and the AMESD Head Office. The shipment of equipments, on-site installation and first training
session are part of the contract.

The AMESD stations (present Lot, i.e. Lot1) are part of the same logic as the PUMA stations (Lot2),
focusing this time on environmental applications. As presented in Figure 1, they have (i) A block for
EUMETCast reception similar to PUMA stations and comprising a sub-system Antenna (outdoor) and a
sub-system Acquisition (indoor), (ii) A subsystem for the processing and use of data received dedicated to
environmental monitoring applications, namely the e-Station. Each of these subsystems is made of several
components integrating both hardware and software which are specified under a tabular form further in the
document.

Beyond the specificity of the data exploitation sub-system, there are also differences in terms of operational
constraints compared with PUMA stations. Indeed, the time constant related to environmental monitoring
applications is generally higher than for meteorological applications. Typically short-term weather forecast
involves products on an hourly basis, where environmental indicators are often based on decadal or seasonal
products. The result is a weaker requirement of availability of the system implying non-redundancy of
acquisition PC.

The contract includes the following work packages:

    1. Supply of the AMESD Thematic Stations
        This is the main part of the contract.

        The Contractor shall provide:
            47 Full AMESD Stations for the AMESD National Centers (NCs),
            5 Partial AMESD Stations for the AMESD Regional Implementation Centers (RICs),
            1 Reference Platform for the Contracting Authority.

        Each Full AMESD Station shall include the following items:
            1 Antenna sub-system including satellite dish, mounting, feed, LNB for C-Band reception
            1 Acquisition sub-system i.e. a PC equipped with DVB-S reception card, EUMETCast Key
               Unit (EKU) and ad-hoc software for data acquisition,
            1 e-Station sub-system including 1 processing workstation and 1 server with ad-hoc
               software,
            1 set of support items (UPS, network switch).

        The Partial AMESD Stations are full AMESD Station without the antenna subsystem.

        The Reference Platform is dedicated to (i) The test of CFI on target computers before the delivery
        of these CFI (ii) Technical support on CFI after their delivery. The reference shall include the
        following items:
             1 Acquisition sub-system,
             1 e-Station,
             1 set of support items (UPS, network switch).

        Furthermore, a provision of extra computers identical to the ones purchased for the station shall be
        delivered at the end of the contract (identified as +5 in Table 2).
        The software for the e-Stations and the EKU will be provided to the contractor as Customer
        Furnished Items (CFI).
        Each main item to be delivered can be broken down into components, which are further specified in
        the document. The Table 2 synthesizes the overall quantities expected for each component.

    2. On-site installation
        The equipment will be sent to destination and installed by the contractor. This includes (i) Antenna
        mounting and pointing (ii) Putting into service of the acquisition PC. The infrastructure work
        required such as concrete pad, network, power supply, will be specified in advance by the contractor.
        These infrastructure works will be performed by the beneficiary and therefore are out of the scope of
        this contract. Nevertheless, the contractor shall certify their compliance before installing the station.
        In case of non-compliance, the contractor should request the beneficiary the upgrading of
        infrastructure.
    3. First training session
        A first training session focusing on system administration and maintenance will be performed on-site
        following installation. After this training, the station administrator will be able to perform himself
        system monitoring, system configuration, re-installation of factory configuration, and first level of
        maintenance. He will also be sensitized to security rules. A specific training (type training of

          trainers) will be delivered to the staff of AMESD RICs who will be responsible for user support in
          their region.
          The training shall break down into two (2) modules:
               o    Module A - System Administration: use and configuration (if required) of the acquisition
                    software, installation, backup, system monitoring, security rules, maintenance.
               o    Module B - Training of trainers: pedagogic aspects, take in hand of training material
          It should be noted that the training activities only concerns the antenna and the acquisition sub-
          systems. Training to the e-Stations is out of the scope of this contract.
      2.2.      LOT 2

The purpose of this contract is to sustain the operational status of the existing PUMA stations. It is justified
by the fact that there was 2 years gap in maintenance since the end of PUMA contract warranty period and
because these receiving stations are key facilities for the AMESD program. It includes the provision of
supplies to deal with equipment and software obsolescence. In particular, all the PCs have to be replaced. It
also includes the preparation of training material.

The contract objective comprises the following work packages:
     1. Delivery of new indoor units
          One major outcome is to deal with hardware and software obsolescence by replacing all the PCs
          with new state-of-the-art ones. Other expected outcomes are to reinforce security (e.g. antivirus
          upgrade), to enable remote access for maintenance, and to renew the saved power supply (e.g. new
          batteries, automatic PCs shutdown to prevent full discharge). The contractor is in charge of the
          delivery and deployment of these new indoor units for all the existing stations.
          The Contractor shall provide:
              50 new PUMA indoor units for the centres identified in Table 5
              3 sets of 12 software packages (identical to the software the PUMA stations) for the
                 computers of the training centres1

          Each new PUMA indoor unit shall include the following items:
              1 Acquisition sub-system,
              1 Processing and Exploitation sub-system,
              1 set of support items including UPS

          Furthermore, a provision of extra computers identical to the ones purchased for the station shall be
          delivered at the end of the contract (identified as +5 in Table 3).
          Each main item to be delivered can be broken down into components, which are further specified in
          the document. The Table 3 synthesizes the overall quantities expected for each component.

  The training centers are part of the list defined in Table 5. They have a PUMA station and a training room equipped with
computers. The delivery of these computers is out of the scope of the contract. It should be noted that the software to be delivered for
the training centers is only used for training purposes (not operational use).

    2. Warranty services
        In case of failure reported in one station, the contractor is fully responsible to provide any technical
        and operational means (e.g. hotline mail, technical support team for investigation, remote
        intervention, re-installation of factory configuration, repair or replacement, test, shipment, on-site
        intervention,) to fix the issue and come back to nominal operation within the specified time limit.
        The contractor may also propose and apply a set of preventive measures to reduce the risk of failure.
        The PUMA stations shall be maintained in operational condition during the whole AMESD
        programme duration.
        The EUMETSAT User Helpdesk remains the first point of contact for all maintenance support in
        order to keep the same user interface. This Helpdesk registers and processes enquiry, provides a first
        level of intervention when possible (e.g. gives information linked with the status of the
        meteorological satellite or EUMETCast service), and forward to the contractor technical authority
        when secondary support is required.

        Particular attention must be paid to encourage and promote local self-sufficiency in terms of support;
        any contractor must favor such attitudes. The Contractor should also rely on African experts trained
        in the framework of the PUMA project.
    3. Training materials
        This aims at preparing training/tutorial materials for the operation, maintenance and repair of PUMA
        stations. It must be considered in the PUMA follow-on context and several kind of material have to
        be prepared depending on the profile and background of the trainees. Beyond the preparation of
        training support dedicated to the new aspects of the upgraded stations, the logic will be to pave the
        way towards sustainability by the preparation of self-training material/tutorial and a material for the
        training of trainers.

        It should be noted that the performance of the training session is out of the scope of this contract.
        Only the delivery of training materials is included.

3. PLACES OF DELIVERY
     3.1.    LOT 1

Full AMESD Thematic Stations (antenna, acquisition, and e-Station) will be delivered to AMESD National
Centres (one per beneficiary country). The list of places of delivery is given in Table 4.

Partial AMESD Thematic Stations (acquisition and e-Station) will be delivered to the AMESD Regional
Implementation Centres, i.e.

    (1) AGRYMET Regional Centre in Niamey/Niger,

    (2) BDMS in Gaborone/Botswana,

    (3) CICOS in Kinshasa/DRC,

    (4) ICPAC in Nairobi/Kenya,

    (5) MOI in Quatre Bornes/Mauritius.

(1) and (2) have already an antenna (PUMA station)
(4) is collocated with the Kenya Meteorological Dpt. (KMD) and has access to its PUMA antenna
(3) and (5) are being equipped under other AMESD contract

The RICs will be the regional focal point for the network of AMESD stations. They will provide technical
support to the users in their region. The indoor unit they will receive will be used as support platform.

The Reference Platform will be delivered to the AMESD Head Office in Addis Ababa / Ethiopia.

The PUMA stations to be maintained comprise:

         Each of the countries participating in PUMA project: installed in the National Meteorological
          Service, Department or Agency (NMS) of the concerned countries,

         Each of the 4 PUMA Regional Centres (RC): AGRYMET Centre in Niamey, DMC SADC*, ICPAC
          (formerly DMC) in Nairobi, and EAMAC (ASECNA) in Niamey,

         The one of the EUMETSAT Partner Centre (PC): ACMAD in Niamey.

*The final location of this station will be confirmed at the contract kick-off: Harare (the former DMC SADC
location, where the station is actually settled) or Gaborone, (the new DMC SADC location where the station
could be transferred). In any case, the prospective transfer of the station from Harare to Gaborone is out of
the scope of this supply contract.

4. ASSUMPTIONS AND RISKS
     4.1.    Assumptions underlying the project intervention

   EUMETCast broadcasting is operational

   The RECs, RICs, and/or AMESD National Centres will facilitate the customs and tax arrangements (NB:
    supplies import basis on DDU)

   The management of key for EUMETCast data encryption is insured by EUMETSAT

   EUMETSAT has established a helpdesk, available during normal office hours, to support the AMESD
    African Users (this includes the national meteorological services, responsible for the PUMA station).
    This helpdesk will comprise the following elements:

    a) First line support for User enquiries relating to EUMETCast delivered data and products;

    b) First line support for PUMA reception station trouble-shouting;

    c) Provision of a system level knowledge base for the PUMA EUMETCast reception stations.

    In this capacity EUMETSAT will:

    a) Coordinate with the contractor for the maintenance of PUMA reception stations to ensure the
       successful resolution of any trouble-shooting problems identified by the AMESD Users;

    b) Liaise with the EUMETCast data providers to maintain the integrity of information provided by
       EUMETSAT on their data and products;

    c) Provide Web based information relating to the availability of data and products for AMESD African
       Users;

    d) Provide statistics on the number of Helpdesk enquiries and trouble-shooting requests received

     4.2.    Risks

   There may be a risk to experience equipment bottlenecks due to customs clearance formalities.

    This risk can be mitigated by anticipation. It is highly recommended to communicate the lists of
    equipment to be delivered within the framework of this Supply Contract as soon as possible to the
    beneficiary institutions and the AMESD RICs, in order to facilitate customs clearance formalities and the
    necessary exemption from VAT and customs duties, in accordance with the Cotonou agreement.

   There may be a risk to experience late delivery of infrastructure work in Lot 1.

5. TECHNICAL REQUIREMENTS
      5.1.    General

a) All the equipment shall be provided complete with the necessary accessories and/or parts such as to
   ensure that the unit is capable of operating to the required technical and quality specifications. All
   specifications details within each lot for each item are the minimum requirements unless otherwise
   stated. Any improvements on the specifications or additional features offered should be clearly identified
   in the Tenderer‟s offer.

b) All supplies has to be ready to operate after delivery and installation by the contractor if no other
   conditions are mentioned in the technical specification.

Hardware

c) All the electronic devices shall be compatible with the power supply features (voltage, electrical outlet)
   operative in the countries of delivery, unless otherwise specified. In addition, all the electrical devices
   which have to be interconnected shall be fully compatible.

d) All the hardware indoor units must be operable in an office environment with regards to the following
   temperature, humidity and dust conditions:
        Operating temperature: 10°C – 35°C
        Relative humidity: 20% - 80%
        Dust: 0.40 gr/m3
       (applicable for hardware indoor units, only)

e) Redundant physical hard disks shall be implemented on each PC according to the following table:

f) Some preventive measures shall be proposed in order to cope with problems of unexpected UPS battery
   alteration; e.g. automatic equipment shutdown to prevent full discharge.

g) EUMETSAT strongly recommends setting up the EUMETCast PC (acquisition sub-system) only as a
   Reception Station with an optional FTP/File Server functionality, and not to install and run other
   application software. Peaks in disk or bus usage could interrupt the DVB data reception and thus cause
   non-recoverable data losses.

Software

h) The tenderer shall propose the necessary measures to protect against malware/viruses (e.g. antivirus,
   virus database update).

i)   The system shall allow remote access for maintenance whenever possible (i.e. reliable and fast internet
     connection). There exist for this, software allowing to instantly take control over a computer anywhere
     on the Internet, even through firewalls.

j)   In order to enable end-users with minimal system administration experience to install/re-install the
     applications there shall be:

     1. The provision of easily-installable software packages for all necessary applications;

     2. The provision of a simple installation procedure for all necessary applications.

     For instance, a system software image that contains all software components that are necessary (e.g. for
     the acquisition PC, the system image includes the Operating System, the DVB and EKU device drivers
     and the Tellicast Client application) may be prepared for each PC.

k) In order to enable end-users with minimal system administration experience to perform partial/complete
   backups/restores of the system software there should be the provision of a suitable backup/restore
   mechanism.

l)   When software upgrade is needed, the Contractor shall provide easily-installable software
     packages/upgrades including all the necessary software components. The system software
     packages/upgrades shall be distributed via EUMETCast and/or by other means, e.g. via FTP or
     CDs/DVDs.

m) In order to simplify application upgrades, the upgrades should not rely on any application licenses that
   are unique to the users.

n) The installation of upgraded software versions shall allow to preserve user own configuration.

o) In order to allow hardware maintenance/replacement, the application software licenses should not be
   linked to any specific hardware (e.g. network cards, DVB cards etc.) with the exception of a unique
   system identifier.

p) In order to enable end-users with minimal system administration experience to configure the applications
   there should be the provision of one or more graphical user interfaces for configuring all necessary
   applications"

      5.2.    Requirements specific to LOT 1

Not applicable.

      5.3.    Requirements specific to LOT 2

a) The upgraded station configuration shall offer the same level of redundancy as the initial one. In
   particular, in case of failure of one PC, it shall be possible to switch over a reduced configuration and the
   station shall remain operational.


6. ASSET REGISTER
a) In order to assist in asset registration, all equipment shall have a solidly fixed metallic type or similar
   approved label, size 75 mm x 35 mm, with the EU logo and the lettering:

         AMESD Contract No. 9548/REG
         Supply Contract No. xxxx / Lot No (…) / Item No ….. / Serial No …..

         The final acceptance shall include the signed up to date asset registration as accepted by the
         beneficiary.

b) The contractor shall maintain a complete inventory and management of the hardware of the project
   (serial numbers, part numbers, locations, moves of hardware, repair, etc).

c) The contractor shall maintain a complete inventory of the software and COTS (version numbers, release
   numbers, updates, configuration, etc).

7. TESTS AND INSTALLATION
     7.1.    General

a) The contractor is responsible to install all the software packages prior to the delivery, including the
   software packages provided by the Contracting Authority.

b) The remote access, when it is possible, shall be set up and tested as part of the station deployment.

     7.2.    Specific requirements to LOT 1

a) The contractor shall specify infrastructure work required such as concrete pad, network, and power
   supply. These specifications shall be submitted to the Contracting Authority for the Kick-Off Meeting
   and sent to the beneficiary immediately after approval.

b) The infrastructure works are out of the scope of this contract. Nevertheless, the contractor will be
   responsible for verifying their performance prior to installation.

c) The contractor shall perform a Factory Acceptance Test (FAT) on the first model of stations, for each
   kind of antenna (2,4m and 3,7m diameter). The successful FAT will result in the authorization to
   proceed to the deployment.

d) The on-site installation to be performed by the Contractor shall include (i) Antenna assembly and fixing,
   (ii) Antenna alignment, (iii) Putting into service of the station.

e) The deployment shall be performed according to the following two steps:

        Step 1: The Contractor shall produce 5 complete stations and deploy them in the 5 national centres
        located in Gaborone, Kinshasa, Nairobi, Nyamey, and Quatre Bornes. Good functioning under
        normal operation shall be verified during 1 month by the beneficiary.

        Step 2: After successful tests of the first 5 station models, the Contractor is authorized to deploy the
        rest of the system.

     7.3.    Specific requirements to LOT 2

a) The contractor shall perform a Factory Acceptance Test (FAT) aiming at validating the upgraded
   hardware and software in operational conditions. The successful FAT will result in the authorization to
   proceed to the deployment.

b) Two options are possible for the installation:

        Option a) Installation by the contractor,

        Option b) Prior training of the users by the contractor, then installation by the users under the
                  contractor responsibility.

        The tenderer shall identify in his proposal which of the two options he has selected.

c) Especially if option b) is selected, the tenderer has to make sure that installation is easy to do by the
   station staff: installation guide clear and user friendly (movie, picture, …), training with practical work
   to learn the installation procedure, …

d) In any case, the tenderer shall make a provision of a bulk for travel for 20 sites in case of problems
   during installation.

e) At least 20 stations shall be deployed during the first 7 months. The list of priority will be provided by
   the contracting authority at the kick-off meeting.

f) It shall be possible, during a transient period, to keep the old configuration running together with the
   upgraded one (e.g. by adding a splitter between the antenna and the reception PCs

Comment: If during the transient period a failure occurs on the former PCs, then it is not required to fix it.

8. MANAGEMENT
     8.1.       Key people

The tenderer shall include in its proposal the CV of the Team Leader. It shall comply with the following
profile:

        Qualifications and skills

        University degree or equivalent

        Team leadership, excellent communication skills, fluent in English. A good working knowledge of
        French is an asset.

        Knowledge of satellite telecommunication (DVB), and especially the EUMETCast system,
        knowledge of meteorological/EO data handling.

        Professional experience

        At least 5 and preferably 10 years experience in managing IT projects involving:

                 Hardware and software deployment,

                 Maintenance activities,

                 Training.

        Experience in international projects.

        Experience in logistics.

Any change regarding the Team Leader shall be the object of a notification letter to the Contracting
Authority. The CV of the new Team Leader, compliant with the required profile, shall be annexed to the
notification letter.

     8.2.       Project management structure

                8.2.1.   Responsible body

The African Union Commission (Direction REA) will be responsible for managing the contract.

The African Union (AU) acts as the Delegated Regional Authorizing Officer (DRAO) for the entire
programme, jointly designated by ACP Secretariat, CEMAC, ECOWAS, IGAD, IOC, SADC. The DRAO is
responsible for the overall programme implementation and meeting its objectives. The RECs are closely
associated to the programme‟s planning and implementation through their participation in the Steering
Committee, regular reporting and ad hoc meetings. In the implementation of the programme the DRAO is
assisted by the Programme Co-ordination Team (PCT), consisting of
       The Programme Co-ordinator, an officer of the African Union, responsible for the “day-to-day”
        technical, administrative and financial management of the programme.

       The Technical Assistance, to assist and advise the Programme Co-ordinator in his/her tasks. It consists
        of a team of experts providing long term (including administrative/accounting expertise) and short-term
        services, both at the central level (in the AUC offices: TL – TDMO-AFO) and in the regional centres (5
        thematic experts in the RICs).

The PCT has the power to consult the stakeholders on programme issues.

The Programme Steering Committee (PSC) is responsible for the overall guidance and technical
orientation and coherence of the programme. This Committee meets at least on an annual basis and is
convened by the PSC Chairperson (see below). However, especially at the start of the program two
meetings per year might be required. The PSC is mandated, amongst others, to discuss, amend and approve
the programme annual action plan. It comprises the following members: 1) the Representatives of the five
Regional Economic Communities (one being elected as PSC chairperson) 2) a representative of the ACP
Secretariat, and 3) the DRAO as representative of the AU. Observers, contributing to the workings of the
PSC will include 1) the EC Delegation responsible for the monitoring of AMESD, 2) other EC
representatives (HQs, JRC, DG ENTR, other), 3) the representatives of EUMETSAT (ensuring the
Secretariat of the PSC), and 4) the representative of the World Meteorological Organisation. The meetings

are also attended by the Programme Co-ordination Team and the responsible of the regional implementation
centres with their TAs. Specific resource persons could also be convened to the PSC, as and when needed.

The EU Delegation in Ethiopia is the “chef de file” for the administrative and financial monitoring of the
entire program. For technical issues, it is supported by AIDCO, as well as by representatives of DG ENTR
and of the JRC.

Each Regional Economic Community (REC) has nominated a member of staff as their lead person and
official REC counterpart in AMESD and the primary contact point for the Programme Coordination Team.
Each REC leader needs to keep in close contact with progress made in their RIC, and with their national
counterparts.

The Regional Implementation Centres (RICs) have each been designated by one of the RECs. The RICs
have designated a senior representative as AMESD counterpart and Manager in charge of implementing the
regional thematic action, as well as local staff involved in the programme. As part of the local staff, the RIC
have to designate an accountant, to ensure correct financial implementation of the Regional Thematic Action
according to EDF procedures, and report to the PCT on financial issues. The accountant will be the
counterpart to the financial and administrative officer (AF-TA) of the TA. The RIC Manager reports directly
to the Programme Co-ordinator and keeps the REC fully appraised of progress. They are supported by the
TA staff, and particularly by the TA thematic experts seconded to the RICs.

A Focal Point, acting as Project Manager, will be designated within the PCT for the follow-up of the supply
contract #1. This person will be in charge of the daily management of the supply contract #1, at AMESD
PCT side and will be the focal point for any exchanges with the contractor.

For operational purposes, the contractor will also have to interface with EUMETSAT User Service,
especially with the EUMETSAT help desk for the technical support service in Lot 2.

Annex 1: Antenna

The antenna sub-system shall allow to receive data broadcasted on EUMETCast Africa (i.e. C-Band RxOnly
Fix Earth Antenna)

EUMETCast Africa is operated in C-Band via Atlantic Bird 3 (telecommunication satellite operated by
EUTELSAT). The core coverage zone of the satellite is mainland Africa as shown in the figure below:

The antenna diameter shall be compliant with the minimum diameter specified in the following table:

Annex 2: DVB Reception Device

All equipment listed below was tested and used by EUMETSAT, however the listing does not indicate a
preference nor recommendation. There might be other hardware items than the ones listed, which could
perform EUMETCast reception as good.

Samples of PCI Cards (5 volts) which EUMETSAT has used and tested:

        1. TechniSat SkyStar2

        2. Vbox Satellite Express 2030

        3. Technotrend TT budget

        4. DVB Routers (LAN connectivity): IPricot IPR-S500 or other models. If this solution is selected
           by the Tenderer, then, an additional NIC shall be provided.

Users have informed EUMETSAT about the (successful) use of cards from other manufacturers – the list
above represents thus only the selection of models used/tested by EUMETSAT.

Annex 3: Guideline for operating system

The operating system should be largely transparent to the user.

The benefit of the Operating System proposed carefully argued by the tenderer. The tenderer shall consider
in this analysis some specific aspects such as security (e.g. robustness against viruses), maintenance easiness
(some small weather services may have limited technical support).

In case of Linux operating system the following configurations are recommended:

1.      Fedora Core 9 kernel: 2.6.25.6-55.fc9.i686

2.      OpenSUSE 10.3, kernel: 2.6.22.17-0.1-default

3.      Debian 4.0r3 (Etch), kernel: 2.6.18-6-686

4.      Ubuntu 8.04 LTS kernel: (2.6.24-17-generic) (Long Term Support, maintain April 2011)

All these distributions are compliant with the Skystar 2 DVB PCI board.

Annex 4: PUMA Initial Software specifications

The PUMA software suite aimed at receiving, processing and displaying all EUMETCast data available for
African users.

The initial software specifications includes one compatible software package for each station consisting of:

1. A Basic software for data reception/processing

2. An Additional toolbox for data exploitation

The first package (Basic software for data reception/processing ) is used for MSG ground station operation,
message/data reception and storage. The objective is to decode and decrypt the data stream as it is received
and to store it all (in a database on the capture PC), in standard message format with all calibration,
geometric, and ancillary data intact.

The second package (Additional toolbox for data exploitation ) is used to access MSG data from the
reception/processing system and for manipulation, further processing, archiving and operational usage. It
designed as an open toolbox allowing the user to develop further tools and routines.
