Business Incubator Timeline and Evaluation Criteria
In August 2008, the Michigan Legislature appropriated $1,250,000 to the business incubator
program through the Michigan Strategic Fund. According to the enabling legislation (HB
5812/P.A. 261), the MEDC will be responsible for distributing the funds on a competitive basis
to business incubator programs in Berrien, Genesee, Macomb, Washtenaw, and Wayne
counties. Aside from geographic location, the awarding criteria includes that the incubators be
operational as of October 1, 2008, and that they submit comprehensive business plans that
demonstrate sustainable operating capacity. Awards shall be announced by March 31, 2009.
At the most, only one (1) award will be granted per county, and it is anticipated that no
proposal receives more than $250,000.
MEDC through a Request for Proposals (RFP) is soliciting business incubator proposals from
the five counties Berrien, Genesee, Macomb, Washtenaw, and Wayne.
Timeline for Business Incubator RFP:
a. Business Incubator RFP document will be released by MEDC via the webpage on
b. Questions are due on 12/15/ 2008.
c. Applications are due via a pdf emailed to email@example.com on
d. Applications must be submitted by an entity within the following counties: Berrien,
Genesse, Macomb, Washtenaw, or Wayne.
e. Applications must be submitted by an entity operational on 10/1/2008.
f. Awards shall be announced by 3/31/2009.
Applications will include a Business Plan of no more than 25 pages that will include and be
evaluated based on the following criteria:
a. Financial Plan – Include financial schedules and sustainability plan
b. Economic Impact – Include outcomes and economic impact to the local and
c. Vision and Focus
d. Incorporation, Governance, and General Policies
f. Staffing and Services
g. Client Management including
i. Client Application and Entrance Policy
ii. Sources of Client Financing
iii. Client Evaluation and Graduation
