Paperless Trading Individual Action Plan
Objective
Taking into account diverse legal and regulatory frameworks in the region, APEC member economies should endeavour to reduce or eliminate the requirement for
paper documents needed for customs and other cross-border trade administration and other documents and messages relevant to international sea, air and land
transport, where possible, by 2005 for developed and 2010 for developing economies, or as soon as possible thereafter.
Guidelines
Recognising the enormous potential of paperless trading to expand business opportunities, reduce costs, increase efficiency, improve the quality of life and facilitate
the greater participation of small business in global commerce, each APEC economy will:
(a) Establish a timetable for reducing or eliminating paper documents related to international trade.
(b) Provide a favourable environment, including through establishing a sound legal and regulatory framework, for the delivery of paperless trading systems
(c) Ensure that measures to replace paper documents for cross-border trade administration with electronic equivalents are media and technology neutral, secure
and interoperable with and between all parties involved in the international supply chain of goods and services,
(d) Note the important role the business sector plays in providing and using electronic commerce technology, applications, practices and services, and
(e) Co-operate with and enhance the capability of other APEC economies to implement paperless trading systems.
