Objective

Taking into account diverse legal and regulatory frameworks in the region, APEC member economies should endeavour to reduce or eliminate the requirement for
paper documents needed for customs and other cross-border trade administration and other documents and messages relevant to international sea, air and land
transport, where possible, by 2005 for developed and 2010 for developing economies, or as soon as possible thereafter.



Guidelines

Recognising the enormous potential of paperless trading to expand business opportunities, reduce costs, increase efficiency, improve the quality of life and facilitate
the greater participation of small business in global commerce, each APEC economy will:

(a)      Establish a timetable for reducing or eliminating paper documents related to international trade.
(b)      Provide a favourable environment, including through establishing a sound legal and regulatory framework, for the delivery of paperless trading systems
(c)      Ensure that measures to replace paper documents for cross-border trade administration with electronic equivalents are media and technology neutral, secure
         and interoperable with and between all parties involved in the international supply chain of goods and services,
(d)      Note the important role the business sector plays in providing and using electronic commerce technology, applications, practices and services, and
(e)      Co-operate with and enhance the capability of other APEC economies to implement paperless trading systems.

                              transactions in the public sector.


Capacity Building Needs   - With our great intention to provide concrete and efficient know-
                          how in implementing successful strategies for e-business in
                          Thailand, the assistance of training need in electronic commerce
                          standard framework that could drive and enable paperless trading
                          implementation, especially the ebXML framework which has been
                          initiated by UN Center for Trade and Facilitation and Electronic
                          Business (UN/CEFACT) is urgently required as the first priority. In
                          this regard, Electronic Commerce Resource Center (ECRC)
                          would like to request for an assistance on expertise provision of
                          this issue.


Ability to provide        - In order to create awareness and enhance capacities and skills
                          in electronic commerce development within the APEC economies,
expertise                 Electronic Commerce Resource Center (ECRC),
                          NECTEC/NSTDA Thailand as APEC Electronic Commerce
                          Training Center has initiated and implemented various seminars
                          and training programs to APEC economies.

                          - In Thailand, training on electronic commerce of which best effort
                          to create great impact to public and private sectors are fully
                          concerned. Obstacles to the development of electronic commerce
                          are collected to further on defining and searching for best
                          solutions. On the contrary, both local and international
                          successful examples of e-business are also collected and
                          synthesized to present as best practices in deploying
                          successful e-business. In parallel, ECRC has also initiated
                          electronic commerce capacity building project which has
                          been proposed to APEC Telecommunications and
                          Information Working Group and approved by APEC funding
                          in June 2001.

                          - A proposed international conference entitled Workshop on
                          Electronic Commerce Policy and Regional Cooperation of
                          which the theme on Digital Economy for Communities and
                          SMEs Development has been established and will be held in
                          Bangkok during 19-21 June 2002. In this event, potential

                              speakers from member economies will have a good opportunity to
                              interchange ideas and experiences which can lead to a better
                              understanding of the issue and a better plan on respective
                              electronic commerce framework and master plan of the
                              participating parties as well as all APEC economies as a whole.


Co-operation in bilateral,    - The Department of Business Economics, Ministry of Commerce
                              is responsible for recommending Thailand’s position and
regional, multilateral fora   strategies for trade and economic cooperation in bilateral, regional
                              and multilateral fora.

                              - As a member of WTO, APEC and ASEAN, Thailand supports the
                              use of EDI to facilitate paperless trading in import and export
                              procedure.

                              - Department of Customs has now used EDI in more than 70
                              customs sites. Moreover, a number of government agencies
                              concerning trade related procedures, such as Department of
                              Foreign Trade and Department of Commercial Registration, are in
                              the initial stage using EDI to facilitate international trade.


Domestic co-ordination        - The Department of Business Economics, Ministry of Commerce,
                              is the lead agency negotiating on Thailand’s behalf in the bilateral,
mechanisms                    regional, and multilateral trade fora including ASEAN, APEC and
                              WTO. Therefore, the Ministry of Commerce has been supportive
                              to the promotion of the EDI usage to facilitate the process of
                              paperless trading and has been a prime mover for Thailand’s
                              commitment to achieve paperless trading goal in the year 2010.
