Fellow Nigerians in the Diaspora
I feel honored as the Special Assistant to the great Governor of Cross River State, Senator Liyel
Imoke, the Visionary and Lead Governor on Diaspora Matters in Nigeria. Additionally, it gives
me pleasure to serve Nigerians/ Cross Riverians as an agent to contribute to State and Nation
building. I also would like to thank various officials and establishments of Diaspora
organizations and Institutions that are working hard every day to contribute to the Diaspora
mission and vision in Nigeria.

The following details are information to participants which we will like you to forward to other
Diasporas. A planned Diaspora Day is scheduled to take place in Calabar, Capital of Cross River
State on Monday, 20th December, 2010. However, some exciting events have also been
planned for the weeks before and after Diaspora Day. Please note: Attendance for participants
is absolutely free except for Exhibition Stands.

Our mission is to create and promote an enabling environment, spirit of patriotism, networking
and cooperation among Nigerians/Cross Riverians in the Diaspora, thus mobilizing the vast
Human Resources and machinery for home/resource transfer towards building a greater
Nigeria. Cross River State aims to achieve continuous developments in the economic, social and
cultural spheres. With the cooperation of the Diaspora, to devise a state and national strategy
and a working plan, for the universal recognition of the Diaspora. The intention is to contribute
to the advancement of Cross Riverians in the Diaspora, and to benefit in the process.
Sector specific goals cover areas of Politics, governance, and the Economy (Legal concerns;
Licensing, taxation, investment requirements and; Finance). We intend to make impact in the
areas of culture, education; science; arts and literature and; media amongst others.
Prospective countries like Israel, Ghana, India, China, Korea, and Mexico have Diaspora
organizations/Institutions that are working effectively to promote developments in their
respective countries and I know that Nigeria can do the same. The need to work with the
Nigerian/Cross River Diasporas is more desired today more than when it was first
conceptualized considering the challenges facing Nigeria today.

I am encouraging all Nigerians in the Diaspora as well as in Nigeria to attend the Diaspora
Interactive Day Session with Governor Imoke scheduled for December 20, 2010. It is our
intension to build the bridge of economic development between Nigeria and the Diaspora. Our
collective Human machinery whether in Nigeria or in the Diaspora is blessed. We should all
share in the common vision and mission of joining together collectively to help develop Nigeria
utilizing our Diaspora community. Nigeria can be great if most of our professionals performing
excellently well are ready to contribute their knowledge and expertise in its development.

I look forward to hearing from you and working with you in the development of Cross River
State and Nigeria.

LOGISTICS ARRANGEMENTS

The 2010 Diaspora Day is scheduled to take place in Calabar, Capital of Cross River State on
Monday, 20th December, 2010. However, some exciting events have also been planned for the
weeks before and after Diaspora Day. Please note: Attendance for participants is absolutely free
except for Exhibition Stands.

PASSPORT PHOTOGRAPH
Each participant is requested to forward urgently to the Office of the Governor, Diaspora
Matters, CRSG by email a passport photograph. The subject matter of the email message
should bear the name of the participant, country and the word Passport Photograph, e.g.
MARIAN ANTHONY US Passport photograph.

The passport photograph will be laminated onto the DIASPORA DAY badges.

The identification of security reasons, all participants will be expected to wear the Diaspora Day
badges at all times during the session.

PICK UP FROM CALABAR AIRPORT
All participants will be picked up at Calabar Airport.

NB: For ease of logistics arrangements, please note that all participants are expected to arrive
at Calabar airport on Saturday, 18th December, 2010.

In case you will arrive in Calabar before 18th December, 2010, please inform the Diaspora
Matters Office (DMO) in writing via email, and state where you will be staying so that DMO can
arrange to pick you up.

TRAVEL ARRANGEMENTS
All participants are responsible for booking and paying for their flight tickets to and from
Calabar.

Participants must communicate their arrival time at Calabar Airport by email to:

This must be done not later than 15th November 2010. Airport pick up cannot be guaranteed
for information received after this date.

Kindly note that DMO will provide protocol/logistics arrangements to facilitate your visit. This
facilitation does not include clearance of any goods which have been declared illegal in any
definition.

The protocol facility/logistics arrangements accorded to those arriving in Calabar does not
extend to any other airport in Nigeria.

In case of delay or modification of your arrival time, please inform Diaspora Matters Governor’s

LOCAL TRANSPORTATION WITHIN YOUR COUNTRY OR RESIDENCE
Costs of local transportation from your place of domicile to the international airport in your
country of residence will not be reimbursed.

PEREGRINO HALL: Has been chosen as the Cross River State Government Diaspora Day
Session venue. The Hall is situated along House of Assembly Complex Road.


HOTEL FACILITIES
A few key Hotels have been chosen for the 2010 Diaspora Week accommodation venue. The
Hotels have both standard and executive rooms, two large conference halls, gymnasium, in-
door table tennis facility, lawn tennis court, snooker and an outdoor swimming pool.

Please note that hotel accommodation is reserved on first come, first serve basis and you are all
advised to register before 15th of November, 2010.

TERMS OF ACCOMMODATION
Participants will be individually responsible for settling their own bills in respect to:
accommodations, telephone calls, fax, email, drinks, room service, mini-bar, laundry, use of
business centres, etc.

No refund will be made to any participant who chooses not to stay at the designated hotel for
personal reasons.

Double room occupancy is available to couples who have both registered as participants.

DEPOSITS
Please note that on arrival at the hotel, participants are required to make an advance deposit of
US$100 (One hundred US Dollars or the Naira equivalent), to cover incidentals as telephone,
laundry, food, beverage, breakage, etc. The deposit is refundable at departure, on condition
that the participants has not incurred any extra expenses or damage any of the hotel properties
during his/her stay.

GROUP MEALS
There is no reimbursement for group meals that are not utilized.

SAFE DEPOSIT BOXES IN HOTEL ROOMS
Not all hotels have this facility. You may therefore need to deposit your valuables for safe
keeping at the hotel reception desk.

Please note that Diaspora Matters Office does not take responsibility for any loss of valuables
during the sessions.

INTERNET AND E-MAIL SERVICES
In most hotel rooms in Calabar, Internet services are limited. Services are mostly available in
the Business Centres of the Hotels. If you use the hotels business centres, you will be required
to pay.

As an alternative, you may wish to buy 3G Modem from any of the major communication
networks e.g. GLO, MTN. The modem is available in different packages (24 hours per day or
night only 22.00 hours to 05.00 hours).

POWER: Electricity supply
Please remember that the voltage in Nigeria is 220-240 Volts AC alternating at 50 cycles per
second. If you are coming with a device that does not accept 240 Volts at 50 Hertz, you will
need to bring along with you a voltage converter.

FIRST AID
First aid facilities will be available during the sessions.
     Kindly note that no medical/accident insurance is provided, so participants must
         organize their own coverage before coming to Nigeria.

TRANSPORTATION OF PARTICIPANTS FROM HOTELS TO THE CONFERENCE VENUE
(Available only to registered participants) Arrangements will be made to transport participants to
the interactive Session on the 20th of December, 2010 and back to their respective hotels.

DOCUMENTARY ON DIASPORA ACTIVITIES
During the Opening Ceremony we plan to showcase how Diasporas have been contributing to
national development through individual efforts and combined efforts, especially in the areas of
energy (power and renewable energy), health, education, ICT, agriculture, rural development,
empowerment of the grassroots and civil societies, etc.

In case you have carried out any activity in Nigeria within the last 10 years, or have any project
that you think will be of interest to policy-makers in Nigeria, please send us a short
documentary of this projects in DVD format. Due to time limit, the entire documentary showing
the activity or project should not be more than 4 minutes.

To ensure uniformity and to facilitate smooth formatting, the contents of the DVD should be
divided into the following sections:
     Name of the Diaspora and country of residence
     Name and type of project
     Location and year of the project
     Target groups/beneficiaries
     Stakeholders or partners in Nigeria
     Stage of the project (planning, partially implemented, completed)
     Outcome or envisaged outcome of the project.

To save time for those going to work on the DVDs, the label on each DVD should bear the
name of the Diaspora, country of residence and the type of project. The DVD should be sent
by courier to be hand delivered to:

EXHIBITION STAND
To showcase Diasporas skills, expertise and demonstrate their intentions, to contribute to
national development in the areas of: Energy, Health, ICT, Education Finance, Rural
Development etc; Diasporas are encouraged to take up exhibition stands during Diaspora Day.

Governor Liyel Imoke is expected to inspect the Diaspora Exhibition Stands at the beginning of
the Diaspora Day ceremony.

The following are the rates applicable to the exhibition spaces:

Category A:
Multinational and Corporate Bodies                  -       N100,000.00

Category B:
Universities and Research Institutions              -       N50,000.00

Category C:
Ministries, Departments and Agencies (MDAs)         -       N30,000.00

Category D:
Diasporas                                           -       N20,000.00

ADVERTISING IN THE PROGRAMME
To promote your company and enhance its image, you may wish to advertise your company’s
activities in the Diaspora program. To ensure a wide coverage of the advertisements, only half
page adverts (not full page) will be accepted. The cost for a half page colour advert is
N100,000.00 (One hundred thousand Naira) only.
