Terms of Reference Job Title: Host Country Relations Consultant Unit: Host Country Relations Unit Date: 4 October, 2007 Position Overview To strengthen and improve the Host country relations with a view to consolidate UN resources to deliver top quality host country services to all UN staff and to reduce administrative burden on Government of Pakistan and the UN. Essential Job Functions Initiate communication with Government of Pakistan for official categorization (diplomatic status) for UN personnel. Coordination between RC office and General Administration Working Group and Government of Pakistan on matters related to protocol and specifically to establish a UN desk in the Ministry of Foreign Affairs and Ministry of Interior. Collect and collate process data from agencies and current rules and regulations from GoP. Conduct comparative advantages analysis of business practices undertaken by various UN agencies in Pakistan as well other practices elsewhere. Conduct workflow analysis and prepare proposal based on findings. Location analysis – including requirements for proximity, emergency situations contingency plans, rostering. Assist in development of Host Country Relations Unit Organogram . Collate volume of protocol and relevant activities conducted/required by agencies since 2006, 2007 and projected to 2008. Continuously update and prepare reports as directed by General Administration Working Group. Assist in harmonization between the UN agencies as one UN and the Government of Pakistan. Qualifications: Relevant educational background, preferably Masters in Public Administration/Information/International Relations Skills/Abilities Previous diplomatic, public relations and protocol matters Strong analytical skills relevant to job functions as above Excellent computer skills (Microsoft Windows suite) Excellent interpersonal skills and culturally sensitive – ability to work in a multi-cultural environment Excellent communication skills in Urdu and English Excellent document handling, filing capability and time management Personality traits: Exude self-confidence Ability to work under pressure and handle difficult situations Ability to meet deadlines Ability to show good judgement and take initiative Commitment to delivering high results Excellent interpersonal skills – should be able to interact with many different levels of people Ability to work and produce results with minimal supervision Team player NOTE: This job description is not intended to be all-inclusive.
