Tournament Directors

INTRODUCTION:
This document is written in memory of Ed Jentes, founding member of the Seacoast Junior
Volleyball program who began this project and passed away September 8, 2002 before it‟s
completion. This guidebook is intended to be the model that Tournament Directors will follow for
all NERVA tournaments. The standardization of tournament play throughout the NERVA Region
will provide for fair and equitable opportunities for all teams. Deviation from these formats and
rules requires consent from the Junior Commissioner.
NERVA Juniors Operating Code
Comment: The following sections are taken from the NERVA Juniors Volleyball Operating Code.
Comments are added for clarification and ease of use. Please be sure to check the code for yearly
updates and changes.
Section 3.02 Tournament Directors Responsibilities
1. All Junior Tournaments will have a non-playing, non-coaching Tournament Director
conversant with the rules of play and the conduct of tournaments whose sole responsibility
is keeping the tournament on schedule and properly recorded, or court managers for each
court who are collectively charged with the above responsibilities and should not serve in
any officiating capacity. Tournament Directors shall not referee.
2. Each tournament director is responsible to make sure the facility is set up for the
tournament play. Beyond the playing surfaces this includes having scoresheets, lineup
sheets, pens, pencils, whistles, game balls, flipscores, scorers table and chairs (if they fit),
team benches (when available) and SAFE ref stands (if your site does not have ref stands,
then the players will referee from the floor). Tables (provide padding on the court exposed
side(s)) may be used as referee stands only if they are safe/stable and if the referee agrees to
standing on such table. If the referee does not feel that the table is a safe option then they
should officiate from the floor. Seating for parents is not the responsibility of a tournament
director.
a. The tournament format should be done in advance and should be handed out to each
coach at a coaches meeting prior to the start of the tournament. Determine the
limitations for your site and allot proper time for matches. Even if you have unlimited
time, limits should be established so that the tournament does not drag. In most cases,
there should be no more than 5 minutes between matches. When setting up the format,
tournament directors may not change the names of the teams and may not change the
seeding order of the teams in the pools that were given to them by the Junior Scheduler.
Comment: Time Limits, 6-7 hours is needed for an eight team tournament on two courts where
pool play is two 21 point games and playoffs are two 21 point games with a third game to 15
points NO CAP. Add one hour for 12 teams on three courts and 16 teams on four courts.
If less time is available at your site, then use timed play and CAP games at 22 points. All games to
21 begin with a score of 4 – 4. ·
Keep the tournament moving. Teams that play first should warm-up before the scheduled
start time of the tournament. Give the teams that play second ten minutes to warm up and then
allow only three to five minute warm-ups between games.
Team should eat when they are not playing or refereeing. Lunch breaks during
tournaments will add to your total time. If there are 6 teams on two courts and no break time you
must allow for a lunch break.

b. Teams must be guaranteed a minimum of 3 matches (6 games) at all tournaments.
c. Tournament formats may not be changed after it has been announced to team coaches.
This rule makes it imperative that the tournament director keep the tournament on
schedule and know exactly what their facility time limits are. Recommended playoffs
for 8 or more teams (2 or more pools) should consist of the top 2 teams from each pool
advancing to playoffs. Any format that cannot meet this requirement should be cleared
with the Junior Coordinator prior to the tournament. Standard format sheets are
available online at www.nevolleyball.org.
3. Checking rosters for current USAV membership is the responsibility of the tournament
director and shall be done at the beginning of the day. The rosters must be checked against
the USAV membership list provided by the Regions Junior Registrar (see web site). The
director is to check the player name and for appropriate age level. This is a liability issue
for your site! No coach or player shall be allowed to participate without being registered.
Have blank registration forms on hand for on site registration.
4. Check with the team coach if a discrepancy arises. Rosters may be misspelled or difficult to
read. If a discrepancy cannot be resolved or reconciled you are to inform the Juniors
Coordinator of the problem the following day via email.
5. Do not be concerned with collecting the membership fee. The fee can be collected from the
club director at a later time. The parent signature on the form is mandatory for the player to
participate if the player is not 18 years old.
6. Complete an accident occurrence report for any injuries that occur at your facility, whether
the player is in your program or not, and forward the report to the Junior Commissioner.
7. In timed tournaments, tournament directors will keep official time and post scores during
the tournament. REMEMBER: If teams are tied going into the playoffs, you must have a
tie-breaker to determine which team will advance. A team cannot be eliminated from a
playoff spot based on points.
a. Tournament directors must announce a “5 minute warning” when there is 5 minutes
remaining before time runs out for that match. No time outs are allowed after the 5
minute warning has been given.
b. End of match time must be designated by an audio signal (i.e. buzzer, horn, 3
whistle blasts).
c. Game ball: Tachikara is the preferred game ball. The 12 and under age level must
use Volleylites
8. All tournament results must be reported to the Junior Scheduler at the conclusion of the
tournament or no later than the Monday night immediately following the tournament. All
results must be reported (not just the finals). To determine the order of finish of ALL teams
not making the playoffs:
a. Games won/loss record for teams for entire pool play..
b. If there is still a tie in the ranking of the teams, report ties to Junior Scheduler.
Those teams will receive equal rankings for the day.
c. If you have 12 teams in your tournament, 12 rankings must be reported. Results
may be reported thru the website, email or phone to the Junior Scheduler.
Comment: Final Ranking procedures:
a. Final two teams are 1 and 2.
b. Semi-final losing teams are tied for 3rd.
c. Fourth thru last is determined by pool play using games won/lost. If there is a tie using
won/lost record, use point differential to determine place.

9. The Junior Scheduler will provide (via a website) which teams will be attending the next
tournament, based on the previous tournament results. There is built in flexibility in the
number of teams to switch between Division A,B,C. (The Junior Scheduler will also take
into account travel distance and try to accommodate teams, but must maintain a certain
level of integrity of divisions for the system to continue to work well.)
10. . Tournament Directors must present awards to individual team players as follows:
a. Trophies or medals for 1st and 2nd place (10 each) in tournament with 7 or more
teams.
b. Trophies or medals for 1st place only (10 each) in tournaments with 6 or less teams.
c. No ribbons allowed as awards.
11. Tournament Directors must report all NO SHOW teams to the Region Junior Scheduler or
the Junior Commissioner.
12. Sunday Tournament Restrictions: Any Sunday Junior Tournament that has not concluded
pool play before 7 PM will have all „Quarter-Final‟ and „Final‟ matches consist of only one
(1) game to 25 points. The one game match will use rally scoring with the teams switching
sides at 10 points. Also, the „Finals‟ of any Sunday Junior Tournament that has not
concluded all „Semi-final” matches by 8 PM will have only one (1) „Final‟ game to 25
points. The one game match will use rally scoring with the teams switching sides at 10
points.
a. Should any Tournament Director find that their event will fall under this rule the
Director may choose to either follow the rule as written OR take a vote of the
remaining teams as to their desire to follow the rule or continue play as previously
scheduled. Should any ONE (1) team wish to follow the rule, then the Tournament
Director is obliged to revise their event to match the play schedule as outlined by
this rule.
13. Tournament Directors should remind all coaches, at the coaches meeting, that bad behavior
toward player referees is not acceptable and that players, coaches or parents may be asked
to leave the facility if they are disrespectful or disruptive in any way. Coaches should be
reminded to inform the parents of their team of this rule. The New England Region will
enforce a zero tolerance policy on unsportsmanlike behavior.
14. Work Teams for all playoff matches should be clearly defined at the start of the
tournament. For standard 8 team 2 pool formats with top 2 teams advancing to playoffs -
the 3rd place in each pool are the semi-final work teams. The losing semi-final teams are to
provide 3 players from each team for the finals work team. If one team is gracious enough
to provide the entire work team then the Tournament Director may release the other work
team. This would generally be the closest in distance travel team. Tournament Directors
should have all coaches sign out before leaving the facility and dismissing their players at
the end of the day. Tournament Directors should use their best judgment in releasing work
teams ie: if one semi-final is running longer (going to a third game) than the other (done in
2 quick games) the TD may release the pool that has completed play for the day (regardless
of distance traveled - it is unfair to make a team wait an extra 30 minutes for the other pool
to finish, just so they can work). Both losing teams are obligated to work until released by
the Tournament Director.
Section 3.03 Team Coaches Responsibilities At Tournaments:
1. Team names must remain the same for the duration of the season. Players may be moved
from team to team, within a program, (see Section 2.04 Team Competition and Playing

Levels) but the team name will remain the same. Coaches should be aware of their team‟s
name, and shall not change their team‟s name at a tournament.
2. Each teams coach will submit an official NERVA roster to the Tournament Director before
the start of the first match. This roster will hold for the duration of the tournament. Players
who are “borrowed” must be designated on the roster with an *. Official roster templates
can be found at www.nevolleyball.org. Rosters are to be clearly written as Tournament
Directors will match each player to the master list.
Comment: The roster sheet must be fully filled out and signed by each team coach (or captain)
prior to the start of the tournament. If rosters have been submitted prior to the tournament
then each team coach will verify the roster for the day.
3. Team personnel: Each team must have 6 players on the court during tournament play. If a
team is missing a player the team should:
a. “Borrow” a player from another team within their own program at the tournament. Any
player that is “borrowed” from the same program must play with the new team for the
entire day. The player must be designated on the roster. The player may return to their
original team only when the new team is finished playing for the day. If the new team
does not make the playoffs, the “borrowed” player may return to her original team for
playoffs.
b. If there is no player available from option “a.” then the work team of that particular
match shall provide the needed player(s). The coach of the work team shall select the
player(s).
c. If the team with missing personnel makes the playoffs, they will continue to “borrow”
from the work teams. A team must have a minimum of 5 players on the roster at the
beginning of the day to qualify for playoffs.
4. Substitutions:
a. 18, 17, 16, 15 & under teams: will use the 12 sub rule with unlimited entries per player.
b. 14 and 12 & under: will have unlimited subs provided that a legal substitution is made
(correct player rotation) with unlimited entries per player.
5. All USAV rules apply for tournament play, except where modified in these guidelines.
Matching uniforms (shirt and short) are required.
6. Tardiness: Team coaches are responsible for the promptness of their teams during
tournaments, for both play and work schedules. Penalties are as follows and apply to late or
missing work teams and/or playing teams:
a. For every minute a work team is late, they will be down that number of points in their
next game. It is the responsibility of the tournament director to monitor this and reflect
the results in that teams next game. (e.g. If your team shows up 2 minutes late to work,
the opposing team in your next game will be given two points to start the match. If you
are the playing team and you are late, you lose the points in the current game which you
are about to begin).
b. After 3 minutes late, the work team will forfeit the first game in their next match.
c. After 10 minutes late, the work team will forfeit their second game in their next match.
d. The same penalties apply for late or missing playing teams in their current match.
1. Work teams: will provide 2 referees, 2 lines people and 2 scorekeepers. The coach of the
work team is responsible for the actions of their work team, and thus should be at the court
helping their team. Coaches should not be one of the required personnel but instead should
be there to help and guide with scoring or officiating. Let the players make their own

judgment calls when officiating, this is a learning experience and should be SUPPORTED
BY ALL COACHES. Work coaches should protect their work team players from any
distractions. Coaches should also remind the parents of their players that any disrespectful
behavior toward player referees will not be permitted and is punishable by being asked to
leave the facility.
Comment:
Coaches will ensure their work team is present and getting ready for the game. The work
team should be getting line-up sheets, making out score sheets, getting their referees on station
and keeping the warm-up moving. They should inform the teams warming-up how much time
they have so they can serve, etc.
Player referees shall pay attention to the game. The coach of the work team shall ensure
his players are paying attention to the game. If the tournament director sees players not
paying attention, he should notify the team’s coach.
The tournament director should watch play as much as possible to ensure the rules are
being followed. He shall notify work team coaches, if rules are not being followed. At NO
TIME should the tournament director overcall or change any court ruling on his own.
If a conflict arises that cannot be resolved on the court, the tournament director may
discuss the conflict with the opposing coaches and the work team coach. If the conflict still
cannot be resolved, then a committee of four must be organized. The committee shall consist of
the tournament director and three disassociated coaches. The ruling of this committee is final.
8. Time-outs: (For games or matches with time limits)
Tournament directors must announce a “5 minute warning” when there is 5 minutes
remaining before time runs out for that match. NO TIMEOUT WILL BE ALLOWED
AFTER THE 5 MINUTE WARNING!
9. Scoring: For facilities that have time constraints;
a. Pool play: Games during pool play will be capped at 27 points. That means if the score
is tied at 25-25, a team wins at 27-25 or if tied at 26-26, a team wins at 27-26 (1 pt.
win).
b. If match time runs out during play, that play of the ball is completed, the point is
awarded and the score becomes final. Only a 1 point advantage is needed in case of a
tie (not 2 points). This is during pool play. Semis and Finals should run as indicated by
the tournament director, at the beginning of the day, as time is allotted.
Section 3.04 Modified 12 & Under Rules
1. Rally scoring: Rally scoring is in effect with the exception of the 1st missed service attempt
from the traditional service line and when a side out occurs when a server serves 5 straight
pts.
2. Serving: The 1st serve in each service rotation must be from the traditional service line. If
serve is successful, all remaining serves are from that line (in that service rotation). If the
1st attempt is missed (NO POINT IS ALLOTTED THE RECEIVING TEAM) and the
player may step up to the “step in” line (5 feet in the court) and serve from there. If missed
from there rally scoring goes into affect and the receiving team gets the ball and the point.
Servers are limited to no more than 5 service points in a serving series, at which a sideout
would be awarded with no penalty to the serving team. ie..Server one misses her 1st
serve..score 0-0 She steps to the step in line and serves 5 straight pts...5-0...Opposing team
gets the sideout w/o the point. This restriction is in effect for a player that serves 5 pts from
the traditional service line (base line).

3. Simplified scorekeeping: Using the USAV score sheet - a slash running score down the
center and a flip score (or electronic score board) will be used.
4. Substitutions: unlimited substitutions and entrys. Must be legal substitutions.
5. Coaches will referee as 1st official. If there is an Assistant Coach they may 2nd referee.
Players should be nearby to learn.
6. Volleylite must be used as the game ball.
Reminders and Comments:
Jewelry:
USAV Rule 5.3.1 It is forbidden to wear hats or jewelry. An exception will be made for
religious or medical medallions and, for adult competition, a flat band ring worn on the finger.
If worn, medallions shall be removed from chains and taped or sewn under the uniform. If a
ring, other than a flat band, cannot be removed, it shall be taped in such a manner as not to
create a safety hazard. Casts, braces, prosthetic limbs or headgear that may cause an injury or
give an artificial advantage to the player must not be worn. If a cast, brace, prosthetic limb or
headgear is used, padding or covering may be necessary.
USAV Rule 5.3.2 Players may wear glasses or contact lenses at their own risk.
Players shall be asked to remove visible jewelry. If they do not comply they will not play.
Clean-up the Facility:
We are guests at all facilities used by NERVA. It is imperative that we leave facilities clean
after tournaments.
a. The tournament director shall inform all coaches during the coaches meeting that they are
responsible for their players and that their players must clean-up their own trash.
b. The tournament director and the host club shall organize a clean-up of the court area, any
lunch room or eating area and check the bathroom to ensure they are picked-up.
c. Report any major problems with a facility to the Juniors Coordinator.
FACILITY RULES:
The rules of the facility must comply with the standard rules for USA Volleyball and NERVA
play. Some facilities may have non-standard layouts that make compliance with standard rules
difficult to follow. Non standard rules must be discussed at the coaches meeting so each team
understands the facility rules. It is the coaches responsibility to inform his players of the
facility rules.
USA Volleyball Rule 12.4 Commentary:
12.4.1 If benches, bleachers, low hanging baskets or other floor obstructions are less than 2 m
(6'6") from the court and interfere with play of the ball, the ball becomes out of play and
a playover may be directed at the first referee‟s discretion.
12.4.2 A ball shall remain in play if it contacts the ceiling or other overhead objects 4.6m (15‟) or
more above the playing area. The ball is out of play if it makes contact above the opponent‟s
playing area or above the team‟s playing area and crosses the plane of the net into the opponent‟s
court.

12.4.3 A ball is out of play and a playover directed if it contacts overhead object(s) or the supports
(e.g., basketball backboard) less than 4.6 m (15‟) above the playing area and would have remained
playable if the object had not been present.
12.4.4 A ball is out of play and a playover directed if it comes to rest on an overhead object above
that team‟s playing area and is still a playable ball.
12.4.5 A ball is out of play if it contacts the ceiling or overhead objects, regardless of height, over
non-playing areas.
Seeding after pool play:
First and second place shall be determined for each pool as follows:
1. Overall Record for the Day.
2. Head to head competition.
3. Head to Head point differential
4. Overall point differential from pool play
a. NO TEAM SHALL BE ELIMINATED FROM THE TOURNAMENT ON
POINTS.
5. If there is a tie for second with won/lost record, a 15 point (rally score) game MUST be
played to determine second place.
6. If three teams are tied for first place, point differential shall be used to determine first place
and a 15 point (rally score) game shall be played to determine second place.
7. If there is a four way tie for first place, point differential shall be use to determine first
place. The two teams with the lowest point differential shall play a 15 point (rally score)
game. The winner shall play a 15 point game (rally score) game against the team with the
second highest point differential for second place.

To Do At Tournament Checklist
Set up nets, antennae, official stands, tables and chairs, team benches
Put out score sheets, line-up sheets, whistles, scoreboards, pens/pencils
Post schedules (playing formats/finals)
Hold a coaches meeting discussing the following:
Ground rules of the facility.
Hand out format sheets.
Review playing schedules, tie-breaking procedures, time limits (if any), CAPS (if any).
Work team assignments.
Introduce officials (if applicable).
Discuss the importance of maintaining a clean facility.
Instruct coaches that NERVA tournaments are for fun and players should play NICE.
Collect team rosters and check against NERVA membership list.
Ensure all coaches and players are members of NERVA.
Collect membership form/fee from non-members. Non-members do not participate.
Post pools/schedule in a location that is accessible to parents.
Post results as each match is complete.
If there are officials:
Provide lunch or pay for lunch ($5).
Collect officials evaluation form (if applicable).
Pay officials.
Present awards.
Clean-up the facility.
