         COUNCIL BILL NO. 2005-271 - AN ORDINANCE providing for the vacation of a drainage
         easement located at the end of the cul-de-sac on Melissa Lane in the City of Joplin, Newton
         County, Missouri. (Requested by Kevin Locke. Planning and Zoning recommended
         approval).

         COUNCIL BILL NO. 2005-272 - AN ORDINANCE providing for the vacation of a drainage
         easement located on the southwest corner of Johnson Drive and Colorado Drive in the City
         of Joplin, Newton County, Missouri. (Requested by Jim Hemphill. Planning and Zoning
         recommended approval).

         RESOLUTION NO. 2005-007 - A RESOLUTION granting a Special Use Permit (First
         Request) to Chad and Charyl Copher for the operation of a child day care center located at
         3132 East 12th Street in the City of Joplin, Jasper County, Missouri. (Requested by Chad and
         Charyl Copher. Planning and Zoning recommended approval).

     is not a Public Hearing, a request to speak to the Council should be prepared prior to the meeting. Speaking time
     will be limited to five minutes.

       Minutes of the April 18, 2005 Council Meeting

       COUNCIL BILL NO. 2005-273 - AN ORDINANCE establishing grades and accepting the
       Plat of ARBOR HILLS PLAT NO. 9 located east of the intersection of Notting Hill Drive
       and Notting Hill Circle in the City of Joplin, Newton County, Missouri.

       COUNCIL BILL NO. 2005-274 - AN ORDINANCE establishing grades and accepting the
       Plat of NORTH CORNER CROSSING PLAT NO. 1 located on the northeast corner of
       Range Line Road and Fourth Street in the City of Joplin, Jasper County, Missouri.

       COUNCIL BILL NO. 2005-275 - AN ORDINANCE establishing grades and accepting the
       Plat of NORTH PARK CROSSING PLAT NO. 2 located east of the intersection of Fourth
       Street and Geneva Avenue in the City of Joplin, Jasper County, Missouri.

       COUNCIL BILL NO. 2005-604 - AN ORDINANCE amending Chapter 86, Parks And
       Recreation, by repealing Section 86-152, Admission fee., and enacting a new Section 86-152,
       Admission fee., in lieu thereof.

7.     Resolutions
       RESOLUTION NO. 2005-006 - A RESOLUTION approving an Agreement with the Missouri
       Department of Natural Resources by which they will reimburse the City of Joplin for the some
       of the operational costs of its clandestine drug lab collection station.

       RESOLUTION NO. 2005-008 - A RESOLUTION recognizing Delmar Haase upon his
       retirement from active service with the City of Joplin Police Department.

       RESOLUTION NO. 2005-009 - A RESOLUTION authorizing the filing of a Five
       Year Consolidated Plan with the U.S Department of Housing and Urban
       Development as required for use of the City of Joplin’s Community Development
       Block Grant Program (Entitlement) for fiscal year 2005 to 2009; and authorizing the
       City Manager to execute said Plan for and on behalf of the City of Joplin.

       RESOLUTION NO. 2005-010 - A RESOLUTION authorizing the filing of a One
       Year Action Program with the U.S Department of Housing and Urban Development
       as required for use of the City of Joplin’s Community Development Block Grant
       Program (Entitlement) for fiscal year 2005; and authorizing the City Manager to
       execute said Plan for and on behalf of the City of Joplin.

8.     Ordinances – Emergency
       COUNCIL BILL NO. 2005-002 - AN ORDINANCE approving the Real Estate Contract
       by and between the City of Joplin, Missouri, a Municipal Corporation, and Trey Butler
       and Cynthia Butler, for the sale of approximately 1.39 acres of land east of 32nd Street and
       Oliver Avenue; and authorizing the City Manager to execute the same by and on behalf of
       the City of Joplin; and containing an Emergency clause.

       COUNCIL BILL NO. 2005-013 - AN ORDINANCE approving Intermunicipal Agreements
       by and between the City of Joplin, Missouri, and the Police Departments of the
       municipalities of Carthage, Carl Junction, Webb City, Duenweg, Duquesne, the Jasper
       County Sheriff’s Department, and the Newton County Sheriff’s Department; dealing
       generally with the sharing of resources and authorizing officers to respond in emergency
       situations; authorizing the City of Joplin Police Chief to execute said Agreements by and on
       behalf of the City of Joplin; and, containing an emergency clause.

       COUNCIL BILL NO. 2005-132 - AN ORDINANCE authorizing the City to enter into an
       Agreement with Missouri Northern Arkansas Railroad for right-of-way for the widening of
       Schifferdecker Avenue in the City of Joplin, Jasper County, Missouri, authorizing the City
       Manager to execute said Agreement for and on behalf of the City and containing an
       emergency clause.

       COUNCIL BILL NO. 2005-134 - AN ORDINANCE approving the purchase of 50 feet of
       right-of-way and improvements at 520 W. 32nd Street from Mr. Scott L. Bolding, M.S.,
       D.D.S., consisting of a portion of Lot 127 in DUNWOODY’S SUB-DIVISION to the City of
       Joplin, Newton County, Missouri; and authorizing the payment of Thirty-seven Thousand
       and Eight Hundred and 00/100 Dollars ($37,800.00), and containing an emergency clause.

       COUNCIL BILL NO. 2005-135 - AN ORDINANCE approving the purchase of 50 feet of
       right-of-way and improvements at 524 W. 32nd Street from Mr. Scott L. Bolding M.S.,
       D.D.S., consisting of a portion of Lot 128 in DUNWOODY’S SUB-DIVISION to the City of
       Joplin, Newton County, Missouri; and authorizing the payment of Eighty-two Thousand and
       Eight Hundred and 00/100 Dollars ($82,800.00), and containing an emergency clause.

       COUNCIL BILL NO. 2005-136 - AN ORDINANCE approving the purchase of 50 feet of
       right-of-way and improvements at 528 W. 32nd Street from Mr. Scott L. Bolding, M.S.,
       D.D.S., consisting of a portion of Lot 129 in DUNWOODY’S SUB-DIVISION to the City of
       Joplin, Newton County, Missouri; and authorizing the payment of Forty Thousand and Eight
       Hundred and 00/100 Dollars ($40,800.00), and containing an emergency clause.

       COUNCIL BILL NO. 2005-137 - AN ORDINANCE approving the purchase of 50 feet of
       right-of-way and improvements at 622 W. 32nd Street from Mr. Scott L. Bolding, M.S.,
       D.D.S., consisting of a portion of Lot 130 in DUNWOODY’S SUB-DIVISION to the City of
       Joplin, Newton County, Missouri; and authorizing the payment of Sixty-one Thousand and
       Seven Hundred Seventy and 00/100 Dollars ($61,770.00), and containing an emergency
       clause.

       COUNCIL BILL NO. 2005-453 - AN ORDINANCE approving an Inspections Participation
       Agreement by and between the State of Missouri, Department of Health and Senior Services,
       and the City of Joplin, Missouri, dealing generally with summer food service inspections at
       approximately nine (9) sites, for an Agreement period from May 15, 2005 through September
       15, 2005, and providing funding for said inspections for the Agreement period; authorizing
       the City Manager to execute the same by and on behalf of the City of Joplin, Missouri, and
       containing an emergency clause.
9.     Ordinances – First Reading
       COUNCIL BILL NO. 2004-037 - AN ORDINANCE approving Redevelopment Project VII
       of the North Park Crossing Tax Increment Financing Plan as a Redevelopment Project and
       adopting Tax Increment Financing therein.
       COUNCIL BILL NO. 2005-133 - AN ORDINANCE approving the sale of a parcel of land
       located West of Highview Avenue on the South side of Zora Street to Grace Bible Church,
       EFC, being a part of Miscellaneous Lot M-30, in the Northeast Quarter of Section 36,
       Township 28, Range 33, in the City of Joplin, Jasper County, Missouri; and authorizing the
       City Manager to execute the appropriate documents.
       COUNCIL BILL NO. 2005-261 - AN ORDINANCE amending Ordinance No.2004-256,
       passed by the Council of the City of Joplin, Missouri, November 15, 2004, by removing from
       District R-1 and including in District C-0-PD property as described below and located at 820
       West 32nd Street in the City of Joplin, Newton County, Missouri. (This item was tabled at
       the March 7, 2005 and April 4, 2005 Council Meetings).
       COUNCIL BILL NO. 2005-262 - AN ORDINANCE amending Ordinance No.2004-256,
       passed by the Council of the City of Joplin, Missouri, November 15, 2004, by removing from
       District R-1 and including in District C-0-PD property as described below and located at
       3202 South Jackson Avenue in the City of Joplin, Newton County, Missouri. (This item was
       tabled at the March 7, 2005 and April 4, 2005 Council Meetings).
       COUNCIL BILL NO. 2005-263 - AN ORDINANCE amending Ordinance No.2004-256,
       passed by the Council of the City of Joplin, Missouri, November 15, 2004, by removing from
       District R-1 and including in District C-0-PD property as described below and located at
       3204, 3208, and 3212 South Jackson Avenue in the City of Joplin, Newton County,
       Missouri. (This item was tabled at the March 7, 2005 and April 4, 2005 Council Meetings).

       Council Bill 2005-011 was passed on First Reading at the April 4, 2005 City Council
       Meeting. According to State Statute, this Council Bill will remain on the Agenda for a 90-
       day waiting period. No action is required by the Council.
