1. GENERAL “WELCOME PAGE”
In the context of the Ecodesign Preparatory study on non-tertiary coffee machines
(ENER Lot 25), product-specific questionnaires have been developed.
The objective is to understand the different products, applicable legislations, standards
or voluntary measures, market composition, and user behaviour issues, and to provide
an opportunity for industry and other interested stakeholders to participate.
This questionnaire is organised in five sections and each of them relate to different
aspects and objectives:
Section 1: Introduction
To present the objective of the questionnaire and the background to the
Lot 25 Preparatory Study concerning non-tertiary coffee machines.
Section 2: Company and products
To identify the type of products your company manufactures and
confirm whether the answers provided in this questionnaire are to be
treated as confidential information1.
Section 3 : Market data and trends
This section aims at understanding the market composition and trends.
Since the PRODCOM2 list does not explicitly provide product-specific
data, no official European statistics are available to have a thorough
vision of this market. Thus, we are gathering market and stock data
from manufacturers of coffee machines. We hope to be able to draw an
accurate and reliable picture of this market by comparing the data
coming from the different responses. This will help us to select the
products groups with significant market presence for further analysis in
the study. Also, we want to have a comprehensive view of the consumer
expenditure and therefore price information such as purchase prices,
maintenance costs, end-of-life costs, etc. are required.
Section 4: Consumer behaviour
To identify the differences between the intended use and real utilisation
conditions of the product.
Section 5: Potential product cases
To identify potential product cases which could be further analysed
during the next steps of this preparatory study.

2. INTRODUCTION
2.1. OBJECTIVE
This section provides a brief background to the Lot 25 Ecodesign Preparatory Study
concerning non-tertiary coffee machines3. It also contains a list of questions to
supplement our understanding and additional data request. Furthermore, it gives you
an opportunity to comment on the current study.
2.2. FILLING THE QUESTIONNAIRE

a format (e.g. a table) is not adapted to the answer you wish to provide, please send it
as a separate document or contact us and we will modify it to suit your requirements.
2.3. BACKGROUND
Directive 2005/32/EC establishes a framework for setting ecodesign requirements (e.g.
energy efficiency) for a wide range of products and, thus, it is going to affect
environmental and/or energy efficiency specifications of a variety of products sold in
EU in the future. For further details on the Ecodesign Directive, please visit the

This preparatory study is the first step in considering whether and which ecodesign
requirements could be set for non-tertiary coffee machines falling into the broad
scope of this study4. The objective of the study is to analyse these products and
recommend ways to improve their energy and environmental performance. The study
shall provide the necessary information for the next phases (carried out by the
European Commission); in particular a consultation forum with the stakeholders, an
impact assessment, and draft implementing measures. You can follow the progress of
the study and also register as a stakeholder on the project website:

Coffee machines are defined as machines that heat water, with or without an independent source of
energy, and pass it through the coffee, so as to produce a hot drink. This coffee can be dispensed in
various containers, such as cups, pots or in the machine itself.

4. ECONOMIC AND MARKET DATA TRENDS
In order to assess the size of the market and the composition of product types,
information on different types of coffee making appliances available on the EU market
is requested. We are looking for the following elements:
Sales volume: number of units sold (during the last two years), at the EU-27 level,
and if possible, at each Member State (MS) level

Task 2 should also include market structure, SMEs and the location of production

Please note that we are not asking you to provide the market share of your company,
but rather trying to estimate the overall market composition of the non-tertiary coffee
machines in the EU-27. Furthermore, the objective of this exercise is not to perform a
detailed market analysis but to choose products for further analysis which are
representative of the overall market.

4.3. EU-27 MARKET AND STOCK
We are seeking market data (number of units sold and monetary volume) and stock
data (number of units in operation) for the whole non-tertiary coffee machines sector
in EU. In particular, we are interested in:

We would like you to fill in the following table to the best of your knowledge.
Nevertheless, if you are not able to provide country wise data, please give at least the

not able to provide any stock and sales data, please give your “expert estimate” of

4.4. MARKET TRENDS

4.5. AVERAGE PRODUCT LIFE
Average economical product life6 (i.e. the typical service life of an appliance in regular
use) is required to make stock calculations and also for calculating payback time and
life cycle cost (LCC). We acknowledge that product economic life could vary across
products and Member States, but please try to provide best estimates based on your
knowledge and experience. In the table below, please indicate average EU values.
However, if specific to a particular Member State, please indicate.

The average appliance consumer price (and not the manufacturing costs) is required
for LCC calculations. If available, please send us a price catalogue of your products.

4.6.2. OTHER COSTS
The “total cost” of an appliance comprises the costs related to its
purchase, installation, maintenance, repair, disposal, etc. ‘Other costs’
concerns the costs of the machines outside of the purchase price. As
many of these costs could be considered negligible for these coffee
machines, the table below allows a description and amount of the cost.

5. CONSUMER BEHAVIOUR
Consumer behaviour and product use conditions have a direct influence on the product
performance as the real life use conditions might be different compared to the
intended use conditions. These differences may arise through cultural or infrastructural
reasons (from one country to another), because of different ambient conditions
(temperature, and humidity), etc. Such differences might also represent barriers to the

implementation of Ecodesign specifications and therefore, it is very important to
identify them in order to compute the realistic environmental and economic impacts of
the product. Kindly answer the following questions.

6. POTENTIAL PRODUCT CASES
This part of the questionnaire aims to identify potential products cases (i.e. typical
average products representative of the products currently sold in EU) which you may
be able to propose for detailed analysis during subsequent steps of the study. If these
products are retained to contribute for the development of the subsequent steps, we
will come back to you for detailed technical data (bill of material, energy consumption,
etc.).
Article 15 of the Ecodesign Directive suggests that the products chosen for the analysis
should be representative.
The term “representative” shall be interpreted as per three criteria defined in the
Ecodesign Directive i.e. they are sold in large volumes, presently cause significant
environmental impacts, and have significant improvement potential in the future.
Volume: The product shall have significant sales volume in the EU market.
Environmental impact: The product should represent significant
environmental impacts so that its inclusion under Ecodesign (and
consequently reducing these impacts) will lead to significant benefits at the
European level.
Improvement potential: The product should represent significant
improvement potential through Ecodesign and/or other technical
measures.
Perhaps you already have “green” products which are very efficient from energy and
environmental point of view. Please don’t propose them here as a product-case. Such
efficient products will be the focus of this study at much later stage when we will
identify the best available technologies (BAT) on the market and the technologies for
the future i.e. best not-yet available technologies (BNAT).
