1.Title of the project
“Optimization of the network and raising the quality of the voluntarism in the parish
organizations of the Nikopolis diocese”

2.Project grounds.
Bulgaria is a country in which the predominant part of the population professes the orthodox
Christianity – 84%; the Muslim religion is professed by 12% and the Catholics, Jews,
Protestants and Armenians each account for 1 %.
The diocese organization of Caritas Ruse is founded in 1992 and it develops and manages
long-term projects on the territory of northern Bulgaria, which help the poor and
underprivileged people to assume the control over their lives and to rediscover their dignity. As
a charitable organization, implementing the social doctrine of the Catholic church, Caritas
Ruse works by means of a network of parish organizations, which in the utmost degree know
the problems and needs of the communities in the different places and which can provide the
most qualitative and timely services to the people.
Presently the organization has a built working network consisting of 3 parish organizations and
associates in 4 more populated areas. The need for reaching an equal level of the parish
organizations, the foundation of new ones and the increasing of the local collaboration is a
main priority of Caritas Ruse, which is in the strategic plan of the organization for 2004-2008.
The achievement of this strategic objective is possible after assistance and building of
capacities in key teams of Caritas at parish level for organizational development and
encouragement of greater engagement of the volunteers in the social advocacy of the
organization.
The problems, which this project proposal identified, are:
     - Insufficiently developed network of active parish organizations on the territory of
         northern Bulgaria;
     - Insufficiency of the prepared people, of measures taken and of effective activities for
         preparation and training of volunteers in the parish organizations and in the four
         parishes – Ruse, Pleven, Belene, Malchika;
     - Insufficient knowledge of the normative basis which settles and presents the network of
         social services provided by the state and the municipal structures and therefore –
         impossibility for a professional and adequate reaction in assisting the people in need,
         who have different necessities.
     - Scarce encouragement for sharing and exchange of experience, knowledge and
         information in the network of parish organizations of Caritas Ruse;
     - Low level of competence of the volunteers and impossibility on behalf of the parish
         organizations to provide them with the necessary trainings
If it is not reacted on time and adequately to these problems the consequences will be:
Impossibility to provide qualitative and timely services to the people in the parishes; depending
on their concrete needs, shrinking of the activities of the diocese organization due to lack of
active parish associates in places; no knowledge of the local reality therefore inadequacy of the
services provided; in a specified need for emergency help on the territory of action of the
organization it will be necessary to spend money to build a new organization and to hire people
– raised finances, failure of ideas and plans.

3.Project objective
Caritas Ruse effectively contributes to raising the competence of the parish organizations,
encourages the optimization of their number in the Nikopolis diocese and in solidarity
stimulates the work of the parishes for social responsibility, through the virtues of voluntarism,
inspired by the Christianity.

4.Strategic objectives
Strategic objective 1
Caritas Ruse develops and encourages the human resource of the built parish organizations in
the Nikopolis diocese, assists to and enriches the process of development and increase of
competences, develops the skills for work in network and cooperation.
Strategic objective 2
Caritas Ruse actively mobilizes and inspires its parish followers and associates in voluntary
work for social justice and Christian charity.

5.Results

1.1. Optimized, stable, working network of parish organizations in the Nikopolis diocese– with
managing council, leading structure and a key group of volunteers.
1.2. Wide popularization of the organization and involvement and activation of the local
communities for the solution of acute social problems in concrete parishes.
1.3. Encouraged desire for work in close collaboration with state and municipal institutions.
1.4. Raised quality of the services provided by the parishes to the community.
2.1. Working partner relationships of solidarity and support; a new system for succession and
sharing of experience between the volunteers in the parish organizations of the Nikopolis
Diocese introduced.
2.2. Elaborated joint for the Nikopolis diocese program with advocative initiatives for creating
peace and tolerance in the community.
2.3. Raised competence of the people engaged in the social activities of the parishes-associates
and volunteers.

6. Activities
Strategic objective 1
    1. Inquiry on the needs for trainings of the people engaged in the parishes, who conduct
       social activities.
    2. Implementation of a work meeting with the people in charge of the parishes – on this
       meeting an analysis will be made on the results of the inquiries.
    3. Three-day training seminar, in which the people engaged in the parish structures will
       participate. The seminar will include:
    • Exchange of experience;
    • Analysis of the needs and self evaluation of the activities;
    • Training on the normative basis of the social activity – the law for Social assistance and
       the regulation for its execution; the law for Child protection and the regulation for its
       execution; Instruction for criteria and standards for social services; Instruction for the
       pensions and insurance length of service;
    • Training for trainers of informal volunteer groups;
The methods of the seminar will be: analysis, evaluation, interaction, role games; feedback;
Strategic objective 2
    1. Implementation of a work meeting between the people in charge of the parishes and
       their teams with the aim of discussing the results and planning of future actions.
    2. Realization of training from each of the four parishes for the volunteers made by the
       people participating in the seminars.
             3. Execution of spiritual exercises for the hired employees and volunteers in the Nikopolis
                diocese.
