  Source Management and Rotation Technology
              Tool (SMARTT)

1. Decision Process and Trade Off Analysis Tool
2. Assists with Source Rotation and Planning
3. Enables TBW to Determine What Mix of Water Sources Will
   Meet Demand

Staff Concerns:
1. Bias Towards Groundwater
2. Influences More Groundwater Production
3. Shifts Source Management and Rotation Planning Away from
   Minimizing Environmental Impacts
                                                              2
    Background
•Excessive Impacts from Past Pumpage to Lakes and Wetlands
•Partnership Agreements:
               •Developed New Environmentally Sustainable
               Water Supply
               •Reduced Groundwater Pumpage
               •Ended Litigation
               •Developed SWFWMD Financial Assistance
•Chapter 40D-80 “Recovery and Prevention Strategies”

      RECOMMENDED BOARD ACTIONS

1. Support Continued Minimization of Environmental Impacts
   by Minimizing Groundwater Withdrawals.
2. Endorse Letter to Tampa Bay Water Identifying Issues and
   Concerns with SMARTT.
3. Endorse EPC and HC WRT Continuing to Work with Tampa
Bay Water and SWFWMD to Achieve Greater Objectivity
and Protection of Resources in the SMARTT and
   Operations Plan (OROP).

      No “internal standard”
 Any GW drawdowns is acceptable
 GW drawdowns are averaged over the entire
         region
 Masking of localized cones of depressions
                                                         17
More Appropriate Screening
 Internal Standards for GW drawdowns
 Limits on both local and average drawdowns

 Correct Groundwater Source Limit
 SMARTT uses 121 mgd (Permit Max)
   Partnership Agreement  ~106 mgd

                                                   18
Conclusion
 SMARTT model in its current form suffers
  from:
   BlackBox
   Biases toward “GW Only”
   No Real GW Environmental
    Stewardship
