UNDP is seeking to retain the services of a PeopleSoft Financials Revenue Management analyst; the
candidate must have experience with the PeopleSoft Customer Contracts, Billing and Accounts Receivable
modules (version 8.9 or above) and be well-versed in the integration of these modules with General Ledger,
Grants/Project Costing and Commitment Control. The consultant will participate in facilitating the
implementation of Customer Contracts and the resulting impact on the existing Billing and Accounts
Receivable, to align with UNDP’s adoption of International Public Sector Accounting Standards (IPSAS) in
January 1, 2010. The consultant is expected to be a hands-on techno-functional analyst who can ‘hit-the-
ground running’ for its critical implementation in UNDP. The approximate timeframe for the engagement is
May 2009 through June 2010.
UNDP and four partner agencies (UNCDF, UNIFEM, UNOPS and UNFPA) implemented PeopleSoft 8.4
Financials in January 2004 and successfully undertook an upgrade to version 9.0 in January 2009. The
system was deployed world-wide to over 147 countries, and included the following modules: GL, AP, AR,
Billing, Contracts, Grants, Cash Management, Risk Management, Deal Management PO, e-Procurement,
Strategic Sourcing, Projects, Asset Management, and Treasury. The system was implemented based on
Cash Accounting, since that was the accepted UN accounting practice.
UNDP has committed to implementing the International Public Sector Accounting Standards (IPSAS) and
changing from Cash to Accrual Accounting by January 2010. This transition to accrual accounting will take
place with the main IPSAS standards being implemented which cover accrual accounting for Revenue,
Expenditure for goods/services, Asset Management and Employee Benefits. Analyzing the impact of the
changes on the business and developing transition plans is an integral part of the project.
UNDP is currently in the process of undergoing a business process mapping based on user requirements and
a fit/gap analysis. This exercise will result in a prototype and the required functional specifications which
incorporates the impact of IPSAS implementation on the existing PeopleSoft Finance modules. UNDP is
seeking consultancy support to the implementation of IPSAS on the PeopleSoft Revenue Management
modules specifically in recording accrued revenue in the General Ledger.

Duties and Responsibilities
General Duties and Responsibilities
Work with the UNDP and partner agency business community, as well as the UNDP functional and technical
analysts, to a) analyze the impact of IPSAS implementation on the current UNDP business process and the
current PeopleSoft configuration; b) draft functional specifications based on the business requirements,
reporting requirements and business process mapping and d) document the findings, decision points, and
revised possible configuration/customizations recommended.
Analyze the impact of switching from Cash to Accrual Accounting, focusing on the following PeopleSoft
processes: a) Managing Contributions (revenue recognition) as well as the timing of when transactions hit
the KK and GL ledgers.
Liaise with a reports analyst to determine the requirements for new/revised operational reports and financial
statements based on the changes brought about by IPSAS implementation.
Specific Duties and Responsibilities
Requirement Gathering/Functional Analysis Phase:
Assists the functional analyst in developing a robust business solution by providing technical details
required during the Analysis / Fit-Gap Phase
Validates the technical feasibility of the recommended solution
Design/Build/Unit Testing Phase:
Analyzes the user requirements/ functional specifications articulated by the Business and Functional
Specialists, and translates them into technical specifications for the assigned Finance modules/
business areas of Atlas.
Closely coordinates with other technical teams from UN organizations and partners requiring interfaces
to/from ATLAS and addresses any harmonization issues
Prepares the technical designs, reviews, builds, tests and implements technical solutions for business
Closely coordinates with the Production Support Team to migrate the technical solutions into production
Participates in peer-to-peer design/code review and ensures quality of the technical deliverables
Converts output of Finance fit-gap exercise into technical specifications and communicates these
specifications to other members of the Atlas maintenance teams to avoid any negative impact on
other business areas
Coordinates with the Finance business and functional analysts security team, production support team
and other touch-points by providing the technical expertise in migrating enhancements and new
functionality to production environment
System Testing/User Acceptance Testing/Implementation Phase:
Provides techno-functional support to the system and user acceptance testing effort by resolving any
technical bugs/ issues identified during the testing phase
Coordinates with the production support team and ensures proper migration, implementation and
validation of customizations, conversions and interfaces to the production environment
Ongoing Application Support:
Recommends changes to process/methods/training to bring about an improvement.
Proactively identifies, assesses impact and prioritizes the application, testing and implementation of
PeopleSoft Patches and Bundles.
Coordinates with Workflow, Security, Reporting & Analytics, Production Support, LRC, Business Users and
other business functional specialists to assess the impact of changes
Identifies opportunities for further leveraging ATLAS' capabilities through institutional knowledge and
close interaction with clients and partner agencies and country offices.

New Functionality/Modules, Application/ Tools Upgrades & Data Conversion:
Performs Fit-Gap Analysis for new PeopleSoft modules/ application upgrades/ Tools Upgrade /
customizations and assess the technical impact on the existing modules and functionality
Gains knowledge and ownership of the new modules (if applicable), which are an extension of the
assigned business area. Coordinates and receives technical knowledge on the same from other
teams and/or consultants
Prepares the technical design and builds Data Conversions and Data-Fixes for the new ERP modules
Ensures that ATLAS interfaces, customizations and conversions are delivered on time and within budget
Follows the work plan and adheres to the deadlines assigned by the Advisor and/or Development
Performs other duties and tasks that may be assigned as necessary
Proactively advises manager of risks, issues and status of key metrics
Actively engages in knowledge transfer with team members.
Participates in training initiatives
Impact of Results: PeopleSoft/Atlas helps to record business transactions for UNDP and partner agencies,
which subsequently become the statement of record for these organizations from which reports and
analysis, is conducted on organizational outcomes and effectiveness. This information is used by the
substantive departments of Finance, Budget, and Programme side to drive their business decisions on funds
availability, Donor reporting and budgetary and strategic planning and expenditure management.
Therefore, clarity of developed and implemented system solutions supports the work of the substantive
Errors in communicating the options available to the business community could lead to poor decisions that
will impact later stages of the project, and results in project delays and additional costs.
Extensive work experience with PeopleSoft Financials 8.9 or higher, and in a public sector
environment which uses the accrual accounting method.
Ability to work well with technical and functional team members as well as the business community
and contribute productively to teamwork
Superior oral and written communication skills.
Experience within the UN system or specialized agencies, in particular those agencies that manage
country office operations and large-scale projects locally, is an advantage.
Required Skills and Experience
Advanced degree or Bachelor’s degree and equivalent years of experience (10+) in Finance/Accounting,
Management Information Systems or related discipline.
UNDP PeopleSoft Financials
Proven experience with PeopleSoft Financials Customer Contracts, Billing and Accounts Receivable
modules, its interface to Commitment Control, Grants/Project Costing, General Ledger.
Substantive experience (3-5 years) in Peoplesoft Finance (8.9 and higher) Architecture. Strong
working knowledge of PeopleSoft core applications and underlying data structure; knowledge of
PeopleTools 1 and 2, PeopleSoft Query; PeopleCode, Application Engine, SQR, Application
Substantive experience in UNDP PeopleSoft implementation a plus.
