									            Balanced Scorecard for Project and Process Management

A balanced scorecard (BSC) is a method of clearly representing organizational progress towards its strategic
objectives. Its structure recognizes that metrics must not exist in isolation from the overarching objectives of the
business unit, nor must they exist in isolation from each other. Accordingly, the objectives build from left to right
as you read across the columns.
By first building organizational capacity, through infrastructure or training, you become capable of new and
better use of resources. With resources in place, you can create new processes or improve existing ones.
Finally, with process improvements complete, you are better able to serve your constituent base. And, of
course, better outcomes for constituents are the primary focus of our Strategies.
Well designed BSC’s should incorporate both short- and long-term goals. They should have a mixture of
objective and subjective measures. Finally, they should combine inward- and outward-looking metrics.
The BSC is not intended to be an operational appraisal where “Green” indicates that we did well during the last
reporting period and “Red” means there is trouble. Rather, the BSC shows overall progress toward goals for the
annual review cycle. Thus, in a well-run department with challenging goals, we should see the scorecard shift
from Red to Green over the course of the year. [Note: the BSC can, of course, be constructed to show
progress over shorter time frames, with annual objectives split into quarterly or even monthly targets. I will not
be providing that detail in this report.]
