♦ Two-way Trade Crosses US$ 8 billion mark: India-Malaysia trade in 2007 re-
corded an unprecedented US$ 8.14 billion (RM27.27 billion), a 23.8% increase in
US Dollar terms as compared to 2006. Indian exports to Malaysia in 2007 totalled
US$ 2.1 billion (RM 7.06 billion), representing an increase of 55% over 2006, while
Indian imports from Malaysia stood at US$ 6.03 billion (RM 20.2 billion), an increase
of 15.6% over the preceding year. The trade deficit at US$ 3.92 billion continued to
be in Malaysia’s favour. Meanwhile, India continues as the largest trading partner
for Malaysia in South Asia accounting for 73.1 per cent share of Malaysia’s total
exports to South Asia in 2007. India was also its 12th largest global trading partner,
accounting for 2.5% of Malaysia’s total trade.
♦ Record Indian Investments in Malaysia: India has emerged as the sixth largest
investor in Malaysia in the year 2007 with Reliance Industries Limited investing RM
1.2 billion (USD 358 million) in acquiring the assets of Hualon Corporation Berhad;
and Ballarpur Industries Limited RM 1.9 billion (USD 567 million) in the Sabah For-
est Industries Sdn Bhd. Figuring as the top two investments.
♦ Indian Tourists Throng Malaysia: In 2007, a record number of Indian tourists vis-
ited Malaysia. The figure was 422,452, representing an increase of over 50% over
2006, when the Indian tourist arrivals stood at 279,046.
♦ Wipro GSMC in Malaysia: Wipro has expanded its Malaysian operations by
launching a Global Service Management Centre (GSMC) in Cyberjaya. The Centre,
which was inaugurated on 21 February 2008, will cater to the infrastructure and ap-
plication management service requirements of customers across the ASEAN region
through a state-of-the-art remote service delivery model. This follows close on heels
of Satyam’s inauguration of its largest Global Solutions Centre outside India in Cy-
berjaya in September 2007.
♦ Jatropha in Sarawak: Mysore-based Labland Biotechs India Pvt Ltd, a leading
global player in plant biotechnology, will share their expertise with the Sarawak
State Government authorities in generation of electricity using Jatropha oil, supply
of Jatropha Curcas planting material, manpower training, installation of generator
sets and R&D in Sarawak, for which a 5,000 ha site has been earmarked in the
northern part of the State to cultivate Jatropha.
♦ Sunway’s Foray in Real Estate: Malaysia’s Sunway City Berhad is jointly develop-
ing with Opus Developers and Builders Pvt. Ltd in Hyderabad a high rise residential
complex of about 3,400 units with a Gross Development Value (GDV) of about
Rs.1,500 crores.
♦ KSTIL Bags Oil Well Drilling Contract: KST International Ltd (KSTIL), a wholly-
owned subsidiary of Malaysia’s Kejuruteraan Samudra Timur Bhd (KSTB), has
been awarded a service contract by Selan Exploration Technology Ltd of India to
provide land drilling rig services in the State of Gujarat. The contract is for the drill-
ing of four to six wells and this is expected to provide a revenue of RM 6.4 million
(USD 2 million) to the KSTIL. Selan is presently engaged in oil & gas exploration
and production operation in four fields in Gujarat.
♦ Columbia Asia Hospitals in India: Columbia Asia Sdn Bhd, a 30% unit of the Em-
ployees Provident Fund (EPF), plans to create a niche for its brand name ‘Columbia
Asia’ hospitals in India. Its Indian unit, Columbia Asia Hospitals Pvt. Ltd expects to
open as many as six new hospitals this year and have already identified 12 potential
sites. They already operate two hospitals in Bangalore and Kolkata. They have also
entered into agreement with DLF Home Developers Ltd (DLFH) to develop hospitals
in several cities in India.
♦ Bollywood Brought to You by DiGi: DiGi Telecommunications Sdn Bhd will offer
the latest entertainment and news content from Bollywood to subscribers of its mo-
bile podcasts, D’PodCast, from March 2008. An agreement was signed at Shah
Alam on 25 February 2008 to this effect between Stanton Technologies, DiGi’s
D’PodCast partner in Malaysia, and TIME Broadband Services Pte Ltd (TBSPL) to
deliver the content via D’PodCast.
♦ Indian DTH Through MEASAT: Reliance Communications (RCom) has booked
four transponders on MEASAT-3, a Malaysian Satellite system, to roll out Direct-to-
Home (DTH) television services in India.

SECTORAL SPOTLIGHT: TELECOMMUNICATIONS

The Indian telecommunications sector has been zooming up the growth curve at a fe-
verish pace, emerging as one of the key sectors responsible for India's resurgent eco-
nomic growth. It is the fastest growing telecommunication market in the world, and with
264.77 million telephone connections, is the third largest telecom market.
In fact, India has achieved its target of reaching 250 million telephone subscribers by
2007, two months before time. Simultaneously, overall tele-density has increased to
23.21 percent.
The year 2007 saw the Indian telecom sector achieving significant distinctions: having
the world's lowest call rates (2-3 US cents), the fastest growth in the number of sub-
scribers (15.31 million in 4 months), the fastest sale of a million mobile phones (in a
week), the world's cheapest mobile handset (US$ 17.2), the world's most affordable
colour phone (US$ 27.42) and the largest sale of mobile handsets (in the third quarter).
Segment-wise growth
The wireless segment has emerged as the preferred mode of telephone service by con-
sumers, reflected in the rising share of mobile phone connections to total connections.
The share of mobile phones has increased from 71.69% at the end of March 2006 to
85.15 per cent at the end of November 2007. While total mobile subscriber base was
225.46 million, wire line subscriber base was 39.31 million.
In fact, since 1999, the mobile subscriber base has been growing at a CAGR of around
85%. While an average of 6 million new subscribers are being added every month in the
mobile segment, there has been a decline in the total number of wire line subscribers.
A large part of these numbers are being pushed by the private sector. While the public
sector companies added 53.6 million subscribers during 1998-2007, private companies
have added a whopping 133.58 million subscribers during the same period. The domi-
nance has been much more pronounced in the mobile market, where private operators
have added 124.68 million subscribers, while public sector operators added only 31.79
million subscribers.
Investment
Buoyed by a rapid surge in the subscriber base, huge investments are being made into
the sector. During the first five months of the current fiscal year (April-August 2007), the
sector received US$ 850 million of Foreign Direct Investment (FDI) as against US$ 521
million during the whole of 2006-07. The cumulative FDI inflows from April 2000 to Au-
gust 2007 have been US$ 3.45 billion, accounting for 8.74%of the total FDI inflows into
the country.
Indian telecom companies are investing over US$ 15.21 billion in 2007-08 to finance the
expansion of their massive mobile networks and related infrastructure. This, in fact, is
equivalent to 60% of the cumulative investments into the entire wireless segment since
1995.
These inflows are driven by the sector's potential of high profitability, reflected in the
higher EBIDTA (or earnings before interest, tax, depreciation and amortisation) margins.
A report by Merrill Lynch puts the Indian telecom industry's EBIDTA ahead of that in
developed countries such as the US, UK, Japan and France among others.
Manufacturing
India is emerging as a handset superpower as more manufacturers set up base in the
country. While India produced around 31 million handsets worth about US$ 5 billion in
2006, technology research firm Gartner estimates handset production to increase by
68% in units and 65% in value terms in 2007.
Consequently, India is estimated to record the highest growth in the Asia-Pacific region
with a handset production of 51 million. Looking ahead, mobile phone production is esti-
mated to grow at a CAGR of 28.3% between 2006 and 2011 to total 107 million hand-
sets by 2010, while revenues are estimated to grow at a CAGR of 26.6% between 2006
and 2011 to US$ 13.6 billion.
Simultaneously, India's surging domestic telecom market is providing excellent invest-
ment opportunities in other segments of the sector. For example, TRAI estimates that
the country will need about 350,000 telecom towers by 2010, as against 125,000 in
2007. This has, in turn, attracted many leading global telecom equipment manufacturers
to set up their bases in India.

♦ Samsung has set up its GSM mobile manufacturing base in Manesar.
♦ Motorola has established a manufacturing plant in Sriperumbedur.
♦ Sony Ericsson has set up a GSM Radio Base Station manufacturing facility in
Jaipur and R&D centre in Chennai.
♦ LG Electronics has set up a GSM mobile phone manufacturing plant near Pune.
♦ Elcoteq has set up a handset manufacturing facility in Bangalore.
♦ Elextronics has set up an SEZ in Chennai.
Other major companies like Foxconn, Aspcomomp, and Solectron have decided to set
up their manufacturing bases in India. In 2007 alone, an estimated sum of US$ 2 billion
is to be invested in the telecom manufacturing segment.
Value Added Services Market
India's runaway success in mobile telephony has also given a boost to the mobile value
added services (MVAS) market. According to a study by Stanford University and con-
sulting firm BDA, the Indian MVAS is poised to touch US$ 926.3 million in 2007 and is
likely to grow at a CAGR of 44 per cent to US$ 2.74 billion by 2010.
Simultaneously, the share of mobile VAS is estimated to increase from 7 per cent in
2007 to 12 per cent in 2010. Significantly, mobile data/Internet, e-mail and IVR-based
services are estimated to play an increasing role.
Government Initiatives
The Government has taken many proactive initiatives to provide a framework for the
rapid growth of the telecom industry.
♦ Industry opened to the private sector.
♦ 100 per cent FDI permitted in telecom equipment manufacturing through the auto-
matic route.
♦ FDI ceiling in telecom services raised to 74 per cent.
♦ An independent regulator - the Telecom Regulatory Authority of India (TRAI) - es-
tablished for the telecom sector.
♦ Introduction of a unified access licensing regime for telecom services on a pan-India
basis.
♦ Implementation of New Telecom Policy (NTP'99).
♦ Introduction of Calling Party Pay (CPP) regime and lowering of access deficit cou-
pled with introduction of revenue share regime in Access Deficit Charge.
♦ Introduction of Mobile Number Portability in a phased manner, starting with the
fourth quarter of 2008.
Road Ahead
According to a report by Boston Consulting Group, while only one in 20 of the world's
first two billion mobile subscribers live in India, in the next billion subscribers one in
every four will be an Indian. The Department of Telecommunication estimates the total
subscriber base to total 500 million by 2010, out of which 80 million are expected to be
from rural areas.
The Indian telecom industry's revenues, likewise, is estimated to increase, which ac-
cording to Ernst & Young is expected to total US$ 35 billion, accounting for 3.6 per cent
of the total GDP of the country.
With such growth projections, this industry is likely to see increased investments. In fact,
the total investment projected during the eleventh plan period (2007-12) stands at US$
76.6 billion. The private sector is likely to continue its dominant share, accounting for 67
per cent of the total projected investment.
