SUPERVISORS REMARKS
The baseline research on training needs assessment for public colleges in Pakistan is a widely
encompassing empirical study conduct by the research team and sponsored by Governance
Institutes Network International (GINI).
This study was carried out to evaluate the existing teaching capacity of the teaching faculty,
and college Infrastructure and provide recommendation for introducing Governance courses
at that level. This Training Needs Assessment for public college programs (Intermediate and
Bachelor level) makes it evident that there is a significant need for introducing governance
related subjects at the college level.
I personally appreciate the research team that despite its inconveniences they have been able
to complete this difficult task in a limited period of time. The research process was very
lengthy in the sense that it has to cover a large population. This was very learning and
enabled us to experience the education issues at the college level.
Although the report is very well structured and presented the data effectively. However, it has
some deficiencies. I take the responsibility of all the deficiencies.
In the end I would like to thank all the organizations and individuals for their cooperation and
support without which this study would not have been possible.

EXECUTIVE SUMMARY
This baseline research on training needs assessment (TNA) for instituting governance as
elective subject / course in public colleges in Pakistan. This study was carried out to evaluate
the existing teaching capacity of the teaching faculty, and college Infrastructure and provide
recommendation for introducing Governance courses at that level.
Currently governance is not taught as a course in any level, therefore, the capacity of teaching
faculty was evaluated on the basis of relevant courses, such as Civics / Political Science and
Pakistan Studies. The teaching faculty of Civics and Political Science are available only in
Faculty of Arts; therefore, Pakistan Studies was used as the yard stick to measure the
capacity.
Secondly, Pakistan Studies is a compulsory course in every discipline at college level and
therefore, faculties engaged in this course are available at all levels.
Based on findings of the study our research team, it was recommended that need for Infra –
structural in public sector colleges has to be addressed. Course material and books are to be
developed in both the languages (Urdu and English). If course/s related to Governance has to
be introduced, colleges with only sciences disciplines must be given serious thought because
the colleges with social sciences and commerce may be able to overcome these deficiencies
of teaching with the relevant and available teaching faculty. Teaching faculty must Trained
before Governance course is to be introduced. Finally, it was concluded that it is feasible to
introduce governance courses at college level in Pakistan.

AT COLLEGE LEVEL IN PAKISTAN FOR THE INTRODUCTION
OF GOVERNANCE COURSES
1.0 OBJECTIVE OF THE STUDY
This training need assessment survey is conducted to evaluate the current facilities at the
college level in Pakistan with specific objective of introducing governance related courses.
Research focuses on availability of Teaching Faculty and College infrastructure, such as class
rooms, Library, level and degree of education offered and academic disciplines etc.
2.0 THE TEST INSTRUMENT
2.1 Survey Design and Techniques
The survey was designed to collect quantitative data through a structured questionnaire with
closed ended questions design. Two different forms were used. Form A was designed for
collecting data related to college structure and Form B, for teaching faculties and courses and
degrees offered.
To generate qualitative data interviews were conducted from college principals and civil
servants using unstructured questionnaires. Focus group workshops were conducted in
Karachi, Hyderabad and Khuzdar with the teaching of colleges from all the three regions. In
this regard, faculties who have been teaching courses on Civics and Pakistan Studies were
focused in case of Intermediate level.
Courses like Political Science, Public Administration, Psychology, Sociology, Economics,
Education, Business Administration, Public Policy and other social sciences were focused in
case of Bachelors and Masters Level.
2.2 The Population
The population is very large which includes all the academic institutions that offer degrees at
the intermediate, bachelors and masters level in any academic discipline, such as arts, science
and commerce etc. and has Pakistan Study as a compulsory subject. Therefore the population
includes colleges and higher secondary schools both in public and private sectors in Pakistan,
Punjab, Sindh, NWFP and Balochistan including Islamabad, Azad Kashmir and Northern
areas2 (Gilgit and Baltistan).
In addition, there are several technical, medical, engineering and education colleges which
also form a part of the population. There are a large number of private colleges and higher
secondary schools which also are a part of our population.
2.3 The Frame
The size of the population is very large and divided into two components, e. i. government
colleges or colleges in public sector and colleges in private sector. The number of public
sector colleges is presented in Table -1. However, the size of population in the private sector

could not be ascertained, as most of these institutions are registered with different Boards of
Intermediate Education3, in case of intermediate programs. And in case of graduate and post-
graduate degree programs these are registered with universities. Therefore, we have limited
our frame to public colleges. Each college is considered as an element in the frame. Although
we have also conducted survey and collected data from a number of private colleges.

2.4 The Sample
An area sampling procedure was adopted to have representation of all the regions of Pakistan
and then a sample is drawn on the bases of non probability sampling tool.
Based on population subjects were selected on convenience sampling basis. It means no exact
proportionate representation is given on the basis of size of the population. Punjab has the
largest number of colleges, followed by Sindh, NWFP and Balochistan. However, there was a
need that the sample should have representation from all the major cities of four provinces
and other territories of Pakistan. The colleges were surveyed randomly but without
probability tools.

2.5 The Questionnaire
The questionnaire was designed with two different survey forms to target two areas for
collecting data. Form A was designed for the assessment of the infrastructural availability in
colleges and Form B was designed to assess the teaching faculty need assessment from the
context of appropriate qualifications and degrees. (See the Appendix-1).
2.6 Administration of Questionnaire and Collection of Data
The Questionnaire was administered through field surveyors. We had to cover all parts of
Pakistan in the survey, which is a very large territory. Although initially 25 surveyors were
appointed, but considering the transportation and territorial inconveniences the number was
increased to 38.
The surveyors were given the basic insight regarding the nature and objectives of the survey.
During survey a constant interaction was also maintained with the field surveyors (as shown
in Table 2), for guidance and problem solving to make the data collection process more
effective.

1000 survey questionnaires containing the forms A and B were distributed to both public and
private college principals through the field surveyors as mentioned in Table 3. Data was also
collected from few private colleges and higher secondary schools, because if the course on
governance has to be introduced, it will also be introduced in private sector colleges and
higher secondary schools that have intermediate and graduate programs.

We have distributed 1000 survey forms and received 414; approximately the sample ratio is
40.14%. Keeping in the principle of sampling it is a large size. However, the rate of return is
much less than we expected. 414 forms include 298 forms from public colleges and 116

from private. (See table – 4). Our sample also includes 51 Higher Secondary Schools from all
regions / provinces. See Pie chart- 1)

3.0 DISCUSSION
Limitations of the Study
During the survey a number of limitations and problems were experienced and identified.
1. The respondents (Principals of colleges) were highly non cooperative and reluctant
and this attitude resulted in delay in completion of survey. May be this attitude is
based on some sort of intimidation that this survey is conducted by some government
agency and this information could be used against them. Most probably this is based
on the pathetic conditions of colleges, specifically in the provinces of Sindh and
Balochistan and generally all over Pakistan. Therefore more than 50% survey forms
were not returned by the respondents. They used a common subterfuge to leave
survey form today and collect it the next day and the next day never came.
Respondents demanded an authority letter from the organization conducting this
survey. We were able to get letter from GINI, requesting cooperation of respondent.
This request was ignored by a large number of respondents on the ground that they
can share any information until they are asked by Directorate of Education of concern
province. Nevertheless, our field surveyors managed through their personal contacts
to get sufficient survey forms filled.
In contrast, the attitude of principals of private colleges was much favorable. 1000
survey forms were distributed and 414 forms from public and private colleges have
been received.
2. Even those who were cooperative to provided information, that information was either
over exaggerated or under exaggerated. More than 20% survey forms needed to be
counter checked for verification and there was a huge difference in information when
verified. It means there is a margin of error which needs to be determined.
3. The timing of the survey was not appropriate, as there was a vacation in colleges until
September 1, 2009. The efforts made before September had very little result.
Although, principal of colleges or a substitute is supposed to be present during
vacations for administrative reasons. The situation was not much better. Even after
vacation it was not easy to find the concerned individual who could fill in the survey
forms.
4. Although, the kind of information required for the survey are common information
and are supposed to be available on the websites of ministries of education, federal
and provincial sites. This was a deficiency experienced seriously. Even the concerned
Directorates of Colleges in provinces do not have exact data ready for reference.
3.1 DATA PRESENTATION – SURVEY FORM – A
We distributed 1000 survey forms and collected data on provincial / regional basis. 1000
survey forms were distributed among the 5 different regions (see Table-3), and 414 forms
were returned (see Table-4).

Form A focused the areas such as degree and academic disciplines, availability of
infrastructure such as class rooms and libraries, student enrolment and gender etc.
The survey questionnaires were designed with several parameters to generate data from those
angles. Some of the parameters included in the questionnaire may not be important for our
need assessment and therefore, we have selected only the relevant parameters which are
necessary for our assessment.
Following parameters have been selected for data presentation of the survey form A:
1. College Ownership
2. Degree Programs
3. Academic Discipline
4. Medium of Instruction
5. Gender-wise Distribution of students
6, Availability of class rooms and Library

Data is presented on the regional / provincial basis.
3.1.1 Balochistan
In Balochistan there are 118 registered public colleges. We distributed 100 forms and 57
forms were received. Balochistan has the largest geographical territory in Pakistan and
colleges are scattered in huge distances. But our field surveyors did a good job. The
parameters focused in Balochistan are described below.
1. College Ownership
We did not have information about the exact number of private colleges in Balochistan, but
we have sample representation of 4 colleges. 54 colleges surveyed were from private sector.
118 colleges were from public sector. Our samples also include 3 Higher Secondary Schools,
which are from public sector.

2. Degree Programs
The colleges surveyed have different level of degree programs. Some colleges have only one
level of degree program, like intermediate only and some have intermediate and bachelor
programs at the same time. (See Table-5).

Out of 57 colleges were surveyed in Balochistan, 32 have only intermediate program and
12 colleges have intermediate and bachelors programs. No college with bachelor and master
degree and intermediate, bachelor and master is a part of our sample.

3. Academic Disciplines
Colleges in Balochistan have different academic programs. Out of 57 colleges surveyed 16
colleges have Arts programs, 8 colleges have Science programs and four colleges have
Commerce programs exclusively. Rest of the colleges two or all the three program at the
same time. (See Table – 6).Our samples also include two Technical colleges, which come
under the category of professional degree or Vocational Training program.

Punjab has 808 registered public colleges and high secondary schools. We distributed 250
forms and 103 forms were received. Punjab has the largest number of schools in Pakistan.

sector. Among the 68 private colleges also include 3 Higher Secondary Schools.

4.0 SURVEY FORM-B
Form B, was more important as it was designed to identify exact situation for training need
assessment for teaching faculty in the colleges. The primary focus of data collection was
teaching faculty with appropriate qualification and areas of discipline which has a similarity
to the proposed governance course.5 Form B is designed to generate data from six different
areas, but we use the areas which are more important to us.
In addition, it also identified number of teaching Faculty who has an M. Phil / MS and Ph. D
degree and other relevant trainings as an additional capacity. Since governance is area of
study in the social sciences, therefore we focused the courses within social science
disciplines.
Data presented on 414 sample base, which is the total numbers of colleges surveyed. In this
section data is presented on Pakistan level. However, wherever it is seems necessary data
presented on regional level as well.
4.1 Number of Teachers in Pakistan Studies
Data shows that there is at least one teacher engaged in teaching of Pakistan Studies in every
college. However, colleges with large number of enrolment and degree programs, has more
than one teacher.
4.2 Teaching Faculty engaged in teaching Pakistan Studies
Pakistan Studies is a compulsory subject in every degree program at the college level in
Pakistan. The data shows that in all 414 colleges the teaching faculty which is engaged in
Pakistan Studies, 227 have degrees in Pakistan Studies. Rest of the teaching faculty engaged
is from other disciplines. The second largest number of teaching faculty that is engaged in
teaching of Pakistan Studies is from Political Science and its number is 100.
The teaching faculties with other disciplines include Economics, Psychology, Sociology,
History (both Islamic and General) and others. In some colleges Pakistan Studies is taught by
languages teachers (English or Urdu) and even Islamic Studies. It is evident that teaching
faculty from all social sciences is engaged in teaching of Pakistan Studies. (See graph below)

A large number of colleges in Pakistan have arts / social science discipline at intermediate,
bachelor and a few also have master degree programs. According to the survey data 281
colleges have the discipline of Social Science out of 414 colleges. (See the graph -31).

education (M. Ed.). The Graph explains the number of teaching faculty has a M. Ed degree as

Data was also collected to identify the situation of most relevant fields / disciplines to
Governance. The data shows that there is no teaching faculty with degree in Public Policy.
Only 15 teachers have a MPA (Master in Public Administration) degree. There are 120
MBA’s engaged in colleges with a commerce discipline only. 285 teachers have degree in
Political Science. We also can include the number of Pakistan Studies and its total number is
227 in all colleges and all disciplines.

5.0 INFERENCES
Following inferences are drawn form the surveyed data:
1. As for the assessment of the college is concerned, data shows that structural
requirements of colleges are available to a larger extent. A limited number of Public
colleges in Balochistan and interior Sindh have problem of building, furniture and
teachers. Situation in the private colleges is much better which are more effective and
organized. Private colleges have sufficient buildings and furniture but there is
insufficient and less qualified teaching faculty.
2. As per the data every college has a library and sufficient number of books and seating
capacity, which seems exaggerated. In majority of colleges there is no proper
arrangement of libraries. Most of these libraries were established much earlier and no
update had taken place for years.
3. Data regarding the medium of instruction reflects that there are a large number of
public colleges where medium of instruction is only Urdu or Urdu and English both.
Therefore we need sufficient books and course material in both the languages. The
majority of private colleges have English as medium of instruction.
4. In level of programs, data shows that there are colleges with single program like only
intermediate or only bachelor with a single academic program like only Arts or only
science or commerce. In colleges that has only science or only commerce have
problem for availability of a social science faculty.
5. Data shows that teaching faculty is available is sufficient in public colleges but are
irrelevant in the sense that the required faculty if not available.
6. It is transparent from the data that number of teaching faculty who has a degree in
Pakistan Studies to Pakistan Studies not sufficiently available in colleges. Although,
Pakistan Studies is taught in every college and in every program. The teaching
faculty engaged for teaching of Pakistan Studies does not have a relevant degree in
the field.
7. According to data only 6% of teachers engaged in teaching Pakistan studies have
education equal to M. Phil or higher. 94% are only master degree holder with
miscellaneous degrees.
8. It is evident from the Data that the disciplines other than Pakistan Studies engaged in
teaching of Pakistan Studies are mainly from political science and economic.
However, there are some other relevant courses as well. In few cases Pakistan Studies
is thought by teachers from irrelevant disciplines such as faculty with degrees in
Urdu, Islamic Studies, English and other irrelevant degrees teaching Pakistan Studies,
not only at the intermediate level but at Bachelor level as well.
9. According to data, as far as social science disciplines are concerned they have
sufficient teaching faculty to teach Pakistan Studies. It means that governance related
can easily be introduced in colleges with Arts / social sciences degree programs.

10. The data shows that in colleges with science disciplines have greater irrelevant
teaching faculty for teach Pakistan Studies then social sciences and commerce.
11. According to data, as far as commerce disciplines are concerned they have sufficient
teaching faculty for teaching of Pakistan studies, situation in commerce colleges is
much better to science colleges.
12. Data shows that only 123 teacher have M. Phil and Ph. D degrees out of total teaching
faculty in social sciences. That is around 4% only. That is insufficient.
13. Data did not show any significant information about any specialized training or
expertise, except B. E d. (Bachelor of Education) and M. Ed. (Master of Education).
14. Data tells that teaching faculty in relevant disciplines is available in sufficiently.
However, the number of teaching faculty having degree in public policy is zero and
very low in public administration that is only 15. However, a large number of faculty
is available in commerce colleges with degrees in MBA and M. Com.
15. It is observed that college education well organized in Gilgit Baltistan region,
Islamabad and Kashmir. Among the four provinces NWFP is most organized college
education in Pakistan, following Punjab, Sindh and Balochistan at the lowest level.
Among the Urban centers Karachi has the poorest college system in public sector in
Pakistan.

6.0 RECOMMENDATIONS
On the basis of the data inferences following recommendations have been developed:
1. There is a need for infra-structure improvement in public Colleges, particularly in
interior Sindh and Balochistan. There is specific requirement in building, faculty,
electricity and furniture.
2. There is a need for libraries and academic books / literatures. This needs to be
addressed at the earliest.
3. Books and course material be developed and provided in both the languages ‘Urdu
and English’.
4. If course/s related to Governance has to be introduced at college level then the
colleges with only sciences disciplines be given serious thought. Because the colleges
with social sciences and commerce may be able to overcome with the teaching faculty
availably of other relevant teaching faculty.
5. There is a need for reorganization / restructuring of the teaching faculty in the context
of human resource management. Like the right person with right qualification and
expertise at the right place, as currently there is no proper management.
6. The course on Pakistan Studies may be taught by teaching faculty with relevant
expertise and qualification in the subject area. Like Master Degree in Pakistan Studies
will be the best option and the second options could be Master degree in Political
Science. In this regard it may be determined that what other fields of studies are
nearest / relevant to Pakistan studies.
7. Opportunity should be provided for degree enhancement in all fields of studies.
However, faculty situation at college level particularly in social science is needs
urgent improvement. In the context preference should be given to governance,
Pakistan studies, political science, public administration, public policy and others
deemed to be relevant fields.
8. If Governance related courses are to be introduced at intermediate level, serious
consideration is required for Science and commerce colleges.
9. Training of teaching faculty at colleges is must before Governance course is to be
introduced. Training can be divided into two phases; Short term and long term
training. Provincial stakeholders can be involved for this purpose.
10. Governance related subjects may be introduced at the Bachelor level in the colleges.
However, selected contents of governance subject may be incorporated in civics and
Pakistan Studies at the intermediate levels. In this regard we have to have prescribed
and developed curricula of governance subject. Recommendations of curricula
committee can further substantiate this recommendation.

7.0 CONCLUSION
This baseline research was very significant and enhanced our vision on the current situation
of college education in Pakistan. Through this Training Need Assessment it is concluded that
it is feasible to introduce governance related subjects at college level in Pakistan, subject to
recommendations.
