Saturday, March 14, 2009 Attention: National Telecommunications and Information Administration Regarding: Economic Stimulus / Broadband Grants - Docket 090309298-9299-01 I would like provide to information relating to the Broadband Technology Opportunities Program as well as offer prospective that maybe useful to bring about the needed changes. The core issues that need to be addressed to bring about major economic stimulus beyond improving broadband are within the scope of the Broadband Technology Opportunities Program. More specifically, within; American Recovery and Reinvestment Act of 2009 . BROADBAND TECHNOLOGY OPPORTUNITIES PROGRAM. SEC. 6001 (b) (5) stimulate the demand for broadband, economic growth, and job creation. SEC. 6001 (j) (D) a plan for use of broadband infrastructure and services in advancing consumer welfare, civic participation, public safety and homeland security, community development, health care delivery, energy independence and efficiency, education, worker training, private sector investment, entrepreneurial activity, job creation and economic growth, and other national purposes. Note that private sector investment, entrepreneurial activity, job creation and economic growth are key to achieving the overall objective of economic stimulus through the promotion of broadband Internet and related technologies that can have a major impact on the economy. I have outlined below some related core issues that are the primary hindrance to economic stimulus.  Currently innovation is stifled by the cable operator’s agenda. The notion of Cable Lineup of channels is obsolete and cable providers should not have such content gate keeper powers. Unlimited on demand content is supported by technology but not by the systems in place that monopolize video content to the home’s big screen and thus are monopolizing the core advertising revenue. Like the way the internet changed the world and global economy, the new technology that combines TV and internet would have even more impact but this concept is at a complete stand-still. Cable of all types should be used only to provide bandwidth to support TCP/IP based services and none of the bandwidth should be wasted on legacy concepts such as channel lineup that serve to perpetuate cable monopolies, hinder innovation and block an improved public life style. For those that want to operate in a legacy channel lineup mode, they could use a non preparatory provider (not the cable company) that could give them the “channels” they want on demand and the ability to provide interactive TV that blends with internet and ecommerce Cell phones must become service provider independent for all the same reasons SetTop-Box hardware must become service provider independent. These devices have great potential that’s never going to be fulfilled as long as they are used as a pawn by service providers.    Changes are needed to provide much needed economic stimulus not otherwise available. The cost would be very low while providing tremendous economic stimulus and a very positive impact for the public and US economy. The Vision: Imagine that all TV channels become web sites and all website become TV channels. Imagine all video is on demand, in high quality on your big screen and all video objects are clickable links. Imagine that advertising is non intrusive and always about something interesting to you. Imagine that cable companies phase out legacy broadcast concepts of channels and become generic broadband providers that open all available bandwidth to the internet. Now imagine the economic stimulus that would occur if the markets were opened to let the above described technologies flourish with out the hindrance of the cable companies. Conclusion: The Broadband Technology Opportunities Program, if conducted correctly could be the primary factor in economic turn-around. Although the program name is Broadband Technology Opportunities, the core intent of the program is to leverage technology to produce economic stimulus. The sooner Internet and TV is combined by opening the market the better for all, with the exception of cable operators. The program should have been named Broadband and Open Media Technology Opportunities Program The possibilities of the future “Digital Home” have not been realized due to past lack of technological insight and lack of willingness to address the major changes needed to keep up with changes in technology. It is critical that government at all levels realizes how the natural progression of technology is such that the distinction between TV and Internet is a legacy concept, no true technological distinction exist in the real world. The reality is all types of content uses broadband transports but we have legacy concepts such as broadcast channel line up that make no sense in the current context of video on demand. The broadcast channel line up is a waste of broadband resources that hinders an open market for content and consumer entertainment equipment. Request: Please affirm to the public that the scope of the Broadband Technology Opportunities Program goes beyond providing broadband improvements and really focuses on promotion of broadband Internet and related technologies as a whole that can have a major impact on the economy such as the promotion of an open media market. That affirmation will in its self provide economic stimulus as people realize that the advertising dollars going into the TV ad markets is not only shifting to the internet but TV content its self is like wise shifting to the internet along with all TV advertising revenue, that’s the ultimate economic stimulus and provides the most “BangFor-The-Buck” because it involves change in policy rather than expenditure of funds. The intent and scope that exists should be better communicated and technologies that in conjunction with change in policy will create radical economic stimulus and will turn around the economy should be given priority.
