BLACKHAWK BRIGADE BOOSTERS BYLAWS
Amended January 2010
ARTI CLE I - NAME
The name of the organization shall be the La Quinta High School Blackhawk Brigade Boosters
(LQHSBBB).
ARTI CLE II - PURPOS E
The purpose of the LQHSBBB is to assist the Director of Instrumental Music to promote and
encourage the musical
and academic growth of the students enrolled in the LQHS Instrumental Music Program, and all
activities associated
with that program. Activities include, but are not limited to: Marching Band, Colorguard, Wind
Ensemble, Symphonic Band, Concert
Band, Jazz Band, and Drum Line. The organization shall work together in a cooperative spirit of
service to the
school and the community.
ARTI CLE III - MEMBERSHIP
Section 1. All parents and/or legal guardians of a current or former student member of the LQHS
Blackhawk
Brigade may choose to be members in the organiz ation. The Directors and other staff shall act in
an advisory
capacity. Members shall have the right to attend, participate and vote at all General Membership
Meetings and
activities of the organization.
Section 2. There will be a nominal membership fee. Membership includes: voting rights at
general meetings and other benefi ts to be determined by Executive Committee.
ARTI CLE IV - BOARD OF DI RECTORS
Section 1. The Board of Directors shall consist of the Executive Committee officers, and any
Chairpersons and
Representatives needed as seen fit by the Executive Committee.
Section 2. The appoint ed members of the Board of Director shall consist of two categories:
Chairperson and
Representative. Chairpersons shall include, but are not limited to: E vents, Uniforms, and
Equipment.
Representatives may include, but are not limited to: Band, Drum Line, and Colorguard.
Chairpersons and
Representatives shall be appointed by the Executive Committee.
Section 3. Any Chairperson or Representative may be removed, with or without cause, by a
majority vot e of the
members present and voting at any Board of Directors meeting.
Section 4. A vac ancy in the case of a Chairperson or Repres entative caused by resignation,
disability, death, or
removal shall be filled by a majority vot e of the Executive Committee for the remainder of the
term. In the case of a
vacancy of a Chairperson or Represent ative, all records pertaining to the office in their
possession, shall be turned
over within five (5) school days to the President or Acting President of the Executive Board.
Section 5. The Board of Director shall have general supervision of organization affairs bet ween
meetings, make
recommendations to the organization, and perform any such duties as assigned by the General
Membership.
ARTI CLE V - OFFICERS
Section 1. The elected officers of the organization shall consist of President, Vice President,
Secretary, Treasurer
and Parliam entarian. These members shall comprise the Executive Committee.
Section 2. To serve as a member of the LQHSBBB Executive Committee you must be a parent
or legal guardian of
a currently enrolled student member of the LQHS Blackhawk Brigade.
Section 3. Executive Committee Officers shall be nominated and elected by the General
Membership.
a. In February, the Parliamentarian will chair a nominating committee consisting of three (3) to
five (5)
members.
b. In March, the Nominating Committee shall distribute the Nomination of Executive Officer forms
to all
current LQHSBBB members. Nominations from the floor shall be accept ed at the April meeting of
the
General Membership. Nominees must be eligible to hold an office on the Executive Committee as
outlined
in Section 2.
c. Election of Executive Committee Officers shall be held in April by confidential written ballot. In
case of a tie, a
tie-breaker vote will be held at the General Meeting in May. Ballots shall be counted by no less
than three (3)
members of the Nominating Committee. The results of the election shall be announced before the
meeting is
adjourned. Incoming Officers shall be trained by the outgoing Officers during their current terms.
Any documents
pertaining to the office shall be turned over at the Board of Directors meeting in June. New
Officers shall be
introduced at the year-end awards ceremony.
Section 4. The term of offic e shall be for one year. No officer shall hold the same office for more
than two
consecutive years, without the unanimous recommendation of the Nominating Committee and 2/3
approval of the
LQHSBBB Board of Directors. No person may hold more than one office at the same time.
Section 5. Any office may be co-held by two eligible members if agreed upon by majority vote of
the General
Membership.
Section 6. A vac ancy in the elected offices caused by the resignation, disability, death, or
removal of an officer,
shall be filled by a majority vote of the Board of Directors for the remainder of the term.
Section 7. Any officer may be removed, with or without cause, by a majority vote of the members
present and
voting at any General Members hip meeting, provided notice is presented to the members, in
writing, fourteen (14)
days prior to such vote.
ARTI CLE VI – DUTI ES OF EXECUTIVE COMMITTEE OFFIC ERS
Section 1. The President shall preside at all meetings of the organization, prepare agendas, and
conduct the affairs
of the organization in accordanc e with the bylaws and Robert’s Rules of Order. The President
shall make
recommendations regarding Committee Chairpersons and Representatives, and shall be a
member ex-officio of all
committees, except the Nominating Committee. The President shall act as agent for the
organization, and sign all
contractual agreements entered int o by the organization. The President shall be an authorized
signer on the
organization’s financial accounts and shall perform any such other duties as may be assigned to
the office by the
Board of Directors.
Section 2. The Vice President shall coordinate the fund raising activities of the organization. In
absence of the
President, the Vice President shall assume the duties of the President. Should a vacancy occur in
the office of the
President, the Vice President shall immediately assume the office for the remainder of the term.
The Vice President
shall be an authorized signer on the organization’s financial accounts, and shall perform any such
other duties as
may be assigned to the offic e by the Board of Directors.
Section 3. The Secretary shall record and report minutes of each meeting of the Executive
Committee, Board of
Directors and the General Membership. The Secretary shall maintain an updated roster of all
Blackhawk Brigade
members and their parents and legal guardians. The Secretary shall be responsible for
coordinating communications
between the Booster Board, its membership, and the community. The Secretary is responsible for
developing a
parent newsletter and publicizing activities of the organization. The Secretary shall be an
authorized signer on the
organizations financial accounts, and shall perform any such other duties as may be assigned to
the office by the
Board of Directors.
Section 4. The Treasurer shall be responsible for the financial operations of the organization.
These
responsibilities include paying authorized bills, issuing receipts, keeping an updated checking
account, maintaining
financial records, and preparing financial reports. The Treasurer shall also prepare a report to be
submitted at each
Board and General Meeting. The Treas urer shall maintain a record o f all monies collected and
credited to student
accounts which reflect the student’s participation in the Blackhawk Brigade activities. The
Treas urer shall ensure
that any accounting and tax forms that may be required by local, state and federal laws are
prepared and submitted.
The Treasurer shall be an authorized signer on the organizations financial accounts.
Section 5. The Parliamentarian/Historian shall be responsible for ens uring LQHSBBB meetings
are run
according to the bylaws, and Robert’s Rules of Order. The Parliamentarian/ Historian shall assist
the President in
conducting meetings, developing agendas and assisting the Secretary in reviewing the minutes
prior to meetings.
The Parliamentarian/Historian shall be responsible for maintaining documents of the organization,
including
agendas, minutes, an organizational website, photographs, and awards of recognition. The
Parliamentarian/
Historian shall be an aut horized signer on the organization’s financial accounts and shall perform
any such other
duties as may be assigned to the office by the Board of Directors.
ARTI CLE VII – COMMITTEES
The Executive Committee in accordance with specific needs identified for that year, shall
establish committees each
year, appoint chairpersons of Committees and oversee the work of all committees. The term for
Committee
Chairpersons shall be for one year or until their event is completed.
ARTI CLE VIII – DUTIES OF CHAIRP ERSONS
Section 1. The Events Chairperson shall be responsible for organizing and coordinating student
performance
events and fundraisers, which include but are limited to: The Brigade Blast, Spring Spectacular,
Back to School
Night, and Football Games. The E vents Chairpers on is also responsible for organizing parental
support, permission
slips, bus rosters, developing a parent phone tree, stocking and maintaining a first aid kit for
students and parents,
and for providing meals, snacks and water as needed. The E vents Chairperson shall have a
student enrolled in the
Fall Marching Band or Colorguard.
Section 2. The Uniform Chairperson shall maintain an inventory of all uniforms that are the
property of the
LQHS Blackhawk Brigade. The Uniform Chairperson shall be responsible for sizing, cleaning and
alterations of
uniforms, and researching information and ordering uniform items as needed. The Uniform
Chairperson shall be
responsible for coordinating a parent uniform crew at all performance events. The Uniform
Chairperson shall be
responsible for stocking uniform repair kits and the supplies necessary for student grooming. The
Uniform
Chairperson shall have a student enrolled in the Fall Marc hing Band, and may assist the
Treas urer in the collection
of student band fees during Band Camp.
Section 3. The Equipment Chairperson shall be responsible for coordinating the planning,
designing, building,
maintaining and transport of equipment and props needed for Blackhawk Brigade performances.
The Equipment
Chairperson shall have a student enrolled in the Fall Marc hing Band or Colorguard, and shall be
responsible for
developing a roster of parents who are District approved to transport students and equipment.
Section 4. The Repre sentatives shall act as a liaison between the Board and the ensemble they
represent. The
Representatives’ responsibilities include, but are not limited to, assisting the Vice President in
coordinating fund
raising activities for that ensemble, assisting the Uniform Chairperson in researching information
on ordering
uniform items as needed, assisting the instructor in developing a budget, assisting the Equipment
Chairperson in the
building of props and transporting of equipment. Representatives shall work in conjunction with
E vents
Chairperson in coordinating parental support, acquiring and maint aining student medical release
forms, permission
slips, rosters, preparing and maintaining a first aid kit, and providing meals, snacks and water as
needed.
Representatives shall be responsible for a parent phone tree for the ensemble. Representatives
shall have a student
enrolled in the ensemble they represent.
ARTI CLE IX – MEETINGS
Section 1. The Executive Committee may meet at the discretion of the President, provided
appropriate notice is
given to all officers. A quorum at these meetings shall consist of three (3) members. In case of a
tie vote on any item
of business of the Executive Committee, business would then be taken to the Board of Directors
for a vot e.
Section 2. Board of Directors meetings:
a. shall be held twice a month during marching season, on the first and third Wednesday of the
month, one half hour
preceding the General Membership Meeting, unless changed by a majority vote of the
membership. A
quorum at these meetings shall consist of seven (7) members of the Board of Directors.

Section 3. General Membership Meetings:

Section 4. Special Meetings of the General Membership and/or Board of Directors may be called
with appropriate
notice, by the President or any member of the Board of Directors.
ARTI CLE X – STUDENT ACCOUNTS
Section 1. At the discretion of the LQHSBBB, monies from student fund -raising activities may be
deposited into
individual student accounts. These monies may be used by the student for any items or fees
needed for their
participation in the Blackhawk Brigade activities. Upon the student’s departure from the Music
Department, the
student’s account balance may be trans ferred as follows:
a. A sibling’s account provided they are a current or entering member of the ensemble; or
b. Rolled over into the A dolfo Z. Monreal Scholars hip Fund.
Section 2. Departure from the ensemble shall be considered:
a. Graduating from LQHS; or
b. Two consecutive semesters of non-participation in an ens emble.
Section 3. Students may request funds from their student accounts for any approved
expenditures, by completing a
LQHSBBB Requisition for Funds from the Treasurer.
ARTI CLE XI – PARLI AMENTARY AUTHORITY
The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern
the organization in
all cases to which they are applicable and in which they are not inconsistent with these bylaws
and any special rules
of order the organization may adopt.
ARTI CLE XII – AMENDMENTS
These bylaws may be amended, or rescinded at any General or Special Meeting of the
organization by a two-thirds
(2/3) vote of the members present and voting, provided notice of such amendment is presented to
the members in
writing, ten (10) school days prior to such vote.
