eGovernment Initiatives and NSF’s Involvement
Under the President's Management Agenda, the Office of Management and Budget (OMB) has created 24 E-Government initiatives intended to simplify and unify federal information technology systems, enhance the quality of federal services, reduce costs, and provide a more citizencentered government. The President's Management Agenda vision for Government reform is guided by three principles --- government should be citizen-centered, results-oriented, and market-based. Government to Citizen
Initiative (Lead Agency) Description
GOVBENEFITS.GOV (DOL) RECREATION ONE-STOP (DOI)
Provides a single point of access for citizens to locate and determine potential eligibility for government benefits and services. Provides a single-point of access, user-friendly, web-based resource to citizens, offering information and access to government recreational sites.
IRS FREE FILE (TREAS)
Creates a single-point of access to free on-line preparation and electronic tax filing services provided by Industry Partners to reduce burden and costs to taxpayers.
E-LOANS (ED)
Creates a single point of access for citizens to locate information on federal loan programs, and improves back-office loan functions.
USA SERVICES (GSA)
Develop and deploy government-wide citizen customer service using industry best practices that will provide citizens with timely, consistent responses about government information and services. NSF, a partner, has met with a GSA representative and agreed to experiment with sending misdirected emails to USA Services. (Responsible NSF Office/Directorate: OIRM)

Government to Business
Initiative (Lead Agency) Description
E-RULEMAKING (EPA)
Allows citizens to easily access and participate in the rule-making process. Improves the access to, and quality of, the rule-making process for individuals, businesses, and other government entities while streamlining and increasing the efficiency of internal agency processes. (For example, if the EPA proposed legislative policy that would ultimately affect corporate America, American businesses would have the opportunity for public comment prior to the enactment.) NSF will sign an MOU in the near future stating that we will contribute $100,000 in FY 2005. (Responsible NSF Office/Directorate: BFA)
EXPANDING ELECTRONIC TAX PRODUCTS FOR BUSINESSES (TREAS)
Reduces the number of tax-related forms that businesses must file, provides timely and accurate tax information to businesses, increases the availability of electronic tax filing, and models simplified federal and state tax employment laws.
INTERNATIONAL TRADE PROCESS STREAMLINING (DOC)
Makes it easy for Small and Medium Enterprises (SMEs) to obtain the information and documents needed to conduct business abroad.
BUSINESS GATEWAY
(formerly Business Compliance One-Stop)
Reduces the burden on businesses by making it easy to find, understand, and comply (including submitting forms) with relevant laws and regulations at all levels of government. NSF is required to “check-in” NSF forms that may be of interest or used by the public. Currently we are working to set this up and will contribute $20,000 in FY 2005. CONSOLIDATED HEALTH INFORMATICS (HHS)
Adopts a portfolio of existing health information interoperability standards (health vocabulary and messaging) enabling all agencies in the federal health enterprise to “speak the same language” based on common enterprise-wide business and information technology architectures.

FEDERAL ASSET SALES (GSA)
Identify, recommend, and implement improvements for asset recovery and disposition, making it easier for agencies, businesses, and citizens to find and acquire/buy federal assets. NSF has signed an MOU with GSA Federal Asset Sales (FAS) to support a government-wide solution for the re-utilization and disposal of government assets. (Responsible NSF Office/Directorate: OIRM)

Initiative (Lead Agency) Description
GEOSPATIAL ONE-STOP (DOI)
Provides federal and state agencies with single-point of access to map-related data enabling consolidation of redundant data. NSF is working to identify all of its grant programs that contain geospatial information and will then tag them and coordinate their posting on Grants.gov. NSF will also coordinate all geospatial data acquisitions in the GeoData.gov portal in keeping with the metadata standards. (Responsible NSF Office/Directorate: GEO)
DISASTER MANAGEMENT (FEMA) SAFECOM (DHS)
Provides federal, state, and local emergency managers on-line access to disaster management related information, planning and response tools.
Serves as the umbrella program within the Federal government to help local, tribal, State and Federal public safety agencies improve public safety response through more effective and efficient interoperable wireless communications. As a public safety practitioner driven program, SAFECOM is working with existing Federal communications initiatives and key public safety stakeholders to address the need to develop better technologies and processes for the cross-jurisdictional and cross-disciplinary coordination of existing systems and future networks. All NSF wireless activities are being coordinated and aligned with SAFECOM. (Responsible NSF Office/Directorate: OIRM)

E-VITAL (SSA)
Establishes common electronic processes for federal & state agencies to collect, process, analyze, verify and share birth and death record information. Also promotes automating how deaths are registered with the states. Creates a single portal for all federal grant customers to find, apply and ultimately manage grants online. NSF is a partner in the Grants.gov initiative. NSF plays a significant role and has fully demonstrated its support by providing financial ($1.8 million) and human resources; participating in all of the working groups responsible for planning and implementing the Grants.gov business case; and leveraging NSF’s experience in electronic research administration.
NSF provides all appropriate NSF funding opportunity information to the “Find” component of Grants.gov. Also, the “Apply” component of
GRANTS.GOV (formerly E-Grants) (HHS)
Grants.gov was launched in October 2003, with the SF424 form set. Several agencies that had open funding opportunities using this set of forms quickly announced that they were accepting applications through Grants.gov. Many other agencies including NSF are actively working to ensure that they can accept proposals submitted via Grants.gov. NSF expects to be able to start receiving applications submitted through Grants.gov by the end of this fiscal year. (Responsible NSF Office/Directorate: BFA & OIRM)

Internal Efficiency and Effectiveness
Initiative (Lead Agency) Description
E-TRAINING (OPM)
Create a premier e-training environment that supports development of the Federal workforce through simplified and one-stop access to high quality e-training products and services, and, thus, advances the accomplishment of agency missions. NSF is beginning the transition to GoLearn, the government-wide web-based eLearning system. (Responsible NSF Office/Directorate: OIRM)
RECRUITMENT ONE-STOP (OPM)
Outsources delivery of USAJOBS Federal Employment Information System to deliver state-of-the-art on-line recruitment services to job seekers including intuitive job searching, on-line resume submission, applicant data mining, and on-line feedback on status and eligibility. NSF has already implemented Recruitment One-Stop (in the form of eRecruit), which established a direct link between its automated staffing system and OPM’s USAJobs. ENTERPRISE HR INTEGRATION (OPM)
Streamlines and automates the electronic exchange of standardized HR data needed for creation of an official employee record across the Executive Branch. Provides comprehensive knowledge management workforce analysis, forecasting, and reporting across the Executive Branch for the strategic management of human capital. NSF is currently working closely with OPM to proceed with implementation of EOPF (electronic official personnel folder). OPM is scheduled to provide us some additional information and we intend to sign an MOU (depending on funding availability) either this year in 2004 or early next year (2005). E-CLEARANCE (OPM)

E-PAYROLL (OPM)
Consolidates 22 federal payroll systems into four to simplify and standardize federal human resources/payroll policies and procedures to better integrate payroll, human resources, and finance functions. NSF serves as the CFOC representative to the Payroll Advisory Council. And in May 2004, NSF completed the transfer of its payroll and personnel system to that of the Department of the Interior (DOI). E-TRAVEL (GSA)
Provides a government-wide web-based service that applies worldclass travel management practices to consolidate federal travel, minimize cost and produce superior customer satisfaction. From travel planning and authorization to reimbursement, the E-Travel Service (ETS) will leverage administrative, financial and information technology best practices to realize significant cost savings and improved employee productivity. NSF is an official “participating agency” for eTravel and has fully demonstrated its support through financial contributions and by detailing a staff member to work onsite, at GSA, for one year. NSF is currently in the process of selecting one of the three GSA-selected vendors. A staged implementation is expected in the fall of 2004. NSF’s financial contributions are: $57,000 in FY 2003, $19,000 in FY 2004, and $16,000 in FY 2005. (Responsible NSF Office/Directorate: OIRM & BFA)
INTEGRATED ACQUISITION ENVIRONMENT (GSA)
Creates a secure business environment that will facilitate and support cost-effective acquisition of goods and services by agencies, while eliminating inefficiencies in the current acquisition environment. NSF provides funding, team participation and comments and suggestions on IAE plans and priorities to strengthen the resulting environment for acquisition and personnel. E-RECORDS MANAGEMENT (NARA)
Provides policy guidance to help agencies to better manage their electronic records, so that records information can be effectively used to support timely and effective decision making, enhance service delivery, and ensure accountability. Four major issue areas: Correspondence management, Enterprise-wide electronic records management, Electronic Information Management Standards, Transferring permanent records to NARA. NSF has signed an MOU with NARA to follow and stay current with their guidance as we develop our electronic records management system. (Responsible NSF Office/Directorate: OIRM)

EAUTHENTICATION (GSA)
Minimizes the burden on businesses, public and government when obtaining services on-line by providing a secure infrastructure for online transactions, eliminating the need for separate processes for the verification of identity and electronic signatures. NSF, one of 24 partner agencies, is currently working to establish an online “corporate directory” to enhance our customer relationship management and strategic information asset management efforts. Effective implementation of E-Government is a crucial requirement in making Government more responsive and cost-effective. As a part of the E-Government program significant information technology investments have been identified supporting the Lines of business planning, and development programs, and steady state operations,

Description
Financial Management (DOE and DOL)
Develop a government-wide financial management system business strategy that identifies efficiencies, improves business performance and reduces costs while continuing support for agency performance accountability, financial controls and mission effectiveness. NSF is participating as an Ex-Officio member with the nine OMB designated members that are implementing financial systems. NSF is serving on two out of three working groups: Business Management Working Group and Business Case Working Group.
Human Resource Management (OPM)
The vision is a modern, cost effective, standardized, and integrated Human Resource Information System(s) (HRIS) to support the strategic management of human capital. NSF is serving as one of 19 partner agencies. The task force has established a phased approach that will ultimately achieve the end state of certified, modernized and integrated Federal HRIS. NSF is committing approximately $20,000 in FY 2004.
Grants Management (NSF and DoED)
A government-wide solution to support end-to-end grants management activities that promote citizen access, customer service, and agency financial and technical stewardship. NSF is a co-managing partner with the Department of Education (DoED). NSF and DoED working with other Federal grants-making agency partners, will develop a business case for submission in the FY06 budget, to implement a common solution and target architecture that will fulfill the task force vision, mentioned above.
Federal Health Architecture (HHS) Case Management (Law Enforcement) (DOJ)
Safer and healthier citizens who have improved access to health related information and services.
Utilizing common solutions and data standards, case management information is easily and appropriately shared within and between federal and local agencies and with citizens.
