VIP Program Highlights Fiscal Year 04 Since the devastating effects of Typhoon Pongsona (December 202), the park was forced to close its Visitor Center and relocate to temporary office space at the parks maintenance facility. The majority of park resources including library/research materials have been in storage since the museum closure. This has made it difficult for the parks limited staff to provide services to the public. However, through the continued working relations with representatives from various Government of Guam agencies, the U.S. Navy, and our Cooperating Association, the Arizona Memorial Museum Association and park volunteers we have continued to participate in special events and expanded our educational outreach programs. The park currently has two interpretive rangers and two vacant positions. Staffing for this reporting fiscal year includes the Chief of Interpretation and Park Ranger Liz Cruz (hired through the parks internship program with the University of Guam). Our cooperating association has hired Visitor Use Assistance Anita Cruz to assist us in the development, planning, and implementation of educational outreach programs and special events. Without the support of our volunteers, partners, and our partner, the Arizona Memorial Museum Association visitor services, educational outreach programs, and special events would be even more severely limited. Outstanding Volunteer Over the last three years long-time Park Volunteer Historian Toni Ramirez has been heavily involved at both the War in the Pacific National Historical Park and the American Memorial Park in the development of special events, interpretive/educational programs historical and cultural research, interpretive/exhibit planning for the new visitor center at the American Memorial Park. Toni has devoted nearly 2500 hours to assist both parks. Toni is well known throughout the community is often sought out by researchers, educators, local and international writers, both government and private agencies for his extensive knowledge of the history and cultural of Guam and the Commonwealth of the Northern Mariana Islands (Saipan, Tinian and Rota). Toni has provided island tours of these areas including the War in the Pacific National Historical Park to visiting Congressional Delegations, National Park Service personnel, international filming companies/writers, and various local and federal agencies on Guam. Toni is an avid park supporter and promotes the park and our programs locally and internationally. He has ensured that park information is included in various articles, literature (flyers, brochures), and publications (both local and internationally) he authors or is called upon to review. This past year Toni has been instrumental in forming Guam’s 60th World War II Educational Program committee. This consists of representatives from the park, our partners, the Arizona Memorial Museum Association, the Guam Historic Preservation Office, the privately owned Pacific War Museum and the Third Marine Division, Guam Chapter Association. Through Toni’s untiring efforts along with members of the 60th Anniversary Educational Committee there were 25 special events/programs/exhibit displays and ceremonies presented throughout the year to promote awareness and education in commemoration of the 60th Anniversary of the Liberation of Guam. In commemoration of the 60th Anniversary of the Battle for Saipan and the partnership between the Commonwealth of the Northern Mariana Islands and American Memorial Park, 12 wayside exhibits were produced and installed in time for the commemoration events. Toni assisted in the planning/research and development of these wayside exhibits and assisted Veterans participating in the parks Oral History Program. Toni also sought out volunteers from the Church of Latte Day Saints to assist in the installation of 1,826 U.S. Flags in the open field at the Asan Beach Unit in commemoration of the 60 th Anniversary of the Liberation of Guam and in recognition of the American servicemen who died liberating the island in 1944. Other VIP’s were involved in beach cleanup throughout the year and in the parks National Public Lands Day by assisting park staff and association partners in planting vegetation at the Asan Bay Overlook. For over four years, the Girl Scouts of Guam have been active participants in beach cleanup and vegetation planting at the park. Maintenance Volunteers On November 15, 2003, Facility Manager Ronald D. Wilson passed away. This left two permanent maintenance staff, Rita and Jim Powell. Since then Michael Tajalle was hired as a work leader and two Facility Managers from other National Parks rotated to assist with operations. This is not a seasonal park but requires year-round maintenance (7 days a week, 365 days a year). In addition, this park is the only federal agency on Guam that receives volunteers through the Community Service Program. For this reporting fiscal year, there were a total of 76 participants. Without the support of these volunteers, our parks would not be presentable to the public. We are also fortunate that these volunteers are highly skilled workers. Skills include licensed heavy equipment operators, carpenters, plumbers, welders, electricians, and graphic artists. These skills are normally contracted to meet park needs. The day to day maintenance operations are conducted by these volunteers. Through this program the park was able to accomplish trail rehabilitation, refurbish and build picnic tables and benches; build shelving for maintenance supply and storage containers; restoration of stairway railing at historic trails and repair of park gates, installation of electrical lines for storage containers, upkeep and maintenance of lighting at memorial site and restrooms; debris, litter, and vegetation control including removal, restroom maintenance and cleaning; park signage; and installation of wayside exhibits.
