                                     SPECIAL NOTES TO TENDERER

[To be kept in Technical bid envelope after going through from clause 1 to 30 carefully and duly signed
and stamped on each page by the tenderer]
This tender pertains to the work as per Schedule “A”. The day, time and venue for the receipt of the
tender will be as per N.I.T. which is enclosed here with as Annexure-I. The tenderer are advised to go
through the following instructions (item 1-31) carefully and participate in this tender accordingly after being
satisfied. The quoted rate must be firm and fixed.
1.    The tenders will be received in two separate envelopes as explained below failure in compliance of
following instructions, will be liable for rejection of tender.
i)      Envelope I :
                This envelope will only contain Earnest Money, attested photocopy of Registration
certificate as a contractor in the D. W. & S. D, Attested photocopy of Income Tax clearance/ Pan Card,
Sales tax clearance certificate, character certificate & labour license ending last financial year and any
other paper required for qualification of the tender etc. along with this N.I.T. Annexure-I & Annexure-II. No
other papers like forwarding letter or else should contain in this envelope. This envelope should be super
scribed on top as “Technical Bid” and on the left, address of the tenderer. All the certificates must be
attested by Gazetted officer and be signed & duly stamped by the tenderer. Nothing should be written on
those papers except as asked for.
ii)     Envelope-II.
                This envelope will only contain the schedule “A” attached duly offered rates filled in on the
space provided for it. Duly signed and stamped by the tenderer. No other papers like forwarding letter or
else should contain in this envelope and nothing except asked for should be written on the tender papers.
This envelope should be super scribed on the top as “Rate Bid” and on the left, address on the tenderer.
Each of the envelopes must be properly sealed.
1.1     Envelope II super scribed as rate Bid will only be opened after as certifying that the Paper’s
contained in envelope marked. “Technical Bid” are as per instructions given in 1(i) above and fulfill the
prerequisite qualification.

2.     SCOPE OF THE WORK :-
       This tender comprised of construction of “repairing and strengthening of Pakuria Rural Water

Supply Scheme. all complete as required for the completion of the work as per schedule “A”. Intending

tenderer should have adequate experience in doing civil works of similar nature. Claus es contained in the

Special notes to tenderer will form a part of the contract beside the usual contained in the printed

contract form and N.I.T.


3. SITE OF WORK :-
       Sites of work is situated in Pakur district Tenderer who desire to take work may inspec t area of
work, and ascertain accessibility and availability of labours, materials etc before quoting their rates. No
claim will be entertained due to adverse site condition, non-availability of materials & labours.
4. QUANTITIES :-
       Quantities given in schedule “A” are approximate and are for the guidance of the Tenderer for
quoting their rates. Payment for work done shall be made based on the actual measurement of the work
done. No claim will be entertained for any variation in the quantity given in the schedule “A”. No extra work
should be done without permission or authorization of the competent authorities empowered to allow such
extra works.
5. TIME :-
       The contractor will have to complete the work within four month from the date of work order, in all
respect.

6. POWER TO REJECT OR ACCEPT THE TENDER :-
       The lowest tender will not necessarily be accepted. Authority reserve the right to accept or reject
any or all the tenders received. No explanation can be asked by the tenderer for the cause of the rejec tion
of the tenders by the concerned authority. Right of distribution of work between/among the tenderer is
reserved in the hands of competent authority.
7. EARNEST MONEY AND SECURITY MONEY :-
       The tender must accompanying the earnest money as per tender notice in shape of 6 year N.S.C.
8th issue / 3 or 5 year Time deposit pass book (Post office) duly pledged in favour of Executive Engineer,
D. W. & S. Division, Pakur. No tender will be considered without sufficient earnest money.
       The successful contractor after getting work awarded will have to deposit 5% Security money
including earnest money in the shape of 6 year N.S.C. 8th issue / 3 or 5 year Time deposit pass book
(Post office) duly pledged in favour of Executive Engineer, D. W. & S. Division, Pakur and have to enter
into an agreement with concerned Executive Engineer on prescribed format. In addition to this, 5%
security deposit will be deducted from his all on A/C bills & final bills. The security deposit will be released
after six month of satisfactory completion of work. Earnest money deposited by the successful tenderer

may be forfeited in case the contractor declines or fails to deposit the sum of 5% (five) including the
earnest money on the agreement amount as security money and to sign the agreement within 7(seven)
days from the date of award of letter by the competent authority.
       On receipt of written application, the earnest money of the unsuccessful tenderer shall be refunded
to them by the Executive Engineer in due courses. Blank pledging form attached with the tender will not be
accepted. Pledged earnest money documents deposited as earnest and security money in other work in
this office or in other office of the Dept. will not be treated as earnest money unless they are released from
the concerned work and re -pledged afresh.
8. RATES :-
       The tendered rate should be inclusive of all taxes, royalty etc. on supply of materials. The
department shall make no extra payment for the same.

       Tenderer is requested to quote their rates in percentage both in words and figures above and
below in the blank space provided in the B.O.Q. The tenderer should note that unworkable quoted rate
(that is lesser than 10% below quoted rate) shall not be accepted and such tenders shall be outright
rejected. The tenderer having good experience in civil works of similar nature shall be given preference.

9. INCOME TAX :-
       It should be noted by the tenderer that Income tax will be deducted from each bill including final bill
as applicable as per income tax act / circular.
10. SALES TAX :-
       Sales tax will be deducted from each bill of the contractor as per sales tax act / circular. The
tendered amount should be inclusive of all taxes on supply of all materials. No extra payment will be made
by the department for the same.
11. CARRIAGE :-
       It should be noted by the tenderer that rates for different items of work mentioned in schedule “A”
are exclusive of carriage but inclusive of all taxes & royalty, cess etc. Therefore no separate payment will
be made to the contractor in respect of taxes, royalties and cess in any shape, payment of carriage of
materials used in the execution of work mentioned will be made as per schedule “A”, for additional lead no
extra payment shall be allowed.
12. SETTING OUT OF WORK :-            The engineer-in-charge of the work /his authorized representative
shall give the site / location and alignment of work. The contractor will have to take full responsibility of
doing the work on the specified alignment at the given site. Any discrepancy regarding site / alignment
which shall come to notice of the engineer-in-charge, shall be get rectified by the contractor as per
direction of E/. Any errors found on the side of contractor before expiry of six months after completion of
work should be rectified by the contractor at his own cost. Failing which the rectification cost will be
deducted from security money of the contractor. The contractor should note that he shall be entirely
responsible for the correctness of the work as per specification & direction of E/I.

13. MATERIALS :-
        The materials supplied by the contractor shall conform to relevant latest edition of the specification
and codes of practices of the Bureau of Indian Standards or / as specified schedule A. The contractor shall
furnish necessary certificates in support of the quality of materials as may be required by the Engineer-in-
charge on his own cost.
14. CLARIFICATION OF ANY DOUBT :-
        If the Tenderer has any doubt or any confusion about the tender, he shall have to get it clarified by
the Superintending Engineer / Executive Engineer before submitting it.
15. INSURANCE :-
        The contractor will have to ensure the labours employed for the execution of the work at his own
cost. If any accident occurs at the site of work during the execution of work, the contractor will have to pay
the compensation for the damage as admissible under relevant Act / Law.


16. SITE ORDER BOOK :-
        Site order book shall be issued to the contractor by the engineer-in-charge or his representative.
The contractor shall keep this book always at site and any special order and instruction to be issued to the
contractor shall be recorded in this book by the engineer-in-charge or his representative. The contractor
shall sign all orders and instructions as token of his knowledge about the s ame. The site order book shall
be the property of the department but will remain with the contractor during the progress of the work. The
safe custody of site order book during this period shall be the responsibility of the contractor. After
completion of the work the book shall be returned back by the contractor to the Engineer-in-charge which
will be enclosed in final bill.
17. EXTRA WORK :-
        The contractor shall not carry out extra work without order of the E/I in site order book. The
contractor will have to maintain a site order book duly page marked by the E/I in which the necessary
instruction regarding execution of work will be given to the contractor by the E/I or his authorized
representative or any other inspecting officer of the department. The contractor will have to make available
all facilities for inspection and testing of work for the inspecting officer of the department.
18. WAGES :-
        The contractor will have to ensure for the payment to the labours engaged in the execution of the
work and it should be strictly in conformation to the minimum wage act approved by the Govt.
19. MISCONDUCT :-
        If any of the contractor’s agent, subagent, consultant or employee is found guilty of misconduct or
incompetence and directed by the E/I to remove him then he shall be removed from the site of work. Any
person so removed shall not be reemployed in the work except with prior permission in writing of the
engineer-in-charge or higher competent authority.

20. INSPECTION AND TESTING OF WORK :-
         The contractor shall provide all facilities, instrument, materials and labours for testing / inspecting
the work and shall afford the site engineer all assistance necessary to conduct the test / inspection for
which no extra payment will be made.


21. ACCOMMODATION :-
         The contractor will provide at their own cost proper huts and drinking water & other admissible
facilities for the labours employed on the job. All other essential facilities admissible to labour force as per
labour act / laws will have to be provided by the contractor at his own cost.
22. ELECTRIC POWER :-
         The contractor will make his own arrangement for electricity and other type of power required for
light or other purpose for the execution of the work. The department however may help them by moving
the electricity department in getting electric connection if required.
23. CONSTRUCTION WATER :-
         The contractor shall arrange water of approved quality for the construction purposes at his own
cost.
24. SITE CLEARANCE :-
                The contractor will keep the site neat and clean even during the execution of the work. After
the completion of work the contractor will remove all debris etc. and hand over a neat and clean site to the
department.
25. ADDRESS :-
                The tenderer shall have to furnish their full permanent and local address in the Tender
Papers. The contractors are required to sign each page of the tender document before submitting their
tenders.
26. Specification :-
MATERIALS :-
                General :
(i)      All materials shall be best of their kind and shall confirm to the relevant latest Indian Standard.
(ii)     All materials shall be of approved quality as per samples and from origins             approved by the
Engineer - in - charge.
(iii)    A set of specimen samples of all approved materials shall be kept in bottle or otherwise
         at site, cost of which is to be borne by the contractor.
(iv)     In case of materials where Indian Standards are not available, the same shall conform
         to the specification issued by the recognized authority or D.W.&.S.D./PWD/JSEB.
(v)      All test reports in original, regarding inspection of different size of G.I. pipe and accessories shall
        have to be submitted to the Executive Engineer before use. the contractor will also stock the
        materials at the concerned divisional store;

(vi)   All type of G.I. pipes should be used before physical verification by S.E.
26.1 BRICKS :
                The following Indian standards shall be followed :-
                IS 3102 : 1971 (latest amendment) Classification of Burnt clay brick.
                IS 1077 : 1970 (latest amendment) Specification of common burnt clay building bricks.
                IS 3495 : 1966, Part I to IV (latest amendment) Method of sampling and testing clay
                Building bricks.
                Only 100A class kiln burnt bricks shall be used unless otherwise specified.
       They shall be of a uniform deep cherry of copper color ; thoroughly burnt, regular in shape with
sharp and square edge and they must emit a clear ringing sound on being struck.
       They must be free from cracks, chips, flaws, stones or lumps of any kind and they shall not absorb
water more than one seventh of their own weight after soaking them in water for 15 minutes.
       The bricks shall show no sign of efflorescence either dry or subsequent to soaking in water.
26.2   SPECIFICATION OF AGGREGATES :-
       Aggregates shall comply with the requirements of IS : 383-1970 (latest amendment). It should be
chemically inert, strong, hard. durable, of limited porosity, and free from adherent coatings, clay lumps,
coal and coal residues and organic or other admixture, that may cause corrosion of the reinforcement and
impair with the strength and durability of concrete.

I. Coarse aggregate :-
       The nominal maximum size of coarse aggregate shall be limited to 20mm, so that the concrete can
be placed without difficulty to surround all reinforcement thoroughly and fill the corners of the forms. For
heavily reinforced concrete members the nominal maximum size of aggregate should usually be restricted
to 5mm less than the minimum clear cover to the reinforcement which ever is smaller. A coarse aggregate
may have cubical, rounded, irregular and angular shapes with rough surface. The stone chips to be used
shall satisfy the following requirement :-

1. Flakiness Index should not be more than 25 percent, when tested as per IS : 2386 )Part-I)-1963 (latest
amendment).
2.     Impact value should not be more than 30 percent, when tested as per IS:2386 (Part-IV)-1963,
       3.Crushing value should not exceed 45% for plain cement concrete and 40% for reinforced
                concrete, when tested as per IS:2386 (Part-IV)-1963 ,
       4.Deleterious materials and organic impurities should not exceed 5% in total, as details given
       below as per IS: 383-1970 and it’s estimation should be done as per IS:2386 (Part-II)-1963.

ii Fine aggregate :- The aggregate finer than 4.75mm size is called fine aggregate.Natural sand shall be
used as fine aggregate. It should be free from clay, silt, chlorides and organic impurities. Its grain should
be angular in shape and its fineness modulus should be 2.0 to 3.5. It shall be conforming to specification
given in IS:383-1970 and the sand for mortar shall conform to the grading of sand as given in IS:2116-
1965 as detailed given below :-

26.3   SPECIFICATION OF CEMENT :-
       The cement used shall be as per CL :- 4 to IS: 456-1978, and it shall be any of the following with
the prior approval of the engineer-in-charge.
       *       Ordinary or low heat port land cement conforming to IS: 269-1976.
       *       High strength ordinary Portland cement conforming to IS: 8112-1976.

26.4   SPECIFICATION OF REINFORCEMENT :-
       The reinforcement steel shall be any of the following :-
       [a]     Medium tensile steel bars conforming to IS:432 [Part-1]-1966
       [b]     Hot-rolled deformed bars conforming to IS: 1139-1966.
       [c]     Cold-twisted bars conforming to IS: 1786-1979.
       [d]     Hard-drawn steel wire fabric conforming to IS: 1566-1967.
       All reinforcement shall be free from loose mill scales, loose rust and coats of paints oils mud or
other coatings which may destroy or reduce bond.
26.5   WATER :-
       The water to be used in making and curing of concrete, mortar etc. shall be free from objectionable

quantities of silts, organic matter, injurious amount of oils, acid, salts and other impurities etc. as per IS:

456-1978.


       The Engineer-in-charge or his authorized representative will determine whether or not such
qualities of impurities are objectionable.
       Such comparison will usually be made by comparison of compressive strength, water requirement,
time to setting and other properties of concrete made with distilled or clean water and concrete made with
the water proposed fodr use. The maximum permissible limit for solids when tested in accordance with I.S.
3025-1964 shall be as below.

If any water to be used in concert, suspected by the engineer-in-charge/ or his authorized representative
of exceeding the permissible limits of solids, samples of water will be obtained and get is tested by
Engineer-in-Charge in accordance with IS-3025-1964.
26.6   CEMENT CONCRETE :-
       The following relevant Indian Standards shall be followed for cement concrete work :-
       a) IS: 456-1964; Plain and reinforced concrete code of practice
       b) IS: 1199-1959; Sampling and analysis concrete
       c) IS: 2645-1975; Integral cement water proofing compound

       d) IS: 2386-1963; Specific gravity, density, voids, absorption and Bulking.
       e) IS:3384 - 1965; Bitumen primer for use in water proofing and damp proofing Industrial Bitumen.
       f) IS: 516-1959; Methods of test strength of concrete.
       g) IS:3558-1956; Code of practice for use of immersion vibrators for construction of Concrete.
       h) IS:2751- 1966; Code of practice for welding of mild steel bars used for reinforced Concrete
construction.
       i) IS:2502-1963; Code of practice for bending and fixing of bars for concrete.
       Concrete shall be composed of cement, sand and stone aggregate and water as required for
workability. Admixture may be used with the approval of the engineer-in-charge. The admixture shall
conform to I.S.:9103-1979 (latest amendment). The concrete shall be of grades as designated in approved
design and must be conforming to I.S. :456-1978, CL:-5. Test and analysis of aggregate and the resulting
concrete shall be made at proper intervals at the start of work and during the progress of work to ensure
its quality and grade. The concrete mix shall have required workability and a characteristic strength not
less than adopted design strength.
       P.C.C. & R.C.C. Work should be done strictly as per approved design and drawing in accordance
with I.S:456-1978 i.e. code of practice for plain and reinforced concrete (latest amendment). If at the time
of doing P.C.C. in foundation it is felt that some M.S. reinforcement are necessary, the same must be
provided by the contractor without any extra cost. No claim shall be allowed for all that.
26.7   SPECIFICATION OF G.I. PIPES :
                The G.I. pipe used shall be as per IS:1239/1990 and G.I. Socket used for jointing the G.I.
pipes shall be as per I.S.2062/1990.
27. STORAGE OF MATERIALS:-
       The materials to be used in the work shall be stored in such a manner as to prevent deterioration
or intrusion of foreign matter and to ensure the preservation of their quality and fitness for the work.
28. GUARANTEE :-
       The contractor shall have to give the guarantee against seepage and leakage for the water from
roof of switch room and sump walls as well as stabilizer and motor pump(2Years). In the event of any
defect / failure / seepage or appearance of any sign of failure of any component of structure or equipment
or failure to comply clause of guarantee at the time of testing/commencement, the contractor shall have to
rectify the defects and set right the structure or equipment and / or reconstruct / replace or erect afresh in
order to achieve desired efficient and fulfill the guarantee within shortest possible period to the entire
satisfaction of the department. Failing which the department may get defect or defects rectified and cost
incurred over such rectification including supervision charges and penalty as demand shall be recovered
from the contractor.

29. MEASUREMENT AND PAYMENT :-
       Measurement will be taken by the E/I or his authorized subordinate of the concerned D.W. & S.
Sub-Division at site jointly with the contractor’s representative. All such record shall be signed by the
contractor or his authorized representative in the measurement book as a “token of acceptance”. Every
effort will be made to make running payment as per the availability of fund but for delayed payment due to
any reason beyond the control of the department ; no interest and claim will be entertained.
