 Topic/title of the proposed project:
Promotion of tourism and cultural heritage linked to the « réseaux d’évasion » (networks created by resistance fighters
to resist the ennemy during war)
Project objectives:

Promotion of tourism and cultural heritage linked to the « réseaux d’évasion » (networks created by resistance fighters
to resist the ennemy during war) and especially the Shelburn network (resistance fighters network 1944) through the
use of media and testimonies to create electronical aid audio reports and documentaries “documedia” dedicated to
the general public.
The different broadcasting devices (audio reports and documedia) provide the resistance fighters networks story with
an innovative approach and make sure the archives will be kept and preserved. They will enable anyone on spot or
remote area to get to know and feel the event.

Development and promotion of a cultural and historical heritage linked to flax: « le lin dans tous ses états »
(flax in all shapes: from the production to the touristic promotion

Objective:


Development of touristic economy through the increase in the frequentation of tourists
Description of fthe “flax culture” through the use of the NTCI
Sensibilization of the population to flax

To reach this goals, the project seeks to communicate about flax and make it known by the population,
strengthen touristic engineering skills in terms of communication through training courses, common actions,
the share of experiences, the elaboration of a transnational promotion-communication plan… This will
enable a better communication and cooperation between the different stakeholders and partners involved
in the flax production and promotion (associations, touristic services providers…) and help develop the areas
as new touristic destinations.

The project aims at making the long area’s flax story better known so that this story doesn’t get forgotten
and in order to make flax become part of the area’s economy again, as about it was 250 years ago.

Farmer’s itineraries


Objectives:


- sharing experiences around farmer’s visits;
- thinking about valorization of agricultural products, of visits and touristic sojourns;
- building a partnership, a net, on same values, of farmers from different countries to promote these types of
activities.

Each year since 1997, The CPIE Alpes of Provence (www.cpie04.com) has been organizing with several farmers
programs of visits “Itinéraires Paysans”. All the way, along these “Itinéraires Paysans”, visitors meet the farmers who
contribute to the liveliness of the land. Smallholdings and a mastered production are their common points. On their
lands, by their side, discover a different agricultural behaviour that combines environment-friendly practises with
economical and land-caring functions. Each visit ends with a sample of the farm products: www.itineraires-paysans.fr.

            Landscape, land management and spatial planning in rural areas

Objectives of the project


 Anticipate and improve management practices thanks to an approach based on landscapes
 Reduce / optimize the space uses while preserving natural resources (especially water resources) and Natural
 Heritage (“blue and green ways” – equivalent to the so called Trame verte et bleue in French)
 Actions proposed to reach the objectives:
 1 / Exchange of best practices, sharing of know-how with other LAGs / organized areas working on this
 topic
 2 / Creation of innovative methods and tools to support decision makers in helping them integrate an
 approach based on landscapes in land use (planning, scheduling, etc..), particularly in connection with new
 technologies
 3 / Organization of meetings, outreach events to the general public and to representatives

Initial position / background / local context of the proposed project
     Experience of the LAG on the landscape issue:
         o Realization of an" Diagnosis on environmental and landscape issues" at the LAG’s scale,
              followed by information and awareness sessions on urban planning in rural areas
         o Implementation of a Rural cluster specialized on space technologies and wishing to collect and
              analyse datas via terrestrial satellites (eg identify urban areas, agricultural areas, water
              resources...) and conduct an EIS (Environmental Information System)
         o Exchange between national stakeholders (local authorities and associations): exhibition on
              landscapes’ development and rural development public policies
         o Launch of a LAG’s Regional Climate Plan (early 2011)
         o Creation of a regulatory frame on lighting (to be carried out in 2011)

Eco mobility and accessibility to services in rural areas
Objective:

  promote “soft“ local transport; adapt and combine existing modes of transport to facilitate home-to-
 work journeys or testing new transport modes.
  extend and organise local transport opportunities according to well targeted groups such as young,
 disabled or ageing persons, disadvantaged people, etc, (publicly-funded private transport, vulnerable
 persons accompanying),
  set up funding mechanisms, such as transport vouchers, for disadvantaged groups, to cover cost of
 journeys towards basic services (health, etc)
  combine accessibility to services (in moving units, using of ICT or gathering delivering units) and
 accessibility of people; understand and manage their interaction.
  assess and consolidate ruling initiatives such as house-to-house pick up and dropped off minibus service,
 low-cost taxi service from and to railways stations, car share, etc
  foreseen the demand of transport in planning medium/long term development of local services
  consolidate or set up local public/private partnerships for delivering transport services and set up
 networks among local stakeholders

The area is a multifaceted, large rural and mountain area with specific natural, social and economic features.
Its development strategy, labelled as “a moving eco territory”, gives priority to improving quality of life via
the consolidation of services to people, particularly enhancing accessibility and mobility. As an area of
transition, our region benefits from various communications along the valleys, but the networks show
unequal delivery points and many gaps. Such a situation generates mobility problems among the poorliest
mobile groups of the population.
The actions to be undertaken will aim at acting both on the mobility of people and the mobility and flexibility
of services (gathering service delivering units, mobile services, one-stop-shops) and their ITC-based delivery.

Creation of communication tools about sustainable development
This project could consist in the creation of a “pedagogical box” that would help promote the economic,
environmental or leisure activities of the area. The content of the box would vary depending on the target public and

In Santerre Haute Somme, this box could be dedicated to children and propose playing environmental sheets on local
ecosystem and wilderness, samples of local products and vouchers to visit some touristic sites with their families.

Objective:
Promote an exchange of experiences between rural areas regarding the establishment of news farmers.

Farming sector is one of the most important sectors in Perche region, and represents 10 % of the employment.
For the farming sector is a key actor to economical, environmental, social and landscaped developments, local
stakeholders are working on a “policy for farmers’ settlement”. This is why they are working on topics like the
passing on from future retired farmers to new cultivators or the support brings to news farmers.

We are looking for local authorities which, through their public policies, promote the settlement of news farmers.
Most particularly, we focus our attention on the next activities
     Consciousness raising of the future retired farmers
     Support of the settlement especially when the next sectors are related :

        - the promotion of local products
        -   the selling from the farmer to the customer

Awareness to environmental issues through art creation

Objectives:


Increase the awareness of the population to environmental issues through art
Initial position / background / local context of the proposed project


 The pays des 6 Vallées is a rural territory with approximatively 49 000 inhabitants and an urban sprawl area
 near the city of Poitiers.
 The development of this territory can be based on the preservation and promotion of its natural heritage
 (forests, rivers, valleys, etc.)

 Proposed objectives and activities:
 Through art projects (and a sensitive approach of the contemporary art through actions of cultural
 mediation), we want to engage the public in environmental (in the wide sense of the term) awareness and
 action and help the population understand its relationship with the environment and territory.
 The Pays des 6 Vallées has on its territory a Contemporary Art Center, Rurart. By commands of creation,
 Rurart invites contemporary artists to produce and to exhibit works to put in perspective the questions
 which cross the current world, from an ethical, esthetic, scientific, economic, environmental point of view.
 On the territory of the Pays Civraisien, neighbor of Pays des 6 Vallées, the Regional Contemporary Art
 Center of Poitou-Charentes, rehabilitated recently a building to welcome its reserves and a space of
 exhibition.

 International exchanges on agricultural tourism like “Itinéraires Paysans” (Farmer itineraries)
Objective:

 The PCIE1 Alps of Provence has been organizing visits called “Itinéraires Paysans” with several farmers since
 1997. Each visit is lead by the farmer. It is a 2 or 3 hour easy walk, ending with a sample of the farm
 products.
 All the way long, visitors can discover a different agricultural behaviour that combines environment-friendly
 practices with economical and land-caring functions.
 For individuals, dates of visits are mentioned in a calendar, for groups visits can be organized all the year
 round on reservation.
 1 Permanent Centre of Initiatives for Environment (In French: “Centre permanent d’initiatives pour l’environnement”)

 We would like to share experiences in the field of “green tourism”, especially farm visits and touristic

Support and enhance Pays du Cotentin’s global strategy on local activities. The main objective of our
cooperation program is to carry out common actions, within one of the above mentioned sectors of activity
or with possible links between several of them. These could be for example:
- training
- research programs
- quality approaches
- promotion of territory, local products, production and skills

Our LEADER development priority is the “Organization of local quality activities with high added value” ;
Agriculture, tourism and sea products. This priority is structured around three main lines:

 Supporting the local quality product and production
 Developing environmental and social good practices at the production, consumption and
commercialisation stages. This involves energy saving, easy access to quality for everyone and short
distribution chains: local production and consumption.
 Promoting and improving the territory by its quality: definition and promotion of the Cotentin identity,
development of partnerships between quality activities to enhance synergies.

 bastion of conflicts and social conquests.

The Haute-Vallée de l’Aude is a rural district located between the Pyrenees and the Mediterranean area and consists of
149 villages and small towns. The South of the area comprises a skiing resort and is locally well-known for the
production of potatoes, beef and cheese. In the North, the farming is mostly made of vineyards producing Languedoc
wines and the famous “Blanquette de Limoux“ (sparkling wine). Most of the tourist activities are either cultural (Cathar
castles, abbeys and other medieval sites) or based on outdoor activities (white-water sports, rock-climbing, trekking,

culture, sport etc but could certainly benefit from the different communities joining together for the promotion of the
locality, as there are many individual initiatives but no real collective identity or action.

Local context of the proposed project
The Pays de la Vallée de Montluçon et du Cher is located right in the centre of France. Our identity and our economic
activities are based upon an industrial basin where innovation has been the heir of a long and well established
industrial tradition since the middle of the XIX century (metallurgy industry for example) and upon an important
agriculture activity (breeding of Charolais, forestry).
Our territory offers a living sector dedicated to quality with many leisure and cultural activities. It offers an exceptional
heritage with the forest of Tronçais (the most beautiful forest of oaks in Europe), the Cher Valley and the Canal of
Berry that encourage success in developing activities.
The Canal of Berry is one of our noticeable cultural and identitary heritage since the local economic development is
linked with the beginning of its construction. This canal is one of the smallest French canals and its size is largely drawn
from English canals. Several promotional actions have already taken place and to-day we are studying a green-way
project along its route.
The development project of the LAG of Pays de la Vallée de Montluçon et du Cher encourages every activity having a
focus of quality and a brand image for the territory in order to develop solidarities and intercultural exchanges
between rural and urban territories. It supports different projects of promotion such as the fitting out and
modernization of the Museum of Canal de Berry and the construction of the “flute de Berry” (local specific boat of
Canal de Berry).

An important work of geolocation and scan will be performed. The information will be made freely available
on the platform PILOTE41 (www.pilote41.fr). The scope of the action corresponds to the Loir et Cher
Department (outside perimeter of the town of Blois)

The Country Vendômois contacted other areas of the Loir-et-Cher to explore the possibilities of conducting
an inter-territorial project in order to establish a common set of information tools such as statistical
indicators,                      geographic                       tools,                     documentaries...
The Centre for Economics and Territories of Loir-et-Cher would be the project manager. It consists in a more
than 60 members association having an excellent knowledge of the area and its socio-economic
characteristics. The area already collects extensive information to analyze the current dynamics on the area
on three different directions: economy, territories, qaulity of life. He also carries out many studies whose
results are published and downloadable on its website. The Centre also has established a widely accessible
information platform dedicated to the territories of Loir-et-Cher (www.pilote41.fr)

The C.A.P.F. intends to use bees as a means of communication on environmental issues, by introducing beehives into
public places. The C.A.P.F.'s involvement in the project ensures its educational, wide-ranging and accessible sides.
This approach is integrated in the sustainable development section of the urban plan. In effect, the project
encourages observation and participation, allowing inhabitants to set-up joint projects, to organise research and to
make this easily accessible. This process is linked to the territorial climate program and LEADER.

Activities to educate on environmental issues, mainly focusing on "Waste", already exist
across the country.
In 2010, Pays de la Haute Sarthe signed a 5 years Waste Prevention Program with the
Agency for Environment and Energy Management (ADEME). The area is now implementing
actions to reduce wastes.

Environmental actions of the Pays de la Haute Sarthe are on expension. In 2009, tours of a
Natural Area of Ecological Interest Fauna and Flora (ZNIEFF) were organized in schools to
raise children’s awareness of the management of sensitive areas and biodiversity.
In 2009 and 2010 thermographic campaigns were organized to local authorities and raised
awareness among local stakeholders on public buildings energy issues.
In 2010, action was also conducted with students of the Lyceum of Horizons
This year, the Pays de la Haute Sarthe also hosted meetings of Environmental Education
and Sustainable Development Education on biodiversity.

             Promote youth involvement in local life

             citizens from European countries to identify differences and arising questions and issues.
             The joint authority of the Pays de le Haute Sarthe may be founded on two local radios with
             which he has already signed a partnership agreement for 2 years.

             Pays de la Haute Sarthe participated in the development of the Regional Agenda 21 in 2008 which
             launched a joint work with young people living in the area. This dialogue has enabled to promote the
             youth’s voice and to identify issues and possible actions regarding services in rural areas.
             Pays de la Haute Sarthe’s Conseil de Développement has wished to continue this work involving youth and
             develop actions on youth citizenship and their involvement in local life.
             This project was aimed at including young people aged 14 and 26 years wether learning or training,
             workers or job seekers, entrepreneurs...
             A partnership with Radio Frequency FSE-associative local Sille (97.9) and Radio Mancelles Alps (106.3) was
             organized.
             Participants met at the Priory Vivoin where was held a session of a young Parliament

             Having established this active community group we would like to share the experience we have
             gained and learn from groups that have experience of community engagement along a linier

             how they have grasped the opportunities presented by such features and now benefiting from
             them.

Initial position / background / local context of the proposed project

           Wales’s newest World Heritage site spans the counties of Wrexham and Denbighshire was
           inscribed in June 2009. It is an 11 mile (18km) stretch of canal including the Poncysyllte
           Aqueduct.
           A Community Canal Project co-operation project has been undertaken for 2 years which has
           engaged the local community in the, what was then a proposed World Heritage Site. It has most
           recently created a ‘Friends of the World Heritage Site Community Group’ with representatives
           from the length of the canal corridor and continues to engage the different communities in a
           range of conservation, interpretation, heritage and wildlife activities.

Proagritour II
Objective:


 The suggested transnational cooperation “PROAGRITOUR II” project exploits the results of
 PROAGRITOUR/INNOREF/INTERREGIIIC/EAST project, through which the first transnational label in the field
 of alternative tourism was created.
 The project aims at exploiting the “PROAGRITOUR” label, which deals with alternative tourism units
 (agritourism, rural tourism etc), restaurants and recreation units, production of organic products,
 production of local products and local traditional feasts and aims at promoting networking among similar
 and complementary businesses, while contributing to the promotion of the identity of each area.
 Through the exploitation of the label, the rural areas and their local touristic products could benefit from a
 better identifiability, improve their image, increase the number of visitors and the disposal of products in
 the market.

“Design me a planet” - Integral Summer Academy


Objective
Create a future workshop for topics that concern mankind as a whole through the creation of an international,
interdisciplinary platform called the Integral Summer Academy.

The aim of the platform is to build bridges between cultures, generations and countries on the one hand and science,
industry, art and spirituality on the other hand.
Under the slogan “You can change the world”, the platform will focus on the possible ways of building a sustainable
world and of designing the globalisation process in an ecologically, economically and socially responsible way.
It would enable scientists and interest groups working in the field of future research and sustainable development to
meet once a year, exchange experiences and knowledge and find new ways and solutions to meet the challenges of the
third millennium.

Initial position / background / local context of the proposed project
Location:
The town of Laakirchen/Steyrermühl in Austria.
The town combines industry (mainly paper and metal industry), agriculture and tourism.
The event will take place in the event centre (an adapted building of a former paper mill, with state of the art event
facilities), which also houses on an area of 4000 m² the Austrian Museum of Paper Making and Print as well as an art
gallery. The participants can be accommodated in the Austrian Centre of Formation of the Paper Industry (like a 3 star
hotel) as well as in hotels of the region.

The initiator of the project:
Michel Saloff – Coste (France) is an author and researcher in the field of international future studies and the integral
approach. He is the initiator and founder of the Integral University in Paris and the Club of Budapest in France. He
discovered the location of the event centre (the Old Factory and the Paper Museum) in Laakirchen/Austria in the
summer of 2010 and was fascinated by it because it combines all aspects that are important for the Integral Summer
Academy: infrastructure, scenic environment, industry, history and people who are sensitive and enthusiastic about
the subject...

The group of initiators (mentioned below) got the support of the community of the town of Laakirchen, the local
industry and well as the local leader region.

The Integral Summer Academy offers an interdisciplinary program joining the fields of science, economy, art and
spirituality. It consists of workshops, host lectures, discussions, relaxation and meditation, dance, yoga, hiking and
walking in nature as well as an artistic creative programme.

Application in regional pilot projects:
The local industry (paper, metal and tourist industry and agriculture) and the local population will be part of the
project through their participation to specific case studies that will last beyond the duration of the Integral Summer
Academy. We especially want to focus on the “sense of work” and on personal fulfilment in the job.

The local population can also get involved in the Integral Summer Academy through free access activities such as host
lectures, workshops, events, theatre, concerts, films, discussions, etc.

Target groups:
People involved in the fields of science, economy, art and spirituality, students, visionaries and all those who want to
be part of and influence the changing processes of the world.
Participants can apply and will be selected.

Modern Tradition – Supporting Traditional Regional and Local Products

Objectives of the project :
The aim of the project is to establish an international cooperation between organizations interested in this
area with an objective of organizing seminars, preparatory visits and partners and know how exchanges.

There are three long term project objectives.

1- create an electronic data base which will serve as an Electronic European Foods Forum (EEFF) on local and
traditional regional products. The EEFF will gather and provide information on local and regional products
and traditions to all interested and will enable visitors to buy them via the internet. It will serve as a platform
to all producers from different EU countries providing them with an opportunity to present their products to
larger audiences and exchange experiences and ideas between themselves and network.

2- organize a European Foods Festival (EFF) which will be held regularly in all of the participating countries
(this is to be further discussed). The EFF will be a direct, interpersonal interface between producers and
consumers in all participating countries. It will provide an opportunity to different EU nationals to both
present and to taste local and traditional foods from different EU regions. It will also enhance and stimulate
public awareness with respect to these foods.

3- establish a Local Product Centre (LPC) which will be responsible for the EEFF actualizing and maintenance
as well as for providing support to producers by training, legal advice, information etc. The LPC will be also
responsible for coordination of the EFF.

Background:
 We are a group of local farmers producing local, traditional and regional foods. We are grouped within
 Dunajec – Biała LAG in Little Poland. We offer and distribute our products through local markets, fairs,
 shops and the internet (“odrolnika.pl”).

 A short description of our area:
 It is a total area of 17 km2; it is mostly flat agricultural land with two deep valleys stretching the length of
 the area, created by rivers.

 There are approximate 106.867 inhabitants. 40 % of these inhabitants live in Vejle City, 20 % of them live in
 what we call center-city´s (there is four of them). The remaining 40 % live in rural areas. In these areas we
 have more than 50 small villages.
 In the rural areas it is mostly farmland, and there are services such as schools, nurseries, retail trade and
 supermarkets.

 In the middle lies Jelling, which holds the large rune stone called “Denmark’s birth certificate”. The
 inscription on the stone states that Denmark is one nation and the Danes are Christian. The image of Christ
 is the oldest example from Scandinavia.

 The stone in Jelling is one UNESCO´s World Heritage list
