Strategic Planning at NIST
Welcome to the NIST intranet page for the Office of Strategic Planning and Economic Analysis (SPEA). This site contains resources for NIST-wide strategic planning [local heading link] and performance evaluation [local heading link] activities. All documents posted on this site are for internal use only. Comments on the NIST Strategic Plan as well as other Program and Lab plans are encouraged, and can be either posted on this site or directed to an individual point of contact. The Office of Strategic Planning and Economic Analysis [document link: SPEA-plan.doc] was recently established to provide economic expertise for NIST-wide policy analysis and planning activities. SPEA conducts cross-cutting strategic planning, economic impact, and economic role/policy studies that benefit several operating units or NIST as a whole; provides methodological assistance to OUs conducting their own economic analysis; and represents NIST in external economic policy exercises where topics are NIST-wide in scope. NIST strategic plans for review and comment NIST Strategic Plan [document link: Strategic Plan v2-1.doc]: The current version of the NIST Strategic Plan was submitted to the E-Board on January 5 for review and comment. Point of contact: Ron Powell, EEEL [e-mail link] Information on Strategic Planning Methods and Requirements In addition to serving internal management needs, many of the strategic plans within NIST—including the NIST Strategic Plan—have been modified to accommodate the
requirements and expectations associated with the Government Performance and Results Act (GPRA—Public Law: 103-62 (08/03/93)). OMB Circular A-11 [document link] provides guidance on the preparation and submission of strategic plans and annual performance plans to OMB and Congress. This document represents the official statement of GPRA requirements. Led by the office of Representative Armey, Congress scored agency strategic plans using a weighted list of evaluation factors [document link: Armey SP evaluation elements.doc]. This list combines elements that are formally required by GPRA (evaluation factors 1-6) with additional elements that Congress would prefer to see (evaluation factors 7-10). A bill currently before Congress would formally require these additional 4 elements in the future. This slide presentation was developed by SPEA for a TA presentation to the Commerce Departments Executive Management Team on 1/26/98.
