Hostel Rules Terms & Conditions for Accommodation: 1. Only legitimate and enlisted boarders are allowed to stay in the Hostel and use Hostel facilities. 2. The boarders will have to stay in the room/bed that has been allotted by the Hostel Authority. Any request for change of room/accommodation on the basis of caste/creed/community/province / department will not be entertained. 3. Hostel Fees are payable half yearly within 10th of August every year for the months August to January and again before 10th of February for the months February to July. 4. Hostel Fees will be accepted only in form of Cash or by Demand Draft drawn in favor of “D.S.M.S Hostel” payable at Durgapur. Cheques are not accepted. 5. Fees can be deposited for the full session in advance, if so desired. 6. Hostel Fees payable are subject to change as per the decision of the Governing Body of DSMS Group of institution. 7. A fine of 50 per day will be levied for payments received after the 10th of the month, specified in clause no. 3, till end of the same month. At the beginning of new month, the student will cease to become a bona-fide boarder of the hostel and forfeit the right to avail regular services offered to a genuine hostel boarder. 8. No concession will be given to the boarders in respect of seat rent. However, students leaving the hostel for Industrial Training (extending 3 months in single stretch) will have to pay a sum of 500 per month (instead of full boarding charge) for the entire duration of his/her training period. 9. Final year boarders after getting jobs and on producing sufficient documentary evidences duly endorsed by the HoD, would be eligible for fee concession on pro rata basis for the months, they would not avail of hostel facilities. 10. Refund in any, would be made by cheque drawn on any nationalized bank. 11. Students must have to stay in the hostel for the entire duration of their course. If any student leaves hostel before the scheduled time, he/she must have to pay hostel charges for the remaining months/years. 12. If required, boarders may be shifted to some other room/floor/building for smooth functioning of the hostel. 13. Guardians/friends/relatives/acquaintances can visit the hostel between 07:30 hours to 19:30 hours. Lobby area of the Hostel can be used for meeting purpose. No Guardians/friends/relatives/acquaintances will be allowed to visit the rooms unless prior permission from the Hostel Administrator has been obtained. 14. Under no circumstances, the Guardians/friends/relatives/acquaintances will be allowed to stay in the hostel beyond the stipulated period or to spend the night. However, subject to availability, guardians can stay overnight at the guest room of the hostel by paying 500 per night, but not beyond two consecutive nights. 15. No concession in food charges is applicable. However, boarders going for Industrial Training extending 3 months in single stretch, will be given the required food fee concession on pro rata basis. Meals : 1. In general, meals should be served as per the following time schedule:- Breakfast : 7:30 A.M ---- 9 A.M Lunch : As per class-schedule Evening Snacks : 6 P.M. --- 7 :30 P.M Dinner : 9 P.M. --- 10:30 P.M 2. All boarders must maintain the decorum and discipline in the mess. 3. All boarders must compulsorily take their meals from the hostel dining hall. 4. Meals will be served from buffet counters in the dining hall and the boarders will collect their food from the counters in an orderly manner. 5. After finishing their meals, the boarders are required to deposit their dirty plates at the wash up area. 6. A boarder is not allowed to share his/her meals with others. 7. Request for meals at odd hours, other than the stipulated timing, will not be entertained. 8. Boarders should avoid wastage of food items. Complaint / suggestion, if any, can be given in writing to the hostel administrator. Code of Conduct @ Hostel: 1. a) Maltreatment of Hostel/Office Employees by Boarders will be treated as a serious offence. b) Damaging or defacing of hostel property will be considered as a punishable offence. c) Any kind of intoxication, addiction is strictly prohibited inside/outside the hostel premises. The above mentioned matters will invite immediate suspension from all college activities and hostel. These will be referred to the Disciplinary committee of college, who will call the accused boarder and his/her guardian on a specific date and time to facilitate a fair and impartial hearing. On the basis of the hearing, if found to be guilty, the Disciplinary committee will initiate appropriate punitive action against the guilty student such as debarring from staying at the Hostel; stoppage of Industrial training ; disqualifying from appearing in the examination; imposing of financial penalties to make good of the losses or rustication from the Institute or any other action deemed necessary. 2. The boarders should be careful not to cause any disturbance whatsoever to neighbours. 3. Use of offensive/foul language, picking up quarrel with others or disturbing peace in any manner whatsoever will be treated as a serious offence. Appropriate disciplinary action against the errant boarder may be taken. 4. Boarders are not allowed to play music after 7:30 p.m. Even during the permitted hours, music is to be played softly, without causing disturbance to others. 5. Boarders are not allowed to use electric iron/heater/immersion rod/high capacity electrical equipment of any kind in the hostel. In case of a violation, the equipment will be confiscated and a financial penalty, as decided by the Hostel Committee, will be levied on the offender. 6. Loitering and/or creating nuisance in the hallway/lobby/premises; disorderly assemblage in the rooms are prohibited. 7. Boarders must compulsorily study between 7:30 p.m. and 9 p.m.After 11 p.m., the lights must be switched off and the boarders must go to bed. 8. Boarders are encouraged to play outdoor and indoor games, as per the facilities offered in the hostel campus but playing any kind of card game is strictly prohibited. 9. A boarder is not allowed to stay back at the Hostel during college class hours, unless he / she is genuinely sick or for some reason his / her classes are off. In case of sickness, the boarder must see a doctor and produce the prescription as a proof of his/her sickness. Any boarder, taking medicine without consulting a bona-fide medical practitioner will be responsible for his/her own action. 10. Violation of above mentioned rules will initiate in-house investigation by the Hostel Disciplinary Committee and the guilty students will be liable for disciplinary action. In-Out : 1. Boarders may go out of the hostel after college hours in the evening on weekdays after signing „Time In-out‟ register, available in the Hostel Office. However, they must come back on or before 7:30 p.m. and on return, must sign the „Time In-out‟ register again. Little relaxation may be given on specific cases for genuine reasons on the basis of prior approval from Hostel administrator/supervisor. 2. On Sundays and holidays, a boarder may go out between 9 a.m. and 1 p.m. and also between 2 p.m. and 8 p.m. after signing „Time In-out‟ register. However, relaxation rule will not be applicable on such days. Leave : 1. Boarders, seeking leave for genuine reason, must obtain prior written permission from the Hostel Administrator after showing recommendation from the respective H.O.D. In case of emergency, this rule may be relaxed, but no student is permitted to leave the station without informing the Hostel Administrator. 2. Boarders on leave must sign the „Night Out‟ register before proceeding for leave. The same rule applies for the Boarders, not leaving the station but staying the night out with prior permission at the local guardian‟s/relatives house. 3. No leave will be extended except for medical/emergency grounds. For extension of leave, the boarder must inform the Hostel Administrator through telephone/fax and on joining must submit necessary documents to justify extension of leave. Sickness : Any boarder falling sick during his/her stay at the Hostel will be assisted to get proper medical treatment including hospitalization. In case of financial difficulties, the boarder may be given some money as a loan, which is to be reimbursed by the guardian at the earliest. If a Boarder is suffering from any kind of contagious disease, the guardian has to temporarily remove the Boarder from the Hostel for proper medical attention and treatment. Hygiene & Safety : (as expected from a civilized person) It is the responsibility of each boarder to maintain clean and hygienic condition at Hostel premises including maintenance and cleanliness of furniture and fittings. 2. Boarders are required to keep their valuables under lock and key. They may request the Hostel Administrator for temporary safe keeping of excess cash. Under no circumstances, the Management will be responsible for theft/loss of valuables of the boarders, which has occurred due to their own negligence. 3. Offences like spitting in the premises, writing graffiti on the walls, misuse of hostel property will be dealt severely. 4. Boarders are expected to conserve power, electricity and water. 5. After washing, students must hang their clothes in the specified area for drying. 6. No boarder is permitted to fix nails on the walls, whatever the reason may be. 7. No boarder is allowed to paste posters/pictures on the walls. 8. Though the room will be cleaned once in a day, the boarders are expected to keep their rooms neat and tidy.
