C. Energy Reports                                                                      Enc. 4

      This month our district wide energy consumption is down 23.5% compared to our baseline year (2005-
      2006). We used 291,588 kWh less than June 2006, that is a reduction of over 437,000 lbs. of CO2
      . This is equivalent to removing 31 cars from the roads or planting 58 acres of trees.

       C.      Emergency Substitute Teacher “Blanket Approval”

               The State Department no longer needs to approve emergency substitute teacher application provided
               the Board of Education approves a “blanket” approval for that position. Staff would still ensure that
               applicants meet the requirements for the position and would also ensure that emergency substitute
               teachers will be hired only when regularly certificated and substitute certificated individuals are not
               available. This new “blanket” approval eliminates paperwork and expedites the hiring process. Like
               all other personnel, the names of emergency substitute teachers will appear on the Board agenda
               following the date of hire.

               Recommendation: It is recommended that the board approve the “Emergency Substitute
               Teacher “Blanket Approval”.

       D. Field Trip

            1. Field Trip Request – Simon Kenton – STLP Engineers to ISTE National Conference

              Simon Kenton High School requests permission for graduating senior, Bobby Prather, who was chosen
              to provide technical assistance at the National Technology in Education Conference in Denver,
              Colorado to travel there on June 27-30, 2010. Supervision will be provided by Elaine Harrison Lane,
              the State STLP Coordinator. There will be an approved chaperone in each room housing students
              overnight at the Sheraton Denver Downtown Hotel in Denver. Bobby will have all meals on site with
              his chaperone. The approved Parent Permission Slip has been received. All expenses will be paid by the
              State STLP organization. Transportation will be by air.

              Recommendation: It is recommended that the Board approve the trip request.

  A legal advertisement was placed in the Kentucky Enquirer on April 2, 2010 to accept bids for "Bank
  Depository and Procurement Cards". Bids were opened on April 23, 2010, at 2:00 p.m. The Depository
  portion of the bid was awarded at the May 17, 2010 Board meeting. The procurement card portion of the
  bid tabulation is attached as Enclosure

  Recommendation: It is recommended that The Kenton County Board of Education accept the bid
  from Fifth Third Bank for our Procurement Card Services as indicated on the Procurement Card
  Bid Tabulation.

       A legal advertisement was placed in the Kentucky Enquirer on May 4, 2010 to accept bids for "Insurance".
       Bids were opened on June 4, 2010, at 2:00 p.m. The bid tabulation is attached as Enclosure

       Recommendation: It is recommended that The Kenton County Board of Education accept the bid
       from KSBIT for Insurance as indicated on the Property, Fleet, General Liability, Educator’s Legal
       Liability, Excess Umbrella Liability, and Workers Compensation Insurance Bid Tabulation.

      A legal advertisement was placed in the Kentucky Enquirer on May 3, 2010, to accept sealed bids for “Bus
      Tires”. Sealed bids were opened and read on May 17, 2010, at 2:00 pm. The tabulation is attached as

      indicated on Enclosure.

      Recommendation: It is recommended that the Kenton County Board of Education award the bid as
      indicated on Enclosure.




V. DISCUSSION AND ACTION

    1. Bond of Treasurer                                                                   Enc. 12

    The Treasurer’s Bond is $1,200,000 as recommended by the Kentucky Department of Education. The
    premium for the bond is $1,038.

    Recommendation: It is recommended the Board approve the Bond of Treasurer as required by KRS
    160.560.
        2. Depository Bond                                                                                         Enc. 13

        KRS 160.570 states that “it shall be the duty of each local board of education, on the advice of the
        superintendent, to determine the penal sum of depositories”. First Financial Bank, NA of Hebron, Kentucky
        must hold as collateral a penal sum to be held for the Board’s funds. The penal sum will be adjusted as needed
        to be an amount equal to or exceeding 103% of the Board of Educations’ daily balances.

        Recommendation: It is recommended that the Board approve the bond of depository at First Financial
        Bank for fiscal year 2010-2011.

        3. Request for One-Year Approval for School Media Librarian

        Ms. Barbara Juengling, Principal at Ft. Wright Elementary School, is requesting a one-year approval for
        school media librarian. Ryan Burch served in this capacity for the 2009-2010 school year. Mr. Burch is in the
        process of completing credit hours towards the school media librarian certification and therefore meets the
        qualifications of the TC-29 application.

        Recommendation: It is recommended that the Board approve the request for a TC-29 application for
        Ryan Burch who is working towards approval for a school media librarian at Ft. Wright Elementary
        School.

        4. Approval of Kentucky Department of Education Assurances                                                 Enc. 14

        The Kentucky Department of Education requires District Assurances to be signed and approved. This
        document ensures that the district is in compliance with the assurance guidelines before releasing federal
        funding for FY11.

        Recommendation: It is recommended that the Board approve the Kentucky Department of Education
        Assurances.

        5. Change Order No. 15 – The Quandel Group –
             Scott High School – Phase I – BG 09-225                                                               Enc. 15

        This change order is the fifteenth of the construction of Site Improvements at Scott High School – Phase I
        associated with The Quandel Group. The original contract with The Quandel Group was $1,787,585.00. This
        change order of $2,005.93 with previous change orders totaling $75,093.07 brings the contract total to date to
        $1,864,684.00.

        Item No. 1 – Owner’s Request – Change 5 field boxes from Quartzite to Sportsfield to permit installation of
        artificial turf on top of the box.                     ADD: $2,005.93

        Recommendation: It is recommended that the Kenton County Board of Education approve Change
        Order No. 15 with The Quandel Group associated with Scott High School Phase I – BG 09-225 at a cost
        of $2,005.93, contingent on Kentucky Department of Education approval.

        This change order is the sixteenth of the construction of Site Improvements at Scott High School – Phase I
        associated with The Quandel Group. The original contract with The Quandel Group was $1,787,585.00. This
         change order of $5,266.64 with previous change orders totaling $77,099.00 brings the contract total to date to
         $1,869,950.64.

         Item No. 1 – Architect’s Request – Handicap lift subcontractor stated the handicap lift code requires a wall
         and a door be added to the bottom of the handicap lift. This change order is for the actual door. The wall will
         be handled on a T&M basis and be addressed by a future change order.
                                      ADD:           $1,721.00

         Item No. 2 – Architect’s Request – A recent change in the bleacher code necessitated a redesign of the
         bleachers to avoid losing a significant number of seats. This bleacher design resulted in numerous changes.
         This change order is for the site concrete and grading changes. Other items will be addressed via future
         change order requests.                ADD:         $3,545.64

         Recommendation: It is recommended that the Kenton County Board of Education approve Change

         This change order is the seventeenth of the construction of Site Improvements at Scott High School – Phase I
         associated with The Quandel Group. The original contract with The Quandel Group was $1,787,585.00. This
         change order of $19,666.40 with previous change orders totaling $82,365.64 brings the contract total to date to
         $1,889,617.04.

         Item No. 1 – General Contractor’s Request – Exploratory excavations of the west end of the site for the home
         bleachers revealed unsuitable soils for bearing of the bleacher footings. After consultation with the structural
         engineer and G.C. it was determined it would be less expensive to used drilled pier foundations rather than
         remove the unsuitable soils and backfill with lean concrete.
                                                                                           ADD: $19,666.40

         Recommendation: It is recommended that the Kenton County Board of Education approve Change
         Order No. 17 with The Quandel Group associated with Scott High School Phase I – BG 09-225 at a cost
         of $19,666.40, contingent on Kentucky Department of Education approval.

Administrative staff and the KCEA negotiating team came to agreement on the 2010-2011 187 Day Certified
Salary Schedule on June 3, 2010. The salary schedule has been increased by .5% for 2010-2011. KCEA has
ratified this schedule. Also included are classified salary schedules. These schedules have also been increased
by .5%. Supplementary salary schedules have been increased by .5%, as have substitute teacher schedules.
Employees will also receive the built-in experience step on their respective salary schedules.

Recommendation: It is recommended that the Board approve the 2010-2011 Salary Schedules.


9. Resolution of Participation in the Northern Kentucky Cooperative for
              Educational Services, Inc.

District participation in the Northern Kentucky Cooperative needs to be approved annually. A respresentative
must be approved by the board to act in the absence of the Superintendent.

Recommendation: It is recommended that the board approve the resolution of participation in the
Northern Kentucky Cooperative and appoint Dr. Terri Cox-Cruey to act in the absence of the
Superintendent.

10. Change Order No. 10 – Atkins and Stang Electric Company -
    New Turkey Foot Middle School – Phase II – BG 08-143                                 Enc. 19

This change order is the tenth of the construction of Turkey Foot Middle School – Phase II with Atkins and
Stang Electric Company. The total of this change order is $3,799.00. The items making up this change order
are as follows:

   Item No. 1 – Provide the labor and materials to complete the installation of 21 pair, telephone cables
    between the terminal board in Patton Technical School and the new Turkey Foot Middle School. This is
    an additional cost of $3,367.00.
   Item No. 2 – Provide the labor and materials to install two 4 inch sleeves near Data Room 2504B. This is
    an additional cost of $432.00.

Recommendation: It is recommended that the Kenton County Board of Education approve Change
Order No. 10 with Atkins and Stang Electric Co. associated with Turkey Foot Middle School - Phase II
– BG 08-143 at a cost of $3,799.00, contingent on Kentucky Department of Education approval.

11. Change Order No. 43 – Century Construction Company-
    New Turkey Foot Middle School – Phase II – BG 08-143                                 Enc. 20

This change order is the forty third of the construction of Turkey Foot Middle School – Phase II with Century
Construction Company. The total of this change order is $3,354.00. The items making up this change order
are as follows:

   Item No. 1 – Provide the labor and material to change the ceiling paint color in the Multiple-Purpose
    Room. This is an additional cost of $360.00.
   Item No. 2 – Provide the labor and material to provide a net of ten additional restroom signs and nine
    exterior first response signs at doors. This is an additional cost of $654.00.
   Item No. 3 – Provide the labor and material to install an additional 30 feet by 8 inch water main. This is
    an additional cost of $2,340.00.
Recommendation: It is recommended that the Kenton County Board of Education approve Change
Order No. 43 with Century Construction associated with Turkey Foot Middle School –Phase II – BG
08-143 at a cost of $3,354.00, contingent on Kentucky Department of Education approval.

   Provide the labor and material to complete the ceiling modifications at three stairs and two coiling doors.
    This an additional cost of $10,233.00.

Recommendation: It is recommended that the Kenton County Board of Education approve Change

   Provide the labor and material to remove and reinstall brick veneer on the south elevation in the
    Administration area at 15 locations as required to accommodate brackets for tension rods at the sun control
    devices. This is an additional cost of $9,856.00.

   Provide the labor and materials to remove and reinstall brick veneer and modify base of wall masonry
    flashing along the upper level of the south elevation. This is an additional cost of $50,849.00.

Provide the labor and materials to add striations to the metal roof panels above the north classrooms to allow
panels to conform to the deflection found in the long span deck and insulation which exceeds the roofing
manufacturer’s maximum allowable deflection but within structural expectations. This is an additional cost of
$13,664.00.

Recommendation: It is recommended that the Kenton County Board of Education approve Change
Order No. 47 with Century Construction associated with Turkey Foot Middle School –Phase II – BG
08-143 at a cost of $13,664.00, contingent on Kentucky Department of Education approval.

This change order is the forty eighth of the construction of Turkey Foot Middle School – Phase II with
Century Construction Company. This is a credit change order of $51,822.00. The item making up this change
order is as follows:

   This is to deduct from the Century Construction contract. This allows the District to purchase music
    directly from another vendor with significant savings. The District directly purchased instrument and
    music storage cabinets out of the furniture budget for $26,395.00.

Recommendation: It is recommended that the Kenton County Board of Education approve Change
Order No. 48 with Century Construction associated with Turkey Foot Middle School –Phase II – BG
08-143 for a credit of $51,822.00, contingent on Kentucky Department of Education approval.


17. Change Order No. 7 – Lawrence Construction Company-

This change order is the seventh of the construction of Turkey Foot Middle School – Phase II with Lawrence
Construction Company. This is a credit change order of $53,010.00. The item making up this change order is
as follows:

This change order is in accordance with the scope of work required to remove the unsuitable soils previously
placed by Lawrence Construction during the Early Site Work Package. The unsuitable soils were encountered
during the excavation and placement of concrete footings within the footprint of the New Turkey Foot School
Project. This is a change order credit of $53,010.00.


Recommendation: It is recommended that the Kenton County Board of Education approve Change
Order No. 7 with Lawrence Construction associated with Turkey Foot Middle School –Phase II – BG

    monumental stair. This is an additional cost of $2,400.00.

    This change order is the seventh of the construction of Simon Kenton High School – Phase VI with Messer
    Construction Company. The items making up this change are as follows:

       Item No. 1 – Substitute a 6 foot high chain link fence for the 4 foot high fence at the baseball field as
        requested by the baseball coach for increased safety. The cost of this change order is $2,932.50.
       Item No. 2 - Substitute a different type of ceiling tile deemed to be more cost effective yet have the same
        durability as the specified type. This is a credit of $700.00.
       Item No. 3 – Removal of an undocumented concrete cistern encountered in the courtyard area. This is an
        additional cost of $1,036.00.
       Item No. 4 – The new dumpster enclosure footing was required by the geotechnical engineer to be lowered
        to clear an existing undocumented storm pipe. This is an additional cost of $1,724.06.
       Item No. 5 – Credit was issued for not installing specified waterproofing as a result of changed grades.
        This is a credit of $286.00.
       Item No. 6 – The retaining wall on the south side of the building is constructed of dry-stacked retaining
        block. As a result of grade change, the length and height of the wall was lessened resulting in a credit of
        $3,165.00.
       Item No. 7 – Add storm piping and catch basin to collect water and keep the water on site instead of using
        the right-of-way swale, as requested by the City of Independence. This is an additional cost of $11,634.81.
       Item No. 8 – This is a request to paint the existing press box to match the new press box as well preserve
        the press box. This is an additional charge of $3,737.50.
       Item No. 9 – Install a new sanitary force main that was included in the alternate of the soccer field that was
        not accepted in this contract. This will provide a needed sanitary line for the transportation department.
        This is an additional cost of $4,925.54.
          Item No. 10 – Repair trench drains that were damaged during construction of the grandstands. The trench
           drains were installed in a manner that would not allow them to be separated from the existing pavement.
           This is an additional cost of $5,440.64.
          Item No. 11 – Relocate a junction box in the existing locker building mechanical room due to conflicts
           with existing duct work. This is an additional cost of $585.36.
          Item No. 12 – Excavate and lower approximately 60 feet of 2” copper domestic water line that was
           undocumented to allow 3 feet of cover after site grading. This is an additional cost of $4,313.51.

      Recommendation: It is recommended that the Kenton County Board of Education approve Change
      Order No. 7 at Simon Kenton - Phase VI - BG 09-226 with Messer Construction Company at a cost of
      $32,178.92, contingent on Kentucky Department of Education approval.


      20. Change Order No. 8 - Simon Kenton High School Phase VI – BG 09-226                         Enc. 29

      This change order is the eighth of the construction of Simon Kenton High School – Phase VI with Messer
      Construction Company.

      This change order relocates the greenhouse pad with water and electric accessibility in close proximity. There
      were unsuitable soil conditions at the location of the original greenhouse pad that would have entailed much
      pier and retaining wall work that would have been at a cost exceeding the amount of this change order. In
      addition, during the exploration of approximately 5 different locations to place this unit, it was determined that
      handicap accessibility would be necessary requiring a concrete floor which is included in the change order and
      was not included in the original site. The cost of this change order is an additional $64,734.86.

      Recommendation: It is recommended that the Kenton County Board of Education approve Change
      Order No. 8 at Simon Kenton - Phase VI - BG 09-226 with Messer Construction Company at a cost of
      $64,734.86, contingent on Kentucky Department of Education approval.
