                                        PART 1. Background

1.1 Introduction
       The Commercial Bank of Ethiopia (CBE) is the leading bank in Ethiopia, established in 1942. It has over 200
       branches stretched across the country, and has a vision of becoming a world class commercial bank.

1.2 Project Goals & Objectives
       The Commercial Bank of Ethiopia (CBE) shared the sa me building for many years with the National Bank of
       Ethiopia as its head office before moving to its current head office, but still maintains use of the circular wing
       and some floors on the high rise block. The current head office was built by a developer before being acquired
       by CBE. The Commercial Bank of Ethiopia has its head office functions spread out in several other buildings
       it owns in Addis Ababa. The objective of the new head office building is to house all head office functions
       under one roof. It is envisaged such a move will enable CBE to achieve its goal of providing first class service
       to its customers by creating a conduc ive atmosphere and up to date technical facilities.

1.3 The Site
       CBE has recently acquired a plot of land in Addis Ababa at a prime location within the ‘Central Business
       District’ next to Ethiopia Hotel (N9o 01 & E38o45). The site is bound by established roads on three sides. The
       Addis Ababa P lanning Office has approved CBE’s request to plan for a building of more than 3 0-storeys
       subject to design solutions to be obtained through the architectural design competition.

       The acquired plot is situated in a relatively flat and flood prone area adjoining the Filwoha springs. There have
       been reports of a fault line running in c lose proximity in connection with other projects that had been planned
       in the Filwoha area. Experience from the present Head Office and the nearby National Theatre indicates that
       the ground water level is high and a constant problem in basement areas. Utilities including sewerage lines are
       available in the area.

       The site is located at a very important intersection of Yohanis Street leading from the intersection opposite the
       National Theatre to the National Palace, on the northern side , and Ras Desta Damtew Street forking off
       Churchill Avenue and ending at Revolution Square , on the eastern side. The street on the western side of the
       plot, General Abebe Damtew Street, is at present a one-way street. The plot was previously occupied by one-
       storey residential villas later converted to various commercial uses. Both the old and present head offices of
       CBE are within walking distance from the site.

       The Addis Ababa planning office has detail requirements regarding setback from the right-of-way. This will
       particularly affect the streets on the north and east sides. ‘Blue’ and ‘Red’ line requirements shall be checked
       with the planning office together with the other planning requirements. The minimum BAR (Built-up Area
       Ratio) of 75 % is also prescribed.

1.4 The Design Programme
       The design programme for the New Head Off ice project comprises of a net f loor area of more than 48,000 m2
       housing the Head Office Organ, staff amenities & commercial centre, rental offices and parking space. The
       requirements regarding space, function, sustainability and symbolic value are set out through a study taking
       into consideration local and international trends in bank design. A schedule of accommodation is also
       developed on the basis of a flexible organization structure, expected increase in staff strength and in response
       to urban design requirements. The design programme also sets out in broad terms symbolic requirements in
       keeping with CBE’s vision of becoming a world class bank.

                                        PART 2.             Regulations

2.1 Sponsor of the Competition
       The competition is sponsored by the Commercial Bank of Ethiopia.

2.2 The aim of the Competition
       The aim of the competition is to select a design fulfilling the overall requirements of CBE and commission the
       preparation of detail design and supervision of construction.

2.3 Scope of the Competition
       The scope of the competition is to propose a design solution addressing the site constraints, responding to the
       design requirements and illustrating suitability for immediate implementation.

2.4 Approval by AEA
       The competition has received approval of the Association of Ethiopian Architects (AEA), a member of the
       African Union of Architects (AUA) and the International Union of Architects (UIA).

2.5 Type of Competition
       The competition is an anonymous, single stage, project competition, open to consortia of architectural firms
       who have expressed interest to participate and have made available documentation of proven experience in the
       design of bank buildings or high-profile offices buildings.

2.6 Competition Language
       The competition language shall be English (UK).

2.7 Competition Schedule
       The following timeline and important dates will be strictly observed.

2.8 Admission to Competition
       Participation is open to a consortium of two architectural firms, one local and one foreign. Participating
       Ethiopian firms shall be registered with MoWUD or the Addis Ababa City Administration. A binding
       memorandum of collaboration between the two firms shall be submitted with the code identification form.

       Competitors may not receive direct or indirect assistance related to the competition from jurors and members
       of the technical committee, the professiona l and technical advisor, persons related to the sponsor of the
       competition, families of the above persons, as well as persons belonging to any organisation with which the
       above mentioned are associated as heads, officials or advisors.

2.9 Organisation and co-ordination of the competition
       a) Competition Secretariat
           The Construction Projects office located on the first floor of the CBE Gofa Branch Building, will serve as
           the competition secretariat. The secretariat may be reached through + 251 (0)-11-466 97 07; + 251 (0)-11-

           competition will also be posted on the website of the Commercial Bank of Ethiopia:

       b) Professional and Technical Advisor
           The Professional and Technical Advisor will ensure that the competition timetable is respected and he will
           carry out the following tasks.
                  Evaluation of firm profiles submitted with EOI,
                  Reception of questions and the despatching of the sponsor’s replies to all competitors ,
                  Supervising reception of competition entries,
                  Maintaining respect of competitors’ anonymity,
                  Control of the work of the Technical Committee,
                  Assisting the Jury,
                  Attending adjudication procedures.

       c) Technical Committee
           A Technical Committee comprising of five members shall be appointed, in accordance with the Bye -laws
           of the AEA, to check fulfilment of programme requirements and adherence to competition rules on the
           basis of a checklist approved by the jury. The members will be appointed from among Ethiopian
           professionals, with one of them being a representative of the AEA.

2.10 Anonymity
       Entries shall be submitted without any name or mark, which may disclose the identity of the competitor, on the
       panels, envelops or wrapping. Any competitor who discloses his/her identity shall be disqualified by the jury
       from the competition. All documents submitted shall be identified exclusively by a six-digit numeric
       identification code of the competitor’s choice. This identification code shall be 10mm high and placed at the
       upper right hand corner of all documents submitted, including the identification envelope. No other
       identification will appear on panels or documents. This identification code will be recorded by the Technical
       Committee and masked by a serial number, which alone will be visible to the jury. The identification
       envelopes accompanying entries and the register in which the identification codes and the as sociated serial
       numbers are recorded will be lodged with the Association of Ethiopian Architects until the jury has made its
       final selection.

2.11 Registration procedure
       Registration shall be effective upon receipt of a letter of expression of interest and a ppraisal of the completed
       firm profile form. Providing full contact details including telephone numbers and e-mail addresses will also be
       a requirement. All correspondence during the competition period will be by e-mail and participants are
       advised to maintain a working official e-mail address. Regular cheeking of mail and visiting the CBE web site
       http://www.combanketh.com is recommended.

2.12 Questions and Answers
          Inquiries on the competition are accepted by e-mail up to October 5, 2009 and shall be addressed to the
          Professional & Technical Advisor via the competition secretariat. Answers to inquiries will be sent to all
          participants, the jury and the AEA at intervals of 15 calendar days, the last being on October 12, 2009.

2.13 The Jury
       A jury composed of the following members has been appointed,

       Two non-voting deputy members are also in the course of appointment. At its first session, the jury will elect a
       President from amongst its members. The jury shall consider the criteria set by the sponsor and establish its
       own additional criteria for assessing the projects, and examine all entries. Each member of the jury has one
       vote. Decisions of the jury shall be taken by majority vote, with a separate vote on each entry. In the event of a
       tied vote, the President shall have the casting vote. Decisions taken by the jury are final. The jury will draw up
       the list of awards and draft the final report justifying its choices and including citations and any
       recommendations it may have for the Sponsor. The report will be signed by all voting members. This report
       will be sent to all participants and to the AEA.

2.14 Adjudication criteria
       The Sponsor has set the following criteria for adjudication of entries.

             Response to programme requirements and functionality,
             Possession of iconic value in response to CBE’s vision, contextual clarity and constructability,
             Incorporation of inviting interior spaces,
             Security provisions vis-à-vis inviting set up for general public ,
             Interconnection between separately articulated units ,
             Flexibility of space usage and options for future change.

2.15 Documents to be provided by the Sponsor
       The Sponsor shall provide the following documents:
         This Terms of Reference ,
         The attached location map and topographic survey map,
         Weather and Geotechnical data as available.

2.16 Documents to be submitted by the competitors
       Drawings shall be submitted on a minimum of 8 and a maximum of 12 panels (size 900 x 600 mm) mounted
       on a rigid board not weighing more than 1,200 g/m2 , with a horizontal orientation. Drawings shall not be
       submitted rolled. Photographs of models may be included in the drawing panels and/or the design report. The
       design report shall not exceed twenty pages; size A4, typed at 1.5-line spacing. The design report shall be
       firmly bound, with the identification code appearing on the cover page only. The report shall include a cost
       estimate based on current construction prices. A CD containing the drawings in DWG format and the report in
       DOC format shall also be submitted.

       Drawings shall be in the metric (SI) system and presented in the following mandatory designations and scales.

       Layouts shall be made on the base map provided. Partial plans and details may be included as appropriate.
       The exterior perspective shall be a human-eye view (standing) from the entrance to Harambee Hotel.

       A sealed opaque identification envelope, on the outside of which the compet itor will mark the identification
       code shall be submitted. The envelope shall contain the name, address, telephone number and e -mail addresses
       of the members of the consortium. A memorandum of collaboration between the Ethiopian and foreign firms
       along with the names of other collaborators and their professions should also be included in those cases where
       such consortia have been formed.

       Any materials submitted other than those stipulated above, will not be taken into consideration by the jury.

2.17 Submission of Entries
       Entries shall be submitted to the competition secretariat on or before 10:00 hours (morning, 10AM), Addis
       Ababa Time, on the 19th of October 2009. A receipt shall be issued by the secretariat to competitors who hand
       in their entries. Competition entries despatched from abroad shall make appropriate allowances for delivery
       time required by the post office or couriers. No late deliveries will be accepted and requests for postponement
       of the deadline will not be entertained.

2.18 Awards
       The following prizes shall be paid to the winners of the competition.
           First Prize             ETB 200,000.00
           Second Prize            ETB 150,000.00
           Third Prize             ETB 100,000.00
       A further sum of ETB 60,000.00 is allocated to be disbursed at the discretion of the jury to the three winners or
       other entries deserving recognition of merit.

2.19 Announcement of results
       The results of the competition will be announced on November 14, 2009.

2.20 Copyright and Right of Ownership
       The author of an entry shall retain the copyright of his/her work. The sponsor reserves the right to exhibit or
       publish all entries without cost and may choose to avail all entries.

2.21 Results and Exhibition of entries
       After the announcement of the results of the competition, all designs, including those disqualified by the jury,
       shall be publicly exhibited, together with a copy of the signed jury report. The identity of the prize winners and
       other entrants who have not indicated their wish to remain anonymous in the code identification letter may be
       disclosed during the exhibition. The place and date of the exhibition will be announced on or before November
       14, 2009. The AEA will publish the competition entries on its annual Journal and quarterly Newsletters
       without having to make any payments.


2.22 Return of Projects
       Competitors that have not received prizes may have their entries returned at their own expense. Any non-prize
       winning entries not collected within two weeks of the end of public exhibition period shall be destroyed.


2.23 Commission for the Project
       The first prize winner will be commissioned by the sponsor to design the building. The professional service fee
       will be negotiated. Negotiations will be conducted in Addis Ababa to conclude a design and construction
       supervision agreement. The winner of the competition will be required to render comprehensive design
       services in all disciplines. The standard contract format for consultancy services issued by the PPA will be
       used. If negotiations with the winner fail, the sponsor shall invite other firms for negotiations in the order of
       the standing list in the jury report.



2.24 Design Changes and Delays in Commissioning
       The firm with whom negotiations are successfully concluded shall implement any changes in the schedule of
       accommodation and budgetary revisions in the preliminary and final design of the project. The sponsor
       undertakes to commission the successful firm at the negotiated amount and conditions within twenty four
       months of the announcement of the results. If no such contract is signed, the firm will receive in compensation
       a further sum equal to amount of the prize paid, if the firm is a prize winner.

                                   PART 3.           Design Programme
                                       I) Design Requirements

3.1 Space Requirements

       3.1.1    The space requirements for the New Head Office Project are developed on the basis of a
                flexible organization structure, expected increase in staff strength, and a contribution to the
                overall cityscape of the central business district. The design solution shall address these basic
                conditions.


       3.1.2    A progression of area sizes (9, 16, 24, 30,45,60,90,120 & 150m2 ) with non-overlapping 20%
                ranges has been used for office spaces. A similar approach is expected from the design
                solution.


       3.1.3    The design programme is sub-divided into three parts that shall be distinctly self- contained.
                Connections at a limited number of properly controllable locations may be envisaged. The
                Head Office Organ, the Staff Amenities & Commercial Centre the Rental Offices and the
                Parking Building cover a net area of 15,001 m2 , 13,430 m2 , 12,225 m2 , and 7,629 m2
                respectively. The total planned net area of the CBE Head Quarters Building is 48,285 m2 . The
                details are given in section II of the design programme as a schedule of accommodation.

       3.1.4    The schedule of accommodation is developed on the basis of combinations of sub-units, units,
                wings and floors with respective areas of 100, 200, 400 & 800m2 covering the range of
                functional requirements of operational sections and rental tenancies. A similar approach is
                expected from the design solution.

       3.1.5    The room sizes in the schedule of accommodation are net areas. It is required that the area
                provided not exceed or be less than the given figures by more than 10%. This allowance is
                made to cater to reasonable variations due to particular space configurations.


       3.1.6    The total gross area indicated in the schedule of accommodation is 2 times the total net area.
                This is the maximum allowable margin, but the design solution shall attempt to achieve a
                figure of preferably not larger than 1.7 times the total net area as an optimum margin.

3.2 Functional Requirements

       3.2.1     A complete building automation system shall be illustrated in the design solution with
                 particular emphasis to security systems. The design shall enable efficient flood and fire
                 detection and alarm.


       3.2.2     The following minimum functional requirements, related directly to the space requirements,
                 shall be envisaged in the design of work spaces. The designations of the categories are
                 indicated in the ‘Schedule of Accommodation’ (section II of this Part).

       3.2.4    The following ancillary facilities shall be provided on each floor except otherwise qualified.

       3.2.5    The following access features shall be provided for all building floors.

       3.2.6    Parking shall be provided in basement levels for the following uses with the required access

                  3.2.6.3     Supply vans (10 stalls)
                  3.2.6.4     Cash transport vans (10 stalls)


                A separate multi-storey parking building for bank staff and visitors, with a capacity of 500
                stalls shall be provided.


       3.2.7    Plant and Maintenance facilities of the Head Quarter Organ shall also serve the Staff Amenities
                and Commercial Centre.


       3.2.8    Plant and Maintenance facilities of the Rental Office Building shall also serve the Parking
                Building.

3.3 Sustainability Requirements

       3.3.1    The following requirements specific to the site shall be addressed by the design solution and
                described in the design report.

                  3.3.1.1     Investigation and solutions regarding seismic and fault line conditions
                  3.3.1.2     Flood pattern study and provision of adequate defences
                  3.3.1.3     Vehicular traffic study and proposal for proper ingress/ egress
                  3.3.1.4     Respect of urban fabric and scale and anticipation of future development
                  3.3.1.5     Utilities assessment and forwarding compatibility proposals


       3.3.2    The design shall illustrate the following aspects of sustainability with reference to relevant
                practice and fulfilment of acceptable codes for sustainable buildings or energy and
                environmental design certification institutions.

                  3.3.2.1     Energy efficiency
                  3.3.2.2     Water conservation
                  3.3.2.3     Natural ventilation
                  3.3.2.4     Daylight usage
                  3.3.2.5     Durable and flexible material usage
                  3.3.2.6     Ease of maintenance and repair
                  3.3.2.7     Waste management


       3.3.3    The design shall include solutions for interior design of selected areas. Lobby spaces, the
                banking hall, rooms in the executive floor shall be envisaged in this respect. The design
                solution shall consider a very high level of flexibility to allow adaptability to changing needs
                and situations and include provisions for the following items.


                  3.3.3.1     Demountable partitioning systems
                  3.3.3.2     Floor or ceiling utility spaces
                  3.3.3.3     Compartmentalization of sub-units, units and wings
                  3.3.3.4     Alternative access
                  3.3.3.5     Alternative ancillary facilities
                  3.3.3.6     Light and demountable built- in shelving

       3.3.4    The design shall achieve a LEED rating according to the US Green Building Council standards
                and illustrate this in the design and reports.

3.4 Symbolic Requirements
       3.4.1    The design shall represent CBE’s status as a world-class bank, in a manner that will portray
                strength and avoid being eclectic or overworked.
       3.4.2    The CBE logo shall feature at the top of building in line with state-of the-art practice in
                signage design. Other features such as a revolving top floor or a revolving clock may be
                considered provided that the importance of the logo is not compromised.
       3.4.3    The height of the building shall be such that it shall have an imposing presence in the skyline
                of the ‘Central Business District’. In no case, however, shall it be lower than 20 storeys.
       3.4.4    Provisions shall be made for sculpture and other works of art. Appropriate external spaces shall
                be particularly designated in the design for this purpose.
       3.4.5    A certain aspect of African and Ethiopian identity shall be reflected in the ar chitecture of the
                building. The use of overworked motifs shall be avoided.
