Abstract:

mKM-4-mBIZ is a concept introduced by us in 1998. This was ment for accelerating the
research in mBIZ: mobile business - mBIZ and for creating new added value
applications for innovative managers, researchers and staff, working in smart
communities, organizations, SMEs and Research Units. The first on-line applications
were running on the virtual platform of the first mobile virtual business center e-CAT:
mBOSS and Digital Peasant test-beds.

mKM-4-mBIZ is the fruit of 15 years cooperation between our business and academic
communities, which strongly determined to accelerate the development of the Information
Society, in the context of integration into EU structures and the global world.

mKM is dynamizing the new mobile knowledge economy – mKe and is contributing to the
expansion of the Knowledge Society for All, based on: mobility, learning, creativity,
innovation, efficiency, performances, competitiveness, growth and welfare.

The main aspects of the mKM’s mLearning process are permanently refreshed and refers
to the micro and macro new economy, the ”management of managements”, ICT and
eTools, mobile communication services and equipments.

A. Introducing the mKM-4-mB&E

mKM is developed as a result of the actual improvements in m-ICT: mobile
Information and Communication Technologies and the globalization
process.

kCO: a knowledge based company uses the mKM model with TAM: Total
Autonomy and Mobility.

mKM: Mobile Knowledge Management, represents an evoluated form of the
knowledge administration, applied in the new innovative-competitive
economy, and of course the new European LifeStyle.

mKM is an intelligent administration activity of the POCC: Planning-
Organizing-Command-Control process. mKM is based on the well known
organization’s internal and external, rational and affective functioning
elements. The knowledge is needed for quick, permanent, effective, efficient
and easy adoption of the company’s structures to the permanent internal and
environmental changes.

The increasing performances and competitiveness abilities are asking for:
   absorption of new more data-information-knowledge-content-
      intelligence and development of smart data bases and search engines;
   personalization of mK-4-mB&E: mobile knowledge-for-mobile
      business-and-entertainment technology;
   design-management-development-exploitation of vKWH: Virtual
      Knowledge WareHouse; using PECS: Penetration-Eruption-Capture-
      Storage technologies and best practices;
   adoption of the innovative and flexible work and life style;
   competence and responsibility; order and discipline; creativity and
      innovation; experience and practice (both worst and best practices).


Networking is an essential element for the mKM performances and

C. Stage of mKM-4-mB&E and mLearning application

mKM-4-mB&E model and mLearning technology is developed since 2000,
after 5 years of research and implementation of ICT-Information
Communication Technologies within the business community associated to
CAT: Centrul de Afaceri Transilvania Business Center. The concept
development has its sources in:

     - our participation to the EU’s Phare, FP5 and FP6 projects: BRE, ViVa,
       ENERGIA, TexMAP, LIRIC, EWEN, smE-MPOWER, IRC-
       Innovation Relay Center;
     - the creation of the first virtual business center: www.e-CAT.ro, virtual
       market: www.v-market.ro; commodities exchange: www.e-bursa.ro;
       n2n Networking-the-Networks: www.n2n.ro; mobile business market
       place        www.m-business.ro;           MultiCultural     CyberCity:
       www.ClujNapoca.ro, www.Kolozsvar.ro, www.Klausenburg.ro.

   Annual improvements and good results have been registered during the
   development of the direct contacts between the business and academic
   communities from Cluj-Napoca. The concept was delivered to the students
   and masterands from the Faculty of European Studies – University “Babes-
   Bolyai” and the doctorands from the University of Agriculture Sciences and
   Veterinary Medicine Cluj-Napoca. The target is to create C4A:
   Competitiveness-for-All and n2n: Networking-the-Networks.

   The mLearning process of the mKM-4-mB&E has a simple-and-friendly
   approach, based on the portal: www.e-cat.ro/mKnowledge.html and the
   knowledge flow chart - pyramid.
