                                        I. OVERVIEW

   The purpose of this System Documentation is to bring together all the technical
   information needed to develop, enhance, maintain, support and use the software.

   This documentation contains the details of software design, architecture, components
   and developments. It is complementary to the User Guides for CPI and PPI compilation
   system with the emphasis on the technical information on development and
   enhancement of the software for the developers.

   1. Objectives

   The Fund’s Statistics Department (STA) needs high quality statistics compiling tool to
   assist member countries to compile their consumer price indices and producer price
   indices. The application could be used in STA price index related technical assistance
   missions to replace conventional spreadsheet type of calculation. The same price index
   processor could also be used for training and research purposes.

   The main objective of the project is to develop a light-weight, easy-to-use desktop
   application using Microsoft technology that runs on Microsoft platforms. The
   application is primarily designed for small-medium national statistical offices, and
   therefore, does not require sophisticated computer equipment and IT infrastructures. It
   minimizes the installation footprint and resource consumption.

   2. PIPs Overview

   The PIPs are standalone desktop applications that run in the Microsoft Windows
   environment. The index compilers are natively compatible with Microsoft Office
   applications, which allows the data to flow in and out easily. The PIPs are developed
   using Microsoft Visual Basic version 6 with Service Pack 6 installed, and it stores the
   data in a Microsoft Access database.

   The PIPs currently consists of two compilers: CPI compiler and PPI compiler. They are
   two independent applications although imputation engines are similar.

   3. Methodologies and Guidelines

   PIPs are developed following the guidelines of the Manuals – for CPI Compiler, it is
   Consumer Price Index Manual: Theory and Practice (2004), International Labor Office,
   et al. URL: http://www.ilo.org/public/english/bureau/stat/guides/cpi/, for PPI Compiler, it
   is Producer Price Index Manual: Theory and Practice – (2004), Washington D.C.
   International Monetary Fund, et al. URL: http://www.imf.org/external/np/sta/tegppi/. The
   Manuals provide guidance about concepts, definitions, classifications, coverage,
   valuation, recording data, aggregation procedures, formulas, and so on. They also

      describe the international standards for the CPI and PPI compilation. These standards
      draw upon the collective experience and expertise accumulated in many countries.

      PIPs calculate indices as weighted averages of the percentage price changes for a
      specified set, or basket of products, the weights reflecting their relative importance in
      household consumption or producer goods in some period.

      PIPs allow the user to choose one of the two alternative elementary formulas:
      Laspeyres and Geometric Laspeyres in combination with three (for CPI), four (for PPI)
      basic compilation methods: compile by (a) product; (b) industry; (c) geographical area,
      and (d) establishment/outlet.

      For the details of methodologies and formulas used in the PIPs, please see User
      Guides, Chapter 3, Methodology.

      4. Main Components of PIPs

      There are four common components in both compilers: (1) Data Entry, Editing; (2) Data
      Diagnosis and Validation; (3) Index Imputation; and (4) Tabulation and Reporting. In
      CPI compiler there is one more additional component, that is item weights distribution
      and allocation. They are integrated into a single database environment.

      5. Classifications

      The CPI compiler is using COICOP-ICP - Classification of Individual Consumption by
      Purpose (COICOP) - International Comparison Programme (ICP) product classification
      system. The weights information are collected through a household expenditure survey,
      using same or similar product classifications, perhaps at more aggregated level. The
      CPI compiler has an embedded engine to calculate the item weights and distribute
      them to the products and varieties by regions and by products. Each price quotation will
      obtain an equal weight.

      The PPI compiler works with CPA (Classification of Products by Activity)1, CPC
      (Central Product Classification)2, and user defined product classification systems. It
      deploys the ISIC (International Standard Industrial Classification of All Economic
      Activities)3 as the default industrial classification system.

   6. Use Cases

   Up till now, more than 20 national statistical offices, government agencies, and IMF
   regional technical assistance offices have requested copies of the PIPs software.
   However, at this point, only two countries [Swaziland (CPI) and Nepal (PPI)] are
   actively testing the system for eventual use. The detail information is recorded in
   “Inventory_of_Software_Provided_to_Member_Countries.xls” file, which is kept in
   \\imfdata\ECON\UTIL\PIPS\PIPs_for_TA folder.


                          II. SYSTEM DESIGN AND ARCHITECTURE


   1. System Design Overview

The PPI system allows the user to define, construct, and manipulate underline database
using Microsoft ActiveX® Data Objects (ADO), same type of interface and library used by
Access to programmatically access data.

                        III. SETTING UP DEVELOPMENT ENVIRONMENT

    1. Operation System

The PIPs were developed on a machine with Microsoft Windows XP professional edition
and Service Pack 2 installed.

    2. Development Tools and Data Access Model

The Microsoft Visual Basic ® 6.0. with service pack 6 is the main programming language
used for the development of the PIPs software. Both cross-section data and time-series
data are stored in Microsoft Access database. The system uses Microsoft ActiveX® Data
Objects 2.8 Library (ADO 2.8, msado15.dll) for the data access and database
management. The data access objects library is included in Microsoft Data Access
Components (MDAC), which can be downloaded from Microsoft web site4. This
redistributable installer for the MDAC 2.8 release will install the necessary Data Access
components for PIPs development work.

The system utilizes Microsoft DAO 3.6 Object Library (DAO360.DLL) for the Access
database repair and compact.

    3. Components and Controls

Following table shows a list of third-party controls that are being used in the PIPs software
development.

   4. Other Related Tools

   a) Packaging Tool

      PIPs use Wise InstallBuilder® 8.03 of Wise Solutions, Inc. as the software
      packaging tool. This tool helps to (a) generate a single, compressed, self-installing
      executable setup file; (b) copy necessary folders and files to the designated
      location; (c) register dlls for the controls and components during the installation; (d)

      place the icons at desktop as a shortcut link and add the icon into Program
      Manager Group.

      Installation Scripts have been generated, which pull the files from difference place
      and encapsulated into a single setup file, with the name “CPI.exe” for CPI
      installation and “PPI.exe” for PPI installation.

      Scripts based codes are typically placed at Package Folder of source code
      directory.

   b) Help Files

      Help files were developed using RoboHelp® of Blue Sky Software (http://www.blue-
      sky.com), which is an industry standard in Help Authoring.

      Help files were organized in books, pages and topics. A sample screen shot is
      showed below:




      RobeHelp generates two output formats: Windows compiled HTML format (.chm)
      and WebHelp format (.htm)

       Design:




          PIPs country list is populated based on pre-defined country list table –
           tblCountry. Currently there are 197 countries in the database. See the
           Appendix 1 for the detail country list.

          A system_pip.mdb file serves as database template for the PIPs software.
           When a new database is created, all the necessary tables will be copied over
           from system_pip.mdb to newly created database.

          System configuration is stored in registry at “VB and VBA Program Settings\
           PPIModel\Parameters”. Details are shown in the table below.

   4. frmEstEdit

   The PIPs child form to allow the user to select from a list of establishments/outlet for
   editing and other operations.

                            V. DATA DIAGNOSIS AND VALIDATION

   1. frmDataChecker

   The PIPs child form to check the data errors before compilation

       Purpose          1. To diagnose data errors and check for possible missing, critical
                        variables.

                        2. To generate a detail report if errors are detected. By double
                        clicking on the error item, the user goes directly to the screen
                        where such errors can be corrected.

                        establishment ID; (2) missing weight area; (3) missing product
                        and transaction weights information; (4) missing establishment
                        status; (5) missing establishment weights and (6) whether
                        product and transaction weights exceed 100%.

   2. frmDiveIndicator

   The PIPs child form to generate graphical indicator to show the availability of all the
   establishment data for the compiling period. Indicators inform the compiler whether the
   price data are currently (1) available; (2) partially available; or (3) not yet ready.

   Data Status Indicator will also show establishment status (whether the establishment is
   initiated and reported or out of business, etc). By clicking on the establishment, the
   user will be prompted a screen where price can be entered or updated.

   formula have been implemented in calculating the averages: geometric average or
   arithmetic average. The averages are imputed based on identical transactions/varieties

   in the same unit measure. Such transactions/varieties are maintained in the transaction
   list of the System.
