POST TITLE:                           LOCAL AREA AGREEMENT CONTRACT & RESOURCE
                                      MANAGER

RESPONSIBLE TO:                       Commissioning Manager

RESPONSIBLE FOR:                      LAA Programme Support Officer (x2)


PURPOSE OF THE JOB:
To:
             contribute to a high achieving Council aiming for excellence, and
             support Team Hackney in becoming one of the strongest local strategic
              partnerships in the country with a real focus on outcomes,
by managing the LAA grant programme on behalf of Team Hackney, and ensuring
effective monitoring of all contracts, considering both spend and impact.


MAIN AREAS OF RESPONSIBILITY:

The postholder will have lead responsibility and accountability for the following:-

CONTRACT MANAGEMENT

         To monitor the LAA grant programme on behalf of Team Hackney. Ensure effective
          monitoring of delivery of all contracts, including spend and impact.
         To ensure best value is achieved through the effective development, monitoring
          and evaluation of contracts.
         To investigate and develop effective programme management and commissioning
          arrangements and to ensure and manage implementation of arrangements.
         To be responsible for monitoring financial and contract performance information
          for all LAA contracts, and for initiating and monitoring any remedial action.
         To maintain records to ensure compliance with central government requirements.

     To provide regular performance reports on contracted spend and programme
       activity to central government.
      To support the development of commissioning of activity to deliver LAA targets.
      To lead on the contractual negotiations with delivery agencies to ensure that
       maximum value for money is obtained through established accountable body
       procedures.
      To develop and maintain an up to date and comprehensive contracts register for
       Team Hackney.
      To ensure that all procurement and contractual procedures meet accountable body
       audit and probity standards.
      To have lead responsibility for overseeing the monitoring of the LAA Programme,
       including the provision of timely, high quality information and reports, and
       quarterly reporting risk analysis.
      To be responsible for the monitoring of the LAA budget, including allocation and
       spend



STRATEGIC RESPONSIBITIES
      To represent Team Hackney and negotiate on Team Hackney’s behalf with
       appropriate bodies.
      To represent Team Hackney at local and national external forums and to positively
       communicate Team Hackney’s values and strategic policies.
      Through personal example, ensure equal opportunities are applied in dealings with
       staff, partners and stakeholders.
      To ensure that the requirements of health and safety legislation are carried out in
       relation to the responsibilities of the job.


TEAM

      To directly manage and supervise the LAA Programme Team, ensuring adherence
       to the Council’s procedures, and that services provided are continuously
       monitored and reviewed to ensure that they are of the highest quality and response
       to the needs of the Partnership.

      To work flexibly as part of a team with other Partnership Directorate colleagues


OTHER DUTIES AND RESPONSIBILITIES

      The postholder will be expected to undertake such additional duties or
       responsibilities, consistent with the role, as may be allocated by the
       Commissioning Manager
      Initiate and develop opportunities to enhance the profile of the Team Hackney and
       the Council, in partnership with various external agencies as appropriate.

     Take responsibility for and promote a culture of learning and development,
       maintaining up to date professional knowledge and expertise.
      To communicate in a confident, authoritative and assertive manner that is in line
       with established policies, practices and priorities of the Council and maintains and
       enhances the credibility of the Directorate and Hackney Strategic Partnership.

      Ability to manage and lead a team of staff
      Ability to plan, manage, monitor and review interventions and work programmes

      Ability to demonstrate a track record of delivering services in a manner that promotes

POLITICAL AWARENESS/SENSITIVITY AND APPRECIATION OF THE WIDER
CONTEXT:
      Ability to evidence the understanding of the Corporate objectives including the Council’s
       budget strategy and the Government directions, best value and key deliverable strategy.
      An understanding of the diverse range of communities and their needs within the
       Borough, and ensuring that these are the focus of organisational activity.

SERVICE SPECIFIC EXPERIENCE, KNOWLEDGE, SKILLS & QUALIFICATIONS:
      Knowledge and understanding of neighbourhood renewal and the role of Local Strategic
       Partnerships.
      Understanding of the commissioning process, strategic commissioning, procurement and
       contracting processes.
      Knowledge of current tools and best practice in programme management, commissioning
       and delivery.
      Ability to plan, develop and implement formal contracting payment and payment systems
       for a variety of funding streams.
      Ability to advise and provide guidance on complex issues relating to contracting and
       funding arrangements.
      A proven track record of successful programme management and development and
       delivery of effective commissioning arrangements.
      Experience of developing, implementing and being accountable for programme delivery,
       including establishing and operating contracts and service agreements.
      A proven track record of developing, implementing and reviewing performance of
       programmes and / or services against agreed standards.
      Experience of efficient and effective day to day management of a team.
      A proven track record of working successfully with partner agencies and stakeholders to
       develop proposals to meet identified needs.
