Technical Requirements
Completion Instructions
Proposers must indicate whether their offering meets the listed requirements by posting a response to each individual requirement in the
"Fit Rating" column, as well as providing a text response in the "Proposer Comment/Response" column supporting the rating. A ny
responses that are left blank, or any Fit Ratings scored using a value other than the [5,3,1,0] key listed below will be eval uated as a "0".
Reference Number
Provides a unique cross reference identifier for the requirement.
Weighting
A multiplying factor to weight a requirement's relative importance.
Technical Requirement
Describes the requirement the Proposer must respond to.
Comment/Special Instruction
Provides the Proposer with additional detail or example, plus any specific instructions for responding to the requirement.
Fit Rating
Proposers will complete the "Fit Rating" column of the Technical Requirements matrix by applying the following rating key to assess how
well their proposed unmodified solution meets the requirement.
Fit Rating Key Description
5 - Solution meets the requirement without any customization or configuration to implement.
3 - Solution generally meets the requirement, but will require customization or configuration to implement.
1 - Solution does not meet the requirement at all, and would require a complete custom development or configuration to i mplement.
0 - Solution does not meet the requirement at all, and cannot be met.
"Customization" refers to any change involving:
• modification of delivered code or objects
• development of new code or objects
• infrastructure changes requiring any hardware changes to implement
"Configuration" refers to any change involving:
• modification of delivered or vendor supported configuration settings
• infrastructure changes requiring any hardware configuration changes to implement (e.g. routing tables, firewalls, cert ificates)
Proposer Comment/Response
Proposer will use this column to provide a brief text description supporting/describing/qualifying the Fit Rating of their so lution (i.e.
product, module or feature meeting the requirement) , as well as any brief description or caveats supporting their approach t o meeting
the gap. Cost implications for all gaps must be itemized in the cost proposal, referencing the requirement number.
Scoring
Response score will be the Fit Rating multiplied by the Weighting for each requirement item.
