Mission Objectives
Dual primary mission objectives: • Over land, measurement of the soil moisture contents in the upper soil layer • Over ocean, measurement of sea surface salinity Secondary mission objective: • Cryosphere Mission objectives are accomplished by measuring the L-band emissivity at dual polarizations and multiple angles from 755.5 km polar orbit at 6 a.m. local time

• • Recurrent PROTEUS satellite bus, provided by CNES (“contribution in kind”) Payload developed by ESA, based upon the MIRAS instrument development performed under TRP/GSTP/EOPP Recurrent Flight Operations Center from PROTEUS Payload Data Segment, development funded nationally by Spain System Engineering and Satellite AIT by Alcatel (PROTEUS-Prime), to be funded jointly by CNES and ESA

Present Status: Phase B Programme approved by PB-EO Payload Phase B proposal under Evaluation, to start 1 December 02 Satellite Engineering Support to commence early 2003 Ground Segment Phase A just kicked-off.
Future Planning: Full Programme proposal to PB-EO for approval mid-2003 Payload phase C/D to commence December 2003 Satellite Engineering Support to be phased accordingly Ground Segment phases B/C/D early-2004

Industrial configuration: Two major contracts: Payload Development with CASA EADS as Prime Contractor: industrial consortium mainly driven by the heritage from the MIRAS development activities: MIER, Astrium, HUT/YLINEN, Contraves Subsystems so far unassigned: MGSE, Harness, Thermal control H/W Some re-industrialization of subsystems with development heritage might be possible, but is restricted by approx 18 M€ additional Spanish funding through GSTP3. System Engineering and Satellite AIT with Alcatel as developer of the PROTEUS bus.
