WHY OFFER DEBT COUNSELLING?

With 30% of the working population struggling to repay their debts, and living
costs continuing to rise, an increasing number of organisations are offering
debt solutions. Companies, local councils, housing associations, trades
unions and churches all have the opportunities to provide help to both staff
and clients who are struggling with debt.

Five years ago, CCCS started work on DEBT REMEDY to bring
immediate advice to those in need of it over the Internet.

WHY DEBT REMEDY?

Debt Remedy is an inter-active tool which you can use on the CCCS
website www.cccs.co.uk

This is a unique on-line service available twenty-four hours a day. It gives fast
and accurate debt advice based on counselling experience. These guidance
notes will help, but in reality Debt Remedy is so simple to use that it should be
easy to go through the process with little difficulty.

Debt Remedy has been extensively tested by experienced debt counsellors
and the results produced are the same as if one has been speaking to a
counsellor face-to-face or over the phone. In other words it gives instant
access to an individual‟s financial position and enables action to be taken
immediately if debt problems are flagged up.

THE ADVANTAGES OF DEBT REMEDY:

      It is totally free to use.
      It is always available.
      It takes less than half an hour to complete.
      If for some reason you cannot complete immediately [some information
       may need gathering for example] then the information can be saved
       and returned to within 60 days.
      It will give an immediate picture of someone‟s financial position and
       suggests what actions need to be taken.
      As long as you have access to the internet you can meet with the
       person concerned in any location and at any time to suit you both. No
       specific office costs are necessary and meetings could even take place
       in homes if appropriate.
      The person in the organisation helping a third party does not need any
       debt counselling skills. All that is needed is a sympathetic ear and an
       ability to talk with the individual concerned to ensure that an accurate
       picture is gained ahead of completing Debt Remedy.

HOW DEBT REMEDY WORKS

To produce a „Debt Remedy‟ for the user, the system relies on answers being
provided to various questions. Often people in debt struggle to have an
accurate picture of what they owe and what income they receive and how it is
spent. An initial series of questions on the web site clarifies the person‟s
current general position and if, as is likely, a potential debt issue arises,
further information will need to be given.

Therefore at this stage, the individual concerned needs to have gathered all
the information needed that will help produce an accurate picture. This could
include;

      Court claim forms/judgments/warrants
      Letters from bailiffs, debt collectors and \ or creditors
      Latest bills and statements from banks, credit card companies etc. It is
       important that all information about required regular payments to
       creditors is provided
      Wage slips and details of other sources of income, eg pensions
      Details of welfare benefits

It is also worth asking at this early stage whether the partner, if any, of the
person you‟re helping is fully aware of the debt problem. Often this is not the
case, which makes solutions more complicated.

During the information gathering stage Debt Remedy suggests certain living
expenses. Although these are guidelines only - accurate figures from the
person you are talking to should be entered – this will flag up areas of
potential over-spending.

These are bracketed guidelines based on years of experience of people‟s
needs.

Five people out of six can use Debt Remedy without direct help but on each
page you will see a „Need Help Now?‟ button. This will give you the option to
„chat‟ online or talk by telephone with an experienced counsellor.

GUIDANCE NOTES ON USING DEBT REMEDY

  Before using Debt Remedy to help others you will need Adobe Acrobat
  downloaded on your computer. At any stage you can go back to check or
  amend figures and if necessary, you can also save information and return
  at a later stage.

  The steps to use Debt Remedy are very simple. They are:

  INTRODUCTION AND INFORMATION GATHERING

     1. Visit www.cccs.co.uk
     2. Click on CCCS Debt Remedy under the heading: “Need debt
         advice?”
     3. Click on “Start Debt Remedy.”
     4. Get answers to the ten questions on the first page. If there is any
         uncertainty about any of the questions try to obtain more
         information or for these purposes it is sensible to tick “yes” to
         ensure any urgent advice needed is given speedily.
     5. Click the “Submit” button.
     6. If the answers to the questions in Step 4 mean that urgent help is
         required an “Emergency Advice” page will appear. Click on “To view
         your emergency advice on screen click here” button. This will give
         advice regarding the powers of courts and bailiffs in the various
         parts of the United Kingdom and crucially inform you of the next
         steps that need to be taken. If this is applicable ensure that the
         person you are talking to is aware of what needs to be done and
         encourage them to take immediate action, as failure to do so
         invariably makes things much worse.
     7. Click the “Next” button
     8. The page that appears will indicate whether there appears to be a
         debt problem and also shows what help can be expected from
         completing Debt Remedy
     9. Ensure the “Terms and Conditions” have been read and if
         acceptable tick the box
     10. Click the “Next” button
     11. At this point a specific Web Number will be allocated to you which
         needs to be recorded for possible future referral.
     12. Click the “Next” button
     13. Get answers to the questions re family etc
     14. Click the “Next” button

INFORMATION ABOUT INCOME

    15. Get answers to the “Income” section and put the amounts in the
        necessary space provided. Double check that any benefits or tax
        credits etc have been included. In all these pages there will be a
        choice of how often money is received or paid [i.e. monthly,
        fortnightly or weekly] so make sure this is accurately recorded.
    16. Click the “Next” button. Debt Remedy will automatically convert to
        monthly.

    INFORMATION ABOUT SPENDING

    17. Complete the “Priority Expenditure” section and put the amounts in
        the space provided. Also indicate whether payments are up-to-date
        or not.
    18. Click the “Next” button
    19. Complete the “Other Living Expenses” form as accurately as
        possible and put the amounts in the space provided.
    20. Click the “Next” button
    21. At this stage a sub-screen may appear that suggests certain items
        should be reduced if possible to ensure they meet acceptable
        guideline limits. If it is thought possible to amend the figures then
        this can be done by hitting the “Cancel” button so that the figures
        can be altered. Alternatively the “OK” button can be hit which will
        leave the figures as originally entered.
    22. Click the “Next” button.
    23. A screen will appear with “suggested living expenses”. These may
        need to be amended as appropriate. As the figures are amended a
        sub-screen could appear again suggesting a reduction to a limit
        within the acceptable guidelines. Amend if reductions are realistic.
        If not retain the original figures.
    24. If people have special needs outside the guidelines you will be
        referred to a counsellor at the end.
    25. Click the “Next” button.

    INFORMATION ABOUT ASSETS

    26. Enter answers to the questions about “Assets”
    27. Click the “Next” button.

    INFORMATION ABOUT DEBTS

    28. List debts by name, type of debt, who is responsible for it, amount
        outstanding and the regular payment. It‟s important to ensure that
        all debts are included as some can easily be overlooked, eg
        overdraft.
    29. Debt Remedy will help fill in the name of the lender once you have
        typed the initial letters.
    30. Click the “Next” button.
    31. Get answers to the questions on the next screen
    32. Click the “Next” button.

RECOMMENDATIONS AND FURTHER ACTION

At the end of the process Debt Remedy will produce a plan, in the form of a
booklet, tailored specifically to your client‟s situation. This can be downloaded
and printed off, or forwarded to your client‟s own email address and printed
off. The plan will summarise the information given, provide a workable budget
and make recommendations on the best way forward. It could include:

                  Suggested changes to budget
                  Indications of changes in spending to ensure priorities are
                   covered
                Suggested debt solutions such as a Debt Management Plan,
                   Individual Voluntary Arrangement (IVA), Bankruptcy
                Suggestion to contact a CCCS Counsellor for immediate
                   help should this be needed.
       33. Click the “Save and Exit” button.
       34. Should you wish to, there is then an opportunity to provide
           feedback on Debt Remedy

If, at the end of the process, further clarification is required on the
contents and suggested action in the Debt Remedy Booklet. The
individual should be encouraged to call CCCS immediately on their free
Helpline number 0800 197 1704 so that any outstanding questions can
be answered.

CCCS also provides:

      A dedicated phone number and\ or email link for organisations to
       contact the charity should the need arise.
      Opportunities for representatives of organisations to visit the CCCS
       Head Office at Leeds or Newcastle to see the facilities there.
      Training for HR staff and others who want to know more about helping
       people in debt, spotting debt problems early etc.
      Regular email updates on innovations at CCCS.
