              NAMIBIA: IMPORT / EXPORT PROCEDURES
Namibia, being a member of the Southern African Customs Union (SACU)
is obliged to apply a SACU-wide import and export management regime.
All cross-border movement of goods are subject to a general import and
export licensing system, which is largely automatic. The Ministry of
Trade and Industry is the first entry point for enquiries regarding
import and export licensing, but other public agencies are also
involved depending on the type of product being imported or exported.

There are specific groups of products requiring import permits, of
which the following are not automatically granted:

    •   Medicine and related substances
    •   Chemicals
    •   Frozen, chilled fish and meat, including game
    •   Live animals and genetic materials
    •   Pornographic materials
    •   Controlled agronomic products (maize, wheat and dairy products)
    •   Controlled petroleum products
    •   Firearms, explosives, etc
    •   Diamond, gold and other minerals
    •   Coins
    •   All second hand and used goods such as used clothes and vehicles

The following specific groups of products require export permits, and
are also not automatically granted:

    •   Medicine and related substances
    •   Live animals and genetic materials
    •   All ostrich breeding materials (eggs, chicks, birds)
    •   Meat and game products
    •   Protected species (fauna/flora) in terms of the Convention on
        International Trade in Endangered Species (CITES)
    •   Plants, plant products, and propagating materials
    •   Firearms, explosives, etc
    •   Diamond, gold and other minerals
    •   Coins and bank notes
    •   Works of art which have been in Namibia for more than 50 years
    •   National monuments, archaeological findings, etc.

Namibia is party to the WTO Agreement on Import Licensing, and as
such, its import and export management regime has to be gradually made
compatible with the WTO parameters on import controls. Unlike imports,
exports are not so much an issue of concern within the WTO rules.
Namibia is also a signatory to the following:

    •   Convention on International Trade in Endangered Species (CITES)
    •   Montreal Convention on the Emission of Ozone Depleting Substances
    •   International Atomic Energy Agency (IAEA)
    •   International Organisation for Epizootic (IOE)
    •   World Intellectual Property Organisation (WIPO)
    •   International Standards Organisation (ISO)

All these international commitments require certain, specified
interventions in the trade of species, substances, materials and
goods.

  Centro de Promoção de Investimentos (Investment Promotion Centre)

A national investment promotion agency of Mozambique was started in
1984, but in its current form as CPI, has only been in existence since
the new law on investments was passed in 1993. The three year plan of
1997 saw sweeping changes being implemented which ushered in a
complete restructuring of CPI, towards creating a world class
investment promotion agency. A number of new divisions were created,
and this framework has allowed CPI to really come into its own over
the past 3 to four years (although it still is in the process of re-
engineering).

CPI offers a comprehensive service in support of foreign investors
wishing to invest anywhere in the country. It is made up of a number
of divisions which are under the control of the director. The main
divisions of the organization are the:

  •   Facilitation division - which provides technical assistance and
      support to the investor to the investor throughout the period of
      application.
  •   The Research division - which produces investment and country
      information.
  •   Industrial Free Zone division - which provides special support to
      major projects in the country, and examines the linkages to the
      local economy.
  •   Linkage division - which help local businesses, to participate in
      the current and future industrial development in the country and
      maximize the number and amount of materials, and services
      supplied locally by Mozambican businesses.

Some of the services provided by the CPI include:

  •   Information about the investment law
  •   Registering investment project proposals
  •   Assistance in registering new companies related to investment
      projects
  •   Facilitating the approval of submitted projects
  •   Identification of investment opportunities
  •   Lending advice and support to investors.

           IST-AFRICA CONFERENCE AND EXHIBITION
                3 – 5 MAY 2006 , Pretoria, South Africa

        Paper and Workshop Proposal Deadline: 30 November 2005

The Tanzania Commission for Science and Technology (COSTECH) has
joined forces with a number of partners in an initiative focused on
reducing the digital divide in sub-Sahara Africa. Called the Regional
Impact of Information Society Technologies in Africa (IST-Africa), the
initiative brings together several partners in the business of
promoting ICT for development, namely: ICT Policy Implementation
Technical Unit (UTICT) in Mozambique; Council for Scientific and
Industrial Research (CSIR) in South Africa; Commonwealth Network of
Information Technology for Development (COMNET-IT) in Malta and
COSTECH in Tanzania. As a group they are coordinated by the
International Information Management Corporation Limited (IIMC) in
Ireland and receive support from the European Union.

Some of the initiatives main objectives are:
   • Promote dissemination and exploitation of IST research results in
     Sub-Sahara Africa
   • Develop training modules for eGovernment, eHealth, eLearning, ICT
     for agriculture and ICT sensitization
   • Organize two international conferences in Africa on information
     society technologies to facilitate European Union (EU) Africa and
     Caribbean and Pacific Countries (ACP) networking and highlighting
     IST exploitation and international cooperation.

In pursuit of one of the above objectives the project is organizing
the IST-Africa Conference and Exhibition, which will be held in
Pretoria, South Africa, from 3 to 5 May 2006.


           INVESTMENT OPPORTUNITIES IN BOTSWANA
Botswana is a country with GDP of some US$ 10.4 billion (PPP) for
population of only 15,86,119. It is vastly different from rest of
Africa in terms of per capita income, political stability, foreign
exchange reserves and trade balance. Except in terms of social
indicators like life expectancy, lowered by HIV infection, it ranks
among the highest income country in the developing world. As a result,
the country has attracted investments from Europe, Asia & Africa
including India. It is, however, a small market dominated by South
Africa. Export of goods from India is therefore limited. However, the
country provides attractive opportunity for investment and trade in
services.

Companies interested in setting up of joint venture in Botswana can
contact Botswana Export Development and Investment Authority (BEDIA),
Plot No. 28, Matsitama Road, P.O. Box 3122, Gaborone. Other Government
offices also provide financial and other assistance for foreign

investors if the investment is involved in manufacturing and
generation of local jobs. BEDIA can provide useful information for
investors from India. Indian businessmen are also advised to contact
High Commission if they visit Botswana. Please also visit web sites of
