A series of power points describing the activities to date and the project status to date were reviewed. Parcel Data for the Nation Some definitions and terms Cadastral NSDI – The Cadastral NSDI is a set of data that supports decision making and business needs for parcel data. The data needed by a cadastral data steward to maintain parcel information and to track historical records may be a more extensive data set than the information in the Cadastral NSDI. The Cadastral NSDI includes Cadastral Reference or Framework information (Public 6 Final Notes Subcommittee for Cadastral Data Meeting Dec 5-6, 2006, Lakewood, CO Land Survey, Subdivisions, Coastal and offshore reference grids and other survey and legal description frameworks) and Parcels (a parcel geometry of points or polygons and a set of attributes connected to that geometry). The Core Data, see next term) typically has been only the parcel component of the Cadastral NSDI. The parcel data for the Nation is intended to be the full Cadastral NSDI Core Data – This is a relatively small subset of data that is part of a publication data set that is nationally standardized to support national applications. The Core data has typically referred to the parcel geometry attributes only, while the Cadastral NSDI includes the reference information necessary to support the parcel data. There has been confusion between the Cadastral NSDI and the Core Data in the past and further documentation may be needed to clarify these subtle differences. The Subcommittee has reviewed several business processes and has identified a common set of attributes and geometry that is needed by multiple business applications to support decision making. This smaller set of standardized data has been called core data with specific attributes to support specific business operations, such a energy management being called core plus energy for example. The Subcommittee recognizes that in many cases additional attributes and information will be included with the core data, such a score plus, but to increase participation and to have a nationally consistent essential data set standards have been established for the relatively small set of parcel attributes. Cadastral Data Steward – This is a jurisdiction or organization that collects and maintains cadastral information. The information can be cadastral reference data such as the PLSS Framework, tax parcels, land and realty information, document recordation, surface ownership, subsurface rights and interests or other cadastral related themes. Publication Data – The publication data are the data that is made accessible to business processes and consumers to view and use. This may be a subset of the information required to support operation and maintenance. Parcel Data for the Nation is a relative new description that encompasses the activities of the Subcommittee as well as the activities and resulting data sets that are being developed across the nation. Borrowing form the recent “Imagery for the Nation” and “GIS for the Nation” efforts Parcel Data for the Nation represents a goal of border-to-border parcel information that is current, maintained and available for use in national decision making. Parcel data for the Nation is intended to include the Cadastral NSDI (reference data as well as the parcels on top of the reference data) The presentations and discussions in the meeting reviewed the work that have been to date on estimate the resources necessary to complete the Parcel Data 7 Final Notes Subcommittee for Cadastral Data Meeting Dec 5-6, 2006, Lakewood, CO for the Nation, the benefits and uses of Parcel Data for the Nation and the definitions of the concepts summarized in the terms and definitions above. The presentation is available at http://www.nationalcad.org/data/documents/ParcelMangProg.pdf Strategy for developing a Parcel Data for the Nation Program Parcel Data for the Nation will serve as an overarching structure or banner under which all of the activities can be encompassed. One of the critical components for the development and implementation of the Parcel data for the Nation is the development of State-by-State business plans. The proposed State Cadastral Business plans are intended to compliment the Fifty States initiative (http://nsgic.org/hottopics/50states_initiative_handout.pdf) by providing a more detailed implementation plan and status tracking for each state. Additionally the business plans will be essential for completing the countyby-county inventory status and estimating the resources needed to complete the Parcel Data for the Nation. The business plans encapsulate the critical success factors for a cadastral program as identified by the Subcommittee in their study of seven successful parcel programs. The goal is to build a parcel data infrastructure within each state that provides a statewide coverage of parcel data and prepositions the a statewide coverage on an annual basis. The Subcommittee will develop a business plan template with supporting documentation that can be used by the states and by Subcommittee mentors in developing a business plan. The template will include linkages to information on parcel data uses and benefits as well as national examples of parcel data success stories. It was emphasized in the discussions that as the states work with their counties they will need to work within the culture and sensitivities of their state. Working within existing communication and coordination channels is encouraged. In some cases the wording or presentation may need to be couched into terms and relationships that are appropriate for that state. The verbs in these statements are not intended to convey a command to each jurisdiction, rather they are a statement of the activity that needs to occur for a successful program. Local Government Activities • Convert data using state standards. • Incorporate data into daily business operations. • Maintain parcel data. • Publish standardized parcel data. 8 Final Notes Subcommittee for Cadastral Data Meeting Dec 5-6, 2006, Lakewood, CO • • Participate in state program planning Help identify resource needs to complete initial conversion State Coordinating Agency Activities: • Develop a Cadastral Business Plan • Adopt national standards for geometry and publication and modify or add to these standards as needed to support state activities • Inventory the status of state parcels • Provide assistance to local governments – Training – Technical assistance – Contract oversight • Integrate county parcels into statewide coverage. • Provide access (pre-position data) • Provide a Cadastral gateway for contacts, educational materials, supporting documents, benefits, data viewing and data downloading. State Data Collection Activities: In some states a state safety net may be needed to support the parcel conversion activities for counties. These activities will be articulated in the state plans but may include “safety net” collection support, contracting management support and procurement support. National States Geographic Information Council Activities • Participate in the development of the Parcel Data for the Nation Program (PDNP) • Representation on the Cadastral Data Subcommittee and (PDNP) • Promote the Parcel Data for the Nation Program Subcommittee Activities • Workgroup to review State Business Plans and provide mentoring to the development of plans • Communicate progress to federal agencies, tribes and national organizations • Create and maintain county inventory tool • Publish State Business Plans • Facilitate the coordination of activities relevant to the production and publication of parcel data. • Provide supporting documentation for business plans including parcel benefit case studies, national resource estimates and other plan content supporting materials. • Provide educational materials on the use of the parcel data and materials to assist in understanding the need for and use of data standards. Federal Agency Activities: 9 Final Notes Subcommittee for Cadastral Data Meeting Dec 5-6, 2006, Lakewood, CO • • • • • • Representation on Cadastral Data Subcommittee Cost Benefit Analysis of cadastral data for agency Verify utility of publication standard to meet business needs of agency Grants and contract procedures Prioritize parcel needs by geography Identify potential In-kind services The discussion emphasized that the there is a need to move ahead with the federal business needs and identifying federal funding opportunities concurrently with the developing of state plans. We discussed the status of the federal agency cadastral information and re-affirmed the discussions form June of 2005. Based on our current information on the federal cadastral efforts we will focus the efforts to inventory federal lands activities on the following agencies BLM USFS USFWS Park Service Bureau of Reclamation Corps of Engineers US Department of Defense The other federal agencies may hold land or may initiate actions that affect land title such as conservation easements but these agencies will give us the balk of federally managed lands. By and large we found that the BLM, Defense Department, USFS are the primary federal lands management agencies. The Bureau of Reclamation, Park Service and Fish and Wildlife are the next biggest land managers. If the state plans and resource needs are developed without identifying potential federal support the effectiveness of the plans will be diminished. For example one example of a federal funding opportunity is the national homeland security grant program. Example Emergency Management Plan Federal Emergency Management Agency FY 2007 Pre-Disaster Mitigation Grants Applications are due February 5, 2007, 11:59 p.m. (EST). It is important that sub-applicants provide a draft proposal to their primary applicant for review approximately six weeks in advance of this deadline. 10 Final Notes Subcommittee for Cadastral Data Meeting Dec 5-6, 2006, Lakewood, CO The Federal Emergency Management Agency (FEMA) has announced that funding is available for the Pre-Disaster Mitigation (PDM) grants. Development of risk assessments for multihazard mitigation plans, including geographic information system (GIS) and other mapping activities, may be submitted as part of a planning sub-application. Mapping activities must not duplicate eligible mapping activities available under any other federal program or agency. Cadastral Gateway We need to look at the concept of a cadastral gateway that contains information about standards, supporting documentation, links to educational materials, metadata about data on the site, linkages to data downloads and data viewing. Cadastral gateways would reside at states and would provide linkages to counties and county contacts for cadastral information. Census Activities Updates Tim Trainor and Laura Waggoner provided updates on the census activities for the next census and beyond and how these activities relate to cadastral information and Parcels for the Nation. Based on the discussions it is clear that the Census requires parcel level information to complete its mission. The business cases that rely on parcel level data often need demographic and economic information from the published census files. There are certainly many opportunities for synergy between parcel efforts, including the state business plans and inventories and the census data collection and data needs. As we move forward continued dialogue between the census and parcel activities will benefit both groups. Two important updates on the possible change in our use of terminology is to adopt the concept of Functional Government Units and then using that concept identify those Functional Government Units from Census that are parcel producers. The second update is to be conscious of the use of the terms County and Local and to not combine the county and local units into one jurisdictional level in our documentation and planning. Our web site currently distinguishes this and we need to be continually mindful of this. Fish and Wildlife Updates Doug Vandegraft presented the status of the Fish and Wildlife Service parcel data activities. Doug has worked within the FWS GIS data modeling activities to include a modeling of the parcel data to support parcel data collection and cadastral data management. This model is in harmony with the Cadastral Data 11 Final Notes Subcommittee for Cadastral Data Meeting Dec 5-6, 2006, Lakewood, CO Content Standard and provides an opportunity to integrate the activities of FWS with the other business needs that can use the information FWS collects and maintains.
