In the last ten years, NEEP’s regional initiatives have demonstrated that regional coordination of energy efficiency programs and policies makes the most of these efforts by leveraging resources, avoiding market confusion over competing programs and, ultimately, increasing energy savings in a cost efficient manner. In 2006, the need and opportunity for increased energy efficiency and regional coordination is stronger than in the face of: • • • • Historic increases in energy prices – in some cases more than 50 percent higher compared to last year. Worsening transmission constraints to deliver electricity to local areas in several states. Projected shortages in natural gas supplies to run power plants at winter peak. Northeast state commitments to significantly reduce carbon emissions from stationary sources including the region’s power plants – a major source of carbon dioxide emissions. To address these pressing energy, economic and environmental issues, NEEP will continue to serve as a resource and facilitate partnerships to advance energy efficiency across the Northeast. This Business Plan is a roadmap for our efforts in 2006 and provides for our funders, participants and staff, NEEP’s specific goals, objectives and activities for 2006. In summary, our 2006 Business Plan continues a dozen collaborative regional projects to promote energy efficiency and includes development of several new projects to leverage additional cost-effective energy savings. This plan - approved by the NEEP Board of Directors responds to recent developments as well as input from participants in NEEP’s regional projects. To track our progress across the year, each quarter we provide to the NEEP Board and our funders, initiative sponsors and project underwriters a progress report based the 2006 project goals described herein. A key ingredient to the success of these regional projects is the support and participation of stakeholders across the region to advance energy efficiency policies and to implement programs that overcome barriers to the abundant cost-effective savings available. To realize our 2006 goals, we look forward to continued financial support and participation from across the region. It is this collaboration that makes the difference. Overview A. NEEP’s Vision NEEP’s vision is that the Northeast region will wholly embrace energy efficiency policies and programs as a cornerstone of a sustainable energy policy, a vibrant economy, and a healthy environment for people to live and work in, as well as being a role model for energy efficiency nationally. B. NEEP’s Mission NEEP was founded in 1996 to promote energy efficiency in homes, buildings and industry in the Northeast U.S. through regionally coordinated programs and policies that increase the use of energy efficient products, services and practices, and that help achieve a cleaner environment and a more reliable and affordable energy system. C. NEEP’s Core Values We work to realize our vision and mission by serving as facilitators of regional partnerships to advance energy efficiency policies, programs and practices. In a region rich with efficiency programs and funding across eight states, NEEP is the only regional organization that advances energy efficiency policies, programs and practices through regional partnerships that leverage knowledge, capability, learning and funding to increase the impacts of individual state efforts. In doing so, we strive to bring three core values to our work internally and with our partners regionally and nationally. Advocacy: Promoting: energy efficiency as a cornerstone of energy, environmental and economic policy in the region; the role of regional coordination to realize the full potential of energy efficiency policies and programs; and the success of our partners to achieve lasting energy savings and market transformation. Strategic Goals for 2006 In 2006, the focus of NEEP-facilitated partnerships and projects is to: • • • Increase the commitment of Northeast states to energy efficiency policies and programs for the building sector. Increase the marketplace availability and adoption of quality energy efficient practices and technologies. Increase the availability and use of effective training and education services regarding best practices to design, build and maintain buildings in an energy and resource efficient manner. E. Northeast Energy Efficiency Partnerships: Three Project Areas and A Regional Conference To achieve these goals consistent with our vision, mission and core values, NEEP offers projects and services in three areas. 1. Regional Initiatives NEEP’s Regional Initiatives – described in Section II - respond to the need for regional coordination of individual ratepayer-funded programs that achieve energy savings by overcoming market barriers to the broad adoption of quality, energy efficient products and services as preferred choices in Northeast markets. As the leading facilitator of successful regional market transformation initiatives in the Northeast, NEEP serves administrators of gas and electric energy efficiency programs in Northeast states by: • • Facilitating regional market transformation initiatives for energy efficiency. Leveraging government and industry resources to reduce the cost of ratepayerfunded programs and to increase their effectiveness to achieve energy savings and transform markets. Linking regional programs with national efforts and policy developments. Researching and recommending new opportunities to increase energy savings. Providing technical and strategic information to maintain effective regional energy efficiency initiatives. Convening regional forums and projects to facilitate learning, information exchange and strategy development for new opportunities to increase energy efficiency. Policy Outreach and Communications NEEP’s Policy Outreach and Communications Projects – described in Section III - address the need to develop and maintain a positive environment for public policies and programs that promote energy efficiency in Northeast states as a cornerstone of energy, environmental and economic policy. As a non-lobbying, non-litigant regional organization, NEEP encourages policies that - increase the demand for efficiency products and services, continue ratepayerfunded efficiency programs, and establish building energy codes and appliance standards to “lock-in” the market effects of successful efficiency programs. NEEP achieves this by: • • • • • • Raising the visibility of energy efficiency in the eyes of policy makers, media, other organizations and the general public. Facilitating research and outreach to recommend specific public policy options and standards to advance energy efficiency in northeast states. Coordinating policy and standards development and implementation across states to reduce costs and increase energy savings. Convening regional forums regarding public policies that advance energy efficiency. Maintaining visibility for the Northeast as a national leader for energy efficiency policies, programs and practices. Serving as a trusted and reliable information resource for information regarding public policies and programs that promote energy efficiency. 3. Training and Education NEEP’s Training and Education Programs – described in Section IV - increase the availability and demand for best practices to design, build and maintain buildings in an energy and resource efficient manner. As the leading regional facilitator of education and training for resource efficient building design and operation serving the Northeast, NEEP works to achieve energy savings by: • • • • • Coordinating best practices training and education with advances in state policies and requirements. Working with nationally recognized education and training resources to deliver high quality education and training about best practices for energy efficiency. Using a range of technologies and adult-learning methodologies to reach targeted, but diverse, student populations. Linking best practices training and education with other local and regional resources and programs to realize energy savings. We will recall the success of energy efficiency in the Northeast and call policymaker attention to the important role and opportunity for energy efficiency as a clean, reliable and readily available resource to reduce the risk of power supply shortages and the economic impact of high fuel prices. We are planning a full day event in the Boston area including a conference with business exhibits highlighting energy efficiency and an awards event to recognize business and government leaders who have taken action to advance energy efficiency in the Northeast. Coming off a winter of very high energy costs and possible power shortages, the spring conference will be an important opportunity to bring the energy efficiency community together to meet with business and government leaders to consider what we can do to achieve the costeffective potential for energy efficiency that can meet the region’s very pressing energy, economic and environmental needs. Over the coming months, we will invite members of the energy efficiency community, along with government and business leaders, to participate in this regional dialogue and celebration of efficiency as a solution. About Regional Initiatives Since 1996, NEEP has assisted administrators of ratepayerfunded energy efficiency programs (i.e., gas, electric and efficiency utilities, state agencies and authorities) by developing and facilitating regional energy efficiency initiatives that leverage resources and coordinate program efforts towards common market transformation goals. Purpose: Increase the marketplace availability and adoption of quality energy efficient practices and technologies in the Northeast. This is accomplished through initiative Working Groups and Advisory Committees, convened and facilitated by NEEP, which include initiative sponsors and other invited participants from the six New England states, New York, New Jersey and Maryland. Through regional coordination, initiative sponsors have made significant progress to overcome market barriers for specific energy efficiency options, and leveraged resources within the region as well as nationally to increase program impacts and reduce program costs. A list of Regional Initiative Working Groups and Advisory Committees is provided at the end of this section. In 2005, NEEP developed updated market transformation strategies for residential lighting, residential appliances, and unitary HVAC, recommendations from which are reflected in the specific initiatives described below. In addition, initiative sponsors in 2005 supported a transition strategy for the premium motors initiative that continues regional coordination for outreach to motor dealers, customer incentives and data tracking. B. Regional Initiative Goals for 2006 In 2006, NEEP high-level goals for regional initiatives are to facilitate collaborative projects to: 1. Increase energy savings from the stocking, promotion, sale and adoption of energy efficient technologies. 2. Increase energy savings from the development and adoption of best practices for the installation of energy efficient technologies. 3. Decrease the cost to sponsors of achieving energy savings by leveraging resources and coordinating activities towards common goals. 4. Identify future opportunities for cost-effective energy savings and market transformation to meet public policy goals in the Northeast region. 5. Document and highlight sponsor successes achieving increased savings and transforming markets. C. New for Regional Initiatives in 2006 To help achieve these goals, NEEP has several new efforts for 2006 including: • A High Efficiency Commercial Lighting Initiative to promote market adoption of advanced T-8 systems and to develop a strategy to promote best practices in quality, energy efficient lighting design in the northeast. 781-860-9177 www.neep.org ___________________________________________________________________________ Northeast Energy Efficiency Partnerships, Inc. 5 Militia Drive, Lexington, MA 02421 NEEP 2006 Business Plan Page 11 • Market research and development of a regional strategy to improve in-field energy performance of Unitary HVAC equipment and significantly increase market adoption of high efficiency equipment. Development of regional strategies to: o Leverage manufacturer tax incentives in the 2005 Federal Energy Policy Act to increase the market penetration of the most efficient clothes washers and refrigerators. o Increase energy savings from ENERGY STAR consumer electronics. o Leverage cost-effective savings from new high efficiency technologies (e.g., LEDs, water heating) in coordination with national efforts. • • • • • New opportunities for the industry co-promotions for high efficiency residential HVAC systems including quality installation protocols to increase energy and demand savings. Completion and implementation of residential duct sealing protocols. Completion of the STAC research and consideration of recommendations for market transformation for high efficiency residential HVAC including oil heat systems. Focus on efficiency and demand reduction, and commissioning and retrocommissioning in the Commercial and Industrial Information Exchange. NEEP’s regional initiative activities are funded by grants from the U.S. Environmental Protection Agency (U.S. EPA), U.S. Department of Energy (U.S. DOE), and by initiative sponsors through annual initiative sponsorship. Initiative Development and Communications NEEP will facilitate and support an ongoing strategic information exchange to assist initiative sponsors to maintain highly effective energy efficiency programs responsive to market and policy developments. In addition to providing ongoing research and informational updates, NEEP will provide the following to initiative sponsors: • Research and Evaluation Network – NEEP will keep initiative sponsors informed of relevant program research and evaluation plans, developments and reports including potential opportunities for joint projects. For this, NEEP will maintain an active list of initiative sponsor evaluation staff and other stakeholders (i.e., the Evaluation Network) and provide to updates to initiative sponsors on relevant research and evaluation efforts. NEEP will plan and facilitate two regional meetings or teleconferences of the Evaluation Network in 2006 to identify, recommend and facilitate coordinated research and evaluation activities within the region, and support information exchange. NEEP will participate in relevant national and regional evaluation activities and recommend opportunities for initiative sponsors to participate in relevant national conferences to present research and program results. NEEP will continue to maintain for initiative sponsors a library of public research and evaluation reports, and a list of research and evaluation contractors that serve the region. • Regional Initiatives Web Page – NEEP will maintain an up-to-date Web page for Regional Initiatives at www.neep.org regarding initiative status, including a calendar of initiative activities and related events, visibility for initiative sponsor programs and other relevant public materials. Quarterly Activity Reports – NEEP will provide to initiative sponsors and funders each quarter a report of accomplishments and major developments relative to initiative goals. Initiative Summaries – NEEP will develop and distribute to initiative sponsors for each initiative a two-page forward looking summary for each regional initiative that includes long-term goals, near-term objectives, a summary of the initiative strategy and key activities for an 18-month period, market indicators to assess initiative progress, an initiative budget summary for joint and coordinated activities across the region, and a list of initiative sponsors and other participants. • • In addition, NEEP is available to provide on a contracted basis direct technical assistance to initiative sponsors on specific issues beyond the scope of the regional initiatives described herein. ___________________________________________________________________________ Northeast Energy Efficiency Partnerships, Inc. 5 Militia Drive, Lexington, MA 02421 781-860-9177 www.neep.org NEEP 2006 Business Plan Page 13 F. 2006 Regional Initiative Projects 1. ENERGY STAR® Products Overview The goal of the regional ENERGY STAR Products initiative is to permanently change the regional residential marketplace for high-efficiency residential products including ENERGY STAR refrigerators, room air conditioners, clothes washers, dehumidifiers, dishwashers, compact fluorescent lamps (CFLs), light fixtures and ceiling fans so that product sales and consumer preferences are reflected in increased market share and updated equipment efficiency standards and building code requirements. ENERGY STAR Initiative Status NEEP facilitates this regional initiative through the Appliance and Lighting Working Group (ALWG), begun in 1998, now spanning an eight-state region in New England, New York and New Jersey. Through regional coordination, initiative sponsors have successfully leveraged resources to increase the availability and purchase of ENERGY STAR products significantly above national levels. Increasingly, initiative sponsors are engaging retailers and manufacturers to increase the role of industry resources to effectively promote ENERGY STAR products across the region. Leveraging of resources towards program goals also involves coordination of regional marketing and promotional activities with national ENERGY STAR campaigns, sometimes in coordination with other regions. Initiative sponsor marketing and retailer outreach is coordinated in some cases through jointly procured contactors. Others operate independent marketing and retailer outreach, but in coordination with the joint regional or national efforts. Through the regional initiative, sponsors actively support national programs to ensure the quality and performance of ENERGY STAR compact fluorescent lamps and fixtures. Initiative activities for 2006 were informed by the development of updated regional market transformation strategies in 2005 for ENERGY STAR Lighting and Appliances. 2006 ENERGY STAR Goals The strategic goals of the ENERGY STAR Products initiatives are to: 1. Increase energy savings from ENERGY STAR lighting and appliances by maintaining regional market shares significantly above national levels; 2. Increase ENERGY STAR lighting and appliance product choices and their availability at a broader range of retail outlets; 3. Increase consumer and retailer awareness and understanding of the benefits of ENERGY STAR lighting and appliances; and 4. Update ENERGY STAR specifications to increase energy savings opportunities in appliances and lighting product quality. ___________________________________________________________________________ Northeast Energy Efficiency Partnerships, Inc. 5 Militia Drive, Lexington, MA 02421 781-860-9177 www.neep.org NEEP 2006 Business Plan Page 14 New for 2006 New efforts in 2006 are informed by the recommendations of the updated regional market transformation strategies and include: Evolution of the negotiated cooperative promotions (NCP) process to more closely tie promotional incentives to documented increases in product sales. Leveraging manufacturer tax incentives in the 2005 Federal Energy Policy Act to increase the market penetration of the most efficient clothes washers and refrigerators. Encouraging ENERGY STAR and other national programs (e.g., CEE) to upgrade appliance product specifications to increase energy savings. Development of regional strategies to increase energy savings from ENERGY STAR consumer electronics and new lighting technologies (e.g., light emitting diodes – LEDs). 2006 ENERGY STAR Initiative Activities NEEP will facilitate the Regional ENERGY STAR Products initiative through the ALWG to achieve these outcomes through: • Coordinated Marketing and Promotions: Through the ALWG, NEEP will coordinate initiative sponsor marketing and promotional activities, including coordination with related regional and national program efforts. A major focus in 2006 is coordination of initiative sponsor co-promotions with retailers and manufacturers to increase ENERGY STAR Product sales, to increase the range of product choices and type of retailer outlets, and to educate retailers and consumers about ENERGY STAR product benefits. NEEP will also assist sponsors to coordinate ENERGY STAR product promotions with national promotions and other energy efficiency program efforts (e.g., new construction, home performance). Lighting Product Testing and Quality Assurance: On behalf of initiative sponsors, NEEP will participate in national projects and discussions to achieve a high level of compliance with ENERGY STAR specifications for CFL product performance and reliability. These include the completion of the current Program for the Evaluation and Analysis of Residential Lighting (PEARL) testing cycle, and, through the PEARL Board, participation in the ongoing ENERGY STAR CFL specification revision process. The focus of the PEARL Board's involvement is to ensure that the proposed third-party quality assurance (QA) testing component of the revised specification is both robust and transparent. As proposed, this QA testing, largely based on the successful PEARL model, will be primarily industry funded and should supplant PEARL as the principal means of assuring CFL quality. • ___________________________________________________________________________ Northeast Energy Efficiency Partnerships, Inc. 5 Militia Drive, Lexington, MA 02421 781-860-9177 www.neep.org NEEP 2006 Business Plan Page 15 • Strategic Development and Information Exchange: NEEP will facilitate ongoing consideration and integration of the 2005 market transformation strategies for ENERGY STAR Lighting and Appliances into initiative sponsor plans and activities to connect nearterm energy savings goals with longer-term market transformation. This includes development of coordinated recommendations to ENERGY STAR and CEE to update product specifications to increase energy savings opportunities in appliances, and strategies to encourage appliance manufacturers to use newly approved tax incentives in 2006 and 2007 to increase the market penetration of the most efficient clothes washers and refrigerators. NEEP will also research programs elsewhere and recommend to initiative sponsors strategies to achieve energy savings from additional ENERGY STAR products. A particular focus of this research will be consumer electronics and new lighting technologies (e.g., light emitting diodes – LEDs) including coordination with relevant national and regional efforts. NEEP will provide strategic briefing memos to initiative sponsors as a follow-up to participation in relevant national forums (e.g., ENERGY STAR Lighting Partners Meetings). Finally, NEEP will coordinate initiative activities and development with updates to building energy codes (e.g., lighting requirements) and appliance efficiency standards (e.g., federal appliance standard for refrigerators). • Market Research and Analysis: NEEP will assist the initiative sponsors to document the success of their lighting and appliance programs to overcome market barriers. Efforts include coordination of initiative sponsor efforts to significantly increase retailer data collection efforts and to collect data through home saturation surveys of energy efficient lighting products. NEEP will also, on behalf of the sponsors, continue to work with U.S. DOE, efficiency programs in other regions and industry stakeholders to develop a national CFL sales tracking system that meets national as well as regional needs. Residential High Efficiency HVAC Overview The goal of the high efficiency residential heating, ventilation and air conditioning (HVAC) initiative is to permanently change the residential HVAC market in the Northeast to one in which most consumers choose efficient equipment and systems, and most service providers use “quality installation” practices (e.g. proper sizing, proper charging, proper air flow and minimization of duct leakage) when installing and servicing HVAC equipment and systems. HVAC Initiative Status Begun in 1999, NEEP manages research and facilitates information exchange between initiative sponsors about strategies to increase energy efficiency in the rapidly expanding demand for central air conditioning systems in new and existing homes in northeast states, and in associated opportunities to increase energy efficiency in gas-fired home heating systems. Through this exchange, NEEP coordinates program efforts of initiative sponsors to encourage customer selection of high efficiency central heating and cooling equipment with a particular focus on best practices for quality installation of central air conditioning systems – a major opportunity to reduce inefficiency in electric usage. In 2003, these program efforts expanded to promote high efficiency furnace fans including coordination with gas efficiency programs that promote ENERGY STAR boilers and furnaces, and with ENERGY STAR Home Performance and ENERGY STAR Homes (new construction). Coordination with the ENERGY STAR program is central to the overall effort. On behalf of sponsors, NEEP facilitates recommendations to the ENERGY STAR program to update product specifications, and coordinates the regional initiative with other national efforts (e.g., CEE). Coordination with the HVAC industry is also a key element of the regional initiative. NEEP convenes regional meetings of initiative sponsors with HVAC equipment manufacturers, distributors and trade associations to provide information about program plans and to encourage industry participation. NEEP participates in industry events to support adoption of quality installation protocols and to keep initiative sponsors informed of relevant developments and opportunities for collaboration. In 2004 and 2005, the initiative included coordination with STAC-funded1 research to address multi-fuel efficiency opportunities in all types of residential HVAC equipment (heating and cooling), including in-field research to assess the savings impacts of high efficiency equipment and best practices, development of duct-sealing protocols and marketing plans, market analysis, and development of a regional market transformation strategy. NEEP coordinates the initiative with developments in state and national building energy codes and appliance standards with a particular focus on the development of updated appliance efficiency standards for residential boilers and furnaces. Increase gas and electric energy and demand savings by increasing the market share of heating and cooling equipment that meet or exceed the ENERGY STAR specification. 3. Reflect the needs and interests of the Northeast in updated HVAC technical specifications set by federal programs (ENERGY STAR and U.S. DOE appliance efficiency standards). 4. Develop and pilot test a program to increase gas and electric efficiency in HVAC systems through duct sealing. 5. Identify new opportunities and program strategies for cost-effective energy savings in residential HVAC including water heating and oil-fired heating systems. 6. Coordinate new gas HVAC efficiency programs with established programs in Northeast states. New for 2006 Building on initiative developments in 2005 and the results of the STAC research, NEEP will significantly increase initiative activities and resources. New efforts for 2006 include: • Expanded focus on quality installation protocols and duct sealing to increase energy and demand savings in central air conditioning systems to maintain program costeffectiveness as the new federal SEER 13 standard takes effect in January 2006. Increased opportunities for the HVAC industry to co-promote high efficiency in HVAC systems including quality installation protocols. With this NEEP will facilitate initiative sponsor development of regionally coordinated co-promotions with HVAC industry interests. NEEP will convene and facilitate semi-annual regional meetings of initiative sponsors with HVAC industry stakeholders to provide information about program plans and activities. NEEP will encourage consistency and regional coordination as new gas efficiency HVAC programs are established in northeast states (e.g., Connecticut, New York). Strategic Development and Information Exchange: NEEP will manage completion of the STAC research and facilitate initiative sponsor consideration of recommendations to increase energy and demand savings, and to achieve market transformation goals. Research products include a regional multi-fuel, market transformation strategy for high efficiency residential HVAC Systems and a recommended duct sealing protocol and program design. NEEP will examine with sponsors opportunities and priorities for regional and national coordination including with commercial unitary HVAC programs, and program integration (e.g., with ENERGY STAR Home Performance and ENERGY STAR Homes). NEEP will inform and encourage initiative sponsor comments to U.S. DOE in its proceeding to establish new minimum federal efficiency appliance standards for residential furnace and boilers. NEEP will provide strategic briefing memos to initiative sponsors as a follow-up to participation in relevant national forums (e.g., ENERGY STAR Industry Partners Meetings). ENERGY STAR® Windows Overview The goal of the ENERGY STAR Windows initiative is to permanently change the regional residential marketplace for high-efficiency fenestration products (windows and skylights) in both new and existing homes so that product sales, and consumer and builder preferences, are reflected in increased market share for ENERGY STAR Windows and updated minimum building code requirements. ENERGY STAR Windows Initiative Status In 2002, NEEP was awarded a grant by U.S. DOE to significantly increase the market share of ENERGY STAR Windows in the Northeast region. With input from an Advisory Committee of initiative sponsors, NEEP completed a regional market characterization of the residential windows market that found in 2002 ENERGY STAR state-level market shares ranged from 25 percent to 54 percent. The study also identified retailer training as a critical strategy to achieve increases in ENERGY STAR window market share. In 2004 and 2005, NEEP developed and offered retailer window training in Massachusetts (in conjunction with KeySpan Energy and the GasNetworks), Maryland (with the Maryland Energy Administration), New Jersey (with the New Jersey Clean Energy Program) and Delaware (with the Delaware State Energy Office) in coordination with the Alliance to Save Energy (the Alliance). In 2004, NEEP included the revised ENERGY STAR level specifications in its building energy code training, and promoted the new specifications as minimum energy code requirements for new construction and replacement windows in northeast states. In 2005, NEEP completed a brief survey of window installation training and certification opportunities that found that in addition to manufacturer - and other training opportunities, at least two national training certification programs are available: Installation Masters and Association of Window and Door Installer (AWDI) Certification. The 2005 evaluation of the regional windows initiative recommended next steps regionally and nationally to maintain energy savings including encouraging development of tiered energy efficiency criteria for ENERGY STAR windows, reducing barriers to market penetration of ENERGY STAR windows in new construction, continuing retailer training, promoting state energy code revisions and improved compliance, and addressing the ever-challenging need for improved market data collection. In 2005, NEEP received additional funding from U.S. DOE to offer additional retailer training. NEEP will work with interested sponsors and other industry stakeholders to inform discussions about opportunities to increase energy savings from ENERGY STAR windows. Premium Efficiency Motors Overview The goal of the Premium Efficiency Motors initiative is to make NEMA Premium (National Electrical Manufacturers Association) motors and quality repair services the end user preference when purchasing new motors or repairing failed motors. Initiative Status Begun in 1998, the Premium Efficiency Motors initiative is facilitated by NEEP across a sevenstate region, which includes New Jersey, New York and New England. Much has been accomplished through the joint Motor-Up promotion and the New York Energy Smart Premium Efficiency Motors Program. As a result of financial incentives, coordinated marketing, special promotions in partnership with industry associations and marketplace education, the market share of premium efficiency motors in New England is estimated to be twice the national average, and is increasing in New Jersey and New York. The regional availability of consistent financial incentives for motors helped encourage major manufacturers to offer a broad range of premium efficiency motor options, and to embrace NEEP-endorsed NEMA Premium Motors as the common definition and brand for premium efficiency motors. Today, most motor dealers serving the northeast support sales of NEMA Premium motors. In addition, NEEP, initiative sponsors, NEMA, the Electrical Apparatus Service Association (EASA), and others jointly sponsor and implement the CEE-facilitated Motor Decisions Matter (MDM) campaign to promote motor management practices to high-level managers. 2006 Premium Efficiency Motors Goals The focus of regional initiative activities in 2006 is to: 1. Increase electric energy and demand savings through higher market penetration of premium efficiency motors. 2. High Efficiency Commercial Unitary HVAC Overview The goal of the regional High Efficiency Commercial Unitary initiative is to change the market for packaged HVAC equipment and services for commercial and industrial facilities to one in which efficient HVAC systems and quality installation and maintenance are standard practice in the Northeast. High Efficiency Commercial Unitary HVAC Initiative Status Begun in 1999, this initiative promotes high efficiency unitary HVAC equipment and economizer controls based on the CEE Tier 2 specification. To date - using regionally coordinated financial incentives, special promotions, and marketplace education - initiative sponsors have helped to pull into the Northeast a wider range of products that meet the Tier 2 specification and to increase sales of high efficiency units. Cool Choice, a joint regional promotion, implemented in New Jersey and New England, encourages the installation of Tier 2 units when customers replace or install packaged HVAC systems up to 30 tons in capacity, including dual enthalpy economizer controls. Complementing the joint promotion, LIPA, NSTAR, Efficiency Vermont and Efficiency Maine each offer a similar promotional HVAC program. NYSERDA has offered a marketing and training program for HVAC contractors on Demand Control Ventilation for HVAC systems and an Advanced HVAC Diagnostics project for HVAC technicians. Together, these efforts have achieved a market share of at least 10 percent for Tier 2 equipment compared to all unitary HVAC equipment sales, and laid the groundwork to increase savings through best practices in equipment maintenance. In 2005, the success of this initiative to increase the market share of high efficiency equipment helped lead to the establishment of new federal appliance efficiency standard based on the Tier 2 standard beginning in 2010 – a tremendous step towards market transformation for high efficiency equipment. NEEP coordinates this initiative with national efforts (CEE, ACEEE, the U.S. EPA and U.S. DOE). 2006 High Efficiency Commercial Unitary HVAC Goals The focus of regional initiative activities in 2006 is to: 1. New! - High Efficiency Commercial Lighting Overview The goal of the High Efficiency Commercial Lighting initiative is to achieve cost-effective energy and demand by overcoming market barriers to the availability and widespread market adoption of advanced T-8 fluorescent lighting systems as well as quality, energy efficient commercial lighting design. Initiative Status In 2005, U.S. DOE approved a grant submitted by NYSERDA with support from several initiative sponsors for a regional project coordinated by NEEP to use special promotions involving initiative sponsors commercial lighting programs coordinated with state and local government procurement programs to increase the availability and market adoption of advanced T-8 fluorescent lighting equipment. Advanced T-8 systems represent a 12 percent efficiency improvement from standard T-8 systems. Beginning in early 2006, this two-year project will use special promotions with lighting manufacturers and suppliers to at least double the current sales level of advanced T-8 lighting systems (i.e., fixtures assembled and shipped configured for qualifying high performance T-8 systems), making them routinely available through regional warehouses and distributors. Market research prior to the special promotions and data collection during the promotions will document the baseline market conditions and the impact of the project to increase the sales of advanced T-8 light systems. A final project report will inform future program activities to continue the market pull effect of the ratepayer-funded commercial lighting programs for advanced T-8 lighting systems, as well as future program opportunities to combine the market effects of ratepayer funded programs with government procurement to increase the market share of high efficiency products in northeast markets In addition, the initiative will include a component to research and develop a regional strategy to overcome market barriers to the widespread use of quality, efficient lighting design practices including high efficiency lighting equipment, controls and daylighting. Test new roles for state and local government purchasing in coordination with ratepayer-funded efficiency programs to advance market transformation for advanced lighting technologies. 6. Prepare a regional strategy to increase market adoption of best practices for quality, efficient lighting design. 2006 Commercial Lighting Initiative Activities NEEP will convene and facilitate a High Efficiency Commercial Lighting Working Group of initiative sponsors to co-fund and direct initiative activities to achieve these outcomes through: Regional Initiative Working Group: NEEP will convene, facilitate and assist a Working Group of initiative sponsors to co-fund and direct initiative activities. NEEP will assist the Working Group to prepare a detailed project plan to guide market research and the promotions, and to hire and manage contractors to provide necessary services. As project manager and facilitator, NEEP will convene and facilitate periodic Working Group meetings, teleconferences, and information exchanges; prepare and distribute meeting agendas and minutes, prepare and distribute draft materials and reports, and serve as an information resource. NEEP will prepare and distribute quarterly reports of initiative progress. Market Research and Analysis: NEEP will facilitate the Working Group to engage in appropriate market research to characterize the marketplace for advanced T-8 systems. This research will serve as a framework to guide the special promotions and as a baseline for the future analysis of program effects. The research will identify the major market players in the region for T-8 lighting systems, and document the market status of advanced T-8 systems. NEEP will facilitate the Working Group to finalize the scope of research, conduct research including retaining contracted assistance, and prepare a research report with findings and recommendations. Coordinated Marketing and Promotions: Based on the research findings, the initiative will leverage existing ratepayer funded commercial lighting programs combined with state and local government procurement to conduct a series of special promotions to stimulate demand for and sales of advanced T-8 lighting systems in the Northeast region. The effort will include a series of concurrent or successive promotions that target market channels identified in the market research, e.g. lighting manufacturers and their warehouses, independent lighting warehouse, and major distributors serving the customer market segments (e.g., institutional, property management firms, state and local government, big box retail). The promotions will be designed to solicit proposals to serve state and local government procurement. The regional strategy will assess remaining market barriers; consider the role of existing materials and programs (e.g., the DesignLights Consortium) and recommend program strategies including opportunities for collaboration to leverage market trends as well as regional and national resources. NEEP Funding: NEEP’s Commercial Lighting Initiative activities are funded by a grant from U.S. DOE and by initiative sponsors. Initiative sponsorship for High Efficiency Commercial Lighting, supplemented by grant funds from the U.S. DOE covers NEEP staff costs to facilitate and coordinate initiative activities. In addition, the U.S. DOE grant includes funds for contracted services for market research and to provide field support for a joint or coordinated promotion for T-8 systems. Depending on the scope of work developed by the project participants, initiative sponsors may need to provide supplemental funding for these contracted services, but NEEP will not charge a management fee to serve as a fiscal agent for this jointly contracted activity (i.e., is covered by the U.S. DOE grant). Identify strategic opportunities to coordinate program activities within the region to achieve long-term market transformation goals including crosscutting market sector approaches. C&I Exchange Status NEEP introduced the C&I Exchange in 2005 with two regional forums for initiative sponsors with guest speakers that addressed opportunities in new construction to increase energy savings including a focus on Best Practices in Daylighting and Commercial New Construction: Working with Green Buildings. As a follow-up, NEEP is facilitating a project of several initiative sponsors planned to assess the feasibility of regional daylighting laboratories to support industry use of best practices for daylighting. In addition to presentations by and discussions with leading experts, the regional forums provided an opportunity for a NEEP facilitated exchange between initiative sponsors of related issues, developments and experience. Participating initiative sponsors found these forums useful to inform strategic program development to increase energy savings and program cost-effectiveness, and encouraged NEEP to continue this service in 2006. 2006 C&I Exchange Topics NEEP will conduct two regional exchange forums with leading experts in 2006 on the following topics: • • Peak Savings: Energy Efficiency Programs and Demand Response Commissioning and Retro-Commissioning – Market Status and Trends in the Northeast NEEP will develop the content of each with initiative sponsor input. About Policy, Outreach and Communications Since 1996, NEEP has engaged in ongoing outreach, communication and education of our partners, policymakers, the media and others who are able to influence public policy. Purpose: Develop and maintain a positive environment for public policies and programs that promote energy efficiency in Northeast states. POC activities are guided by the Policy Committee of the NEEP Board of Directors, which defines the overall direction for the POC efforts on an annual basis. In addition, specific projects are served by Advisory Committees that inform project priorities, provide strategic information and referrals, review materials, and help coordinate NEEP projects with related efforts. A list of Policy, Outreach and Communications Advisory Committees is provided at the end of this section. New for 2006: • Support for Northeast states to help implement the energy efficiency measures included in climate change action strategies, particularly in partnership with the U.S. Environmental Protection Agency (EPA), as well as policies to ensure the adequacy of regional energy resources. Evolution of the Northeast States Minimum Efficiency Standards Project to support coordinated regional implementation of state appliance efficiency standards; capture remaining efficiency standards opportunities in Northeast states; and coordinate state input into federal standards-setting processes. Two Northeast states adopt new state energy efficiency product standards; three Northeast states implement new regulations as part of their adoption of new energy efficiency product standards; and five Northeast states provide coordinated input into the federal energy efficiency standards rulemaking process to ensure strong new national product standards. 3. In addition, POC staff will assist the achievement of public policy goals of NEEP’s Northeast Regional Building Energy Codes Project and the High Performance Schools Exchange, and will coordinate policy developments with the NEEP Regional Initiatives and other Training and Education project areas. C. 2006 Policy, Outreach and Communications Projects In 2006, NEEP will work to achieve these goals through three projects as follows: 1. Project activities are funded by grants and project underwriting. b) Strategic Communications An ongoing project, NEEP undertakes communications, media outreach, public relations and general visibility activities to: (1) Support the NEEP mission and the goals and objectives of the organization as a whole, (2) Raise the visibility of energy efficiency and its benefits among key influencers, including media and other organizations. Project underwriting funds Strategic Communications. 2. Northeast States Minimum Efficiency Standards Project Begun in 2002, NEEP facilitates a regional partnership of stakeholders across a ten state region to support the adoption and implementation of common state-based minimum appliance energy efficiency standards for products otherwise not federally pre-empted. The project also supports the adoption of federal standards that meet the needs of Northeast states. The successes of the Project to date were never more evident than in the Federal Energy Policy Act of 2005, which called for federal standards for 15 products that had been included as part of the Northeast States Standards Project. Advocates, trade groups and policymakers all acknowledged that the adoption of new product standards by the states of Rhode Island, Connecticut, New York, New Jersey and Maryland was key in securing the presence of new efficiency standards in the federal act. A number of additional opportunities remain for efficiency standards in Northeast states. Several that have within the last two years adopted standards – including New Jersey, New York, Connecticut, Rhode Island, Massachusetts and Maryland – may need support to facilitate the adoption of additional standards. NEEP plans to also continue its support of those states in implementing effective regulations for those new standards. In addition, momentum has been built in states where standards made significant policy advances short of full adoption – including Maine and Vermont – and where chances for the adoption of new standards is excellent. Finally, a number of opportunities exist for all of the Northeast states, through effective regional coordination, to influence the federal standards-setting process, particularly with regard to those products that have major impacts on Northeast markets, such as furnaces and boilers. In 2006, NEEP will continue to manage the Northeast Standards Project with an evolved focus on: • • • Securing adoption of new energy efficiency product standards in Northeast states. Working with authorities in states where standards have been adopted to ensure effective regulations and timely implementation on a coordinated basis. Project funding is provided by foundation grants and project underwriting. 3. Policy Projects under Development for 2006 Contingent upon funding, NEEP in 2006 will pursue two new avenues of policy work. These projects would leverage support from a number of stakeholders, and would build upon NEEP’s successful history of working regionally to help advance energy efficiency policies and programs. The proposed projects for development would include: a) Indicators and Protocols to Track and Support Energy Efficiency Policies in Northeast States As a new project in 2005, NEEP built upon the results of previous research and launched the Regional Protocols Project to develop common protocols for calculating energy savings and assessing cost-effectiveness from energy efficiency programs and projects. The Project was guided by an Advisory Committee that met initially in June 2005 and agreed to a needs assessment, prepared by NEEP, that called for research and evaluation of various methods for calculating and valuing energy savings among Northeast states. With funding from project underwriters and the U.S. Environmental Protection Agency (EPA), the Project’s main deliverables in 2005 were a summary of methods utilized by Northeast states for calculating and valuing energy savings and cost-effectiveness; the development of case studies to illustrate various methods; and a summary of key elements required to create consistent energy efficiency measurement protocols. With the completion of that project, and contingent upon funding, NEEP proposes to meet with policymakers and other key stakeholders in Northeast states to present and discuss the report results with the objective of building support to implement the recommendations (i.e., state commitments to studying and potentially adopting regional protocols for energy efficiency costs and savings). In addition, NEEP proposes to survey Northeast states to assess the status of other key indicators (beyond energy and capacity savings) that state governments use to track the energy, economic and environmental impact of energy efficiency and other clean energy resources (e.g., job impacts, energy intensity per gross state product, size and cost of energy imports, power plant emissions, carbon emissions intensity, etc.). Based on the survey, we would hold a regional forum to facilitate peer exchange regarding best practices to assess the impacts of clean energy policies. The results of the forum would be documented in a final project report for policymakers. Proposed topics for 2006 include: • Natural Gas Efficiency Analysis and Best Practices for the Northeast NEEP would provide technical support to states by surveying the status of gas efficiency policies and programs in Northeast states and holding a regional forum to examine the best practices in gas efficiency policies and programs to achieve the cost-effective potential. The forum results would be documented in a final report with recommendations for policymakers. The intent is to support state adoption of policies that increase gas end-use energy efficiency in a manner that encourages coordination between gas and electric efficiency policies and programs, and regional consistency in program design to minimize market confusion and increase impacts. Dependent upon funding, NEEP could also facilitate a regional analysis of the potential for end-use gas efficiency that could be presented as part of the forum. • Leading by Example – Status, Comparison and Peer Exchange about Policies in Northeast States to Increase Energy Efficiency in Government To support state commitments to reduce public sector energy consumption through procurement and through facility design, construction, renovations, operations and maintenance, NEEP would develop an inventory of these state and local policies in Northeast states with key contact information, assess and compare these policies in terms of impact and cost-effectiveness, prepare a report of findings and recommendations targeted to state policy makers, and facilitate an exchange between states about best practices. D. NEEP Funding NEEP’s POC activities are funded by grants from private foundations (The Energy Foundation, The John Merck Fund, Surdna), federal grants and contracts (U.S. EPA), and project underwriting by energy efficiency program administrators, utilities and other key stakeholders. NEEP’s professional Training and Education team collaborates with recognized experts and related programs regionally and nationally to develop and deliver highly effective training programs for target audiences. To provide excellence and consistency in training, NEEP maintains a pool of expert instructors, and coordinates training curriculum development across projects and sectors. Similarly, policy developments for building energy codes and high performance schools are coordinated with NEEP’s policy outreach and communication efforts. New for 2006: • Building Operator Certification introduction of continuing education workshops and online courses and implementation of Internet-based course registration and testing/scoring system. The High Performance Schools Exchange distribution of Regional High Performance Schools Guidelines for incorporation into state school construction regulations or use as a voluntary standard; implementation of a regional communication and outreach plan to reach additional schools; and conduct of a feasibility study for daylighting laboratories to provide technical assistance to the design community. Building Operator Certification Overview The goal of the Building Operator Certification (BOC)3 program is to establish and maintain resource-efficient building operations and maintenance (O&M) as the industry standard for commercial, industrial, and institutional building performance in the Northeast. To meet this goal, the BOC trains and certifies commercial/industrial building facilities staff on maintenance and operation best practices to save energy and water, and develop a more comfortable and healthy workplace. BOC Status With initial funding and support in 1998 from foundations and ratepayer energy efficiency programs, NEEP introduced the BOC program in three New England states in 1999. Now serving New York, New Jersey and all of New England, NEEP has trained over 1,800 individuals through the BOC program - more than any BOC license holder in the country. The BOC program consists of eight classroom modules devoted to various topics in resource efficient O&M practices. In 2005, NEEP established a marketing team to develop new market distribution networks for the program through strategic alliances with professional associations, government agencies and large employers. A BOC Advisory Committee of major corporations and organizations in the region guides and assists NEEP’s marketing efforts. In 2005, the program received an important boost from an independent Impact and Process Evaluation of the BOC study that, along with 2002 evaluation data, provides program administrators with data to claim energy savings for BOC participants. The evaluation demonstrated significant energy savings that persist 100 percent over a five-year period, and average energy cost saving of $9,482 per year to $22,473 on for a 500,000 square feet facility. BOC 2006 Goals In 2006 the BOC will: 1. Enroll 450 BOC students in 2006, with a certification rate of 60 percent. 2. Successfully market the BOC to generate revenues to cover program costs. 3. Demonstrate a high level of customer and course underwriter satisfaction with BOC products in 2006. 4. Implement the continuing education program to 580 graduates to achieve at least at 40 percent response rate from BOC graduates. NEEP holds a license for the BOC curriculum, materials and certification from the Northwest Energy Efficiency Council to serve New England and the Mid-Atlantic States, and works with NYSERDA and LIPA to implement the BOC program in New York State. 3 ___________________________________________________________________________ Northeast Energy Efficiency Partnerships, Inc. 5 Militia Drive, Lexington, MA 02421 781-860-9177 www.neep.org NEEP 2006 Business Plan Page 43 Major BOC Activities in 2006 • BOC Marketing and Sales: To recruit new students for the BOC 100 and 200 classes, NEEP will work with professional organizations, trade associations, businesses, institutions, efficiency program administrators, utilities and government agencies to bring their members, customers or employees to BOC course offerings. NEEP will seek “guaranteed reserved seat” agreements with these organizations for a minimum number of guaranteed seats (or whole classes), and provide them with information, materials and information sessions to successfully recruit BOC students. NEEP will continue to market BOC products to previous enrollees to complete the requirements for recertification, and to identify potential new students. NEEP will continue to publish the biannual BOC Newsletter and selectively participate in trade shows and events to increase the visibility of the BOC before key market segments including state/federal government, healthcare, real estate, hospitality, manufacturing, wholesale trade, and education. Product Development: NEEP will introduce products for the continuing education program including one-day workshops in subject areas such as “Indoor Air Quality” “Energy Conservation Techniques”, “Efficient Lighting Fundamentals” and “Energy Savings for Business Managers”. NEEP will also complete the development of the BOC curriculum customized for “High Performance Schools”, and complete an update of the “Energy Codes” module for the 100 series to reflect state-specific updates to building energy codes. Product Delivery: NEEP will deliver at least 18 BOC classes for the 100 and 200 series using qualified instructors and an automated registration system that supports Web-based student testing and certification. With this, NEEP will seek to consistently track square footage controlled by enrollees and capture market demographics of participants. Additionally, NEEP will deliver four topical one-day workshops to past and potential BOC students in the region, and expand its continuing education and recertification program to reach 60 percent of BOC graduates. Evaluation and Improvement: NEEP will implement continuing improvement processes to evaluate training methodologies, impacts, course content, instructor effectiveness, student retention and administrative procedures and use the results to increase the value of the program to customers. High Performance Schools Exchange Overview The High Performance Schools Exchange (Exchange) is a regional project serving the Northeast region with the long-term goal that, by 2010, the majority of new and renovated school buildings will be built using high performance school principles of design and construction that provide an excellent learning environment, exceed minimum building energy code4 by at least 20 percent, and incorporate sustainable materials and technologies. Current Status The Exchange serves as a primary information resource for state groups and initiatives in New England and New York that are working to bring high performance schools principles to school construction and renovation. NEEP works at the state and local levels to support development of public policies that encourage high performance school design and to assist specific school construction projects. NEEP participates in or assists state and local high performance schools initiatives by providing training and information, responding to requests for information, conducting research, preparing materials and technical guidelines, and connecting groups with the experience and results of others working towards similar goals. Through its newsletter, Exchange Briefings, NEEP connects interests across the region with people, actions, developments and resources for high performance schools. NEEP’s Online High Performance Schools Resource Center – updated in 2005 with case studies of schools in the Northeast and links to other sites– serves school planners, design professionals and policymakers with general information about high performance schools. In 2005, NEEP drafted a Regional Guideline and Technical Protocol for high performance schools for use by school districts to guide design, and by state agencies (e.g., education departments) as standards to be incorporated into their construction regulations. The guidelines reference and build off of existing materials developed for other regions. In Vermont, Rhode Island and New York, NEEP is assisting state level initiatives to integrate high performance standards into school construction guidelines. In New Hampshire and Maine, NEEP provides information to assist implementation of high performance school policies. Similarly, NEEP assists groups and school communities in Connecticut concerned with high performance schools. In Massachusetts, NEEP works with the Massachusetts Technology Collaborative (MTC) Green Schools Program to provide outreach and technical support to school communities to use high performance principles in school construction and renovation projects. For the MTC, NEEP is preparing a DVD and other materials for school committees and administrators to build their knowledge and familiarity with high performance schools and their benefits, and is preparing a version of the Building Operator Certification program for facility managers and operators of high performance schools. State education departments or school construction funding agencies in all six New England states commit to high performance school design through legislation, incorporation of standards into school construction regulations or active support to use voluntary guidelines in state-funded school construction or renovation. 2. Fourteen additional school district building committees across Connecticut, Massachusetts, Rhode Island and Vermont commit to designing a high performance building. 3. The pool of architects, engineers and builders qualified to serve high performance schools design and construction in New England increases. Major Activities in 2006 to Achieve Outcomes • Policy Development: In 2006, to support state adoption of high performance schools policies for school construction and renovation, NEEP will serve high performance school initiatives in individual states to research, prepare and present to policy makers recommendations to make high performance school buildings a priority in New England and New York. In doing so, NEEP will coordinate these state initiatives with agencies and advocates promoting healthy schools, Climate Change Action Plans and ratepayer-funded energy efficiency programs. In 2006, NEEP will convene a regional forum of state agency staff, high performance schools initiatives, and other stakeholders to learn from each other and collaborate when appropriate to advance high performance schools. • Outreach and Communication: To reach additional school communities, NEEP will implement a communications plan in New England to build public and school personnel knowledge of and support for high performance schools including information about national, regional and state efforts. Key elements of the plan include updating and expanding the Online High Performance Schools Resource Center, coordinating press contacts with state working groups, preparing media kits and quarterly distribution of the Exchange Briefings newsletter. Direct outreach to Massachusetts schools on behalf of the MTC will be a particular focus in 2006. In addition, NEEP will conduct targeted outreach to develop state and local funding sources for up-front design services that incorporate energy and resource-efficient and renewable technologies in feasibility studies at the very beginning of school renovation or construction projects. • Training and Technical Assistance: To increase the pool of architects, engineers and builders qualified to serve high performance schools design and construction, NEEP will work with state agencies and institutions in New England to design and develop workshops and training on high performance schools for the design community and school construction decision-makers. ___________________________________________________________________________ Northeast Energy Efficiency Partnerships, Inc. 5 Militia Drive, Lexington, MA 02421 781-860-9177 www.neep.org NEEP 2006 Business Plan Page 46 To provide direct technical support to school projects in Rhode Island and the Rhode Island Department of Education (RIDE), NEEP, on behalf of the Rhode Island State Energy Office, will contract and manage a “circuit rider” experienced in high performance school design and construction. To build capacities to operate and maintain high performance schools to perform as intended, NEEP will complete the development of the high performance schools Building Operator Certification Program and, after pilot testing in Massachusetts, expand its availability to other northeast states. • Tools and Materials: To support state adoption of high performance schools policies for school construction and renovation, NEEP will complete, publish and promote the Regional High Performance School Guidelines and Technical /Protocol for use by state construction funding agencies as a tool to incorporate high performance school design principles in statefunded projects. NEEP will also complete and distribute the DVD that documents the experience and benefits of recently constructed high performance schools in Massachusetts. Research and Development: NEEP will maintain a regional database of high performance school case studies including documented costs and benefits, a database of high performance school design professionals, programs and resources serving the region, and track school construction projects and awareness of high performance schools. Subject to project funding, NEEP will conduct a feasibility study for Daylighting Laboratories to assess the need for daylighting technical support services for the design community; build state, academic and industry support for daylighting laboratories as a form of technical assistance; and write a business plan for implementation should the research warrant. NEEP Funding: The High Performance Schools Exchange is funded in 2006 by grants from The Henry P. Kendall Foundation and the U.S. DOE, a contract with the Massachusetts Technology Collaborative and project underwriting by energy efficiency program administrators, utilities and other key stakeholders. Project underwriting for the HPSE, supplemented by grant and contract funds, covers the cost of NEEP staff to facilitate and coordinate the HPSE activities and to deliver the products described above. That funding, however, does not include contractor costs to conduct a Daylighting Laboratories Feasibility Study which will be handled as separate special project with cost sharing as agreed to by the project participants. Northeast Regional Building Energy Codes Project Overview The goal of the Northeast Regional Building Energy Codes Project is to achieve significant energy savings in new construction, remodeling and renovations through up-to-date building energy codes in Northeast states that meet or exceed national model energy code requirements, and to attain a high level of energy code compliance (75 percent or better). Status Guided by a Regional Building Energy Codes Advisory Committee since 1998, NEEP works with the U.S. DOE, state agencies, utilities, energy efficiency program administrators and other stakeholders to achieve the project goal. The Northeast Building Energy Codes Project plays an active role in facilitating the adoption and implementation of progressive energy codes in the Northeast states through a strategy that: • • • • Promotes the development, adoption and implementation of science based, progressive building energy codes designed for clear and consistent interpretation and implementation. Provides training and technical support so that the marketplace understands the code requirements and how to implement them. Facilitates access to resources to help states effectively develop and implement building energy codes. Links building energy codes with programs that promote technologies and best practices beyond code requirements as part of an overall strategy to transform the market for energy efficient design and construction. Building Energy Codes Goals for 2006 NEEP will work with Northeast states to achieve the following outcomes by the end of 2005: 1. At least 75 percent of Northeast states base their building energy codes on IECC 2003 or more efficient. 2. At least 600 building industry professionals in Northeast states receive regionally or nationally developed residential or commercial energy code training. 3. Building code administrators in northeast states are informed of and have access to resources regarding current energy code issues, models and compliance programs that can increase energy savings. 4. Policymakers in northeast states allocate resources to maintain up-to-date state building energy codes and achieve high levels of compliance. ___________________________________________________________________________ Northeast Energy Efficiency Partnerships, Inc. 5 Militia Drive, Lexington, MA 02421 781-860-9177 www.neep.org NEEP 2006 Business Plan Page 48 Building Energy Codes Activities in 2006 • Training and Education: To develop marketplace capacities to achieve a high level of building energy code compliance, NEEP facilitates regional and state-specific projects involving energy code administrators, state and federal agencies, energy efficiency program administrators and industry stakeholders to plan and implement quality energy code training programs and develop technical materials for the design and construction community. In some cases, code training is linked with best practices to exceed minimum requirements and capture additional cost-effective energy savings. NEEP services include developing and managing state-wide training program, developing and customizing training materials, training trainers to expand the pool of qualified resources, and arranging and leveraging resources to achieve training program goals. In some cases, NEEP staff delivers training to code officials and other target audiences. NEEP’s 2006 energy code training plan includes:5 o Assisting energy code training projects planned by state energy code administrators in Vermont, Rhode Island, the District of Columbia, Maine, Pennsylvania, Maryland, Delaware, Connecticut, and if their energy codes are updated - Massachusetts and New Jersey. o Assisting New Hampshire to conduct a residential field assessment and training project, and to develop a New Hampshire Commercial Building Guide from existing materials. o Assisting New York and Connecticut to develop an up-to-date residential builder’s field guide. o Qualifying as an American Institute of Architects registered provider of continuing education credits. • Technical Assistance: As requested, NEEP provides technical information to assist state building energy code update processes. NEEP services include research and analysis, information transfer between states, and participation in technical forums. NEEP also assists states to participate in national building energy code development processes (e.g., IECC and ASHRAE) by researching, recommending and tracking changes to model energy codes that address the needs and issues of northeast states. To maintain expertise and to facilitate information and knowledge transfer, NEEP participates in relevant regional and national forums, and maintains a database of issues and developments important to the Northeast. Energy code issues of particular interest at the start of 2006 include the new federal appliance efficiency standard for residential air conditioners that begins in January, window glazing strength versus efficiency, and residential insulation and window-to wall ratio requirements. Priorities for NEEP technical assistance to update energy codes in 2006 include New Jersey, Massachusetts and New York. NEEP will also continue to provide technical assistance to 5 For most of these, NEEP’s 2006 budget includes only planning and facilitation costs to develop training programs and materials (e.g., field guides). Given state travel restrictions, Advisory Committee meetings are held by teleconference and in conjunction with other energy code related meetings (e.g., regional chapter meetings of the International Code Council). NEEP also prepares and distributes materials to build understanding among other policy makers (state air quality and energy regulators, legislators, etc.) about the role of building energy codes to meet state and regional energy, environmental and economic policy goals, and the benefit of allocating resource to support energy code develop and technical support for code officials and the regulated community to achieve high levels of code compliance. Outreach activities include a semi-annual newsletter, topical teleconferences, presentations at national and regional conferences, and preparation of comments for public policy forums. • Research and Analysis: In addition to state specific research and technical assistance, NEEP maintains a key contact list of energy code administrators, beyond-code new construction program administrators in each Northeast state, relevant professional and trade associations and other stakeholders. NEEP tracks the status of state energy codes and state needs for technical support and resources to maintain effective energy code program. NEEP also maintains a “pipeline” list of energy code development issues and options to increase energy savings. In 2005, NEEP will propose and seek funding to update its 1998 analysis of the energy, economic and environmental impacts of energy code updates and various levels of compliance in northeast states. NEEP Funding: NEEP’s Regional Building Energy Code Project activities are funded U.S. DOE and project underwriters. NEEP assistance to states requires matching funds of 25 percent or more to leverage federal funding. Project underwriting for the Regional Building Energy Code Project, supplemented by grant funds from the U.S. DOE, covers the cost of NEEP staff to facilitate and coordinate project activities and to provide technical assistance and training to state-specific building energy code efforts.
