There is an adequate, effective and efficient program directed toward an aviation accident or
incident occurring at, or in the immediate area.


Description
The “Fire Suppression Program” incorporates a standard response for identified aircraft accidents
or incidents, which will encompass a response to a reported aircraft accident, either civilian or
military, occurring within the boundaries of the Town of Hilton Head Island.


The standard response will require isolation, fire fighting and medical triage and treatment of
involved persons. The responding company(s) may become involved in immediate fire fighting
activities, extrication and or medical treatment of involved persons. The Beaufort County Airport
Crash Crew is the primary responsible agency involving incidents on at the airport. The
Department is the primary responsible agency for incidents not at the airport but within Town
limits. The County Crash Crew relies on mutual aid from the Department, local military units,
and any other state or federal response that is available for timely response.


Appraisal
The “fire suppression program” is able to provide initial response to an aircraft accident or
incident and provide operational level assistance to the local responding County Crash Fire
Rescue team. The proficiency of the Department personnel for response to aircraft incidents is
sufficient for the level of response currently authorized.


Plan
The Department will continue to evaluate the response needs and capabilities and make
adjustments as required.

PERFORMANCE INDICATOR – 5I.1
Given the agency’s “standard of response coverage” and emergency deployment objectives as
described in Criterion 3A.2, the agency meets their staffing, response time, apparatus and
equipment deployment objectives for each type and magnitude of aviation incident.


Description
The Department has a response policy, which provides for automatic aid for aircraft incidents.
The policy indicates the Department will respond in a support role as a back-up agency to the
Hilton Head Airport Emergency Services. There are seven engine companies, one truck-
company and the capability of having 7 ALS ambulances. All required equipment and supplies to
handle an operations level fire response, in a support role, to an aircraft incident are carried on
each engine. Extrication and medical assistance to the injured will be provided by the truck-
company and the appropriate service level and number of ambulances required at the incident
scene. The Department has the ability to utilize its rescue unit (Rescue 2) for aircraft incidents.


Appraisal
The Department’s response will be in a support capacity to Beaufort County’s Hilton Head
Airport Emergency Services crew and/or a military response, dictated by the incident type. The
fire attack and extrication capabilities of the Department are adequate when responding in a
support role to the Airport Emergency Services (Crash Rescue) crew. The medical response
capabilities, to include triage treatment and transport of the injured, are adequate for the
anticipated incident magnitude. For incidents occurring off airport property, the Department is
adequately equipped to mitigate aircraft incidents and has been demonstrated in the past.

There is appropriate and adequate equipment on response apparatus to meet the current
airport/airfield category established by the agency.


Description
The Department responds to aircraft incidents primarily in a support role. There is no
responsibility or operational capacity to respond as the primary agency to an aircraft incident
occurring on airport property. The Department will respond to incidents in support of the Airport
Crash Fire Rescue crew with a response identified by policy. The Department responds structural
apparatus with appropriate equipment to assist in airport operations. The Department has the
ability to utilize its rescue unit (Rescue 2) for aircraft incidents.


Appraisal
The apparatus and equipment is adequate for the level of response objectives.


Plan
The Department will continue to evaluate the response needs and capabilities and make
adjustments as required.

Description
The Department responds to aircraft incidents primarily in a support role. There is no
responsibility or operational capacity to respond as the primary agency to an aircraft incident
occurring on airport property. The Department will respond to incidents in support of the Airport
Crash Fire Rescue crew with a response identified by policy. The Department responds structural
apparatus with appropriate equipment to assist in airport operations. The Department has the
ability to utilize its rescue unit (Rescue 2) for aircraft incidents.


Appraisal

A current standard operating procedure manual or general guidelines manual is in place to direct
aviation fire fighting and rescue activities.


Description
The Department responds to aircraft incidents primarily in a support role only. The standard
response will require isolation, fire fighting and medical triage and treatment of involved persons.
The responding company(s) may become involved in immediate fire fighting activities,
extrication and or medical treatment of involved persons. The Beaufort County Airport Crash
Crew is the primary responsible agency involving incidents on at the airport. The Department is
the primary responsible agency for incidents not at the airport but within Town limits. The
Department utilizes tactical procedures as guidelines for aviation incidents occurring off airport
property.

There is an information system in place by which to provide information to analyze the aviation
rescue and fire fighting services program.


Description
The Department responds to aircraft incidents primarily in a support role. There is no
responsibility or operational capacity to respond as the primary agency to an aircraft incident.
When the Department responds to support the Beaufort County Airport Emergency Services
Crew, that information is documented utilizing the department’s FireRMS records management
system. The Department utilizes this records management system for all activity as dictated in
Department policy.


Appraisal
There are adequate informational systems in place to capture information on aviation rescue and
fire-fighting services through the FireRMS system. This information can be extracted for
evaluation as necessary.


Plan
The Department will continue to evaluate the response needs and capabilities and make
adjustments to the informational system as required.

PERFORMANCE INDICATOR – 5I.6
There is a periodic appraisal made of the aviation fire fighting and rescue program.


Description
The Department does not have a program on line to appraise aviation fire fighting and/or rescue.
The Department will follow the guidelines and ordinances of the Beaufort County Crash Fire
Rescue group as requested. The Department does conduct an overall community needs
assessment and evaluations its ability to respond to those needs.


Appraisal
The Department’s evaluation/appraisal process for aviation fire fighting and rescue is appropriate
based on the level of responsibility for these incidents..


Plan
The Department will continue to evaluate the response needs and capabilities and make
adjustments as required.
