Yosemite National Park National Park Service U.S. Department of the Interior Guide To Using PEPC—Planning, Environment, and Public Comment A new way to submit public comments for National Park Service projects and planning efforts. What is PEPC? Planning, Environment, and Public Comment (PEPC) is a web- based system that has been created for and adopted by the National Park Service (NPS) to be used nationwide. This system will allow people to gain access to current plans and related documents that are available for review and open for comment. Public comments can be submitted through the PEPC system. The public will also be able to access schedules for particular projects, as well as specific information about public meetings. While the PEPC system will become the primary vehicle to submit and review comments, the park will continue to accept comments from the public as it always has, by e- mail, fax, or mail. Yosemite is now adding plans or projects to view or comment on in the PEPC system. This will continue to expand and include more projects over the next 6- 12 months, as we continue to explore the capabilities of this new system. How do people access PEPC and what will they see? Anyone with an internet connection can access the site to find out what projects are available for public review, submit comments, or make information requests. The website is http://parkplanning.nps.gov. You will find the following sections in the main navigation menu of PEPC: Home: Access all projects and parks with which you are interested. Parks: Find projects by park. To narrow the list, select a park or region and click “Show Parks”. Plans/Documents: You can select listed plans/documents on this page to see more information about that plan/document. To limit the list to only those plans/documents available for public comment, select "Only Plans/Documents Open for Public Comment". To further narrow the list, select a project type, park, or state. After making your selections, click “Show Plans/Documents.” Policy: From this page you can access policies, reference material and other information related to the National Park Service and its administration. Links: This page contains links that provide sources of additional information about planning, resources and the environmental impact analysis process for the National Park Service. Search: You can search publicly available plans and environmental documents for the National Park Service. Are there Yosemite projects available to review on PEPC? Yes. Yosemite is currently in the process of implementing the PEPC system and has begun uploading current projects. The public will be able to view and comment on park Environmental Assessments (EA) and Environmental Impact Statements (EIS). They will also be able to view completed Categorical Exclusions (CE). At this time, the park is just beginning to post projects and plans available for the public to review on PEPC; however, as we implement the system in the park over the coming months, additional projects will begin to be posted. Yosemite projects and plans are available for comment and review at: http://parkplanning.nps.gov/yose. To submit comments through PEPC, go through the following steps: • Click on the name of the particular project or plan that you are interested in • Click on “Documents and Links” • There you will find any available information pertaining to the project or document • To comment on the project or document, click on “Comment on Document” in the left column. Public Participation Public participation is critical to management and planning in Yosemite National Park. Here are some ways to stay involved: Review draft plans, final plans, press releases, and planning updates on the park’s web site at www.nps.gov/yose/planning. Access documents as they become available or submit comments through PEPC at http://parkplanning.nps.gov. The specific address for Yosemite projects is http://parkplanning.nps.gov/yose. Add your name to the park’s planning mailing list (to address/fax/email below) and receive the Planning Update newsletter as well as other planning related notices.
