1.0 Karnataka State Police Housing Corporation (KSPHC) invites tender from Firms /
Companies in two bid system, will be conducting Online eTendering coupled with Reverse
Auction (RA) event for the award of the work on item rate basis:

2.0 Pre- qualification requirements:
The intending Bidder should:
i) be registered with KSPHC.
ii) posses a digital signature certificate for placing the commercial bids online.
iii) Bidder should be a registered Company for more than 3 years. Documentary
evidence should be provided.
iv) The Company / JV / Consortium of companies / MoU of Companies should either
be an Indian Company or have an Indian company as the leading partner. Each
member of the Consortium should have an office in India. The documentary
evidence like Copy of the MoU / Agreement entered with JV / Consortium should
be enclosed.
v) have satisfactorily commissioned one CCTV Surveillance System work costing not
less than 30% of amount put to tender during any one of the last 3 financial years
including current year in any Govt. Dept. / Govt. undertakings / Autonomous bodies /
Local or municipal bodies with Govt. Grants / Reputed works in Private Sector. Work
completion Certificate regarding this requirement is to be furnished duly issued by an
officer of Rank not less than Executive Engineer or equivalent Rank in the Private
Sector. Mere submission of work orders etc. will not suffice.
vi) annual turnover during any one of the last 3 financial years including current year
should not be less than the amount put to tender. In this regard Certificate / Audited
Balance Sheet from Chartered Accountant is to be enclosed.
vii) enclose the Certificates regarding IT returns for the past three years, ST registration
Certificate.
viii) have their own e mail ID and have in their Company / firm computer personnel
capable of uploading information about project progress through internet to the project
Website of the KSPHC www.ksphc.org and a competent person to participate in the
online tendering / reverse auction process.
ix) The participating bidders will have to pay Earnest Money Deposit of
Rs. 1,59,440 /- to be paid by way of Demand Draft (DD) drawn on a Scheduled
Bank in favour of C&MD, KSPHC, Bangalore, failing which the tender will be
rejected. Photo copies of the DD is to be scanned & uploaded with the bid & the
original DD shall be sent to the Executive Engineer Contracts, KSPHC, Bangalore so
as to reach before the opening of technical bid i.e. on or before ………………..
up to ------ PM.

x) The participating bidders will have to pay non-refundable tendering charges of
Rs. 10,400 /- (Rs. 10, 000 + 4 % ST) to be paid in the form of Demand Draft drawn in
favour of C&MD, KSPHC, Bangalore. Photo copies of the DD is to be scanned &
uploaded with the bid & the original DD shall be sent to the Executive Engineer
Contracts, KSPHC, Bangalore so as to reach before the opening of technical bid
i.e. on or before ……………….. up to ------ PM.
xi) The Firms / Companies registered with State SSI / NSIC are exempted from paying
tendering charges & Earnest Money Deposit, but they should enclose a certificate
attested by the competent authority to the effect that they are registered with State
SSI / NSIC
3.0 Two Bid System Procedure :
1. The technical bid shall include the Scanned documents as required for establishing
the Pre Qualification Requirements, the Scanned images of DD’s drawn towards
EMD & tendering charges.
2. Both the Technical & Financial Bidding is done through e-tendering only.
The agency shall upload the Technical Bid & Financial Bid online only.
3. The originals of the documents uploaded i.e. Pre Qualification Requirements
(PQR) documents, DD’s drawn towards EMD & tendering charges & any other
relevant documents / technical brochures etc. in support of the documents uploaded
have to be submitted in hard copy to this office before the opening of technical bid.
4. Financial bids of the technically qualified bidders only will be opened.
5. At any time after the issue of tender documents and before the opening of the
tender, the tender Inviting authority may make any changes, modifications or
amendments to the tender documents and shall send intimation of such change to
all those who have purchased the original tender documents.
6. Intending bidders are requested to undergo training for online e Tendering through

8.0 The bids containing conditions what so ever will be summarily rejected.
9.0 KSPHC reserves the right to verify any information/ document furnished, in respect of
works carried out by the bidder should the circumstances so warrant in the overall interest
of the Corporation.

10.0 KSPHC reserves the right to accept any or reject any or all bids without assigning
any reason thereof.
