                PERFORMANCE MEASURES REPORT FOR POSTSECONDARY
                NON-CREDIT BEARING VOCATIONAL PROGRAMS - CTEA-2

                                     2009-10 COLLECTION YEAR

   Designed to collect information on program performance, the data this form collects meets a
condition for participation in the Carl D. Perkins Career and Technical Education Act program. The
U.S. Office of Education now requires the State Education Department to collect and report gender and
race/ethnicity splits for all items on our credit-bearing and non-credit CTE forms.

Please submit your CTEA2 student records as an Excel file, a comma delimited file, or an Access
database:
    ● Base the file on the description in the file layout tab of this spreadsheet.

    ● Design and provide a tracking ID that will allow NYSED to send edit questions back to you.

    ● Supply the contact information specified in the Form Processing tab of this spreadsheet.

    ● Name the data file using your institution name and SED code:

The Reporting Universe

1. The Perkins Act requires performance assessment information as a condition of participation in
both credit and non-credit bearing vocational programs. This includes reporting for all vocational
programs, not only vocational programs that receive Perkins funding support. Reporting on completion,
placement and employment retention of completers (post-completion status) is required. Reporting for
non-credit bearing vocational programs requires CIP, not HEGIS, codes. This request applies to non-
credit bearing programs.
2. Report on enrollees in non-credit vocational programs of 100 contact hours or more in the
preceding academic year. (Review the definition of enrollee below.)



Definitions
Non-Credit Vocational Education Programs: Organized educational programs of 100+ contact hours offering
a sequence of courses directly related to preparing students for unsubsidized employment in current or emerging
occupations requiring other than a baccalaureate or advanced degree. Such programs include competency-based
applied learning that contributes to academic knowledge, higher-order reasoning and problem-solving skills, work
attitudes, general employability skills, and the occupational-specific skills of an individual.


Enrolled: A student who has made it known, through a declaration of intent, payment of enrollment
fees, registration, or by some other means, that he/she intends to complete a vocational education
program or who has completed over 50 percent of the total contact hours in such a program.
Include all enrolled in the reporting year (between September 1, 2008 and August 31, 2009).

Program Name (Pgmname): Include the name used at your institution for the credit-bearing
vocational program on which you are reporting.

3. Program Code. Your institution is responsible for providing institution-specific program codes.
Please refer to the list of assigned numbers reported by your institution last year, and continue to add
numbers for new non-credit programs at your institution. (For example: assign codes beginning with
N00001 for the first program and continue to number sequentially for subsequent programs (N00002,
etc.). Once a code is assigned to a particular program, the same code must appear on that program
every year the program is reported. Do not use the code for any other program.


CIPCODE: The federal IPEDS Classification of Instructional Programs code for the program. Use the
CIP 2000 codes and treat this field as a text field with the format xx.xxxx Include the decimal,
leading zeros and trailing zeros. To look up CIP codes, see:

Contact Hours: Indicate the total number of contact hours in the program. One contact hour is 50-70
minutes of instruction.

Collection Year: The academic year in which this year's form is due. Whether the due date is
June 1, 2010 or another date (due to an approved extension), the collection year is 2009.

Reporting/Data Year: The collection year -1.

                                         Racial/Ethnic Descriptions

1997 "New" Standards: Answer Hispanic category AND all others that apply. Please use new
standard if possible.
o    Hispanic – A person of Cuban, Mexican, Puerto Rican, South or Central American, or other Spanish culture
or origin, regardless of race
o    American Indian/Alaskan Native – A student having origins in any of the original peoples of North and
South America (including Central America), and who maintains tribal affiliation or community attachment.
o    Asian – A student having origins in any of the original peoples of the Far East, Southeast Asia, the Indian
subcontinent including, for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine
Islands, Thailand, and Vietnam
o    Black or African American – A student having origins in any of the black racial groups in Africa. Terms
such as “Haitian” or “Negro” can be used in addition to Black or African American.”
o   Native Hawaiian or Other Pacific Islander – A student having origins in any of the original peoples of
Hawaii, Guam, Samoa, or other Pacific Islands.

1977 "Old" Standard

o    American Indian/Alaskan Native – A student having origins in any of the original peoples of North and

Disabled: A student with a physical or mental impairment that substantially limits one or more of the
major life activities of such an individual; and with a record of such impairment; or regarded as having
such an impairment.


Displaced Homemaker: A student who a) has worked primarily without remuneration to care for a
home and family and for that reason, has diminished marketable skills; or b) has been dependent on the
income of another family member but is no longer supported by such income; or c) is a parent whose
youngest dependent child will become eligible to receive assistance under Part A of Title V of th Social
Security Act not later than two years after the date on which the parent applies for assistance under this
title; and is unemployed or underemployed and is experiencing difficulty in obtaining or upgrading
employment.


Single Parent: A student who is not married or who is legally separated from a spouse and (1) has a
minor child or children for whom the parent has either custody or joint custody or (2) is pregnant.



Limited English Proficient: A student who has limited ability in speaking, reading, writing, or
understanding the English language, and (1) whose native language is a language other than English; or
(2) who lives in a family or community environment in which a language other than English is the
dominant language.

Economically Disadvantaged A student who participates in any of the following economic assistance
programs: Pell Grant, Tuition Assistance Program (TAP), Aid for Part-Time Study (APTS),
Educational Opportunity Program (EOP); Higher Education Opportunity Program (HEOP), Search for
Education, Elevation and Knowledge (SEEK), and College Discovery (CD), Bureau of Indian Affairs
Higher Education Grant Program (BIA), Temporary Assistance for Needy Families (TANF), Workforce
Investment Act (WIA), Social Security Insurance (SSI), Women, Infants and Children (WIC), Other
public assistance programs serving economically disadvantaged such as: Food Stamps, Home Energy
Assistance Payments (HEAP), Supplemental Security Income, Trade Readjustment Act, and Refugee
and Immigration Affairs Assistance; Revised: Or an adult with a documented total family income
below $15,140 for single persons or $20,390 per couple or $25,650 for a family of three, with an
additional $5,250 for each additional family member.

Revised: Or an adult with a documented total family income below $14,100 for single persons or
$19,600 per couple or $22,350 for a family of three, with an additional $4,350 for each additional
family member.

 YearEndStatus: Status of the student as of August 31 of the collection year: still enrolled in the
program, completed the program/received certificate or degree, left the program, status undefined.
****Persisters/Still Enrolled:
Had not received a credential but was still enrolled in this program or another program at this
institution (registered for the summer 2009 and/or fall 2009 semesters).
****Completers: Students who completed all of the requirements of a non-credit vocational education
program. For non-credit programs, completion generally entails awarding some type of certificate that
satisfies industry standards in an occupational field.
****Others/Not Enrolled: Terminated enrollment without completing the program.

                                  New: Technical Skill Assessments
Technical skill attainment measures include credentials, certifications or licenses that are widely
recognized by business and industry as reflecting mastery of a broad base of technical skill
competencies and knowledge required for a specific career and are aligned with industry standards.
Technical skill assessments must be approved by an industry-recognized external third party.

This definition of technical skill attainment is limited to broad assessments (exams or multiple-
exam certifications) of skills taught in each program . These assessments typically reflect end-of-
program technical skill readiness. Examples are the cosmetology practical exams and the MCSE for
Network Systems.
Possible approaches to gathering data at the local level include enrollee surveys and follow-up
completer surveys. When you survey, request the precise names of exams and certifications. Refer the
results to instructors, and use their judgments to compile a list of broad assessments your institution
deems suitable as broad technical skill performance measures. Report your selections to us on the
"Tech Skill Assessments & Certs" worksheet of the CTEA2 form.


TSATaken: Unduplicated count of industry recognized program-breadth technical skill assessments
taken through the 2nd quarter after the program. (Count each test only once per student, no matter how
many times the student took it.)

TSAPassed: Number of program-breadth technical skill assessments related to this program passed through the
2nd quarter after the program.

CompleterEmp2ndQ: Employment status of the completer during the 2nd quarter after the end of the
reporting year (Oct-Dec.), or six months following each student's graduation date. Institutions are free
to use any combination of follow-up surveys, wage records, or other means to determine completers'
status at the requested point in time.

****Employed, Training-Related: Obtained unsubsidized employment in a field in which the skills
acquired in the program are essential and directly related to satisfactory job performance. This includes
completers who are in full-time training- related employment (at least 35 hours a week), completers
who are in part-time training-related employment, and completers who are in training-related
employment and who are also pursuing additional education.
****Employed, Not Training-Related: Obtained unsubsidized employment, but not in a field related to
the skills acquired in the program of study, or obtained employment in a field in which the skills
acquired in the program are partially or slightly related to satisfactory job performance. This includes
completers who are in full-time non-training related employment (at least 35 hours a week), completers
who are in part-time non-training-related employment, and completers who are in non-training-related
employment and are pursuing additional education.
****Employed, Military: Entered the military.
****Not Employed Not Seeking Employment: completer who, within 180 days of completing the
program, indicated he/she was not employed and not seeking employment.
****Not Employed Seeking Employment: completer who indicated he/she was not employed but was
seeking employment.
****Other/Unknown: Employment status unknown. Colleges with large numbers of students in this
category for any program may be contacted and asked to identify program outcomes for these students.

CompleterEduc2ndQ: Accepted/enrolled in another educational program, either at the original school
or at another school offering postsecondary or adult education programs, during the 2nd quarter after
the end of the reporting year (Oct-Dec.). A completer may be both employed and pursuing additional
education at the same time.
