Summary
"The independent advice sector is a key component of London’s Voluntary and Community Sector. Over 700
organisations form a considerable and distinct constituency, providing vital advice and information about rights,
entitlements and responsibilities on issues such as housing, employment and income maximisation for individuals
and communities within inner and outer London. It is widely recognised that socially excluded people face a
disproportionate number of these problems, and that if problems are not dealt with quickly, more can occur as a
result."
"We see this report as a tool to enable all those involved in race equality in London to
work more effectively together in ensuring that the issues for Black Asian and Minority
Ethnic Londoners are addressed in an ever changing world. We look forward to working
in partnership to see the recommendations are delivered."
"This summary presents an outline of the findings of a report on research commissioned as part of the Government
Office for London (GOL) Regional Early Investment Programme. The research aimed to assess the challenges
facing BME Voluntary and Community Sector organisations (VCOs), what kind of capacity building they need and
which models for delivery work best, in order to inform the future strategy and priorities of future infrastructure
spend."

"The advent of local area agreements together with the Department for Education and Skills’
Every Child Matters are changing the landscape of children and young people’s services. This
paper outlines some of the emerging trends as they affect voluntary and community sector
(VCS) provision of services for children and young people (C&YP)."
"This report aims to assess the level of involvement of the voluntary and community sector (VCS) in the
development of the Every Child Matters agenda across all 33 London boroughs. In particular, it seeks to identify
good practice in terms of infrastructure to enable the effective engagement of the VCS and the level of infrastructure
support in each borough."

"The EHR Sub-group welcomes the opportunity to comment on the draft of Destination 2014. We have a number of
suggestions for improvement, particularly in relation to equalities and diversity. This response mainly focuses on the
London region, where the demography, and as a result, the nature of its VCS, are distinct and need to be
considered."
"The Equalities and Human Rights Sub-group will be building on this report to produce a more comprehensive report
on the support needs of frontline equalities organisations with ideas about how Consortia can support them. This will
be available by the time Consortia begin to implement the equalities priorities included in their Business and
Strategic Plans."
"The Government’s 2002 Cross Cutting Review of the Role of the Voluntary and Community Sector (VCS) in Service
Delivery recognised the need to build the capacity of the organisations in the VCS. In particular, sector
infrastructure, which in turn supports the frontline organisations, was identified as variable in quality and reach and
lacking sustainability, particularly at local level. In response, in June 2004 the Home Office published ChangeUp ,
the framework on capacity building and infrastructure in the VCS. Developed in partnership with the VCS itself,
ChangeUp sets out a ten year strategic framework"
"This report has been produced as the London regional perspective of knowledge and research data on the
specialist infrastructure support in the region. Through LVSC and working closely with the London Regional
ChangeUp Consortium (LRC), the report attempts to identify the main VCS sub-sectors that exist in the region, the
extent to which their support needs are being met through existing generic and specialist infrastructure, and any
links to ChangeUp or Capacitybuilders activity."
35 pages. Covers: exec summary, introduction, organisation and aim. The CEHR's story, CEHR & London, CEHR
& VCS. Methodology, challenges and lessons. What are the key policy issues and challenges the CEHR will face

ongoing work of the CEHR in the region? What does the CEHR need to do to make this happen? What do you think
would be the most effective ways of approaching inequalities in London given its special characteristics and
demographics? Are you aware of the relevance of human rights principles and legislation to your work, and how do
you think the CEHR could support the VCS to develop a better understanding? What are the most effective ways
that the CEHR can ensure that individuals/employers get the advice and support they need on discrimination
issues? Reflection on findings: 1.) CEHR engagement with the VCS 2.) greater collaboration within London's VCS

"The final report highlights chronic funding issues in a sector that is considerably smaller than it was twenty years
ago. The sector is diverse and spans a wide range of organisations, communities and issues yet struggles to gain a
voice on the strategic agenda because of poor infrastructure and lack of support. The report concisely articulates the
complex issues facing community of interest organisations, especially those dealing with compound oppression, and
sets out recommendations for new approaches to the development of this inspired and innovative sector."

tier organisations (STOs) are operating in a very difficult environment with pressures on them from all sides, while
attempting to manage high expectations and heavy demands. Many, including councils for voluntary service (CVSs),
face difficult issues of quality, credibility, conflict of interest and overwork, and a number of CVSs seem to have lost
their sense of purpose and focus, according to a new report published by City Parochial Foundation."

"WRC has responded to the consultation by Capacitybuilders, the government body that manages ChangeUp, about
what support women’s organisations need to be sustainable. The consultation, called Destination 2014, asked about
whether specialist support was needed for equalities organisations, or whether equality and diversity should be
‘mainstreamed’ into generic support. We argued that while organisations like CVSs and big umbrella bodies should
support women’s groups better, specialist support for the women’s sector was still very much needed because
women’s organisations are marginalised within the wider voluntary sector, and need spaces to network with each
other to strengthen their voice. We urged Capacitybuilders to extend its ‘Improving Reach’ funding programme to
women’s organisations (it is currently aimed at Black and Minority Ethnic organisations, refugee, faith and rural
organisations)."
"Women’s voluntary and community organisations work daily with fundamental human rights issues – working to
improve the status of women by providing support and advocacy and challenging ideology, attitudes, legislation,
policies and practices which discriminate against women and affect their quality of life and opportunities."
24 pages. Key issues, challenges. Introduction, the issue, the context, why does this matter? To whom does it
matter? The impact of the environment, using a different rod, fishing in a different pool, conclusions.
