1     The Earnest money shall be deposited by the contractor in the prescribed form and
      submitted in a separate sealed cover along with the sealed tender.


2     The Contractor may please be note that Bank Guarantee is also permitted as EMD
      as per proforma enclosed.


3     In the event of non-submission of EMD in the sealed cover tenders will not be
      opened and shall be liable to be rejected.

                                              TENDER NOTIFICATION

  1.0 The Executive Engineer(Elect.) BSNL Electrical Division-.I, Chennai. Invites on behalf of
  the CMD BSNL sealed item rate tenders for the following work from the contractors
  satisfying the under mentioned eligibility conditions.

 Name of Work: : SITC of 1 No. 100 KVA E/A set with acoustic enclosure at CTO,
                Chennai

  2.0 Essential Eligibility criteria
  2.1 BSNL approved original Engine manufacturers will be eligible to participate in this
  tender.
                                          OR

  2.2 Further approvals given by BSNL CO. up to the last date of sale of tenders shall also
  be considered.
                                              OR
  2.3 OEMs authorized by BSNL approved Engine manufacturers (as above) are eligible to
  participate in the tender. Authorization letter specific to the concerned tender on
  printed letter head of the company in this regard shall be produced by the dealer.
                                               OR
  2.4 Contractors enlisted under Class I (Electrical) Category in BSNL are also eligible to
  quote subject to the works execution turnover not less than Rs.50 Lakhs in past three
  years reckoned from the date of NIT

                                                               OR

  2.5 Firms satisfying the following conditions:-

  a) Financial norms:-
         The contractor should have the works execution turnover shall not be less than
Rs.50 Lakhs in the past three years reckoned from the date of the NIT,                   &
  b) Physical Norms
         The firm should have successfully completed at least 3 works of similar nature with
equipment modules of 75 KVA and with the aggregate capacity of works not less than
300 KVA during the last 3 years in Central Government/State Government/ PSUs reckoned
from the date of NIT
                                               AND
3. The tenderer shall submit the tenders in two sealed covers marked as cover 1st and 2nd.
Cover. The 1st cover should contain the EMD in the shape of Demand Draft/Pay Order of a
Scheduled Bank or Nationalised Bank/State Bank guaranteed by Reserve Bank of India
drawn in favour of Accounts Officer, BSNL Electrical Division- I, Chennai payable at
Chennai and the 2nd cover should contain the tender documents.
In case 1st cover is not annexed or Earnest Money is not in proper form, the second cover
containing tenders will not be opened at all.

4.GENERAL conditions(To be submitted by the Tenderers i.e whether tender is purchased
from BSNL office or downloaded from the website.)

Testimonials of the satisfactory completion should be obtained from an officer not below

                     Procedure for submission of tenders downloaded through website.


         The firm who quotes on the tender document downloaded from website shall strictly
follow the following procedure.
    1) The Tender shall be submitted in Two envelopes.

              i) First envelope shall contain tender application (if tender downloaded
              from WEB) tender fee, attested document proving fulfillment of eligibility
              criteria as per the tender notice and EMD in proper form. The earnest
              money deposited in the shape of Demand Draft/Pay Order of a
              Scheduled Bank or Nationalised Bank/State Bank guaranteed by Reserve
              Bank of India drawn in favour of Accounts Officer,BSNL Electrical Division-I,
              Chennai payable at Chennai , and the credentials of the firm in the first
              cover shall be attested by a Gazetted officer or by a BSNL Executive. In
              cases where it is not possible to obtain the attestation of Gazetted officer
              or BSNL Executive, then the agency shall submit the same with self
              attestation and shall furnish all the originals at the time of tender opening,
              failing which his second envelope containing the tender document shall
              not be opened. Two Separate Demand Drafts, One for Tender cost and
              the other for EMD should be attached

              ii)       Second Envelope shall contain duly filled tender document

    2) The First envelope containing tender fee, attested document proving
       fulfillment of eligibility criteria and EMD in proper form shall be opened first.
         In case :-
             i)     Tender cost is not submitted in proper form,                         or
              ii)       EMD is not in proper form,                     or
              iii)      Firm fails to fulfill eligibility criteria on the basis of document
                        submitted in the first envelope.
              the Second envelope shall not be opened.

              Important Note: The Envelopes shall be clearly super scribed on top as

              IMPORTANT INSTRUCTIONS TO TENDERERS DOWNLOADING THE TENDER DOCUMENT
              FROM WEB SITE

        The Tenderers, who have down loaded the tenders from the web site, shall read the
following important instructions carefully before quoting the rates and submitting the tender
                                         documents:-

1.     The tenderer should see carefully and ensure that the tender document containing
all the pages as per the index has been down loaded for making required entries. The
balance pages of Standard BSNL EW-8 forms will be attached with the agreement after the
award of work.        The entire BSNL EW-8 clauses are available in the web site
www.chennai.bsnl.co.in in the electrical tenders section for ready reference and the
contractor shall read the same and keep themselves aware of the said Clauses.

2.    A clear print out of tender document shall be taken on good quality A4 size paper
and the printer settings, etc., shall be such that the document is printed as appearing in the
web and without any change in format, number of pages, etc., and shall also ensure that
no page is missing. Only original computer print out of the document shall be used.
Photocopy shall not be accepted.

3.    In case of any doubt in the downloaded tender, the same shall be got clarified from
the Engineer in charge calling the NIT before submission of tenders.

4.     The name of the tenderer shall be filled on the relevant pages of BSNL EW-6 form
etc., and all the pages shall be invariably signed and seal affixed.

5.     The tenderer shall ensure that the downloaded tender document is properly stitched
and sealed with sealing wax before submitting the document. Loose / spiral bound tenders
shall not be accepted. Sealing of the tenders with adhesive tapes is not acceptable and
the tenders are liable to be summarily rejected.

6.    There shall be no correction / addition / alteration / omission made in the text of the
downloaded tender document. If found otherwise, the same shall be treated as non-
responsive and summarily rejected.

7.       The tenderer shall sign the declaration enclosed before submitting the tender.

                          IMPORTANT INSTRUCTIONS TO THE TENDERERS
          Please note that the offers, which do not comply with the following, will not
be considered and will be summarily rejected. These instructions supersede BSNL EW-8
clauses incase of any Disparity.
1.     Tenders with any condition including that of conditional rebates shall be
       rejected forthwith summarily.
2      The Firm should quote for each item separately. They should not club the items
       while quoting
3.    Insurance, loading, unloading, transportation etc. should be included in the
      quoted rates and indicated in enclosed breakup of Price Schedule.
4.    No Octroi exemption certificate shall be issued by the department nor the
      Octroi duty paid by the contractor will be reimbursed. Hence Octroi charges
      shall be included in the offer.
5.    The price shall be firm and fixed during the currency of the contract. No cost
      escalation is permitted. Clause10CC is not applicable.
6.    The Extension of time for completion of the works is governed by clause 5 of
      the tender documents.
7.    No advance payments can be made. The payment is governed by the
      normal department practice. Stipulations like levy of interest if payment is not
      made in a specified time is not acceptable.
8     The firm should deposit EMD before submission of their offer. The EMD of other
      works refundable to them cannot be adjusted against this work. The firm’s offer
      shall be liable for rejection without EMD for this particular work.

9(i)PLEASE REFER “ IMPORTANT NOTE TO BIDDERS (COMMERCIAL )”
       9(ii) The firm shall quote rates for all the items inclusive of all taxes and duties,
inclusive of Octroi, entry tax, VAT/WCT, Service tax as applicable. Form “C ” will be
issued by BSNL, on specific request.
9(iii) Tendered rates shall be inclusive of all taxes and levies payable under the
respective statutes. However pursuant to the constitution (Forty sixth amendment)
Act, 1982, If any further tax or levy is imposed by statute, after the date of receipt of
tenders and the contractors there-upon necessarily and properly pays such taxes/
levies the contractor shall be reimbursed the amount so paid, provided such
payment, if any in the opinion of Superintending Engineer whose decision shall be
final and binding is not attributable to delay in execution of work within the control of
the contractor.
10) The contractor shall keep necessary books of accounts and other documents for
the purpose of this condition as may be necessary and shall allow inspection of the
same by a duly authorized representative of Government and further shall furnish such
other information/documents as the Engineer-in-Charge may require.
11) The contractor shall within a period of 30 days of imposition of any further tax or
levy pursuant to the constitution (Forty sixth amendment) Act, 1982, give a written
notice thereof to, the Engineer-in-Charge that the same is given pursuant to this
condition together with all necessary information relating thereto.
Note : No additional condition whatsoever will be accepted for turnover tax/ sale
tax on works contract. In case of additional conditions for the payment of such
claims by the contractor, the tender may be summarily rejected by the accepting
authority.

         12)      VAT
       The rates offered by the firm shall be inclusive of VAT/ works contract tax, as per
Section VI of the Tamil Nadu Value Added TAX ACT 2006 as applicable in Tamil Nadu
state. BSNL shall deduct works contract tax/VAT @ 4% from payments due to the firm
and as per rules of the State Govt. Certificate for such deduction shall be issued to the
firm by the Accounts Officer of the Division.

13)       VARIATION IN EXCISE DUTY
        In case of statuary variation in excise duty in respect of Engine Alternator Set/
Package AC units, within the stipulated date of completion of individual
agreement, the same shall be paid or recovered as per the actual against
documentary proof.. However, beyond this period BSNL will take advantage of
any duty reduction but will not pay extra on account of duty increase. In case the
applicable excise duty tariff mentioned in gate pass does not tally with item
demanded in the NIT / tender , nothing shall be paid. If the Excise duty of the
Contractor increases on account of demanded increase in turnover, nothing extra
will be paid on this account.


14(i) INCREASE /DECREASE OF TENDERED QUANTITY
        a) BSNL will have the right to increase or decrease upto 25% of the Contract value
depending upon the requirement of goods and services specified in the schedule of items
without any change in the unit price or other terms and conditions at the time of award of
contract.
        b) In exceptional situation where the requirement is of an emergent nature and it is
necessary to ensure continued supplies from the existing vendors, the purchaser reserves
the right to place repeat orders upto 50% of the quantity of goods and services contained
in the running tender/contract within a period of 12 months from date of award of work at
the same rate or a rate negotiated (downwardly) with the existing vendors considering the
reasonability of rates based on prevailing market conditions and the impact of reduction
in duties and taxes etc.


14(ii) CURTAILMENT OF QUANTITY:-
        BSNL reserves the right to enforce curtailment in the assigned quantum of work for
any contractor on the grounds of defaults/delay in regard to execution of the individual
work assigned.

15)     COMPLETION OF WORK:-
        At the time of issuing NIT for a particular work, the time allowed for completion of
work consistent with magnitude and urgency of work is specified. The time allowed for
carrying out the work as entered in the contract is reckoned from the tenth day after the
date on which the orders to commence the work are given to the Contractor. To ensure
good progress of the work during the execution, the contractor is bound in all cases in
which the time allowed for any work exceeds one month (except special jobs) to
complete 1/8th of the whole of the work before 1/8th of the time allowed under the
contract has elapsed, 3/8th of the work before half of the time has elapsed and 3/4th of the
work before 3/4th of such time has elapsed. However, for special jobs, if a time schedule
has been submitted by the Contractor and the same has been accepted by the
Engineer-in-charge, the contractor shall comply with such time schedule.
16)     EXTENSION OF TIME:-
        If the contractor shall desire an extension of time for completion of work on the
grounds of his having been unavoidably hindered in its execution or on any other grounds,
he shall apply in writing to the Engineer in charge within 30 days of the hindrance on the
account on which he desires such extension as aforesaid, and the Engineer in charge shall
if in his opinion reasonable grounds to be shown therefore, authorize such provisional
extension of time, if any as in his opinion be necessary are proper.
17)       COMPENSATION FOR DELAY :
        If the contractor fails to maintain the required progress or complete the work and
clear the site on or before the contract or extended date of completion, he has to pay
the compensation for delay which is limited to 0.5% per week of the tendered value for
the first 10 weeks and 0.7% per week for next 10 weeks and thereafter subject to a
maximum of 12% of the tendered value for the location where the work is delayed and
the firm is found responsible for the same. The clause 2 of BSNL - 8 forms stands modified
accordingly. Flow chart of the procurement process/ contract shall be supplied by the
contractor and approved by Executive Engineer concerned.
18) PAYMENT TERMS:-
FOR SUPPLY OF ITEM ( i.e. PART-A )
The following terms of payment shall be adopted
a) For supply items 95% of the price shall be paid on the receipt of goods at site by the
consignee. For claiming this payment the following documents are to be submitted to the
paying authority:
i) Excise gate pass/ invoice or equivalent document
ii) Delivery Challan
iii) Consignee receipt
iv) a) Proof of payment of octori/entry tax etc., if any.
b) The balance 5% payment shall be released after satisfactory commissioning of
equipment or 6 months from the date of supply of the equipment , whichever is earlier.
c) In cases where shortages/damages are intimated to the supplier in writing,. The balance
payment shall be released only after the cases are settled in accordance with provision of
the P.O.

d) 100% payment (in place of 95%) may be made on delivery, provided that an additional
Bank Guarantee for an amount equivalent to 5% of the value of supplies valid for a
minimum period of one year is furnished by the supplier along with an undertaking that the
shortages/damages as are intimated to the supplier in writing shall be made good.
e) Form “C ” and a certificate stating that the tendered item are meant for the use of
BSNL shall be provided by the purchaser on the request of the bidders and when requested
for.
f) No payment will be made for goods rejected at the site on testing. Payment, if made for
such items shall be recovered from subsequent bills or other bills.
For ITC items(ie Part-B)
The payment terms will be as under :
(i) 50% on Installation &trial testing.
(ii) 50% on successful completion of acceptance testing.

19)    EPF PROVISIONS:-
       The agency has to comply with the provisions of EPF and miscellaneous provisions
Act-1952 and employees provident fund scheme-1952 as amended up to date in
respect of labours/employees engaged by them for this work. Any consequence arising
due to non- complying of provisions as specified above shall be the sole responsibility of
the firm only.

20) EPF registration:-
The firms quoting for this work shall have EPF registration. However the firm who do not have
EPF registration shall obtain the same with in two weeks from the date of award of work.

20(a) Agency has to observe all the labour rules & regulation in force. Agency shall be fully
responsible for any violation observed at any time.

            the BSNL during the period of Tender validity.
                (a) Fails or refuses to execute the Contract.
                (b) Fails or refuses to furnish security Deposit in accordance with the
                    conditions of Tender document.

         We undertake to pay to the BSNL up to the above amount upon receipt of its
         first written demand, without the BSNL having to substantiate its demand,
         provided that in its demand, the BSNL will note that the amount claimed by it is
         due to it owing to the occurrence of one or both of the two conditions,
         specifying the occurred condition or conditions.

         This guarantee will remain in force as specified in the Tender Document up to
         and including Thirty (30) days after the period of the Tender validity and any
         demand in respect thereof should reach the Bank not later than the specified
         date/dates.

    01.    Tenders in the prescribed form are hereby invited on behalf of the BSNL for the work of
           “SITC of 1 No. 100 KVA E/A set with acoustic enclosure at CTO, Chennai ”

Estimated cost : Rs. 7,77,938/-

 02.     (a) Printed forms of tenders consisting of the detailed plans, complete specifications,
the Schedule of quantities of the various classes of works to be done and the set of conditions of
contract to be complied with by the persons whose tender may be accepted, can be purchased, at the
Divisional / Sub divisional office between the hours of 11.00 hrs and 16.00 hrs. Every day except on
Sundays and Public Holidays on payment of Rs.520/- in cash.

         (b) The site for the work is available/ or the site for the works shall be made available in
        parts.
        (c) The tender forms can also be downloaded from the website www.chennai.bsnl.co.in.
        (d) Before tendering, the contractor shall inspect the site and fully acquaint himself
about the condition with regard to accessibility of site and site nature and the extend of grounds,
working condition, including stocking of materials, installation of T&P etc., and conditions
affecting accommodation and movement of labour etc., required for the satisfactory execution
of the contract. No claim whatsoever on such account shall be entertained by the BSNL in any
circumstances.

 03. Tenders which should always be placed in sealed covers with the name of the work written on the
envelope will be received by the Executive Engineer (Elect.), Division – I, Chennai, Upto 15.00
hours on 31 / 10 /2008 and will be opened by him in his office on the same day at 15.30 hours.

 04. The time allowed for carrying out the work will be Three Months reckoned from the date of
issue of letter of indent.

 05. Issue of tender form will be stopped two days before the date 31/ 10 /2008 fixed for opening
of tenders. Tenders will be sold on working days, no tenders will be sold after 16.00 hours.

 06. a) Earnest Money amounting to Rs.15,559/- (Rupees Fifteen thousand five hundred and fifty
nine 0nly ) in the form of demand draft/ FDR/ BG/ CDR of a nationalized /scheduled bank
guaranteed by the Reserve Bank of India, drawn in favour of Accounts Officer, BS L
Electrical Division – I, Chennai must accompany each tender and each tender should be in two
sealed covers, one cover containing the EMD in proper form and other cover containing tender,
superscribed as “ Tender for the work of SITC of 1 No. 100 KVA E/A set with acoustic
enclosure at CTO, Chennai ”and addressed to Executive Engineer (E) BS L, Electrical
Division –I, Chennai The Validity period of EMD is 120 days, from the date of opening of
tender. In case of e-tendering, each tender should be in two sealed coves, first containing
credentials for meeting the Eligibility conditions along with the cost of tenders and EMD in proper
form, second cover containing tender documents. The credentials shall be self attested and certified by
any BSNL Executive. If not certified by BSNL Executive then original documents shall be produced
at the time of tender opening. After verification of the contents of this envelope then second envelope
containing the bid document shall be opened.

 b) The EMD of all the unsuccessful tenderers shall be released on issue of award letter to the
successful tendered. This shall be done within one week of award letter.

 c) Exemption from payment of earnest money and security deposit by any other unit/ department
shall not hold good for BSNL.

 07. a) The contractor should submit and confirm Chartered Accountant Certificate in respect of
turnover and other registration certificate [Enlistment in BSNL, Electrical License, Sales Tax] with
attested copies (Self attested and counter attested by any executive of BSNL/MTNL or Gazetted
officer of GOI) as applicable along with the application on printed letter head for purchase of tender.

       b) The contractor shall submit and confirm his permanent account number (PAN) issued by
the Income Tax Department.

         c) The tenderer should submit the valid WCT/ Sales Tax/ VAT registration certificate

08. i) Performance Guarantee: The contractor is required to furnish performance guarantee
for an amount equal to 5% of the contract value in the form of bank guarantee / CDR/FDR/DD (of a
nationalized / Scheduled Bank in a standard format) within two weeks from the date of issue
of award letter. This period can be further extended by the Engineer-in-charge up to a maximum
period of 2 weeks on written request of Contractor. The validity period of the performance security in
the form of performance bank guarantee shall be one year from the date of actual completion of work.

       ii) Security deposit: In addition to performance guarantee stated above, a sum @ 10% of the
gross amount of the bill shall be deducted from each running bill of the contractor till the sum be
deducted with the sum already deposited as earnest money, will amount to security deposit of 5% of
the Tendered value of the work.

09. The acceptance of a tender will rest with the Superintending Engineer (E), BS L, Electrical
Circle-II, Chennai who does not bind himself to accept the lowest tender or any other tender and
reserves to himself the Authority to reject lowest or all the tenders received without assigning any
reason. All tenders in which any of the prescribed conditions are not fulfilled or incomplete in any
respect are liable to be rejected. Tenders with any condition including that of conditional rebates
shall be rejected forthwith summarily.

 10.Canvassing in connection with tender is strictly prohibited and the tenders submitted by the
contractors who resort to canvassing will be liable for rejection.

  11.The BSNL reserves itself the right of accepting the whole or any part of the tender and the
tenderer shall be bound to perform the same at the rates quoted.

 12. i) The tenderer should give a certificate that none of his/her relative is employed in BSNL units.
In case of proprietorship firm, certificate will be given by the proprietor and for partnership firm
certificate will be given by all the Directors of the company.

     ii) Near relatives of all BSNL employees either directly recruited or on deputation are prohibited
from participation in tenders and execution of works in the different units of BSNL. The near
relatives for this purpose are defined as:

    a) Members of a Hindu Undivided family.

    b) They are husband and wife.

    c) The one is related to the other in the manner as father, mother, son(s) & son's wife(daughter-
in-law), Daughter(s) & daughter's husband(son-in-law), brother(s) & brother's wife, sister(s) &
sister's husband(brother -in-law).

     iii) The company or firm or any other person is not permitted to tender for works in BSNL
Unit in which his near relative(s) is(are) posted. The unit is defined as SSA/Circle/Chief
Engineer/Chief Archt./Corporate office for non executive employees and all SSA in a circle including
circle office/Chief Eng./Chief Archt./Corporate office for executive employees (including those
called as Gazetted officers at present). The tenderer should give a certificate that none of his/her such
near relative is working in the units as defined above where he is going to apply for tender/work, for
proprietorship, partnership firms and limited company certificate shall be given by the authorized
signatory of the firm. Any breach of these conditions by the company or firm or any other person,
the tender/work will be cancelled and earnest money/performance guarantee will be forfeited at any
stage whenever it is so noticed. BSNL will not pay any damages to the company or firm or the
concerned person. The company or firm or the person will also be debarred for further participation
in the concerned unit.

 13. No employee in BSNL/ Govt. of India is allowed to work as a contractor for a period of two
years of his retirement from service without the prior permission. The contract is liable to be
cancelled if either the contractor or any of his employees is found at any time to be such a person who
had not obtained the permission as aforesaid before submission of tender and engagement in the
contractor’s service.

14. The tender for the works shall not be witnessed by the contractor who himself/themselves has/
have tendered or who may and has/have tender for the same work. Failure to observe this condition
would render tenders of the contractors tendering as witnessing the tender is/are liable for summarily
rejection.

 15. It will be obligatory on the part of the tenderer to sign each page of the Schedule of work and
the tender documents for all the component parts and after the work is awarded he will have to enter
into a separate agreement for each component with the officer concerned.

 16. Any tender not submitted in proper manner or if it contains too many corrections, over writings
of absurd rates, and absurd amount will be liable to be rejected and the BSNL will be at liberty to take
such action as it may deem fit without any reference to the tenderer.

17. The tenders for the work shall remain open for acceptance for a period of 90 days from the date
of opening of the tenders.

     If any tenderer withdraws his tender before the said period or makes any modification in the
terms and conditions of the tender which is not acceptable to the BSNL shall, without prejudice to any
other right of remedy be at liberty to forfeit 50% (fifty percent only) of the said earnest money
absolutely.

 18. Extension of validity: In case, where the letter of award of work cannot be placed within the
validity period of the tender, the BSNL can request all tenderers to extend the validity of their
respective tenders and the Earnest Money deposit by a reasonable period. In such cases, extension
of validity of Earnest Money deposit by 30 days beyond the extended validity date of tender should
also be asked for. While BSNL can make the request for extension, the tenderer is free to either
extend the validity or refuse the request to extend the validity.

19. Unsealed tenders will be summarily rejected.

20. The contractor should read the tender documents carefully before submitting the tender.

 21. Agreement shall be drawn with the successful tenderer on prescribed form. Tenderer shall quote
his rates as per various terms and conditions of the said form, which will form part of the agreement.

 22. The tenderer shall furnish a declaration to this effect (incase downloaded tender) that no
addition/deletion/correction have been made in the tender document submitted and is identical to the
tender document appearing on website. Every page of downloaded tender shall be signed by
the tenderer with stamp (seal ) of his firm /organization.

 23.      This Notice Inviting Tender shall form part of the Contract document. The successful
tenderer/contractor on acceptance of his tender by the Accepting authority, shall, within 15 days from
the stipulated date of start of the work, sign the contract consisting of :-

          a) The Notice Inviting Tender, all the documents including additional conditions,
         specifications and drawings, if any forming the tender as issued at the time of invitation
         of tender and acceptance thereof together with any correspondence leading thereto.

                                            GE ERAL RULES A D DIRECTIO S

1. All works proposed for execution by contractor will be notified in a form of invitation to
Tender displayed on Notice Board in select BSNL offices and signed by the officer inviting tender or
by publication in News papers/internet (designated web page) as the case may be.

2. This form will state the work to be carried out, as well as the date of submitting and opening
tenders and the time allowed for carrying out the work; also the amount of earnest money to be
deposited with the tender, and the amount of performance guarantee to be deposited by the successful
tenderer(s). Copies of the specifications, designs and drawings and any other documents required in
connection with the work signed for the purpose of identification by the Officer inviting tender shall
also be open for inspection by the contractor at the office of Officer inviting tender during office
hours.

3. In the event of the tender being submitted by a firm it must be signed by the authorized signatory.

4. Receipts for payments made on account of work when executed by a firm, must also be signed by
authorized signatory.

5. Any person who submits a tender shall fill up the usual printed form stating at what rate he is
willing to undertake each item of the work. Tenders, which propose any alteration in the work
specified in the said form of invitation to tender, or in the time allowed for carrying out the
work, or which contain any other condition of any sort, including conditional rebates will be
summarily rejected. However, tenders with unconditional rebate will be acceptable. No single
tender shall include more than one work, but contractors who wish to tender for two or more
works shall submit separate tender for each. Tenders shall have the name and number of the works
to which they refer written on the envelopes.

 The rates(s) must be quoted in decimal coinage. Amounts must be quoted in full rupees by ignoring
fifty paise and considering more than fifty paise as rupee one.

6. The Officer inviting tender or his duly authorised assistant will open tenders in the presence
of any intending contractors who may be present at the time, and will enter the amounts of the
several tenders in a Comparative Statement in a suitable form. In the event of a tender
being accepted a receipt for the earnest money forwarded therewith shall thereupon be given
to the contractor who shall thereupon for the purpose of identification sign copies of the
specifications and other documents mentioned in Rule 1.In the event of a tender being rejected,
the earnest money forwarded with such unaccepted tender shall thereupon be returned to the
contractor remitting the same without any interest.

7. The officer inviting tenders shall have the right of rejecting all or any of the tenders, and, will not
be bound to accept the lowest or any other tender.

8. The receipt of an accountant or clerk for any money paid by the contractor will not be Considered
as any acknowledgement of payment to the Officer inviting tender and the contractors shall be
responsible for seeing that he procures a receipt signed by the concerned Accounts Officer.

9. The memorandum of work tendered for and the schedule of materials form is issued. If a form is
issued to an intending tenderer without having been so filled in and incomplete, he shall request the
officer to have this done before he completes and delivers his tender.

10. The tenderer shall sign a declaration under the officials Secret Act, 1923 for maintaining secrecy
of the tender documents drawings or other records connected with the work given to them. The
unsuccessful tenderers shall return all the drawings given to them.

11. Rates quoted by the Contractor in the tender both in figures and words shall be
accurately filled-in so that there is no discrepancy in the rates written in figures & words. However,
if a discrepancy is found the rates which correspond with the amount worked out by the
contractor shall unless otherwise proved be taken as correct. If the amount of an item is not
worked out by the contractor or it does not correspond with the rates written in either in figures
or words then the rates quoted by the contractor in words shall be taken as correct. Where the rates
quoted by the contractor in figures and in words tally but the amount is not worked out
correctly, the rates quoted by the contractor will unless otherwise proved be taken as correct and
not the amount.

12. Performance Guarantee: The contractor is required to furnish performance guarantee for an
amount equal to 5% of the contract value in the form of bank guarantee / CDR/FDR/DD (of a
nationalized / Scheduled Bank in a standard format) within two weeks from the date of issue
of award letter. The validity period of the performance security in the form of performance
bank guarantee shall be one year from the date of actual completion of work.
Security deposit: In addition to performance guarantee stated above, a sum @ 10% of the gross
amount of the bill shall be deducted from each running bill of the contractor till the sum be
deducted with the sum already deposited as earnest money, will amount to security deposit of 5%
of the Tendered value of the work

13. All rates shall be quoted on the tender form. The amount for each item should be worked out and
requisite totals given. Special care should be taken to write the rates in figures as well as in words
and the amount in figures only, in such a way that interpolation is not possible.The total
amount should be written both in figures and words. In case of figures, the word ‘Rs.’
Should be written before the figure of rupees and word ‘P’ after the decimal figures, e.g. ‘Rs.2.15
P’ and in case of words, the word, ‘ Rupees’ should precede and the word ‘Paise’ should be
written at the end. Unless the rate is in whole rupees and followed by the word ‘only’ it
should invariably be upto two decimal places. While quoting the rate in schedule of quantities, the
word’ ‘only’ should be written closely following the amount and it should not be written in the next
line.
14A The bidder shall give the total composite price inclusive of all Central & state’s levies and
taxes i.e Sales-tax, purchase tax, turnover tax, service tax, works contract tax etc. or any other taxes
or duties like octroi, local area development tax on materials/ labor etc. However the evaluation
and comparison of respective bids shall be done on the basis of net cost to BSNL on the prices
of the goods offered inclusive of duties and taxes (but –excluding CENVAT-able duties and
taxes) sales ,tax, packing, forwarding ,freight and insurance charges as per existing BSNL policies.
14.B The total composite price shall comprise of unit price and all other components of price
need to be individually indicated quoted against the goods/material/service ,it proposes to supply
under the contract in the following manner:-

 i) The Basic Unit Price (Ex-Factory Price) of the goods /services/ materials Excise Duty, Sales
Tax, Freight, Forwarding ,Packing , service tax, insurance and any otherl levies /charges already
paid or payable by the contractor/ supplier shall be quoted separately .
ii)    The liability to pay all taxes ,levies ,etc shall be of contractor and BSNL will not entertain
any claim whatsoever in this respect..
14C No confessional form except Sales Tax form ‘C’ for the items as specified in the
schedule of works and meant for use in BSNL, shall be provided by BSNL. Form ‘ C’ shall be
provided by the BSNL only on the specific request of the contractor.”
• For the purpose of evaluation of financial Bid,composite price inclusive of all taxes and
levies will be considered .
• The unit wise cost /break up is necessary for the purposes of information and verification
of composite price so quoted by the contractor/supplier.
• The contractor supplier shall submit to BSNL documents /proof of payment of al taxes
/levies alongwith exemption certificate if any ,to avail CENVAT benefits by BSNL.
• However the evaluation and comparison of respective bids shall be done on the basis of
net cost to BSNL on the prices of the goods offered inclusive of duties and taxes (but –excluding
CENVAT-able duties and taxes) sales ,tax, packing, forwarding ,freight and insurance charges as per
existing BSNL policies.
15.A However, pursuant to the constitution (forty-sixth amendment) act, 1982, if any further
tax or levy is imposed by statute, after             the last date of receipt of tenders, and the
contractors thereupon necessarily and properly pays such taxes/ levies, the contractor shall be
reimbursed the amount so paid, provided such payment, if any, is not in the opinion of
Superintending engineer (whose decision shall be final and binding) be attributable to delay in
execution of work within the control of contractor.
15 B In case of statutory variation in regard to excise duty , only in respect of package AC
units, EA set and Lifts . within the stipulated date of completion of individual agreement, the same
shall be paid or recovered as per the actual against documentary proof . However, beyond this
period BSNL will take advantage of any duty reduction but will not pay extra on account of duty
increase. Price adjustment provision on account of change in excise duty shall not apply in
respect of equipment/components of equipment/materials, other than package AC units, EA set and
lifts.
15.C The contractor shall, keep necessary books of account and other documents for the
purpose of this condition as may be necessary and shall allow inspection of the same by a duly
authorised representative of BSNL and further shall furnish such other information/ document as
engineer-in-charge may require .
16 The Contractor shall, within a period of 30 days of imposition af any further tax or levy in
pursuant to the constitution of (forty sixth amendment) act 1982 give a written notice thereof
to the Engineer-in-charge that the same is given pursuant to this condition, together with all
necessary information relating thereto.
17 BSNL shall deduct work contract tax, income tax and other statutory deductions from
payments due to the firm as per rules of the State/Central Government. The Accounts Officer of
the concerned Division shall issue certificates for such deductions to the firm.
18 The tender for the work shall not be witnessed by a contractor or contractors who himself/
themselves has/have tendered or who may and has/have tendered for the same work. Failure to
observe this condition would render, tenders of the contractors tendering, as well as witnessing the
tender, liable to summary rejection.

19. Other agencies will also simultaneously execute the works like horticulture, external services,
installation of telephone exchange equipment and other building works for the same project along
with this work in particular. The contractor shall afford necessary facilities for the same. No claim
in the matter shall be entertained.
20. Some restrictions may be imposed by the security staff etc. On the working and/or movement
of labour, material etc., The contractor shall be bound to follow all such restrictions
/instructions and nothing extra shall be payable on this account.
21. The contractor shall comply with the provisions of the Apprentices Act 1961, and the rules and
orders issued there under from time to time. If he fails to do so, his failure will be a breach of the
contract and the Engineer-in-charge may in his discretion without prejudice to any other right
or remedy available in law cancel the contract. The contractor shall also be liable for any
pecuniary liability arising on account of any violation by him of the provisions of the said Act.
22. No engineer of gazetted rank or executive of BSNL employed in engineering or
administrative duties in an engineering department of the government of India/BSNL is allowed
to work as a contractor for a period of two years of his retirement from government service
without the previous permission of government of India/BSNL.This contract is liable to be
cancelled if either the contractor or any of his employee is found at any time to be such a person
who had not obtained the permission of government of India as foresaid, before submission of
the tender or engagement in the contractor's service as the case may be.

23. Near relatives of all BSNL employees either directly recruited or on deputation are prohibited
from participation in tenders and execution of works in the different units of BSNL. The near relatives
for this purpose are defined as:

    a) Members of a Hindu Undivided family.

    b) They are husband and wife.

    a) The one is related to the other in the manner as father, mother, son(s) & son's
       Wife (daughter-in-law), Daughter(s) & daughter’s husband (son-in-law), brother(s) &
       Brother’s wife, sister(s) & sister’s husband (brother -in-law).

    24. The company or firm or any other person is not permitted to tender for works in BSNL
Unit in which his near relative(s) is(are) posted. The unit is defined as SSA/Circle/Chief
Engineer/Chief Archt./Corporate office for non executive employees and all SSA in a circle
including circle office/Chief Eng./Chief Archt./Corporate office for executive employees
(including those called as Gazetted officers at present). The tenderer should give a certificate that
none of his/her such near relative is working in the units as defined above where he is going to apply
for tender/work, for proprietorship firm certificate will be given by the sole proprietor, for partnership
firm, certificate will be given by the authorized signatory.Any breach of these conditions by the
company or firm or any other person, the tender/work will be cancelled and earnest
money/performance guarantee will be forfeited at any stage whenever it is so noticed. BSNL will not
pay any damages to the company or firm or the concerned person. The company or firm or the person
will also be debarred for further participation in the concerned unit.

                                            CO DITIO S OF CO TRACT

1. The ‘contract' means the documents forming the tender and acceptance thereof and the formal
agreement executed between the competent authority on behalf of BSNL and the Definitions
contractor, together with the documents referred to therein including the conditions, the
specifications, designs, drawings and instructions issued from time to time by the Engineer-in-
Charge and all these documents taken together, shall be deemed to form one contract and shall
be complementary to one another.

2. In the contract the following expression shall, unless the context there otherwise requires have the
meanings hereby respectively assigned to them:-

 i) The expression `works' or `work' shall unless there be something either in the subject or
context repugnant to such construction, be construed and taken to mean the works by or by
virtue of the contract contracted to be executed whether temporary or permanent and whether original,
altered, substituted or additional

ii) The `site' shall mean the land / Building/ or other places on into or through which work is to be
executed under the contract or any alternate land, building, path or street which may be allotted or
used for the purpose of carrying out the contract.

iii) The `contractor’ shall mean the individual or firm or company whether incorporated or not,
undertaking the works and shall include the legal personal representative of such individual or
the persons composing such firm or company or the successors of such firm or company and the
permitted assignees of such individual, firm or company.

iv) BSNL means the Bharat Sanchar Nigam Ltd. having its corporate office at B-148,
Statesman House, Barakhamba Road, New Delhi-110001 and its successors.

v) The `Engineer-in-charge' means the Engineer officer who shall supervise and be in charge of the
work and who shall sign the contract on behalf of BSNL as mentioned in Schedule F
hereunder.

vi) Accepting Authority means the authority mentioned in Schedule ‘F’.

 vii) Excepted Risk are risks due to riots (other than those on account of contractor's employees),
war (whether declared or not) invasion, act of foreign enemies, hostilities, civil war, rebellion,
revolution, insurrection, military or usurped power, any acts of Government, damages from
Aircraft, Acts of God such as earth quake, lightning and unprecedented floods, and other
causes over which the contractor has no control and accepted as such by the accepting
authority or causes solely due to use or occupation by BSNL of the part of the works in
respect of which a certificate of completion has been issued or a cause solely due to BSNL’s
faulty design of works.

 viii) Schedule(s) referred to in these conditions shall mean the relevant schedule(s) annexed to
the tender papers or the standard Schedule of Rates of the Government mentioned as per
Schedule ‘F’ hereunder ,with the amendments thereto issued up-to the date of receipt of the tender.

ix) Tendered value means the value of the entire work as stipulated in the letter of award.

 x) Market rate shall be the rate as decided by the Engineer-in-Charge on the basis of the cost of
materials and labor at the site where the work is to be executed plus the percentage mentioned in
Schedule ‘F’ to cover, all over The format of the certificate to be given is
"I……………………………………………heads and profits.
   Scope and Performance
3. Where the context so requires, words imparting the singular only also include the plural and vice
versa. Any reference to masculine gender shall whenever required include feminine gender and vice
versa
4.The contractor shall be furnished, free of cost, one copy of the contract documents except standard
specifications, Schedule of Rates and such other printed and published documents, together with all
drawings as may be forming part of the tender papers. None of these documents shall be used for any
purpose other than that of this contract.
    Works to be carried out
5.The work to be carried out under the Contract shall, except as otherwise provided in these
conditions, include all labour, materials, tools, plants equipment and transport which may be required
in preparation of and for and in the full and entire execution and carried out completion of the works.
The descriptions given in the schedule of quantities shall, unless otherwise stated, be held to include
wastage on materials, carriage and cartage, carrying and return of empties, hoisting, setting, fitting
and fixing in position and all other labours necessary in and for the full and entire execution and
completion of the work as aforesaid in accordance with good practice and recognized principles.
    Sufficiency of Tender
6. The contractor shall be deemed to have satisfied himself before tendering as to the correctness and
sufficiency of his tender for the works and of the rates and prices quoted in the Schedule of
Quantities, which rates and prices shall, except as otherwise of provided, cover all his obligations
under the contract and all matters and things necessary for the proper completion and maintenance of
the Works.

    7. The several documents forming the contract are to be taken as mutually explanatory of one
         another, detailed drawings being followed in preference to small-scale drawing and figured
         dimensions in preference to scale and special conditions in preference to General Conditions.
    Discrepancies & adjustments of Error
   7.1 In the case of discrepancy between the schedule of quantities, the specifications and/or the
drawings, the following order of preference shall be observed:-
       i) Description of Schedule of Quantities.
       ii) Particular Specification and Special condition, if any.
      iii) Drawings.
      iv) BSNL/C.P.W.D. Specifications.
      v) Indian Standard Specifications of B.I.S.
7.2 If there are varying or conflicting provisions made in any one document forming part of the
contract, the Accepting Authority shall be the deciding authority with regard to the intention of the
document and his decision shall be final and binding on the contractor.

7.3 Any error in description, quantity or rate in Schedule of Quantities or any omission there from
shall not vitiate the Contract or release the contractor from the execution of the whole or any part of
the works comprised therein according to drawings and specifications or from any of his obligations
under the contract.

8.1 For rate contracts of Electrical Installation, Air Conditioning, Engine Alternator, Sub Station and
Fire Detection works, work/quantities of item of works can be split amongst the lowest of three
agencies who agree to the rates decided by BSNL in respect of 1st lowest in the following manner:-
     a) If the work stands distributed between the first three lowest tenderers, the
         proportion of work distributed shall be as below:-

          50% to the lowest tenderer and remaining quantities to other two tenderers in
         INVERSE RATIO of their Evaluated price.

      b) In case it is decided to split the work amongst the f irst two lowest firms, the
         proportion of work distribution shall be as f ollows:
         i) 70% to the first lowest tenderer.
         ii) 30% to the second lowest tenderer.

In case the tenderers other than lowest tenderer does not agree to match the rates of L1 then 100%
works shall be awarded to the lowest tenderer.

8.2 Based on the Master Agreement between BSNL and contractor individual LOI for works shall
be issued by the competent authority. The individual agreement so executed containing all the
terms and conditions of master agreement shall be treated as an independent agreement and any
action, if required, to be taken shall be taken as per this individual contract.

8.3 In case of NIT for individual work there will be no split up of work and the entire quantity
will be awarded to the lowest tenderer, if the firm has quoted as per terms and conditions of the NIT.
Signing of Contract
9. The successful tenderer/contractor, on acceptance of his tender by the Accepting Authority, shall,
within 15 days from the stipulated date of start of the work, sign the contract consisting of the notice
inviting tender, all the documents including drawings, if any, forming the tender as issued at the time
of invitation of tender and acceptance thereof together with any correspondence leading thereto.
10. The agreement to be signed on non-judicial stamp paper and the cost to be decided as per the
prevailing local bye-laws or zonal head of the circle.

                                     CLAUSES OF CO TRACT
CLAUSE – 1. Performance Guarantee
 1.1 i) The contractor is required to furnish performance guarantee for an amount equal to 5% of
the contract value in the form of bank guaranty/ CDR/FDR/DD (of a nationalized /
Scheduled Bank in a standard form within two weeks from the date of -------------------

    of framing the agreement.

IMPORTANT NOTE TO BIDDERS                                    (COMMERCIAL)
1(a). The price approved by BSNL for procurement will be inclusive of levies and taxes, packing, forwarding,
freight and insurance, including Service Tax, VAT/Work Contract Tax as applicable.
Form “C ” will be issued by BSNL, on specific request.
 1(b) Tenders with any condition including that of conditional rebates shall be rejected forthwith.
 1(c) The firm should quote for each item separately. They should not club the items while quoting.
 1(d) The item rates quoted shall be inclusive of all taxes, duties such as VAT/WCT, service tax, Entry tax
        as applicable.. Octroi exemption certificates will not be issued by BSNL. Nothing extra shall be paid
        towards variation of works contract tax, sales tax, Excise duty variation if any shall be governed as per
        Clause 13 under Important note for contractors.
 1(e) i) Rates quoted by the agency shall be inclusive of SERVICE TAX COMPONENT.
        ii) The agency must indicate the service tax component in the invoices/bills separately
        (Para 1.22 of Service tax act)
        iii) The agency must mention their service tax registration number in all their invoices.
        (Para 74.14 of service Tax act)
  1(f) WCT @ 4% plus surcharge if applicable shall be deducted at source on items under part'B' only.

2 (a) The evaluation and comparison of responsive bids shall be done on the basis of Net cost to BSNL on the
prices of the goods offered inclusive of Duties and Taxes (but excluding CENVAT- able Duties & Taxes), Sales
Tax Packing, Forwarding, Freight and Insurance charges etc.
Octroi/Entry Taxes are not to be included in the composite price and hence the same will not be considered for the
purpose of evaluation and comparison of responsive bids. However, Octroi /Entry Taxes will be paid extra, as per
actuals wherever applicable on production of proof of payment/relevant invoices/documents.
2 (b) i) “ Duties & Taxes for which the firm has to furnish Cenvat- able Challans /Invoices will be
indicated separately by the bidders/Vendors”.
ii) Vendors should furnish the correct E D/Customs tariff Head in the price Schedule.
If the credit for the Duties and Taxes under CENVAT Credit Rules, 2004 is found to be not admissible at any stage
subsequently owing to wrong furnishing of Tariff Head, then the vendors will be liable to refund such non –
admissible amount, if already paid, along with penalty if charged by the concerned authority.
iii) In case the Duties &Taxes which are non CENVAT- able as per the quotes indicated in the price schedule by
the vendors and subsequently at any stage it is found that Credit for such Duties & Taxes is admissible as per
CENVAT Credit Rules , 2004, then the vendors will be liable to refund the amount equivalent to such Duties &
Taxes if already paid to them,. However, the purchaser may allow the supplier to submit necessary documents in
the regard which may enable the purchaser to avail the CENVAT credit provided such credit is still available for
the amount so paid as per a CENVAT Credit Rules 2004.
iv) The purchaser reserves the right to ask the bidders to submit documentary proof confirming the correct Tariff
Head from the E.D /Customs authority where the Tariff Head furnished against the particular tendered item by
different bidders differs from each other or the same is found apparently not furnished in accordance with E. D
/Customs Tariff notifications.
v) “If the supplier fails to furnish necessary supporting documents i. e., Excise/ Customs invoices etc. in respect of
the Duties/taxes which are Cenvatable, the amount pertaining to such Duties/Taxes will be deducted from the
payment due to the firm.

2( C ) (i) The bidder shall furnish Invoice clearly indicating break up details of composite price i.e. ,Basic,
E.D. Sales Tax, any other Duties and Taxes Freight/Packing Charges, Services Tax etc.
2 ( C ) (ii)If the supplier/bidder fails to furnish necessary supporting documents i.e. excise/Customs invoices etc.
in respect of the Duties/taxes which are Cenvatable, the amount pertaining to such Duties/Taxes will be deducted
from the payment due to the firm.


N.B. Price Schedule formats for Indigenous and Imported equipments are accordingly
enclosed for making necessary filling up by intending bidders. The bids without filling

     from the name plate of equipment , further credentials such as gate pass/invoice with
     details of Excise duty shall be produced by the firm at the time of supply.
 3   Typical site conditions:
     a) Ambient Temperature: 40 . C
     b) Relative humidity: 60%
     c) Altitude : up to 1000 mts
     For other than above conditions suitable derating factor shall be applied by the BSNL
     for carrying out the test at different sites in conformity with manufacturer's
     recommendations
 4   During the load testing up to 110% load, if the exhaust manifold/ turbo charger
     becomes red hot, the set shall be retested for a de-rated condition so that there is no
     red hot condition. The load at which no red hot condition is observed, will be
     considered 110% rating of the set and from this value, 100% rating will be calculated .
     pro rata recovery of the accepted rate shall be made for such deration.
 5   The set and canopy offered shall be factory made by reputed manufacturers/OEMs
     with approved certificates (as per emission and acoustic norms issued by the Central
     Pollution Control Board). and type drawings, type test certificates from Designated
     Agencies as per Environment and Pollution Control Act.

                                           TECHNICAL SPECIFICATION.


                                                         SECTION I
                                          SPECIFICATIONS FOR WORK.
1.OPERATING CONDITION:
The EA set shall be capable of working at any ambient temperature in Tamilnadu Zone.
The NIT rating shall be at standard conditions (up to 1000m altitude & up to 400 C ambient)
as per IS 4722/ 1992 for alternator and as per IS 10002 (100KPa, 270 C & 60% RH) for engine
specified in the schedule of work.


2.THE PERIOD OF OPERATION:
The Engine Alternator set offered shall be continuous duty type confirming to IS 10002/ BS
5514 & DIN –6271 for generator set applications. The set may be idle for a long period
except for routine test, periodically.


3.OVER LOAD:
The set shall be capable of taking 10% over load for a period of one hour during any 12
hours period while operating continuously at full rated load. Over load test shall be
however subject to the manufacturer’s recommendation.


4.OUTPUT VOLTAGE, FREQUENCY AND WAVE FORM:
Normal output voltage shall be 415 volts with + 2.5% manual adjustment at all conditions
of load with coarse and fine controls. Frequency shall be 50 cycles per second + 4%.
Output waveform shall be sinusoidal at all load conditions. Alternator shall be of brush less
type provided with AVR suitable for voltage regulation of ± 1 % or better at all load
conditions and with prime mover speed drop up to 4% of nominal speed. Alternator shall
be provided with radio frequency suppressor and in built frequency roll over protection.


5.EARTHING:
Provision shall be made for earthing all non-current carrying metal parts of the equipment.
Earth lugs of suitable size shall be provided wherever earth connections to the apparatus
are necessary. Earthing work shall be carried out as per specifications amended up to
date.

6.SAFETY PROVISION
All exposed moving parts like fan blades etc., shall be provided with suitable guards /
covering to avoid the chances of accidents.


7.FINISH:
All exposed metal parts shall be suitably finished to prohibit corrosion under climatic
conditions prevailing at site.




8.NAME PLATE MARKING AND INSTRUCTION MANUALS:
Nameplates showing rating, connection diagram etc., should be provided on engine and
alternator, all the important and major parts should bear their catalogue number, name of
the parts etc. All the control wiring shall be provided with letter /number ferrules at both
ends. Three sets of manuals giving the details about design specifications, special features
of the equipment, schematic and wiring diagram, instructions regarding installation
maintenance/operation etc. should be supplied.

       SPECIFICATIONS FOR FACTORY ASSEMBLED EA SET WITH MATCHING CONTROL PANEL




1. BASE FRAME AND AVMs.

1.1.          Base frame shall be fabricated out of minimum 5mm thick CRCA sheet/ Channel
              made to suitable shape to impart superior strength and good appearance.
1.2.          Base frames shall have sufficient height to accommodate draw out type fuel tank/
              batteries, etc inside it.
1.3.          AVMs shall be provided in between the above base frame and Engine alternator
              for vibration isolation and smooth working of the set.
1.4.          Vibration isolation pads shall also be provided for elimination of vibration
              transmission to the set mounted control panel.
1.5.          Suitable friction pads shall be provided beneath the base frame to ensure
              absorption of vibration transmitted to floor.
1.6           The residential silencer to be provided with suitable supporting arrangements from
              base frame.
1.7           Lifting hooks for lifting the entire assembly of engine and alternator set.
2.            DIESEL ENGINE:

2.1           Engine shall be reciprocating compression ignition (Diesel type), multi cylinder
              suitable for the above generating sets with superior quality disc coupling.

2.2           Required sensors for Engine monitoring and control for the following protections
              shall be provided.
      (i)        Safety control auto cut off for low lub. oil pressure with lamp indication on
                 control panel.
      (ii)       Safety control (trip) high water temperature with lamp indication (for water
                 cooled engines) on control panel. .
      (iii)      Safety control for (alarm) for half fuel level and (trip) for low fuel oil.
      (iv)       Over speed relay for          KVA and above.
      (v)        Hour meter cum RPM indicator.

       2.3           Engine Associated items:
             (i)        Speed governor.
             (ii)       Residential type silencer (as per clause 6.6) with MS ‘B’ class exhaust piping and
                        bellow type flexible piping with supporting arrangements.
             (iii)      Fuel tank (as per clause 6.2), slide-racking type with fuel piping and fuel level
                        sensors.
             (iv)       Engine driven fuel feed pump.
             (v)        Hand fuel pump with 5m long flexible hose pipe for transferring fuel from barrel
                        to tank.
             (vi)       Electric self-starting motor.
             (vii)      Engine driven battery charger. (Dynamo)
             (viii)     Starting battery, slide racking type with terminals and leads.
             (ix)       Lub oil filters, fuel oil filters and air filters, suitable for minimum operation up to 250
                        hours.
             3. ALTERNATOR:
3.1.                       The alternator shall be brush less type, copper wound, of totally enclosed
             screen protected with class F/H insulation, single bearing type, designed and
             constructed to withstand tropical conditions, self regulating type and conforming to IS
             4722/BS 2613 amended up to date as applicable. It should satisfy the performance
             requirements of specifications. They shall confirm to capacity ratings wherever so
             specified.

3.2.                       ALTERNATOR TERMINALS, NEUTRAL POINTS AND CONNECTIONS

                     In case of 3 phase alternators the winding shall be star connected and neutral
             point shall be brought out to the terminal box and earthed with independent earths.
             The terminals mounted in an accessible position on the alternator with necessary cable
             gland plates suitable for extension of the supply to the Engine Mounted Control panel.
             The AC /DC wiring shall be separated from each other.



       3.3           Each alternator shall be provided with its own exciter. When separate units are
       provided for this purpose, they shall be driven by the alternator shaft itself.

3.4               The temperature rise of the alternator of DG set mounted in enclosure shall
meet the requirement of IS and this shall be verified from type test report of alternator as
under:
      Let TC       =     Temperature rise permitted as per IS for class of insulation
            T1     =     Actual temperature rise observed and recorded in type test report.
            T2     =     Final ambient temperature inside the enclosure
            TA     =     Ambient temperature as per IS= 400 C
      Then T1 < (TA + TC] - T2

4.       ALTERNATOR CONTROL PANEL.

         E/A set mounted composite engine instrument / Control panel shall be of minimum
16gauage sheet steel cubicle type and mounted on suitable vibration isolation mounts to
ensure vibration free function of the panel.
         The panels with easy accessibility to all control wiring with 1.5 sq.mm PVC insulated
multi strand Copper conductor with WAGO type screw less connector strips and
identification ferrules on both ends. Panel shall have sufficient working space for making
connections of cables etc., Tinned Copper bus bars of adequate dimension with superior
quality epoxy insulators etc. shall be provided. The HRC fuses for instruments and control
circuits shall be provided. Necessary cable gland for reconnecting incoming and
outgoing cable shall be provided.
         Earth studs shall be provided on both sides of the panel and shall be inter
connected with tinned copper earth bus of 25 X 3 mm size minimum.


         Suitably rated MCBs for instruments and control circuits shall be provided.
Necessary individual gland plates to receive power cables, control cables and neutral
earthing strips etc shall be provided.
4.1      Manually operated control panel should consist of the following:
1no. Multi display digital meter for measuring following electrical parameters
             a) AC voltage 3 phase with selector buttons/switch.
              b) Ammeter with selector button/switch and CT of class I, 15VA.-3 Nos
              c) Frequency meter reed type from 45 to 55 Hz.
              d) Power factor.
              e) Active power in KW.
             f) Active energy consumption in KWH.

              g)            1 no 250A, 4 pole MCCB with both thermal and magnetic release,
              and breaking capacity of not less than 50 KA at 415V, 1 no shunt release, 1 no

              h)       Pdg audio visual indication with Indication lamps, for engine controls like
              HWT, LLOP,OS .The hooter used for alarm purpose shall work on 24VDC supply
              and shall be heavy duty type.
              i)       Pdg visual indication with Indication lamps for EA ON, LOAD ON, MCCB
              Trip etc as required..
              j)            Control wiring for the switching off of EA set on fault conditions ic
              providing over speed relay of approved make, necessary relays, bases, wiring
              etc, complete as required.
              k)            S/F of pushbutton stop switches for EA start/Stop/Acknowledge/Reset
              ic making inter connection complete as required.
              l)            Staic battery charger unit.
              h) Indication lamp with “red” for set running and “Green” for set with load on.
              i)   Suitable knockouts for receiving 3 1/2 core armoured aluminium cables of
           required size.
              k) Tinned copper earth bus bar of 25 X 3 mm size minimum connected on both
      sides of the panel.
              l)   Start and stop push button with solenoid switches, wiring etc.
4.2        Following components shall be arranged in separate compartments:-
      a)      Power circuits.
      b)      Meters, indication lamps and controls.
      c)      Static Battery charger unit.
      d)      Engine instruments.
4.3        Conventional based engine instrument panel shall comprise the following:-
      a)      Starting switch with Key.
      b)      Lub Oil Pressure gauge.
      c)      Lub Oil Temperature gauge.
      d)      Battery charging Ammeter.
      e)      STOP lever switch or push button.
      f)      Water temperature gauge (for water cooled engine).
      g)      Electric / Electronic type diesel level indicator.

     h)      Tacho-Hour meter.
     i)      Safety control auto cut off for low Lub oil pressure., high water temperature (for
             water cooled engine) and over speed with audio & visual lamp indication on
             control panel.
     j)      Adequate space provision for static battery charger with proper ventilation.
4.4.      STATIC BATTERY CHARGER:
          The inbuilt static battery charger (in addition to the battery charging alternator
associated with the engine) shall be Silicon Controlled Rectifier (SCR) type with automatic
trickle and boost charging facility, current and voltage limiting circuits to avoid over
charging, short circuit, reverse polarity protection and auto cut-off facility when Gen set is
ON. DC ammeter and voltmeter of approved make, SP DC MCB on DC side and SP MCB
on AC side shall also be provided .the tenderer shall include AC and DC wiring of battery
charger in recess/surface armoured U/G cable of copper conductor. The make of the
charger and guarantee card shall be submitted along with the charger. Wiring from
switch board to trickle charger (AC wiring) shall be carried out with 3 core 2.5 sq mm PVC
insulated multi-strand flexible copper conductor of length 3 Mtrs including providing and
Fixing 3 pin 15 Amps plug. From trickle charger (DC wiring) to battery shall be carried out
with 2 core 2.5 sq mm PVC insulated multi-strand auto cable length of 2 mtrs with
necessary crocodile clips at battery terminals. Wiring shall be carried out in heat resistant
conduit/ armoured cable.

          Battery charging should be done through dynamo during running of E/A set and
through battery charger when E/A set is in off condition. The change over from battery
charger to dynamo and vice versa shall be automatic.

5.        ACOUSTIC ENCLOSURE:
5.1 The acoustic enclosure shall be of modular construction with the provision to assemble
and dismantle easily at site. The enclosure shall be fabricated with CRCA sheet of
thickness not less than 1.6mm. The CRCA sheet metal component shall be pre-treated by
seven-tank process and shall be poly polyester based coated, inside and out side.
5.2 The Emergency stop shall be available on the enclosure panel.
5.3 Suitable clearance for the operation as well as maintenance purposes shall be
       available on all four sides and from the highest point of the E/A set. The acoustic
       enclosure should have necessary access for easy maintenance. The insulation shall be
       done by suitably thick PVC/PU foam/100 mm thick glass wool of density not less than

     24kg/m 3 covered with aluminium-perforated sheet of 24 G thickness. Proper provision
     for taking exhaust out of the enclosure shall be made with necessary mechanical
     binding to the enclosure. Necessary precaution shall be taken to prevent any sort of
     leakages.


5.4 The acoustic enclosure shall be having necessary weather proofing to suit the climatic
conditions prevalent in Tamilnadu. It shall be able to withstand high velocity wind, high
temperature and high humidity conditions. The design of canopy shall be suitable for E/A
set operation, even at ambient of 40OC and occasional peak ambient temperature up to
45OC.


5.5 The acoustic enclosure should have the following provisions:
             (a) It should be possible to fully dismantle and assemble the enclosure for E/A set
                  maintenance etc.
             (b) Easy visibility of the control panel without opening enclosure.
             (c) Easy access for Fuel charging.
             (d) Filling of lub. Oil
             (e) Earthing terminal.
             (f) Suitable knockouts for incoming and outgoing cables.
             (g) Convenient lifting arrangement provided for easy shifting of the set.
             (h) Lockable doors.
             (i) Rain water drainage.
             (j) Necessary ventilation.


5.6 The maximum permissible sound pressure level shall be 75db (A) at a distance of 1
metre from the enclosure surface all around when measured at free field


5.7 The diesel generator sets should be provided with integral acoustic enclosure at the
manufacturing stage itself.


5.8 The entire canopy shall be fire proof.

   5.9 Requirement of certification

        The manufacturer of DG set must have valid certificates of type approval and also
        valid certificates of conformity of production for each year, with the noise limit
        specified in 5.6.


   The EA set should have a valid type approval certificate and conformity of production
   certificate as specified in 5.9.


        (I) The supplier of the product must affix a conformance label on the product having
             the following requirement: -
            (a) The label shall be durable and legible
            (b) The label shall be affixed on a part necessary for normal operation of the
                    product and not normally requiring replacement during the product life
        (II) The conformance label must contain the following information:
            (a) Name and address of the supplier (if the address is described in the owner's
                    manual, it may not be included in the label)
            (b) Statement "this product conforms to the environment (protection) rules, 1986"
            (c) Noise limit viz., 75db(A) at a distance of 1 metre.
            (d) Type approval certificate number
            (e) Date of manufacture of the product
Authorised agencies for certification:

            (I)        Automotive Research Association of India, Pune.

            (II)       National Physics Laboratory, New Delhi.

            (III)      Naval science & Technology Laboratory, Visakhapatnam.

            (IV)       Fluid control Research Institute, Palghat.

            (V)        National Aero Space Laboratory, Bangalore.
            The agency shall offer the Engine alternator set with acoustic enclosure for
prototype test at factory, by BSNL Engineers with in a month of award of work

Compliance and testing procedure

         The compliance and testing procedure shall be as approved by the Central
         pollution control board.

6        GENERAL REQUIREMENTS:

         The Engine alternator, control panel, fuel tank and starting battery etc. shall be
assembled on a common base frame. Alternator shall be close coupled to engine by
means of disc coupling. Each alternator shall be provided with its own exciter. When
separate units are provided for this purpose, the alternator shaft itself will drive it.
6.1.     LUBRICATI0N:
         Lubrication shall be positive pressure type lubricating for all moving parts. No
moving part shall require lubrication by hand either prior to the starting of the engine or
while it is in operation. Lub oil shall conform to relevant IS. Amended up to date. Necessary
lubricating oil filter shall be provided for operation at normal conditions, for a period of 250
hrs. Temperature and Pressure gauges shall be fitted to lubricating system. Lubricating oil
sump shall be topped upto full level after successful completion of the Acceptance
Testing.
         6.2.     FUEL SYSTEM:
         The integrated Fuel tank shall be slide-racking type for easy maintenance. Tank
shall be made of 3mm thick CRCA sheet steel .
(a)    Fuel tank of approximately - 200 ltrs capacity shall be located within the base frame
as an integrated part of the genset within the canopy.


(b)    Fuel tank of approximately 400 ltrs capacity with MS stand shall be provided, located
externally in separate shelter (to be provided by BSNL:)adjoining the canopy. This tank
shall be interconnected to the internal tank through MS piping of suitable size, etc.,
         The tank shall have fuel level indicator, filing inlet with removable fuel screen, outlet
located minimum of 25mm above from the bottom of the drain plug, air vent and
necessary piping: Hand pump for pumping the fuel into the service tank with necessary
tube shall be provided. The inlet of the pump shall be provided with 3 mtrs long flexible /
rigid pipe with suitable filters. The fuel oil filter shall be multi disc or fold type. Extra fuel
sufficient for the operation of the set on full load for 2 hours shall be left in the fuel tank after
the successful completion of the Acceptance Testing.

6.3.     COOLING:
         In case of water-cooled engine, Composite radiator with fan and pumps for water
and lub oil shall be provided.

6.4.     ENGINE START:

         Engine shall be cold and self-starting type. The starter battery shall conform to IS
7372 amended up to date and of sufficient capacity to meet the engine starting and
Control gear requirements.

6.5.     QUIETNESS OF OPERATION:

         The set shall have minimum vibration noise under all conditions of load. The set shall
be Dynamically balanced for greater accuracy.

6.6.     SILENCER:

         Efficient heavy duty Residential type silencer for the exhaust shall be provided. A
test certificate to this effect from the manufacturer shall be furnished.

                                     SPECIAL CONDITIONS OF CONTRACT

1 General

1.1 The following special conditions shall be read in conjunction with general conditions of
contract and amendments /correction there to. If there are any provisions in this
conditions which are at variance with the provision in the above mentioned documents,
the provisions in the special condition shall take precedence.

1.2 It is a consolidated NIT for a number of works to be executed at different sites under
this zone. However for each work a separate award letter will be issued on the basis of
rates accepted and a separate & independent agreement shall be drawn for each work.

1.3 THE PRICE SHALL BE FIRM AND VALIDITY OF TENDERS SHALL BE 90 DAYS FROM THE
DATE OF OPENING OF THE TENDER.

1.4 The department also reserves the right to enforce curtailment in the quantities of work if
the contract defaults in regard to works contract execution.

1.5 Manufacturer’s test certificates for E/A, gate pass/invoice with details of ED shall be
produced by the firms at the time of supply.

2.0 INSPECTION OF SITE AND CONTRACT DOCUMENTS

2.1 For the purpose of inspection of site and relevant documents the Contractor is required
to contact EE (Elect) concerned who shall give reasonable facilities for inspection of the
same. The contractor shall inspect and examine the site and its surroundings and shall
satisfy himself before commencement of work as to the form and nature of the site, the
quantities and nature of work, materials necessary for completion of the works, the means
of access to the site, the accommodation he may require and in general shall himself
obtain all necessary information as to risks, contingencies and other circumstances which
may influence or affect his work. No extra charges consequent on any misunderstanding
or otherwise shall be allowed

2.2 Variation in quantities in respect of unit rated items will be governed by unit rates in the
agreement. This applies to all variations ordered during the currency of the main contract
regardless of the quantity of variations for any item of work not covered by the Schedule
of work clause 12 of PWD-8 shall apply.

3.0 SUFFICIENCY OF TENDER
3.1 The contractor shall be deemed to have satisfied himself before entering into the
contract as the correctness and sufficiency of his offer for the work and of the rates and
prices quoted in the schedule of works and items/quantities or in bills of quantities for the
contract period. These rates and prices shall except as otherwise provided, cover all his
obligations under the contract and all matters and things necessary for proper completion
of works.

3.2 No additional conditions shall be stipulated by the tenderer.

4.0 PROGRAMMES FOR EXECUTION

The firm shall supply detailed programme to Engineer in charge for execution of contract
within 15 days of award of work. The programme shall contain the details about submission
of drawing, supply of materials including E/A set, Control panel, Cables etc., The tentative
dates for installation, testing, commissioning and A/T of E/A set shall also be submitted.

5.0 PACKING FORWARDING AND STORING AT SITE:

Before dispatch to site, the equipment/component /materials shall be properly packed
with polythene sheet and wooden planks for protection and avoiding transit damages
and damage against storage in open area at transporters premises or at work site.

6.0 Coordination at site:

At the site of work, as more than one agency may be working, full cooperation shall be
extended to other agencies during progress of work. Further, work shall be carried in such
a way so that it may not cause abnormal noise and hindrance to the officers of the
department engaged in erection as well as doing normal routine work.

7.0 STORES AND SAFETY:

The contractor from his own sources shall arrange all the stores and materials required for
the satisfactory completion of all the work at work site. Lockable space for storing the
materials may be provided at the request of the contractor. However safe custody of
materials stored at site shall be responsibility of the contractor.

8.0 IS STANDARD:

The entire system shall conform to relevant BIS including safety standards as amended up
to date. Where IS Standards as are not available British standards shall be given over riding
priority. The electrical and earthing work shall be carried out as per CPWD specifications
for electrical works (internal) and electrical works (external) as amended up to date. A list
of relevant standards are given in the Annexure A

9.0 Test Certificate

The firm shall submit following test certificates on supply of the material at site:
• Manufacturer Original test certificates for Engine, Alternator, E/A set, control panel
• Routine test certificates for individual items.
Department may test each unit at factory without any extra payment.


10 Inspection & Testing of EA set:

10.1 Each of the EA sets shall be tested at factory for routine /normal load before dispatch
to site(s) and the necessary test certificate shall be furnished along with the EA set.

10.2 All the following tests to check the performance of the set to meet the requirements
of specifications shall be carried out at site after installation.


11. Inspection & Testing of EA set.:
11.1 Each of the EA sets shall be tested at factory for routine/normal load before despatch
to site(s) and the necessary test certificate shall be furnished along with the EA Set.

11..2 All the following tests to check the performance of the set to meet the requirements
of specifications shall be carried out at site after installation.

11.2.1 Testing at Site
a) Initial Testing for 2 hours at full load, one hour at 10% over load and one hour at no
load.

b) A/T in presence of representative of T&D circle as per A/T Schedule.
i.e. Six hours at full load & One hour at 10% over load Resistive load and fuel for testing
will be supplied by the firm without any extra cost.
The test shall be with artificial resistive load only and non-linear load will not be arranged
for A/T purpose. In case E/A set does not pass the test then contractor has to re-supply the
necessary oil and lubricant. The necessary artificial load shall be arranged by the firm.
Operator and other necessary man power and material is to be provided by the
contractor at the time of testing/ A/T as per BSNL guidelines and practice.
c) The EA set will be tested by AT authorities with prescribed non-linear load along with the
other loads for satisfactory operation.

11.2.2 Insulation Test:
        Immediately after the load test, the insulation resistance between the stationary
coil and the frame is tested with 500V Megger, and the values shall be as prescribed in IE
rules amended up to date.

11.2.3.Voltage Regulation Test: Automatic and manual regulation of the alternator at no
load, half load and full rated load are noted for the nominal voltage and variation
allowed in output frequency is + 4% of the nominal frequency.

11.2.4 Engine Governor suitable to meet requirement as given under speed governing
PARA 11 of A.T. Test sheet.

     PARA11 Speed Governing: The Engine shall run steadily and load upto its maximum
rated load to the standards given below:-

or throwing on the rated load          Permanent change          4%
On change of load by any step of 20 Temporary change            3%

    When the engine alternator is delivering 10% and 100% of the rated power output, the
    steady load speed band shall not exceed 1% of the rated speed.

   The recovery time from temporary distribution to the steady load speed band at the
   new load shall not exceed 3 second after taking off or throwing on the rated load.
11.2.5 Functional Test:
Performance of the incoming switch/CB, starting the engine arrangement, safety features,
instruments and control panel etc., shall be verified.

11.2.6. Battery:
The battery shall be tested as per the general method.

11.2.7. Accuracy Of Meters:
The accuracy of the ammeter, voltmeter and other meters shall conform to IS 1248.
Calibration certificate from reputed and govt. accredited laboratories for the meters used
shall be furnished. The validity period of the certificate shall not be less than nine months
reckoned from the date of award of the work.

12.Guarantee And Defect Liability:

•    The guarantee shall be valid for twelve months after successful A/T. The contractor
     shall guarantee that all equipments shall be free from any defect due to the
     defective material and/or bad workmanship and also the equipments shall work
     satisfactorily with performance and efficiencies not less than the guaranteed values.


•    Any part found defective during this period shall be replaced free of cost by the
     contractor. The service of the contractor’s personnel, if required during this period
     shall be made available free cost to the department.

•    The contractor shall depute his representative within 36 hours of notification of the
     defect by the department.

•    A joint report shall be prepared by the representative of department and firm
     regarding nature of defects and remedial action required. Time schedule for such
     action shall be also finalised.

In case the contractor fails to depute his representative within 36 hours of notification of
the defect or fails to cause remedial measure within reasonable time as decided during
joint inspection, the department may proceed to do so at the contractor’s risk and
expenses and without prejudice to any other

13. Bye -laws Indemnity against liabilities

13.1 The contractor shall comply with all Bye-laws and Regulations of local and statutory
authorities having jurisdiction over the works and shall be responsible for payment of all fee
and other charges and giving the receiving all necessary notices and keep the Engineer-
in-Charge informed about the notices issued and received.

13.2 The contractor shall indemnify the department against all claims in respect of
patent rights design, trademark or name of other protected rights in respect of any plant,
machine, work or materials used for or in connection with the works or temporary works
and from and against all claims demands, proceedings, costs, charges and expenses
whatsoever in respect of or in relation thereto. The contractor shall defend all actions
arising from such claims and shall himself pay all royalties.

13.3 Licence fees, damages, costs and charges of all and every sort, that may be
legally incurred in respect hereof shall be borne by the contractor.

13.4 All liabilities/penal recoveries on matters arising out of Tax/Excise/Levies such as
incorrect deductions discrepancies in the filing of returns, revised assessments by the
concerned authorities etc. shall be borne by the contractor.


14. Completion Drawings:

The firm shall supply three sets of Drawings / documents immediately after completion of
the work as detailed below:
_ Plan layout of the E/A room indicating various equipments.
_ Foundation details of E/A set.
_ Schematic diagram of control wiring.
_ Operation and maintenance manual.

15. Period of Completion of work
Date of successful Acceptance Testing including thyristor load handling capacity check,
shall be taken as completion date of work.

17.0 Currency of contract:
Rates quoted by the contractor shall be firm and shall be valid for the currency of
contract. No cost escalation shall be permitted during the currency of contract.


18.0 EXCISE DUTY & SERVICE TAX:

a. Refer Important note to bidders (Commercial )

19. Any alteration to original specification shall be made after mutual discussion and
agreement between Department and contractor. Any price implication in this regard shall
be mutually discussed and agreed upon, in terms of clause 12 of BSNL.-8/ PWD8.

20. The Clause 10CC of BSNL 8/PWD 8 form is not applicable.

21 MODIFICATIONS/ALTERATIONS:

21.1Modifications or alterations in the design/specifications of any equipment / material
will not be permitted by the Department as a matter of principle.

21.2 However, the Department may relax the above stipulations in exceptional
circumstances; where:
a) The same is necessitated due to non-availability of material/component of certain
specifications or make. OR
b) Such alterations constitute an improvement in the opinion of the contractor.

21.3. Prior written approval of the Department shall be obtained before execution of
Alterations/modifications. The Department also reserves the right to enforce the
curtailment in the assigned quantum of work for any contractor(s) on the following
grounds:-
Default(s) in regard to works contract execution assigned.

22.0 Set off clause:

Only those payments due to Government against a particular contract agreement shall
be deducted from the bills of the same work and not deductible from other works.

23. Deration for Red Hot condition
       During full load testing, if exhaust manifold/turbo charger becomes red hot
condition, the set shall be re-tested for a deration condition so that there is no red hot

condition observed. Deration of set upto 10% will be accepted on prorata recovery of
the accepted rate for the EA set.

24.    The rates incorporated in the Contract in respect of different items shall be
uniformly applicable to all works within TAMILNADU & PONDICHERRY irrespective of their
geographical locations.

25.     Operation of the Rate Contract is for bonafide departmental use only and is further
restricted to only such works as authorised by the Superintending Engineer (Electl), BSNL,
Electrical Circle – II, Chennai through the D.D.O. nominated by the Superintending
Engineer (Electl), BSNL, Electrical Circle – II, Chennai during the currency of the Rate
Contract.

26.    Deviation of quantities
      The department reserves the right to order deviation of quantities in excess of the
quantity stipulated in the contract up to 50% at the unit rate as per agreement during the
currency of contract


27    Performance bank Guarantee:
      The firm should furnish bank guarantee for an amount equal to 5% of the contract
value on Nationalised/Scheduled Bank in a standard format within two weeks from the
date of issue of award letter. The Validity period of the performance security in the form of
performance bank guarantee shall be one year from the date of actual completion of
work

28     Pollution Control Board Norms:
       The EA set supplied shall conform to the latest Pollution control Norms, Noise levels
stipulated by the Pollution control board and other statutory bodies of the Govt. The firm
should submit the certificates for the same issued by testing organizations, which are
authorized for the same, by the Govt./Statutory body
