JOB PURPOSE:
Under the supervision of the Executive Director, the Chief Operating and Financial Officer (COFO) will provide oversight
to the core operating and financial infrastructure of Harris County Public Health and Environmental Services (HCPHES).
The incumbent will have a critical role in identifying, coordinating, and aligning core infrastructure resources to support key
public health initiatives and programs (as prioritized through HCPHES strategic planning activities). The COFO will be
responsible for the following functions: budget management and financial services; human resources and volunteer
services; departmental facility management, department-wide logistical support and materials management, information
technology; funds development, and Ryan White Care grant administration. The COFO will serve as a member of
HCPHES executive staff.

     ● Work in strong partnership will all the members of the HCPHES executive team and other HCPHES staff
        as appropriate on departmental strategic planning activities.
     ● Work with his/her direct reports (Assistant Chief Financial Officer, Chief Information Officer, Facilities
        Manager, Human Resources Manager, and Materials and Logistics Manager) to develop a comprehensive,
        coordinated, and efficient approach to the acquisition and allocation of infrastructure resources to support
        HCPHES mission objectives.
FINANCIAL

     ● Conduct financial analyses and forecasts
     ● Develop long term financial business plans in alignment with HCPHES strategic plan
     ● Coordinate the development and monitoring of HCPHES budget (total annual revenues including general
        fund and grant funds) approximately $68 million
     ● Supervise fund development and grant writing
     ● Supervise Ryan White Grant administration
     ● Maintain and/or enhance internal fiscal control safeguards
     ● Responsible for on-going internal audit of all financial systems including but not limited to accounts
        payable, disbursement of funds, and collection of fees.
     ● Work collaboratively with other Harris County departments (e.g. Management Services, Auditor’s Office),
        and external public and private funders to ensure HCPHES maintains compliance with reporting, auditing,
        and regulatory requirements

     ● Information Technology: forecast technologies required to a) ensure maintenance and updating of
       information systems and related technologies, b) support new or expanding initiatives, and c) facilitate
       workplace and workforce efficiencies
    ● Human Resources: Oversee all human resource functions, including payroll, benefits administration,
       compensation assessments, recruitment and retention strategies, employee and volunteer training and
       development
    ● Facilities Management; oversee facility management activities, including leasing arrangements, space
       allocation, facility maintenance, etc. Works collaboratively with Harris County Public Infrastructure
       Department and external property owners as needed to manage facilities that house HCPHES staff.
    ● Materials Management and Logistics: Oversee departmental materials management, including ordering,
       inventory, tracking. Oversees departmental logistic support activities during day-to-day operations as well
       as during small and large-scale public health emergency response activities.

UPON ENTRY TO THIS POSITION, AN EMPLOYEE NEEDS THE FOLLOWING KNOWLEDGE, SKILLS, AND
ABILITIES IN ORDER TO PERFORM THE JOB FUNCTIONS IN A SATISFACTORY MANNER:

EDUCATIONAL REQUIREMENTS:

Master’s degree (from an accredited school) in Business Administration, Public Administration, Public                      Service &
Administration, Health Administration or related field is required.

LICENSE(S) AND/OR CERTIFICATION(S) REQUIRED:

None required.

EXPERIENCE REQUIREMENTS: (Amount and Type)

Must have at least eight (8) years overall experience in business management, finance and/or public administration, with
a minimum of five (5) years supervisory experience. Experience in government or non-profit agencies is a plus. Should
have expertise/experience in multiple components of organization finance and operations such as budget preparation,
fiscal management, financial controls, human resources, information technology, contract administration facilities
administration, and/or materials management.

COMPUTER PROFICIENCY: (Be specific as to the amount and type of software and/or hardware knowledge required and the proficiency level
of skills required, i.e., basic, intermediate, or advanced)

Must have a working knowledge of information systems and their functionality within a large multi-function, multi-location
organization. Must have a working knowledge of spreadsheet, database, and word processing software as well as
electronic mail and the internet.

SPECIAL SKILLS AND/OR ABILITIES:

Must have well developed knowledge of the principles and practices of public and business administration, financial
management, and strategic planning. Must have a demonstrated and proven ability to analyze issues, plan and
implement action; recruit, select, train, and supervise employees; and establish and maintain effective working
relationships with associates, other state and local officials and the public. Requires excellent oral and written
communication skills.

PHYSICAL REQUIREMENTS: (if any)
The incumbent may be required to work long hours during public health emergency events.
