                                   JOB DESCRIPTION


Job Title:   Telecommunications Officer                  Job Holder: Vacant

Report to:   Permanent Secretary, CW&I                   Ministry:     CW&I

1. JOB PURPOSE

   a) To provide regulatory oversight of telecommunication laws within the Cayman Islands.
   b) To operate and maintain Government telecommunication network throughout the
      Cayman Islands.
   c) To plan, organize, staff and direct all personnel and activities of the Office of
      Telecommunications (OFTEL).

2. DIMENSIONS

   a) Operating budget of $1.5 million and the on-going management and operation of a $5
      million critical infrastructure telecommunication system serving all Government
      agencies;
   b) Provide telecommunications support for Government and licensees users.
   c) Represent the Cayman Islands at Regional and International meetings of
      telecommunication organizations.
   d) Ensure the performance of management agreements with the Ministry and Cabinet for
      specified deliverables
   e) Responsible for negotiating and ensuring compliance of over 60 service level agreements
      with Government agencies, authorities and companies;
   f) Negotiate and ensure compliance of licence agreements with private sector ICT licensees
      that share Government telecommunications infrastructure facilities;
   g) Ensure compliance with terms and conditions of licences with the ICTA for all
      Government networks, services and radio frequency spectrum;
   h) Chairman of the Emergency Telecommunications sub-committee of the National
      Hurricane Committee;
   i) Chief Technical Advisor to the Ministry and Government on matters relating to
      telecommunications;
   j) Supervise 8 established posts within OFTEL including administrative, finance and
      engineering.

3. PRINCIPAL ACCOUNTABILITIES

                          Operating/Maintenance/Advice to Users

   a) Manage the design, construction, installation, and maintenance of the Government
      telecommunications infrastructure and facilities;
   b) Manage the use of telecommunications infrastructure and facilities by third party
      licensees, including wireless systems, antennae towers and equipment bunkers;
   c) Provides direction in the following areas: organizational structure changes, manpower
      requirements, staffing assignments, technical training, and performance evaluations;
   d) Provides consulting services to other Government agencies;
   e) Conducts engineering surveys, technical studies, radio system coverage and propagation
      analysis;
   f) Conducts radio frequency interference analysis and suppression, prediction, verification,
      and field tests;
   g) Engineers the modification, design, manufacture and integration of special, highly
      complex communications features, which are unavailable as standard equipment in the
      Government telecommunications systems.
   h) Directs the design, construction, installation and maintenance of telecommunications
      infrastructure facilities;
   i) Determines OFTEL policies and objectives and other agencies short- and long-term radio
      communications needs;
   j) Makes difficult technical and operating decisions and resolves procedural and operational
      problems;
   k) Conducts research and analyzes data in planning communications systems;
   l) Controls the use of material and financial resources;
   m) Coordinates telecommunications activities and functions with other agencies;
   n) Plan, organize, staff, and provide overall direction for OFTEL activities;
   o) Comprehends and makes inferences from written material, including blueprints and
      schematic drawings;
   p) Estimates labour and material costs for special projects;
   q) Maintains and enhances technical skills through vendor sponsored training programmes

                                        Emergency Response
   r)   Respond for developing, carrying out and evaluating emergency telecommunication plans
        for the National Hurricane Committee.
   s)   Participate in Oil Spills Response and Airport Emergencies by responding to disaster
        incidents, and provide telecommunication support to the emergency services.
                                      Management of OFTEL
   t)   Develops and prepares the OFTEL annual budget and provides budget information to all
        user agencies for equipment and services;
   u)   Obtain the most cost-effective and optimum performance of OFTEL’s efforts;
   v)   On behalf of the Chief Officer, oversees the annual budget for OFTEL.

5. BACKGROUND INFORMATION
OFTEL is involved in planning, technical researching, engineering, designing, constructing,
installing, maintaining, purchasing, and operating the Government radio communication system.

This post requires technical expertise aw well as carrying out administrative functions set by
policies and directives.

6. KNOWLEDGE, EXPERIENCE AND SKILLS
  a) The post holder must possess a Degree or equivalent professional qualification in
     Telecommunication or Electronic Engineering; with at least 4 years post graduate
     experience.
  b) The post holder should have direct experience in all aspects of wireless communications
     systems, as well as being familiar with Emergency 911 systems. Experience in Radio
     Spectrum Management and Frequency allocation in the VHF/UHF band is also essential.
     A working knowledge of 80O MHz digital trunk radio system is highly desirable.
  c) Project Management experience is required.
  d) Postholder should have excellent oral and written communications skills with the ability to
     interact with people at all levels. Must be computer literate and familiar with the latest
     state of the art technology.

 e) Must have extensive knowledge in the principles and practices involved in the design,
    construction, installation, maintenance, and operation of a variety of telecommunications
    systems and testing devices. Must have practical experience in modern public
    administration principles and practices, ICTA rules and regulations pertaining to radio
    communication systems and related equipment, budget preparation and administration
    principles and practices, and employee supervision, evaluation, and training principles and
    practices.



7. ASSIGNMENTS AND PLANNING OF WORK

   Work is generated by directives from the Ministry, license request from the private sector,
   and request from Government Departments/Sections Units a well as maintaining network
   managements (infrastructure). The postholder exercises considerable independent judgment
   due to the specialized and technical nature of the work. Must be able to respond to
   emergency situations.



8. SUPERVISION OF OTHERS

Directs and supervises the work of 8 administrative, finance and engineering personnel.


9. OTHER WORKING RELATIONSHIPS

   Internal
   a) Communicates with management, subordinate-level officers, user agency personnel,
      contractors, vendors, public officials, and the general public in order to establish and
      maintain effective working relationships;
   b) Instructs and trains supervisors and sets and communicates system performance
      standards;
   c) Presents technical facts clearly and concisely to non-technical individuals;
   d) Serves as a liaison to the Information and Communications Technology Authority
      (ICTA) concerning licencing and spectrum issues, including the effects of proposed rules
      and regulations changes on Government agencies;
   e) Prepares written documents such as special reports, magazine articles, comments and
      replies to proceedings of the ICTA, and various other correspondences.
   External
   f) International organizations such as CTU, ITU, APCO, NENA, IMO and IACO.

10. DECISION MAKING AUTHORITY AND CONTROLS

   The postholder exercises considerable independent judgment due to the specialized and
   technical nature of the work. Also directs the implementation of Ministry / Government
   telecom policies and collaborates with other agencies as necessary to ensure compliance.


11. PROBLEM / KEY FEATURES

   The postholder makes difficult technical and operational decisions and also resolves
   procedural and operational problems that may affect large numbers of personnel.


12. WORKING CONDITIONS

   On call 24 hours, must be able to respond to emergency situations and occasionally work for
   extended periods under adverse conditions. Job can be demanding and stressful at times.
