THE POSITION
Under general supervision, coordinates the scheduled operations of Gardena Municipal Bus Line Paratransit
service using two-way radio, telephone communications and computer equipment. Provides assistance to
Paratransit Drivers and the public, dispatches personnel and equipment in response to service requests,
organizes and coordinates the activities of field units, maintains records of activities and performs other related
work as required. Dispatches all Paratransit Drivers on assigned work schedules; receives and responds to
telephone and voice radio calls from Paratransit Drivers and other staff members; answers driver’s questions and
assist operators with difficult customer and Paratransit bus situations; provides callers with accurate and clear
information or refers calls to appropriate staff for handling; input call and vehicle information into a database;
monitors and supervises the vehicle fleet by means of dispatch radio; applies established service recovery
techniques minimizing disruption or loss of service and ensuring safe reliable service; schedules work
assignments for all Paratransit Drivers; maintains daily records of scheduling changes, scheduled and
unscheduled time off, passenger incidents, and vehicle repair/availability; adjusts daily run list for replacement
drivers as needed; manages service related issues by coordinating support resources in the field including
maintenance, Public Works Department, field supervisors, police, medical aid and firefighters ensuring safe,
reliable and courteous service. Work requires incumbents to exercise sound judgment in selecting appropriate
guidelines to follow; prepares written reports regarding transit operations, accidents, breakdowns and mechanical
defects; communicates major incidents and accidents to management and provides exemplary customer service
to Paratransit Drivers and other external customers; performs other related work as required.

EDUCATION AND EXPERIENCE
High school graduate or equivalent G.E.D. Certificate, AND two (2) years of experience as a Dispatcher or
Paratransit Driver, with at least 1 year experience as a Dispatcher.

KNOWLEDGE AND ABILITIES
Knowledge of Paratransit vehicles, two-way radio procedures, computer data entry and customer service
practices; of safety principles and regulations applicable to Paratransit vehicle operations; of the California Vehicle
code and of mechanical failures of large vehicles. Must have the ability to supervise, train, and prepare written or
computer generated reports. Must be able to: read, write, and speak in English, communicate effectively (verbal
and written) in English; to operate a Paratransit vehicle safely; to operate a variety of communication equipment;
to understand and carry-out both oral and written instructions; to prepare simple reports; to deal courteously and
effectively with internal and external customers; to establish and maintain effective and cooperative working
relationships; to remain calm in emergencies, analyze situations, make quick sound decisions, adopt an
effective course of action and exercise sound judgment as needed. Maturity, patience, tact, courtesy and memory
are essential to the position.

PHYSICAL DEMANDS AND WORKING CONDITIONS
The position is performed indoors within the transportation building and occasionally outdoors. Physical demands
include sitting for long periods of time, using communication equipment and computers, talking, writing, standing,
lifting, walking, pushing, pulling, bending, and kneeling. May be required to drive a Paratransit vehicle as needed.

LICENSE
Must possess, at the time of application, and maintain a valid Class B California Drivers License with Passenger
Endorsement. Must provide a current (within 30 days) H-6 printout of driving record, obtainable from the
Department of Motor Vehicles.

SPECIAL CONDITIONS
Must be able to pass a job related medical examination, which includes drug and alcohol testing. Employment
is subject to background checks and verifications. This position is a designated “safety- sensitive” as defined
by the Federal Department of Transportation (DOT), and requires pre-employment and random drug and
alcohol testing.

policy.

                                      EMPLOYEE BENEFIT PACKAGE

Agency Shop Agreement with the Gardena Municipal Employees Association and enrollment in the
Association is a condition of employment.

SALARY: The salary range is based on a 5-step merit system with new employees generally hired at the first step with
progression to the second step upon successful completion of a probationary period, with an annual review thereafter.
Cost of Living Adjustment (COLA) is negotiated with the representative labor group and is separate from merit steps.

LEAVE:           VACATION:        12 days per year, increasing with years of service.
                 HOLIDAYS:        12 fixed holidays per year plus additional 20 hours of Floating Holiday.
                 SICK LEAVE: 10 hours per month with no maximum accumulation.

RETIREMENT: The City participates in the Public Employees’ Retirement System and currently pays the employee’s
portion of 7% towards retirement (2% @ 55).

HEALTH INSURANCE:         Medical, vision, prescription and dental coverage is provided. City currently pays the premium
for employee plus one dependent.

LIFE INSURANCE:        $15,000 Group Term Life Insurance policy paid by City; optional coverage available.

TUITION REIMBURSEMENT: $2,000 per fiscal year for tuition and books for approved courses.

DEFERRED COMPENSATION: Available to interested employees.

CREDIT UNION:        Savings and loan services are available through the South Bay Credit Union.
