ANALYSIS

Staff Discussion:
The petitioner requests approval of a special use for a gymnasium in a multi-tenant building on Albion
Avenue. The proposed facility will occupy approximately 4,100 square feet, and will provide tumbling classes
and training for children. As proposed, classes will last one hour with a maximum of five students per class.
Most classes will be held during late afternoon and evening weekday hours and on weekends. In most cases,
parents will drop their children off for the class and will not stay during class times.

The proposed use will have different peak hours as compared to the other uses in the building, and is similar to
approved training facilities like the SAA cheerleading facility on National Parkway (Case Z0804-02) and
Nate’s Premium Athletic facility on Lunt Avenue (Case No. Z0909-07) which are also located in multi-tenant
office/warehouse buildings. While the proposed recreational use will be located in a building with office and
warehouse uses, staff does not believe the proposed use will have negative affects on the other uses in the
building from a noise, parking, or service perspective. Additionally, the site is designed with two curb cuts
along Albion Avenue, with the majority of the parking spaces located on the west side of the building and
adjacent to the office entrances serviced by one curb cut, and truck docks and overhead doors located on the
east side of the building and serviced by a separate curb cut. Therefore, automobile and truck traffic does not
intermix on the site.

Zoning History:
According to Village records, two office/warehouse buildings were approved in 1994 (Case No. SP9405-02).
The proposed use will be located in Building #2 of the development, and Building #1 is located east of
Building #2.

Surrounding Zoning and Land Uses:
North: M-1 Manufacturing District / Fed Ex Distribution Center
South: M-1 Manufacturing District / Jorgensen Steel
East: M-1 Manufacturing District / Office-Warehouse Building
West: M-1 Manufacturing District / The Ink Well

Compatibility with Surrounding Land Uses:
As the adjacent tenant spaces are used for office, warehouse, or industrial purposes primarily during the day,
staff believes that the proposed use will not have any negative affects on the adjacent tenants or surrounding
uses.

Comprehensive Plan Designation:
The subject property is designated for industrial and industrial/office uses according to the Village
Comprehensive Plan. This designation is appropriate for a variety of office or manufacturing uses. Staff does
not believe that there will be negative affects on the existing building if the special use is approved.

Parking:
Parking for the building is calculated as follows:

The subject property contains 56 parking spaces, and the petitioner conducted parking counts to determine if
there will be adequate parking for the proposed use. Counts were taken hourly between 5:00pm and 8:00pm
on Friday, February 19th and between 8:00am and 6:00pm on Saturday, February 20th. During these times, the

most number of vehicles parked on the property were 9 vehicles at 5:00pm on February 19 th. Therefore, staff
believes that there will be more than enough parking to meet the demand of the proposed tumbling facility.

RECOMMENDATION
Staff has reviewed the petitioner’s request and is supportive of the proposal. Therefore, staff recommends
approval of a Special Use for Top Notch Tumbling, Case No. Z1002-06, subject to the following conditions:

1. The following plans/exhibits shall be adopted as part of the governing ordinance:
   a. Floor Plan, and Site Plan, received by the Community Development Department February 25, 2010.
   b. Parking Counts, received by the Community Development Department March 26, 2010.
